Chimp Sanctuary Act This bill prohibits the housing of chimpanzees at any Air Force installation. Any chimpanzees currently housed at an Air Force installation must be transferred to Chimp Haven in Louisiana.

Climate Adaptation Science Centers Act or the CASC Act This bill provides statutory authority for the National and Regional Climate Adaptation Science Centers of the U.S. Geological Survey (USGS). The centers must provide scientific expertise to managers of natural resources, cultural resources, and ecosystem services to inform decisions that aid adaptation to a changing climate and extreme weather events. The program shall include a National Climate Adaptation Science Center and Regional Climate Adaptation Science Centers. Among its activities, the National Center shall serve as the national office for the regional centers, develop and facilitate coordination among the regional centers, and conduct research on cross-regional and national science priorities. Regional centers shall develop research, education, training, and advisory service priorities regarding the impacts of climate trends and variability on natural and cultural resource management. The USGS shall establish an Advisory Committee on Climate and Natural Resource Sciences to identify and recommend priorities for ongoing research needs on such impacts in informing the research priorities of the National Center.

Algorithmic Accountability Act of 2022 This bill requires certain businesses that use automated decision systems to make critical decisions to study and report about the impact of those systems on consumers. Critical decisions include those that have a significant effect on a consumer's life such as the cost or availability of health care, housing, educational opportunities, or financial services. The Federal Trade Commission (FTC), in consultation with relevant stakeholders, must issue regulations to implement the bill. The bill provides for enforcement by the FTC and specified state officials. Further, the bill establishes a Bureau of Technology to advise the FTC about the technological aspects of its functions.

Good Samaritan Remediation of Abandoned Hardrock Mines Act of 2022 This bill promotes the remediation of abandoned hardrock mine sites by Good Samaritans. A Good Samaritan means a person that is (1) not a past or current owner or operator of the abandoned site; (2) had no role in the creation of the historic mine residue; and (3) is not potentially liable under any law for the remediation, treatment, or control of the historic mine residue. The bill requires the Environmental Protection Agency (EPA) to establish a Good Samaritan pilot program. Under the program, the EPA may issue permits to allow Good Samaritans to remediate historic mine residue at abandoned hardrock mine sites without assuming liability under specified environmental laws for past, present, or future releases, threats of releases, or discharges of hazardous substances or other contaminants at or from the abandoned mine site. In addition, the bill establishes a Good Samaritan Mine Remediation Fund for land management agencies that authorize Good Samaritans to conduct remediation projects on federal land.

Butterfield Overland National Historic Trail Designation Act This bill designates the trail extending approximately 3,292 miles and following the route operated by the Butterfield Overland Mail Company, known as the Ox-Bow Route, to transport mail and passengers between the eastern end points of St. Louis, Missouri, and Memphis, Tennessee, and extending westward through the states of Arkansas, Oklahoma, Texas, New Mexico, and Arizona, to the western end point of San Francisco, California, as the Butterfield Overland National Historic Trail. The United States shall not acquire for the trail any land or interest in land outside of the exterior boundary of any federally administered area without the consent of the owner of such land or interest in land.

Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2022. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.1% and increases locality pay by 1%.

Defending Ukraine Sovereignty Act of 2022 This bill authorizes security assistance for Ukraine, requires sanctions against Russia if it escalates hostilities in or against Ukraine, and addresses related issues. The bill (1) authorizes the Department of Defense to use various authorities to provide and expedite the delivery of defense articles to support Ukraine's armed forces, (2) allows the President to exercise drawdown authority to provide defense articles to Ukraine, and (3) authorizes the Department of State to provide International Military Education and Training assistance to Ukraine. The President must periodically determine whether Russia's government is significantly escalating hostilities in or against Ukraine and whether such an escalation has the aim or effect of undermining Ukraine's government or interfering with Ukraine's sovereignty or territorial integrity. If the President determines that Russia's government has engaged in such escalation, the President must impose sanctions on (1) certain government officials, including Russia's president and prime minister; (2) certain Russian financial institutions; (3) entities involved in certain transactions involving Russian debt; (4) entities (and corporate officers of such entities) involved in constructing or operating Russia's Nord Stream 2 natural gas pipeline; and (5) certain entities involved in Russian resource extraction industries. The President may terminate such sanctions after certifying to Congress that Russia's government has taken certain actions, such as entering into an agreed settlement with Ukraine's legitimate democratic government. The bill also authorizes Radio Free Europe/Radio Liberty to explore opening new bureaus to reach new audiences on Russia's periphery. The State Department must establish an initiative to deepen and foster ties with the Baltic states.

Masks for All Act of 2022 This bill directs the Federal Emergency Management Agency (FEMA) to manufacture and distribute N-95 respirator masks to every individual in the United States and to provide N-95 masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks. FEMA must provide the masks at no cost to individuals and deliver them, to the greatest extent possible, using the U.S. Postal Service. Additionally, FEMA shall designate mask pickup sites in each community and shall provide masks to each site, allocated according to population; consider new designs for masks to improve comfort, fit, and size options; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of N-95 masks and to fulfill all other requirements of this bill. The President shall make use of any and all available authorities (including emergency authorities) at the disposal of the federal government to procure and domestically manufacture N-95 masks and support the domestic manufacturing of N-95 masks.

Ban Congressional Stock Trading Act This bill requires each Member of Congress to divest or place in a blind trust any specified investment owned by the Member, the Member's spouse, or a dependent of the Member. This requirement applies for the entire period of a Member's service in Congress and for 180 days after that service ceases. A Member of Congress who does not comply with the bill's requirements is subject to a fine equal to the Member's monthly congressional salary. The fine must be assessed 30 days after notice of the violation is issued and at least every subsequent 30 days.

Freedom Riders Congressional Gold Medal Act This bill provides for the presentation of a Congressional Gold Medal to the Freedom Riders, in recognition of their contribution to civil rights by fighting for equality in interstate travel.

Tribal Medical Supplies Stockpile Access Act of 2022 This bill requires the Department of Health and Human Services (HHS) to deploy drugs, vaccines, biological products, medical devices, and other supplies from the Strategic National Stockpile directly to health programs or facilities operated by the Indian Health Service (IHS), tribes, or tribal organizations. Such supplies from the stockpile are used to respond to public health emergencies. Specifically, if HHS distributes pandemic or epidemic products (e.g., drugs or medical devices) to states or other entities, HHS must also deploy such products directly to health programs or facilities operated by IHS or other tribal entities. HHS must coordinate with states, programs, and facilities to ensure supplies and products are distributed to such tribal entities.

Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

Roberto Clemente was a renowned baseball player who played for the Pittsburg Pirates baseball team.

Latonya Reeves Freedom Act of 2021 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Cerebral Cavernous Malformations Clinical Awareness, Research, and Education Act of 2021 or the CCM-CARE Act of 2021 This bill requires the National Institutes of Health (NIH) and other agencies to expand and coordinate their efforts to research cerebral cavernous malformation. (Cerebral cavernous malformation is a condition in which blood vessels in the brain and spinal cord become enlarged, which can lead to seizures, paralysis, hearing or vision loss, and bleeding in the brain.) The NIH must (1) award grants for medical, clinical, and pharmacological research; (2) award grants to support a network of clinical research centers intended to develop a cure for the condition; and (3) convene a Cerebral Cavernous Malformations Research Consortium to develop programs for clinicians, scientists, and patients. The Centers for Disease Control and Prevention must award grants to research entities for collecting and reporting data about cerebral cavernous malformation. The Food and Drug Administration must accelerate the clinical trial process for cerebral cavernous malformation by supporting (1) appropriate laboratory indicators of the condition, (2) the qualification of clinical outcome measures related to quality of life, (3) investigational drug applications, and (4) expedited peer-review pathways.

Elementary and Secondary School Counseling Act This bill directs the Department of Education to award formula grants to state educational agencies and, through them, subgrants to local educational agencies to increase access to school-based, mental-health-services providers at high-need public elementary and secondary schools.

CBP Donations Acceptance Program Reauthorization Act This bill extends through December 31, 2026, the authority of U.S. Customs and Border Protection (CBP) to enter into an agreement with any entity to accept donations of real and personal property for certain activities at ports of entry. Further, the bill (1) allows CBP to accept donations at leased land ports of entry, and (2) increases the maximum fair market value of a donation that CBP may accept under an agreement. Prior to accepting a donation, CBP must certify to specified congressional committees that the donor will be notified about the donor's financial responsibility for all costs and operating expenses related to the operation, maintenance, and repair of the donated real property. This financial responsibility shall continue until CBP provides the donor with written notice that the donor has been relieved of such responsibility.

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

Biking on Long-Distance Trails Act This bill establishes requirements related to long-distance bike trails. The Department of the Interior and the Department of Agriculture shall identify not fewer than 10 long-distance bike trails; identify not fewer than 10 areas in which there is an opportunity to develop or complete long-distance bike trails; and coordinate with stakeholders on the feasibility of, and identifying any resources necessary for, completing the development of such trails.

Bolstering Infectious Outbreaks Preparedness Workforce Act of 2021 or the BIO Preparedness Workforce Act of 2021 This bill establishes a student loan repayment program for health care and related professionals who are engaged in either bio-preparedness and response activities or infectious disease care in underserved communities. For each year that a professional meets the work requirements of the program, the Health Resources and Services Administration may pay up to $50,000 of the professional's student loan principal and interest, up to a maximum amount of $150,000.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

Cattle Price Discovery and Transparency Act of 2021 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in pricing and contract terms in the cattle industry. Among these requirements, USDA must (1) establish regional minimum percentages of cattle that meat packers must procure through negotiated purchases or negotiated grid purchases (i.e., transactions where the price is known and negotiated at the time of the transaction), and (2) maintain a publicly available catalog of contracts offered by meat packers to livestock producers for the purchase of fed cattle.

Keep Food Containers Safe from PFAS Act of 2021 This bill prohibits food packaging that contains intentionally added PFAS (i.e., a perfluoroalkyl substance or a polyfluoroalkyl substance that is man-made with at least one fully fluorinated carbon atom).

Private Prison Information Act of 2021 This bill specifies that a record related to a nonfederal prison, correctional, or detention facility must be considered a federal agency record for purposes of the Freedom of Information Act (FOIA). A nonfederal prison, correctional, or detention facility must disclose information under FOIA unless the information is exempt from disclosure or the disclosure is prohibited by law. The term nonfederal prison, correctional, or detention facility means (1) a private prison, correctional, or detention facility; or (2) a state or local prison, jail, or other correctional or detention facility.

Border Accountability, Oversight, and Community Engagement Act This bill establishes various bodies and policies related to border security operations. The bill establishes the independent Department of Homeland Security (DHS) Border Oversight Commission. The commission's duties shall include recommending policies to protect civil rights and improve the safety of U.S. Customs and Border Protection (CBP) officers. The bill establishes the Office of the Ombudsman for Border and Immigration-Related Concerns. The office shall independently receive and resolve complaints and requests for assistance regarding border security and immigration activities. The office shall have the power to provide redress, including immigration relief and monetary damages. The bill establishes the Border Community Liaison Office. The office's duties include consulting with communities in sectors on the northern and southern borders when developing policies and programs. DHS must ensure CBP officers receive continual education and training each year on topics including interaction with vulnerable populations and professional conduct standards. The bill imposes data collection requirements on law enforcement officials conducting border and immigration-related stops and searches. The bill requires various reports, including a Government Accountability Office report on the use of force by the CBP.

M.H. Dutch Salmon Greater Gila Wild and Scenic River Act This bill designates specified segments of rivers and creeks of the Gila River system in New Mexico as components of the National Wild and Scenic Rivers System and transfers 440 acres of land from the Gila National Forest to the Gila Cliff Dwellings Monument. The Department of the Interior or the Department of Agriculture must consult with tribal governments, applicable political subdivisions of states, and interested members of the public when preparing the comprehensive management plan for such segments pursuant to the Wild and Scenic Rivers Act. Any nonfederal land within or adjacent to such a segment that is acquired by the United States shall be incorporated in, and be administered as part of, the applicable segment. No land or interest in land shall be acquired without the owner's consent. The Department of the Interior or the Department of Agriculture may authorize the construction, maintenance, or replacement of one or more fish barriers or other projects with respect to a segment under its jurisdiction if that fish barrier or other project is necessary for the recovery of a species that is listed as endangered or threatened and identified as an outstandingly remarkable value of the segment, and is included in the applicable species recovery plan.

Hydrogen for Industry Act of 2021 This bill requires the Department of Energy (DOE) to establish grant programs to support the use of hydrogen in energy. Specifically, DOE must establish a grant program for projects that demonstrate the uses of hydrogen in heavy industry (e.g., steel, cement, glass, and chemical manufacturing). It also directs DOE to establish a grant program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.

Hydrogen for Ports Act of 2021 This bill supports infrastructure for hydrogen-derived fuels, including ammonia, at ports and in the shipping industry. For example, the bill directs the Department of Energy to establish a program that awards grants to states, local governments, Indian tribes, and other eligible entities for infrastructure that supports hydrogen-derived fuels, including ammonia, at ports and in the shipping industry.

Hydrogen Infrastructure Finance and Innovation Act This bill requires the Department of Energy (DOE) to establish a hydrogen infrastructure finance and innovation pilot program. Under the program, DOE must provide grants and low-interest loans to certain entities for hydrogen infrastructure, including projects for hydrogen transportation, storage, or delivery.

Fair Day in Court for Kids Act of 2021 This bill provides legal protections for a noncitizen (i.e., an individual referred to as an alien in federal law) who is detained or subject to immigration-related proceedings. The Department of Justice (DOJ), or the Department of Health and Human Services (HHS) in a case involving an unaccompanied child, may appoint or provide counsel at the government's expense to noncitizens in removal proceedings and related appeals. An unaccompanied child must be represented by counsel paid for and appointed by the government at every stage of such proceedings unless the child has obtained counsel at their own expense. If HHS fails to provide counsel to an unaccompanied child, the deadline for filing a motion to reopen a proceeding shall not apply, and the filing of such a motion shall stay the child's removal from the United States. The Department of Homeland Security (DHS) must provide a complete copy of a noncitizen's immigration file to the noncitizen (or the noncitizen's counsel) within seven days of a notice to appear for an immigration proceeding, and failure to provide the file shall result in a delay in the proceeding. DHS must provide access to counsel for all detained noncitizens. The bill authorizes HHS to enter into contacts or award grants for providing immigration-related legal services to children. The Office of Refugee Resettlement must develop model guidelines for representing noncitizen children in immigration proceedings.

FEMA Improvement, Reform, and Efficiency Act of 2021 or the FIRE Act This bill addresses the federal government's approach to wildfires. Specifically, the bill authorizes an eligible applicant seeking public mitigation assistance to relocate an eligible structure upon demonstrating that the structure is at risk from future damage and the relocation reduces the risk to the structure and does not increase risk to adjacent structures. The Federal Emergency Management Agency (FEMA), in coordination with the National Weather Service, must conduct a study on Red Flag Warnings and similar weather alert and notification methods to implement plans and actions prior to a wildfire event that can limit the impact, duration, or severity of the fire. The Government Accountability Office must report to Congress regarding wildfires, including the effectiveness of FEMA programs in addressing wildfires and other hazards. The President must ensure that those providing case management services to victims of a major disaster have cultural competency training. FEMA must (1) conduct a study and develop a plan to address providing housing assistance to survivors of major disasters or emergencies when presented with challenges such as the lack of proof of ownership or ownership documentation, and (2) seek to contract with the National Academy of Sciences to study potential solutions to address the availability and affordability of insurance for wildfire perils and other related matters. The bill allows Indian tribal governments to apply for grants for equipping, upgrading, and constructing state and local emergency operations centers.

Indian Buffalo Management Act This bill establishes a permanent program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Wildlife-Livestock Conflict Resolution Act This bill directs the Department of the Interior, for public land, and the Department of Agriculture, for National Forest System land, to accept the donation of any valid existing leases or permits authorizing grazing on such lands in New Mexico beginning in FY2022. For each permit or lease donated, the department concerned shall (1) terminate the grazing permit or lease; and (2) except as provided below, ensure a permanent end to grazing on the land covered by the permit or lease. If the land covered by a permit or lease that is donated also is covered by another valid grazing permit or lease that is not donated, the department concerned shall not allow the total grazing use on the land to exceed the average actual grazing use under the other valid grazing permit or lease for the five-year period preceding the date of the donation.

This resolution supports the designation of October 3-October 9, 2021, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.
