Kids Online Safety Act This bill requires covered online platforms, including social media platforms, to implement tools and safeguards to protect users and visitors under the age of 17. Covered platforms are online platforms, video games, messaging applications, or video streaming services used or likely to be used by individuals under the age of 17, with specified exceptions. The bill generally requires covered platforms to exercise reasonable care in the design and use of features that increase minors’ online activity in order to prevent and mitigate harm to minors (e.g., mental health disorders and severe harassment). Covered platforms are also required to provide certain safeguards to minors, such as protections for minors’ data; tools for parents of minors, such as access to minors’ privacy settings; and a mechanism for account holders and visitors to report harm to minors on the platform. Covered platforms are prohibited from conducting market or product research on children under the age of 13, and may only conduct such research on those under the age of 17 with parental consent. The bill provides for enforcement through the Federal Trade Commission and states. The bill also requires online platforms to meet certain requirements before using algorithms that select, order, or prioritize information presented to users based on user-specific data not provided for that purpose. Specifically, such platforms must (1) provide users with notice of the use of such algorithms, and (2) permit users to switch to an algorithm that does not rely on such user-specific data.

Protecting Access to Ground Ambulance Medical Services Act of 2025 This bill extends a specialized rate increase for Medicare payment of ground ambulance services in rural areas until January 1, 2028, and provides for a higher rate increase for services furnished between October 1, 2025, and January 1, 2028.

Living Donor Protection Act of 2025 This bill prohibits life insurance, disability insurance, and long-term insurance carriers from denying or otherwise restricting coverage for living organ donors. Specifically, carriers may not deny, cancel, vary premiums, or otherwise impose conditions on policies based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits and risks of living organ donation and the impact of donation on insurance access, particularly with respect to the bill's changes.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Medicare for All Act This bill establishes a national health insurance program that is administered by the Department of Health and Human Services (HHS). Among other requirements, the program must (1) cover all U.S. residents; (2) provide for automatic enrollment of individuals upon birth or residency in the United States; and (3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat, or rehabilitate a health condition, including hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services, home- and community-based long-term care, gender affirming care, and reproductive care, including contraception and abortions. The bill prohibits cost-sharing (e.g., deductibles, coinsurance, and copayments) and other charges for covered services, with the exception of prescription drugs. Additionally, private health insurers and employers may only offer coverage that is supplemental to, and not duplicative of, benefits provided under the program. Health insurance exchanges and specified federal health programs terminate upon program implementation. However, the program does not affect coverage provided through the Department of Veterans Affairs, TRICARE, or the Indian Health Service. Additionally, state Medicaid programs must cover certain institutional long-term care services. The bill also establishes a series of implementing provisions relating to (1) health care provider participation; (2) HHS administration; and (3) payments and costs, including the requirement that HHS negotiate prices for prescription drugs and establish a formulary. Individuals who are age 18 or younger may enroll in the program starting one year after enactment of this bill; other individuals may buy into a transitional plan or an expanded Medicare program at this time, depending on age. The bill's program must be fully implemented four years after enactment.

Agriculture Resilience Act of 2025 This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agricultural sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change mitigation and adaptation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agricultural sector. Among these changes, the bill provides statutory authority for the AgSTAR program for reducing methane emissions from livestock waste and requires the program to be moved from the Environmental Protection Agency to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

Strengthening Local Processing Act of 2025 This bill revises provisions related to meat and poultry processing establishments, including by establishing grants and a database to assist smaller establishments (i.e., at least 10 but fewer than 500 employees) and very small establishments (i.e., fewer than 10 employees or annual sales of less than $2.5 million). For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments. The bill increases the maximum federal cost shares for (1) state meat and poultry inspection programs (from 50% to 65%), and (2) the Cooperative Interstate Shipment (CIS) program (from 60% to 80%). The CIS program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally. Additionally, USDA must conduct outreach to states that have meat and poultry inspection programs, but do not participate in the CIS program. The bill also allows certain establishments with up to 50 employees (currently up to 25 employees) to participate in the program. USDA must also award grants to increase resiliency and diversification of the meat processing system, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector. Further, the bill establishes a grant program for meat and poultry processing career training programs, including structured apprenticeships.

Combating Organized Retail Crime Act This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Chaco Cultural Heritage Area Protection Act of 2025 This bill creates a buffer zone around the Chaco Culture National Historic Park in New Mexico by prohibiting certain leases on federal land for the development of mineral resources or geothermal energy within the buffer zone. Nonproducing oil and gas leases in the buffer zone are terminated.

Service Dogs Assisting Veterans Act of 2025 or the SAVES Act of 2025 This bill requires the Department of Veterans Affairs (VA) to establish a five-year pilot program to award grants on a competitive basis to nonprofit entities to provide service dogs to veterans who have certain disabilities, conditions, or diagnoses (e.g., a visual impairment). Under the program, the VA may provide up to $2 million to a nonprofit entity in a fiscal year. The VA must provide a veterinary insurance policy to veterans who receive a service dog through a grant under the program.

Continental Divide National Scenic Trail Completion Act This bill directs the Department of Agriculture (USDA) and the Department of the Interior to seek to complete the Continental Divide National Scenic Trail no later than 10 years after the enactment of this bill. USDA and Interior must establish a joint Forest Service and Bureau of Land Management trail completion team to work in coordination with the administrator of the trail to facilitate its completion and optimization. USDA must complete a comprehensive development plan for the trail within three years. USDA and Interior must also seek to enter into agreements with volunteer and nonprofit organizations to facilitate the completion and administration of the trail.

Homebuyers Privacy Protection Act This bill limits the circumstances in which credit reporting agencies may provide consumer credit reports to third parties in connection with residential mortgage transactions. Specifically, the bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless the transaction consists of a firm offer of credit or insurance and (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated a mortgage on behalf of the consumer, is a current mortgage loan servicer to the consumer, or has a current specified banking relationship with the consumer. These provisions take effect 180 days after the bill's enactment.

Climate Change Financial Risk Act of 2025 This bill addresses climate change risk and its potential impact on the financial system. The Federal Reserve Board must develop financial risk analyses relating to climate change for certain large nonbank financial companies and bank holding companies. Specifically, these entities must be evaluated every two years on whether they have the capital necessary to absorb financial losses that would arise under several different climate change risk scenarios. In response to the results of the evaluation, entities must develop and submit for approval a climate risk resolution plan. The plan must include a capital policy with respect to climate risk planning and targets to remedy identified vulnerabilities. If the plan is not approved, the entity’s ability to make capital distributions is restricted. The bill also establishes the Climate Risk Scenario Technical Development Group to provide recommendations to the board regarding climate change risk scenarios, and determine the financial and economic risks of these scenarios. The board must develop a survey to assess (1) the ability of other large financial institutions to withstand each scenario, (2) which surveyed entities have activities in geographical areas or industries that are significantly exposed to the impacts of climate change, and (3) how these surveyed entities plan to adapt to risks presented in each scenario.

Gas-Operated Semi-Automatic Firearms Exclusion Act or the GOSAFE Act This bill establishes a framework to regulate gas-operated semiautomatic firearms and large capacity ammunition feeding devices under federal firearms laws. First, the bill generally prohibits the import, sale, manufacture, transfer, receipt, or possession of a firearm that is or is modified to operate as a prohibited gas-operated semiautomatic firearm; a combination of parts that modify or can be assembled into a prohibited gas-operated semiautomatic firearm, or that produce an unlawful gas-operated semiautomatic cycling action; a device or combination of parts designed to materially increase the rate of fire of a semiautomatic firearm; or a firearm that is modified to materially increase the rate of fire. Second, the bill generally prohibits (1) the import, sale, manufacture, transfer, or receipt of a large capacity ammunition feeding device; or (2) the possession of a large capacity ammunition feeding device manufactured after the date of enactment. A violation is subject to criminal penalties—a fine, a prison term of up to 12 months, or both, for each violation. In addition, an individual who possesses a prohibited gas-operated semiautomatic firearm during a federal felony offense is subject to additional penalties—a fine, a mandatory minimum prison term of two years, or both. Finally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender gas-operated semiautomatic firearms and large capacity ammunition feeding devices under a buy-back program.

Banning Unlawful Machinegun Parts Act or the BUMP Act This bill generally prohibits the import, sale, manufacture, transfer, receipt, or possession of a device that is primarily designed, or redesigned, to increase the rate of fire when attached to a semiautomatic firearm; a device, part, or combination of parts that is designed and functions to increase the rate of fire of a firearm; or a semiautomatic firearm that has been modified to materially increase the rate of fire or to approximate the action or rate of fire of a machine gun. Additionally, the bill adds to the list of firearms subject to regulation under the National Firearms Act semiautomatic firearms that have been modified to materially increase the rate of fire or approximate the action or rate of fire of a machine gun.

Content Origin Protection and Integrity from Edited and Deepfaked Media Act of 2025 This bill requires certain tools used to create or modify digital content, including artificial intelligence (AI), to allow users to embed in such content information documenting its origin and history. This is known as content provenance information . The bill also prohibits the removal or alteration of content provenance information in certain circumstances. Specifically, tools used for the primary purpose of creating or significantly modifying content via algorithms, or creating or substantially modifying digital representations of copyrighted work, must allow users to include content provenance information in the resulting digital content. Further, the bill prohibits certain large websites and applications (e.g., social media applications) from removing, altering, tampering with, or disabling content provenance information; and it prohibits any individual or entity from taking such actions in furtherance of an unfair or deceptive act in commerce. Finally, the bill prohibits certain commercial uses of digital representations of copyrighted work that has associated content provenance information without the consent of the work’s owner. Specifically, such representations may not be used to (1) train a system that uses AI or an algorithm, or (2) create algorithmically generated or modified content. The bill provides for enforcement by the Federal Trade Commission and state attorneys general (or other authorized state officials). Owners of digital representations of copyrighted content with associated content provenance information may also bring suit to enforce violations related to their content.

Meat and Poultry Special Investigator Act of 2025 This bill establishes within the Department of Agriculture (USDA) the Office of the Special Investigator for Competition Matters. Specifically, the office must use all available tools (e.g., subpoenas) to investigate and prosecute violations of the Packers and Stockyards Act of 1921 (P&S Act) by packers and live poultry dealers. Further, the bill grants the office the authority to bring any civil or administrative action authorized by that act against a packer or live poultry dealer. Additionally, the office must serve as a liaison to the Department of Justice and the Federal Trade Commission with respect to competition and trade practices in the food and agricultural sector, consult with the Department of Homeland Security on national security and critical infrastructure security in the food and agricultural sector, maintain a staff of attorneys and other professionals with appropriate expertise, and coordinate with the USDA Office of the General Counsel and the Packers and Stockyards Division of the Agricultural Marketing Service. As background, the purposes of the P&S Act are to assure fair competition and trade practices, safeguard farmers and ranchers, protect consumers, and protect livestock, meat, and poultry industry members from unfair, deceptive, unjustly discriminatory, and monopolistic practices. Those engaged in the business of marketing livestock, meat, and poultry in commerce are subject to the P&S Act.

This resolution recognizes January 4, 2025, as the 50th anniversary of the enactment of the Indian Self-Determination and Education Assistance Act (ISDEAA). It also calls on the federal government to continue working with Indian tribes to fully uphold and implement ISDEAA and parallel authorities in federal law.
