Department of Energy Quantum Leadership Act of 2024 This bill modifies and reauthorizes various Department of Energy (DOE) programs related to quantum research and development and establishes several new, related research programs. Specifically, the bill expands the scope of DOE’s quantum information science research program to include research, development, and demonstration on quantum information science, engineering, and technology. Among other requirements, DOE must (1) establish an early-stage research and development program in high-performance quantum computing; (2) study quantum science, engineering, and technology supply chain needs; and (3) establish a university-led trainee program to address quantum workforce development needs. The bill also reauthorizes the National Quantum Information Science Research Centers through FY2029 and the Quantum User Expansion for Science and Technology program through FY2028. Further, the bill modifies DOE’s quantum network infrastructure program to require research related to the development of (1) quantum network and entanglement distribution protocols or applications, and (2) high-efficiency room-temperature photon detectors for quantum photonic applications. Finally, the bill establishes an instrumentation and infrastructure program to maintain U.S. leadership in quantum information science, engineering, and technology; develop domestic quantum supply chains; and provide resources for the broader scientific community. In carrying out the program, DOE must develop, design, build, purchase, and commercialize specialized equipment, laboratory infrastructure, and state-of-the-art instrumentation. In coordination with industry and institutions of higher education, DOE must support the development of quantum foundries focused on meeting the device, hardware, software, and materials needs of the scientific community and the quantum supply chain.

This resolution condemns the assassination attempt of former President Donald J. Trump during a political rally in Butler, Pennsylvania, on July 13, 2024. The resolution also honors (1) Corey D. Comperatore, who died while protecting his family from the gunfire at the rally; and (2) David Dutch and James Copenhaver, who were critically injured.

Defenders of Bataan, Corregidor, and Attu Congressional Gold Medal Act This bill provides for the collective award of a Congressional Gold Medal to the individuals who fought for or with the United States to defend Bataan, Corregidor, Attu, and other places in the Pacific theater (i.e., Shanghai, the Central Pacific Area, the Southwest Pacific Area, and the Aleutian Islands), and to the impacted Saskinax̂ people in recognition of their personal sacrifice and service during World War II.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for the Department of Agriculture (USDA), the Food and Drug Administration, and related agencies. The bill provides appropriations to USDA for agricultural programs, including the Office of the Secretary, Executive Operations, the Economic Research Service, the National Agricultural Statistics Service, the Agricultural Research Service, the National Institute of Food and Agriculture, the Animal and Plant Health Inspection Service, the Agricultural Marketing Service, and the Food Safety and Inspection Service. The bill also provides appropriations to USDA for farm production and conservation programs, including the Farm Production and Conservation Business Center, the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service. The bill provides appropriations to the Federal Crop Insurance Corporation Fund and the Commodity Credit Corporation Fund. For USDA rural development programs, the bill includes appropriations for Salaries and Expenses, the Rural Housing Service, the Rural Business-Cooperative Service, and the Rural Utilities Service. The bill provides appropriations to the Food and Nutrition Service for Child Nutrition Programs; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); the Supplemental Nutrition Assistance Program (SNAP); the Commodity Assistance Program; and Nutrition Programs Administration. The bill provides appropriations to the Foreign Agricultural Service for (1) Food for Peace Title II Grants, and (2) McGovern-Dole International Food for Education and Child Nutrition Program Grants. The bill also provides appropriations for (1) the Food and Drug Administration, and (2) the Farm Credit Administration. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

The resolution r ecognizes that LGBTQ rights are human rights and protected by the laws of the United States and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.

Tools to Address Known Exploitation by Immobilizing Technological Deepfakes on Websites and Networks Act or the TAKE IT DOWN Act This bill generally prohibits the online publication of intimate visual depictions of individuals, both authentic and computer-generated, and requires covered online platforms to promptly remove such depictions upon notice of their existence. Specifically, the bill prohibits the online publication of intimate visual depictions of an adult subject where publication is intended to cause or does cause harm to the subject, and where the depiction was created without the subject’s consent or, in the case of an authentic depiction, was created or obtained under circumstances where the adult had a reasonable expectation of privacy; or a minor subject where publication is intended to abuse or harass the minor or to arouse or gratify the sexual desire of any person. Violators are subject to criminal penalties including mandatory restitution and prison, a fine, or both. Threats to publish intimate visual depictions of a subject are similarly prohibited under the bill and subject to criminal penalties. Separately, covered online platforms must establish a mechanism through which subjects of intimate visual depictions may notify the platform of the existence of, and request removal of, an intimate visual depiction including the subject that was published without the subject’s consent. Covered online platforms must remove such depictions within 48 hours of notification. Under the bill, covered online platforms are defined as public websites, online services, or applications that primarily provide a forum for user-generated content.

Right to IVF Act This bill provides a statutory right to access fertility treatments (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access fertility treatments and to make decisions about the use of their reproductive genetic material (e.g., embryos) without limitation or interference. Health care providers and insurers have the right to provide and cover these services, respectively. Manufacturers of applicable drugs or devices also have the right to provide these drugs or devices. The bill supersedes state laws that limit or otherwise interfere with the provision of fertility treatments as set out under this bill, including laws that require medically unnecessary procedures or services in conjunction with fertility treatments or that restrict the ability of individuals to receive fertility treatments based on marital status or sex (including sexual orientation or gender identity). The bill does not affect state health and safety regulations for medical facilities or health care providers that are in accordance with widely accepted and evidence-based medical standards and for which the purpose cannot be achieved in another, nonrestrictive manner. The Department of Justice may bring civil actions against states, individuals, or entities that implement or enforce limitations or requirements that violate this bill. Individuals and health care providers may also bring civil actions. In addition, the bill provides for coverage of fertility treatments under Medicare and Medicaid and for members of the uniformed services and veterans. It also requires private insurers that cover obstetrical services to also cover fertility treatments.

Tribal Forest Protection Act Amendments Act of 2024 This bill reauthorizes through FY2030 the Tribal Forest Protection Act (TFPA) and expands the lands and activities eligible for inclusion in the TFPA. Currently under the TFPA, the Department of the Interior and the Department of Agriculture (USDA) may enter into contracts and agreements with Indian tribes for tribes to carry out land management projects on federal lands. These projects are designed to protect Indian forest lands and rangelands from wildfire, disease, and other threats coming from federal lands. However, the TFPA is currently limited to projects on federal lands that border or are adjacent to Indian forest lands and rangelands under the jurisdiction of the tribe. This bill removes certain limitations of the TFPA, first by expanding the definition of Indian forest land or rangeland to include land in Alaska that is held by Alaska Native corporations, thereby allowing these corporations to participate in TFPA projects. Additionally, the bill removes the requirement that TFPA projects must occur on federal lands that border or are adjacent to Indian forest lands or rangelands. The bill instead requires the federal land involved to have a special geographic, historical, or cultural significance to the tribe. The bill allows TFPA projects to be carried out directly on Indian forest lands and rangelands. (Currently, the TFPA only applies to work conducted on federal lands and not on tribal lands.) The bill also updates a requirement for Interior and USDA to report to Congress on TFPA activities.

Veterinary Services to Improve Public Health in Rural Communities Act This bill expands support for public health veterinary services (e.g., disease surveillance or vaccination) in tribal communities to address zoonotic infectious diseases (i.e., diseases that spread between humans and animals). Specifically, the bill authorizes the Department of Health and Human Services (HHS), acting through the Indian Health Service (IHS), to expend funds for public health veterinary services to prevent and control zoonotic disease infection and transmission in IHS areas where the risk for disease occurrence in humans and wildlife is endemic. HHS may assign or deploy veterinary public health officers from the U.S. Public Health Service (USPHS) Commissioned Corps to IHS areas. Additionally, HHS must submit a biennial report to Congress on the use of funds, the assignment and deployment of veterinary public health officers from the USPHS Commissioned Corps, data related to the monitoring and disease surveillance of zoonotic diseases, and related services. The bill also includes the IHS as a coordinating agency in the National One Health Framework. (This framework addresses zoonotic diseases and advances public health preparedness in the United States.) The bill requires the Department of Agriculture to conduct a feasibility study on the delivery of oral rabies vaccines to wildlife reservoir species that are connected to the transmission of rabies to tribal members living in Arctic regions of the United States. The study must (1) evaluate the efficacy of the oral rabies vaccines, and (2) make recommendations to improve the delivery of these vaccines.
