Keeping Schools Safe Act This bill directs the Department of Education (ED) to award competitive grants to eligible entities (i.e., local educational agencies, educational service agencies, and the Bureau of Indian Education) to improve the indoor air quality in elementary and secondary schools in response to the COVID-19 (i.e., coronavirus disease 2019) public health emergency. In addition, ED must consult with the Centers for Disease Control and Prevention and other relevant agencies and national organizations to develop technical guidance for eligible entities to address the safety and health of students and staff. ED must, within 21 days, provide eligible entities with this technical guidance. A grant recipient must use funds to improve or monitor the indoor air quality, ventilation, or circulation in schools using the technical guidance provided by ED.

Internet Development for Tribes Act of 2020 This bill establishes requirements to assist tribal entities with access to spectrum in the 2.5 GHz band. Specifically, the Federal Communications Commission (FCC) may not (1) impose a build-out or performance requirement on certain tribal entities that hold licenses for spectrum in the 2.5 GHz band, or (2) cancel or terminate a license if the licensee fails to meet any construction or performance benchmark. The FCC must, upon request, provide technical assistance and guidance on the most effective use of the 2.5 GHz band for wireless and broadband services. Further, the FCC must award grants to these license holders for technical assistance and acquisition of appropriate equipment and services related to the use of the 2.5 GHz band, respectively. The Government Accountability Office must determine whether the federal government possesses surplus equipment that can be used to access the 2.5 GHz band. If surplus equipment is found, each federal agency possessing surplus must transfer it to the FCC for distribution to tribal license holders to aid in their deployment of broadband service.

Puppy Protection Act of 2020 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Care Corps Demonstration Act of 2020 This bill authorizes the Department of Health and Human Services to award grants to certain public entities and private nonprofits to implement care corps programs through which volunteers provide long-term services and supports to older adults and people with disabilities. Volunteers who participate in these programs receive benefits, such as living and travel allowances and post-service educational awards.

Russian Suspension Agreement Extension Act of 2020 This bill extends limits on the importation of Russian low-enriched uranium, a fuel for nuclear reactors, and contains other related provisions. (These limits stem from a 1992 agreement with Russia to end a Department of Commerce antidumping investigation into Russian uranium imports.) The bill extends these limits, which are currently set to expire in 2020, to 2040. The bill also specifies the maximum amounts of qualifying uranium that may be imported each year for 2021-2040. The Department of Commerce shall (1) administer these import limitations, and (2) periodically review U.S. demand for uranium for nuclear reactors and adjust the limits accordingly. Currently, qualifying uranium imported for the Department of Energy inventory do not count against these limits. The bill eliminates this exception but maintains two other exceptions for uranium imported for use in the initial core of a new reactor or for reprocessing and reexportation.

Oil and Gas Bonding Reform and Orphaned Well Remediation Act This bill establishes incentives and requirements to clean up orphaned oil and gas wells, including by (1) establishing a program to remediate, reclaim, and close such wells located on federal land, state land, or land under the jurisdiction of Indian tribes; and (2) revising bonding requirements for oil and gas development on public land leased from the federal government. Such bonds are required to ensure developers have adequate financial resources to remediate and reclaim public land, water, or other resources after wells are abandoned or oil and gas development ceases.

Science and Transparency Over Politics Act This bill directs the Pandemic Response Accountability Committee to appoint a task force to investigate political interference with decisions made by scientific agencies of the Department of Health and Human Services during the COVID-19 (i.e., coronavirus disease 2019) emergency, such as pressure placed on the Food and Drug Administration to reach a certain outcome related to a drug or device to treat or prevent COVID-19. This committee, which is made up of inspectors general of certain federal agencies, conducts and supports oversight of the federal government's COVID-19 response efforts.

America Labor, Economic competitiveness, Alliances, Democracy and Security Act or the America LEADS Act This bill addresses science and technology development, global infrastructure, U.S. manufacturing, foreign relations, and other topics. Provisions of the bill include those authorizing through FY2025 various federal research and development activities; requiring the Department of State to take actions to advance the development and adoption of quality global infrastructure; requiring the use of domestically produced aluminum in certain federal projects; requiring the Department of Defense (DOD), the Department of the Treasury, and the Department of Commerce to take actions to encourage the development and production of measurably secure microelectronics and semiconductors; expanding disclosure requirements for U.S. institutions of higher education that receive foreign gifts; authorizing various programs to support science, technology, engineering, and mathematics training, as well as language skills education; requiring the President to impose sanctions to combat malign behavior by China's government and related persons; authorizing annual contributions to the World Bank's Clean Technology Fund and the United Nations's Green Climate Fund; prohibiting the use of federal funds to withdraw or reduce the presence of the Armed Forces or DOD in Japan or South Korea; prioritizing the transfer of excess defense articles to certain allies in the Indo-Pacific region; authorizing the State Department to provide assistance to increase maritime security in the Indo-Pacific region; authorizing the United States to cofinance infrastructure projects that would otherwise be included within China's Belt and Road initiative; requiring the President to establish a Special Representative for the Arctic; and providing priority refugee status to certain residents of Hong Kong or Xinjiang.

Pecos Watershed Protection Act This bill withdraws identified federal land in the Pecos River watershed in New Mexico from entry, appropriation, or disposal under the public land laws; location, entry, and patent under the mining laws; and disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.

Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2020 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After the award the medal shall be given to the National Museum of African American History and Culture.

Tribal Connect Act of 2020 This bill expands tribal access to the Schools and Libraries Universal Service Support (E-rate) program, which provides discounted broadband internet access and telecommunications services to certain schools and libraries. It also establishes a pilot program to provide E-rate support to certain community-serving institutions. First, a tribe may designate a tribal library or tribal library consortium, including a public-serving library of a tribal college or university, as a library or library consortium that is eligible for E-rate support. The tribe may make this designation regardless of whether the library or consortium is eligible for certain assistance from a state library administrative agency. In addition, the Federal Communications Commission (FCC) must establish a program to provide E-rate support to tribes for qualifying essential community-serving institutions (e.g., community centers). E-rate support may be provided to institutions designated by tribes if (1) the institutions are exclusively owned by the tribes; and (2) the institutions intend to deliver publicly available internet access to students, teachers, librarians, and community members. Further, the bill requires the FCC to (1) provide technical assistance and training, (2) develop performance measures, and (3) review and submit annual reports.

State and Local Coronavirus Relief Fund Extension Act This bill allows payments from the Coronavirus Relief Fund, which were made to states, tribal governments, and local governments, to be used to cover expenditures incurred through December 31, 2021. Currently, expenditures must be incurred before December 31, 2020.

Congressional Whistleblower Protection Act of 2020 This bill creates certain administrative and judicial remedies for federal employees whose right to provide information to Congress is interfered with or denied. Under current law, federal employees have the right to petition or furnish information to Congress or to individual Members of Congress, and this right may not be interfered with or denied. The bill explicitly allows employees who are aggrieved by a violation of this right to seek administrative remedies that are currently available to whistleblowers who are fired or experience other forms of retaliation. The bill also establishes a private right of action for aggrieved employees, including the option of a jury trial, if an administrative remedy is not issued within 210 days of a complaint being made. The bill applies to employees and contractors of the executive, legislative, and judicial branches of government, including members of the intelligence community.

Federal Reserve Racial and Economic Equity Act This bill requires the Federal Reserve Board to carry out its duties in a manner that supports the elimination of racial and ethnic disparities in employment, income, wealth, and access to affordable credit. The board must report on disparities in labor force trends as well as on plans and activities of the board to minimize and eliminate these disparities.

Mixed Earner Pandemic Unemployment Assistance Act of 2020 This bill allows states to provide pandemic unemployment assistance to individuals who earn a combination of regular wages and a minimum of $7,250 of self-employed annual income (1) instead of regular unemployment compensation if they are otherwise eligible, or (2) if they are still employed at their regular-wage job, but unable to earn self-employed income due to circumstances related to COVID-19 (i.e., coronavirus disease 2019). Under current law, individuals earning such mixed income are only eligible for pandemic unemployment assistance if they are not eligible for regular unemployment and unable to work due to COVID-19.

Paycheck Protection Program Transparency Act of 2020 This bill requires the Small Business Administration (SBA) to disclose and report certain information related to the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the SBA must establish a website that contains specified borrower information such as the name, location, and number of employees of each borrower of a paycheck protection loan. The SBA must establish a second website that contains specified lender information such as the number of loans disbursed and total fees collected by each paycheck protection lender. Additionally, the SBA must report to Congress on the status of paycheck protection loans.

Impact Aid Infrastructure Act This bill authorizes additional Impact Aid construction grants for FY2022. These grants provide infrastructure assistance to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

CDFI Crisis Fund Act This bill establishes the CDFI National Crisis Fund. The fund is authorized to make grants to community development financial institutions (CDFIs) providing financial products as emergency assistance to small businesses and low-income populations in certain circumstances. Furthermore, the fund is triggered by certain emergency declarations, including the COVID-19 (i.e., coronavirus disease 2019) emergency period; certain disaster declarations; a specified increase in a statewide unemployment rate; or a specified increase in the nationwide unemployment rate. Specified amounts in the fund are set aside for grants to Native and minority CDFIs. The Government Accountability Office must report on the impact of the fund and provide recommendations.

K2 Veterans Toxic Exposure Accountability Act of 2020 This bill addresses the exposure of members of the Armed Forces to toxic substances at Karshi-Khanabad (K2) Air Base in Uzbekistan between October 1, 2001, and December 31, 2005. Specifically, the bill requires the Department of Defense (DOD) to study and report on the exposure of members of the Armed Forces to toxic substances at K2 Air Base during the specified period. The bill also expands the definition of an open burn pit, for purposes of the Department of Veterans Affairs (VA) open burn pit registry, to include burn pits located on land in Uzbekistan. A burn pit is an area used for burning solid waste in open air without equipment. DOD and the VA must ensure that individuals deployed to K2 Air Base during the specified time period are covered by the Depleted Uranium Follow-Up Programs of the departments. Such programs study the health effects of depleted uranium exposure and provide treatment. Upon request by the National Academies of Sciences, Engineering, and Medicine, DOD and the VA must provide information for the performance of a study on the exposure of humans to toxic substances at K2 Air Base during the specified period.

21st Century Civilian Conservation Corps Act This bill establishes and provides grants for the Civilian Conservation Corps Program and makes supplemental appropriations for various federal departments, agencies, and programs, including the Forest Service and the Bureau of Land Management. The bill removes the limitation on the amount that may be transferred to the Reforestation Trust Fund. The bill establishes the Reforest America Grant Program for land in need of active reforestation due to high intensity wildfire, pest infestation, invasive species, and drought or other extreme weather. The bill makes additional supplemental appropriations in FY2020 for various programs, including state fire assistance. It also makes supplemental payments for climate stewardship practices such as alley cropping, conservation crop rotation, critical area planning, forage and biomass planning, and multistory cropping. .

This bill directs the Government Accountability Office (GAO) to initiate an inquiry within seven days and report on the impact of certain changes to hospital reporting requirements for COVID-19 (i.e., coronavirus disease 2019) on data quality, transparency, and access. (The White House's Coronavirus Task Force revised the process for hospitals to report COVID-19 data on July 13, 2020; previously, hospitals reported data to the Centers for Disease Control and Prevention instead of to the Department of Health and Human Services.) To facilitate the inquiry, HHS must provide the GAO with direct access to relevant information systems. The GAO must present its findings within 45 days, and HHS must then respond to the findings and rectify any issues identified within 7 days. In addition, the GAO must issue reports that address, for example, the impact of the changes to reporting requirements on federal and nonfederal entities, such as hospitals, states, and other jurisdictions, and information about how the decision to change those requirements was made.

1921 Silver Dollar Coin Anniversary Act The Department of the Treasury shall mint and issue $1 silver coins in recognition of the 100th anniversary of completion of coinage of the Morgan dollar and the 100th anniversary of commencement of coinage of the Peace dollar. Treasury may issue such coins beginning on January 1, 2021.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

John Lewis Voting Rights Advancement Act This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. (Preclearance is the process of receiving federal preapproval before making legal changes that would affect voting rights.) In addition, the bill expands voting access on tribal lands.

National Emergency Student Vote Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to provide students with additional resources on registering to vote. In addition, IHEs must provide students who are off campus due to a public health emergency with resources on voting by mail (e.g., absentee ballot applications).

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

Enhancing Oversight to End Discrimination in Policing Act This bill contains provisions related to federal investigations of state and local law enforcement activities, including an authorization of additional appropriations for the Department of Justice (DOJ) Civil Rights Division for FY2020-FY2029. Certain DOJ-imposed limitations on civil settlement agreements between DOJ and a local or state entity shall have no effect. (Typically, such an agreement involves the entity agreeing to take certain actions, such as a law enforcement agency agreeing to require certain officer training or stop certain policing practices. In November 2018, DOJ announced that it would adopt certain procedures and requirements to limit such agreements, such as requiring approval by a senior DOJ official if an agreement would create long-term structural obligations for the entity.) A certain portion of the increased funding for the Civil Rights Division authorized by the bill shall be available for investigations into law enforcement agencies or related entities that engage in a pattern or practice of depriving persons of their civil rights. The bill also authorizes a state attorney general's office to file a lawsuit under federal law against a law enforcement agency or related entity that engages in a pattern or practice of depriving persons of their civil rights, where currently only DOJ has such authority. DOJ may provide grants to state and tribal governments to investigate and pursue such cases.

Library Stabilization Fund Act of 2020 This bill establishes and provides funds for a Library Stabilization Fund to assist libraries with responding to and recovering from the coronavirus (i.e., the virus that causes COVID-19) pandemic. Specifically, the bill directs the Institute of Museum and Library Services (IMLS) to allocate funding to states, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. From these allocated funds, the IMLS must also make emergency library relief grants to state library administrative agencies with approved five-year plans, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. Additionally, the IMLS must allocate funding to carry out activities that strengthen the ability of libraries to provide services to communities affected by the coronavirus pandemic. The IMLS may enter into arrangements (e.g., grants and contracts) and other forms of assistance with libraries, library consortia and associations, and institutions of higher education to carry out these activities. Funds allocated by the bill may be used to provide support to libraries, such as by supporting general operations; paying staff; purchasing cleaning supplies; training library staff on the safe handling of library materials; providing access to computers and other technology; purchasing digital resources; expanding resources related to early education and literacy, distance learning, and workforce development training; and ensuring access to community services and activities.
