Calls upon the President to: (1) monitor and report on developments affecting the Baha'i minority in Iran and in other countries; (2) cooperate with other governments in continuing to make appeals to Iran concerning the situation of the Baha'is; (3) initiate and support efforts in the United Nations and its agencies on behalf of the Baha'is; and (4) provide, and urge others to provide, for refugee and humanitarian assistance for those Baha'is fleeing their homelands to escape religious repression.

Agricultural Research Commercialization Act of 1988

Agricultural Research Commercialization Act of 1988 - Establishes the Agricultural Research Commercialization Corporation (Corporation) in the Department of Agriculture to facilitate the commercialization of new industrial products and processes using traditional and new agricultural and forestry crops. Directs the Corporation to establish between ten and 12 regional centers. Provides for the appointment of regional advisory councils whose primary duty shall be project application review. Sets forth center activities, including: (1) identification of new products and of areas for new product commercialization; (2) coordination of research and development programs; (3) provision of technical assistance; (4) dissemination of information; and (5) coordination of private sector, university, and government needs and activities. Sets forth Corporation operating and administrative provisions, including financial disclosure and public access to Corporation information requirements. Directs the Corporation to provide grants, loans, and loan guarantees to eligible projects. States that the Corporation shall not receive proprietary or patent rights to any project proposal in return for such financial assistance. Sets forth financial assistance criteria. Requires a successful venture to repay the regional center the amount of financial assistance received for such project. Exempts unsuccessful ventures from such repayment, except that they must transfer any loan collateral to the Corporation. Establishes a revolving fund for the Corporation. Authorizes the establishment of regional revolving funds. Authorizes FY 1989 through 1999 appropriations. Authorizes a trust fund for the Corporation.

Drunk Driving Prevention Act of 1988

Drunk Driving Prevention Act of 1988 - Authorizes the Secretary of Transportation to make basic and supplemental grants to States which adopt and implement certain drunk driving prevention programs. Requires States, in order to receive basic grants under this Act, to provide: (1) an expedited driver's license suspension or revocation system; and (2) a self-sustaining drunk driving enforcement program. Sets forth additional requirements for the receipt of supplemental grants, which include: (1) providing for mandatory blood alcohol content testing whenever a law enforcement officer has probable cause to believe that a driver involved in a collision that results in a death or serious bodily injury has committed an alcohol-related traffic offense; or (2) providing for an effective system for preventing drivers under the age of 21 from obtaining alcoholic beverages. Provides that no State may receive grants for more than three fiscal years. Sets forth the Federal share payable for such grants for each of the three fiscal years. Authorizes appropriations for FY 1989 through 1991. Requires the Secretary to: (1) conduct a study to determine the blood alcohol concentration level at or above which an individual is deemed to be driving while under the influence; and (2) issue and publish proposed and final regulations to implement this Act.

Women in Development Act of 1988 - Requires the Administrator of the Agency for International Development (AID) to take specific steps to strengthen the Agency's women in development policy, including: (1) incorporating and increasing the active participation of local women and local women's organizations in its development activities; (2) instructing Agency staff and contractors to collect sex-disaggregated data and to insure that country strategies, projects, and programs are designed so that the percentage of women receiving assistance in proportion to the higher of their traditional participation in the targeted activities or their proportion of the population; (3) insuring that project and program evaluations include an assessment of the extent to which the project integrates women in the development process and of the project's impact on women; (4) increasing the number and responsibility of women in professional positions within AID; and (5) establishing within AID a task force on women in development. Amends the Foreign Assistance Act of 1961 to require that a minimum of $4,000,000 (currently, a maximum of $10,000,000) in funds made available for foreign assistance programs be used for programs to promote the participation and integration of women in the development process in developing countries. Requires that not less than $2,000,000 of such funds be extended as matching funds to support the efforts of AID field missions to integrate women into their programs. Requires the Administrator to report to the Congress annually on the implementation of this Act. Authorizes appropriations to be made available for the United Nations Development Fund for Women and the United Nations International Research and Training Institute for the Advancement of Women.

Authorizes FY 1989 through 1991 appropriations to pay the difference in costs between conventional products and degradable plastic products. Directs the Administrator to establish an interagency working group to coordinate activities under this Act. Requires annual reports to the appropriate congressional committees. Directs the Secretary of Agriculture to report to the appropriate congressional committees concerning research into new non-food uses for agricultural commodities.

Office of Federal Procurement Policy Act Amendments of 1988

Reauthorization of the Office of Federal Procurement Policy Act of 1988 - Amends the Office of Federal Procurement Policy Act to extend its authorized appropriations through FY 1989, plus each of the three succeeding fiscal years. Establishes the Federal Acquisition Regulatory Council to assist in the direction and coordination of procurement policy and procurement regulatory activities. Provides that the Council shall consist of the Administrator and the official assigned by statute (or a designated official) with the responsibility for acquisition policy in the General Services Administration, the Department of Defense, and the National Aeronautics and Space Administration. Directs the Council to issue and maintain a single Government-wide procurement regulation, to be known as the Federal Acquisition Regulation. Directs each Council member to: (1) approve or disapprove proposed and final regulations of the member's department or agency relating to procurement; (2) carry out the responsibilities for information collection requests relating to procurement; and (3) eliminate or reduce the levels of review in the procurement system of the member's department or agency. Directs the Council to manage, direct, coordinate, and monitor the maintenance of the Federal Acquisition Regulation. Directs the Council to: (1) publish a report every six months relating to the development of procurement regulations by the General Services Administration, the Department of Defense, and the National Aeronautics and Space Administration; and (2) report within 180 days after establishment of the Council regarding the extent of the paperwork burden created by the Federal procurement process, and the extent to which the Federal procurement system can reduce unnecessary paperwork while maintaining recordkeeping and reporting requirements to ensure the integrity of the system. Establishes within the Office of Federal Procurement Policy an independent board to be known as the Cost Accounting Standards Board, which shall be chaired by the Administrator. Provides that the Administrator has the exclusive authority to make, promulgate, amend, rescind, and enforce cost accounting standards and interpretations designed to achieve uniformity, consistency, and equity in the cost accounting standards governing measurement, assignment, and allocation of costs to contracts with the United States. Declares that promulgated cost accounting standards shall be used by executive agencies and contractors and subcontractors in estimating, accumulating, and reporting costs in connection with pricing, administration, and settlement of negotiated prime contracts and subcontracts in excess of $100,000. Authorizes the Administrator to exempt classes or categories of contractors or subcontractors from such standards, and to establish procedures to waive certain requirements. Requires the single system of Government-wide procurement regulations to include regulations for the implementation of cost accounting standards. Requires such regulations to require contractors and subcontractors to: (1) disclose in writing their cost accounting practices; and (2) agree to a contract price adjustment, with interest, for any increased costs paid to such contractor by the United States resulting from a change in the contractor's cost accounting practices or failure to comply with applicable cost accounting standards. Specifies procedures to be taken by the Administrator and the Board prior to promulgating cost accounting standards. Requires the Administrator to report to the Congress annually on the activities of the Board. Authorizes appropriations. Directs the Administrator to conduct a study to develop a consistent methodology which executive agencies should use for measuring profits earned by Government contractors on procurements.

Telemarketing Fraud Prevention Act of 1988 - Amends the Federal Trade Commission Act to authorize both citizen suits and civil actions on behalf of a State for relief against entities engaging in telemarketing fraud or dishonest acts or practices. Prescribes the general framework to govern such suits. Directs the Federal Trade Commission (FTC) to promulgate rules to govern telemarketing activities. Describes required contents of such rules, including mandatory notice to telemarketing recipients concerning refunds for untimely delivery of the product or service. Provides for rescission of a sale within three days after a sales agreement. Requires that the rules include a rebuttable presumption that a telemarketing entity that does not keep adequate records illustrating compliance will be considered in violation. Declares that violators shall be considered to have engaged in an unfair or deceptive trade practice. Prohibits telemarketing conduct whose natural consequence is to harass, oppress, or abuse, and considers violators to have engaged in an unfair or deceptive trade practice. Directs the FTC to establish a clearinghouse for inquiries made to Federal agencies concerning telemarketing.

American Heritage Trust Act of 1988 - Title I: American Heritage Trust - Establishes the American Heritage Trust, comprised of the Land and Water Conservation Fund and the Historic Preservation Fund, to provide funding for the preservation of America's natural, historical, cultural, and outdoor recreational areas. Title II: Land and Water Conservation Fund - Amends the Land and Water Conservation Fund Act to require the Secretary of the Treasury to invest a portion of the Land and Water Conservation Fund in public debt securities. Requires that the interest from such investments be used to provide for the preservation of the Nation's recreational areas. Sets forth a formula for the allocation of such interest income to the Federal Government and the States. Sets forth specified requirements with respect to the apportionment of such income to local and State governments. Repeals a specified section concerning publicity and signing provisions. Title III: Historic Preservation Fund - Amends the National Historic Preservation Act to extend the Historic Preservation Fund through 2015. Requires the Secretary of the Treasury to invest a portion of such Fund in public debt securities. Requires that the interest from such investments be used for the preservation of historic sites. Title IV: Miscellaneous Provisions - Requires the owner of any site that benefits from moneys derived from the American Heritage Trust to install a sign indicating that fact.

Motor Fuels Excise Tax Relief Act of 1988

Motor Fuels Excise Tax Relief Act of 1988 - Amends the Internal Revenue Code to exempt from the gasoline excise tax any sale of gasoline to: (1) a State or local government (or to a purchaser for resale to such government) for its exclusive use; or (2) a nonprofit educational organization for its exclusive use. Permits wholesale distributors of gasoline who have registered with the Secretary of the Treasury and posted the required bond to pay the gasoline tax (in lieu of the person otherwise liable for the tax). Requires that the reduced gasoline tax rate (3.4 cents instead of 9.1 cents) be applied with respect to gasoline used to produce gasohol after the time of the relevant removal or sale. Prohibits the imposition of the excise tax on diesel and aviation fuels on the sale of these fuels to any purchaser (or purchaser for resale) for use in any off-highway business use. (Although fuel used for such purposes is generally tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on the nontaxable use of the fuel.) Directs the Secretary of the Treasury to study and report to specified congressional committees concerning motor fuels excise tax collection procedures, in the interest of determining methods that will provide the least onerous treatment of tax-exempt entities and at the same time raise necessary revenue.

Directs the Commission to send out notices regarding claims for which the statute of limitations has been extended. Directs the Commission to report to specified congressional committees on such claims, notices, alleged unlawful practices eliminated or attempted to be eliminated, and civil actions filed.

Authorizes the Vietnam Women's Memorial Project, Inc., to construct a statue of a woman Vietnam veteran within the Vietnam Veterans Memorial site in Washington, D.C., to honor and recognize the women of the U.S. armed forces who served in the Vietnam conflict. Subjects the location and design of the statue to approval by the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Expresses the sense of the Congress that: (1) the addition of the statue is well within the intent of the law authorizing the establishment of the Memorial; and (2) after the addition of such statue, such Memorial will be complete and no further additions to the site should be authorized or undertaken.
