Domestic Violence Prevention and Services Act

Domestic Violence Prevention and Services Act - Declares the purpose of this Act to be to increase the participation by States, local communities, private nonprofit groups, and individual groups in efforts to prevent domestic violence and assist victims and dependents of victims of domestic violence. Requires each State, in order to obtain a grant under this Act, to establish a State citizen panel on domestic violence. Declares that such a panel shall be established to provide an opportunity for citizen participation in planning and developing efforts to prevent domestic violence and assist victims and dependents of victims of domestic violence, and provide citizens familiar with the problems of domestic violence an opportunity to make recommendations with respect to resolving such problems. Requires each panel: (1) to oversee within the State the implementation of Federal, State, and local projects under this Act; and (2) to study and make recommendations on matters relating to domestic violence. Authorizes the Secretary of Health, Education, and Welfare to make grants to States to assist them in supporting programs and projects to prevent incidents of domestic violence. Sets forth requirements for applications for such grants. Requires each State receiving a grant to submit to the Secretary a report providing specified information on the implementation of projects to prevent domestic violence. Establishes within the Office of the Secretary of Health, Education, and Welfare the National Center on Domestic Violence. Declares the duties of the Director of such Center to be: (1) the coordination of all Federal programs with respect to domestic violence; and (2) the provision of a national information and resource clearinghouse for matters concerning domestic violence. Requires the Secretary, through the Director, to enter into contracts to provide for not less than one regional center for domestic violence to be located in each region of the United States as designated by the Secretary. Directs the Secretary, through the Director, to conduct research activities with respect to domestic violence. Directs the Secretary, through the Director, to annually submit to Congress a report on the programs authorized by this Act. Directs that the records of any person concerning such person's treatment for drug abuse, in connection with any program assisted under this Act, be kept confidential. Directs the Secretary to report to Congress, not later than three years after the enactment of this Act, as to the effectiveness of programs administered pursuant to this Act. Requires the Director to give particular attention to the availability of VISTA volunteers with respect to programs on domestic violence prevention. Establishes an Interagency Domestic Violence Council to assist the Director in coordinating all Federal programs regarding the prevention of domestic violence. Requires the States, to be eligible for grants under this Act, to contribute to programs supported by this Act in amounts specified in this Act.

Tax Indexation Act - Amends the Internal Revenue Code to subject zero bracket amounts, personal exemptions, the corporate surtax exemption, limitations on individual retirement accounts and Keough contributions, the gift exclusion, the unified estate and gift tax credits, and the basis of assets to an annual cost-of- living adjustment, whereby each currently listed dollar amount shall be increased by an amount equal to such dollar amount multiplied by two-thirds of the increase in the Consumer Price Index over the two preceding years. Grants the President power to suspend such adjustments, subject to veto by either House of Congress.

Amateur Sports Act of 1978

Amateur Sports Act - Title I: Declaration of Policy - Makes findings and states that the policy of Congress is to promote amateur athletics and protect the right of amateur athletes to participate in athletic competition. Title II: Olympic Committee Reorganization - Amends the corporate charter of the Olympic Committee to (1) provide for a principal place of business of the United States Olympic Committee (Corporation); (2) set forth the objectives and purposes of the Corporation; (3) set forth the powers of the Corporation; and (4) subject to civil liability any person who uses an Olympic designation without authority to promote a private financial interest. Permits contributors or suppliers of goods or services to use the name of the United States Olympic Committee or its designation to advertise that such goods or services have been furnished to, approved, or selected by the Corporation. Requires the Corporation to establish in its constitution and bylaws provisions for the resolution of disputes involving the opportunity of an amateur athlete or other specified individuals to participate in sanctioned athletic competitions. Authorizes the Corporation to recognize as a national governing body any amateur sports organization (but only one for each sport) which submits an application for recognition and complies with eligibility requirements. Sets forth such eligibility requirements. Sets forth the duties and powers of a national governing body and the requirements which an amateur sports organization must meet to hold an athletic competition sanctioned by a national governing body. Grants to the Corporation the power of review over the actions of any national governing body and invests a United States district court with jurisdiction to enjoin any action of a national governing body inconsistent with the terms of the Corporate charter. Sets forth procedures for the Corporation in (1) processing a complaint against a national governing body by an individual athlete or an amateur sports organization; (2) revoking recognition of a national governing body; and (3) replacing an incumbent national governing body. Provides for arbitration of a determination of the Corporation. Authorizes the Secretary of Commerce to lend financial assistance to the Corporation in developing amateur athletics in the United States. Authorizes appropriations for carrying out the work of the national governing bodies.

Emergency Agricultural Act

Emergency Agricultural Act - Amends the Agricultural Act of 1949, with respect to 1978 crops only, to direct the Secretary of Agriculture, through the Commodity Credit Corporation, to make payments to cotton, feed grains, soybean, and wheat producers for setting aside acreage to approved conservation uses in addition to required set-asides. Requires a minimum acreage set-aside, under this program, of: (1) 15 million acres for wheat; (2) 10 million acres for feed grains; and (3) 3 million acres each for cotton and soybeans. Authorizes additional payments for set-aside acreage opened to the general public for hunting, trapping, fishing, and hiking. Requires the Secretary to make up to 50 percent of any such payment immediately, in advance of determination of performance. Amends the Commodity Credit Corporation Charter Act to increase the Corporation's borrowing authority from $14,500,000,000 to $25,000,000,000. Amends the Consolidated Farm and Rural Development Act to make private domestic corporations and partnerships controlled by farmers and ranchers, and engaged primarily in farming or ranching, eligible for real estate and operating loans. Increases the maximum allowable total principal indebtedness for real estate loans which may be outstanding by any one borrower to $200,000, or $300,000 in the case of a guaranteed loan. Increases the amount of indebtedness which may be outstanding for operating loans for an individual from $50,000 to $100,000, or in the case of a guaranteed loan, $200,000.

Requires the Secretary of State to do his utmost to bring the matter of the Baltic States to the attention of all nations by means of special radio programs and publications. Declares that the United States should not agree to the recognition of the Soviet Union's annexation of Lithuania, Latvia, and Estonia. Directs the President to take steps to provide that all maps of Europe show the Republics of Lithuania, Latvia, and Estonia as independent states. Calls for a return of self-determination to the peoples of Lithuania, Latvia, and Estonia through free elections conducted under the auspices of the United Nations.

Amends the Internal Revenue Code to extend to all residents of the United States the same general exclusion of income earned abroad which is presently limited to citizens. Repeals the disallowance of an income tax credit for foreign taxes paid on income items that are excluded as foreign earned income. Increases the limitations on this exclusion, with provisions for annual adjustments by the Secretary of the Treasury to correspond to rate increases paid to GS-12, step one government employees. Allows a new income tax deduction for the sum of foreign source income related expenses falling in the following categories: the cost-of- living differential (i.e., the excess cost) of maintaining a family in a foreign country rather than the United States (to be governed by tables published by the Secretary of the Treasury, guided by the State Department's index of foreign living costs); a portion of the excess housing costs experienced abroad; the elementary and secondary education expenses of the taxpayer's dependents, including room, board and travel if no adequate "United States-type" schools are available; travel expenses of one annual trip home; and reasonable transportation expenses for the taxpayer and his family for travel between remote or adverse posts and any other location approved by the employer. Allows taxpayers to use this deduction for determining adjusted gross income, thereby extending it to individuals not itemizing their deductions. Limits deducting any expense item to one of the specified categories of this deduction, thereby avoiding multiple deductions of single expenses. Includes in gross income any reimbursement by an employer for expenses qualifying for this deduction. Increases the time and amount limitations for moving expense deductions in the cases of all international moves resulting from death of the taxpayer, retirement, or a new principal place of work. Includes the storage fees incurred for the duration of a foreign assignment within the expenses qualifying for this deduction. Excludes from gross income all meals and lodging furnished the taxpayer and his dependents by his employer outside the United States in a "camp-style" or communal setting. Provides taxpayers working abroad the same extended repurchase time limitations as are presently provided servicemen stationed overseas for the nonrecognition of gain on the sale or exchange of a principal residence.

Health Maintenance Organization Act Amendments - Amends the term used to describe the providers of basic health services in Health Maintenance Organizations (HMO's) organized under the Public Health Service Act from "health professionals" to "physicians," thereby excluding from the services provided by a HMO the services of dentists, nurses, podiatrists, optometrists, and such other individuals engaged in the delivery of health services as the Secretary of Health, Education, and Welfare may designate. Increases the maximum amounts available for: (1) grants and guarantees of loans for initial development of HMO's; (2) loans made or guaranteed for initial operation costs of HMO's. Authorizes the Secretary to make loans and guarantees to nonfederal lenders of payment of principal and interest on loans made to equip, construct, acquire, or renovate ambulatory care facilities. Extends for five years, through fiscal year 1985, the period during which loans and loan guarantees may be made for initial operation costs of HMO's. Establishes in the Treasury a loan and loan guarantee fund which shall be available to the Secretary of Health, Education, and Welfare to enable the Secretary to discharge his responsibilities under loans and loan guarantees for the establishment and renovation of ambulatory care facilities. Directs employers who are required to offer membership in a HMO to their employees to arrange, at the option of the employee, for payroll deductions from such employees' salary for membership in a qualified HMO. Extends the authorization of appropriations through fiscal year 1984 for feasibility surveys and planning and initial operating costs of HMO's. Requires the Secretary to establish a National Health Maintenance Organization Intern Program for the purpose of training qualified HMO administrators and managerial personnel. Authorizes appropriations through fiscal year 1983 for this purpose. Requires each HMO to annually file with the Secretary specified financial information. Requires the Secretary to annually file a report with Congress based on the information gathered from such financial disclosures.

Title II: Feed Grains - Amends the Agricultural Act of 1949 to provide for the 1978 crop of feed grains a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from $2.10 for a ten percent set-aside up to $3.45 for a 50 percent set-aside. Title III: Upland Cotton - Amends the Agricultural Act of 1949 to provide for the 1978 crop of upland cotton a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 54 cents per pound for a 20 percent set-aside up to 84 cents per point for a 50 percent set-aside. Title IV: Grain Release Prices - Amends the Agricultural Act of 1949: (1) to prohibit the Secretary of Agriculture from providing for the redemption of stored wheat and feed grains loans unless the market price for such commodities is not less than parity; (2) to prohibit the Secretary from calling such loans until the market price for wheat and feed grains is at least 105 percent of parity; and (3) to prohibit the Commodity Credit Corporation from selling its stocks of wheat and feed grains for less than the parity price of such commodities.

National Alcohol Fuels Commission Act - Establishes the National Alcohol Fuels Commission to study the use of alcohol as an alternative fuel source. Charges the Commission with the duty to study the short and long-term potential of alcohol fuels derived from plant, animal and industrial sources and wastes, and from coal. Directs the Commission to study alternative feedstocks and desirability of converting present feedstocks into alcohol fuels. Requires the Commission to identify and study technical, economic, legal, environmental and social factors involved with the production, manufacture, distribution and use of alcohol fuels. Directs relevant Federal agencies to appoint a liaison officer and to cooperate closely with the Commission. Requires the Committee to file a final report with the President and the Congress no later than December 31, 1980.

Aquaculture Policy Act - Requires the Secretary of Agriculture to make a comprehensive assessment of aquaculture in the United States. Directs the Secretary to develop and implement a national aquaculture development strategy, and to furnish leadership for Federal activities relating to the development of aquaculture. Requires the Secretary to alleviate constraints on aquacultural development, furnish assistance regarding aquaculture to public and private organizations and persons, compile production data, arrange for information exchanges with foreign nations, and coordinate the national aquaculture effort. Authorizes the Secretary to carry out any function under this Act through grants to or contracts with Federal or State agencies, colleges and universities, or individuals. Amends the Federal Crop Insurance Act to authorize the Federal Crop Insurance Corporation to insure, or reinsure insurers of, aquatic species propagated and reared in aquaculture operations. Authorizes appropriations necessary to carry out the purposes of this Act.
