Choose Medicare Act This bill requires the Department of Health and Human Services to establish public health plans that are available on health insurance markets, subject to specified requirements; the bill also makes a series of changes related to health insurance costs, including alterations to cost-sharing provisions and the authority to negotiate prices under the Medicare prescription drug benefit.

Quality Care for Moms and Babies Act This bill directs the Centers for Medicare & Medicaid Services (CMS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. The CMS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care.

Secure Elections Act This bill gives the Department of Homeland Security primary responsibility within the federal government for sharing information about election cybersecurity incidents, threats, and vulnerabilities with federal entities and election agencies. The Election Assistance Commission (EAC) shall establish an advisory panel of independent experts to develop guidelines on election cybersecurity, including standards for procuring, maintaining, testing, auditing, operating, and updating election systems. The EAC shall award election system cybersecurity and modernization grants to states and election agencies to implement the advisory panel's guidelines. Grants shall be awarded to: (1) remediate vulnerabilities identified by a cybersecurity evaluation, (2) replace electronic voting systems that are not optical scanners that read paper ballots, and (3) reimburse states for statistical audits of ballots in close federal elections.

Safe Schools Improvement Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Patient Right to Know Drug Prices Act (Sec. 2) This bill amends the Public Health Service Act to prohibit a health insurance plan or pharmacy benefits manager from restricting a pharmacy from informing an enrollee of any difference between the out-of-pocket cost of a drug under the plan and the cost of the drug without health insurance coverage. (Such restrictions are commonly referred to as gag clauses.) (Sec. 3) The bill also amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to apply certain antitrust filing requirements for generic drug applicants to biosimilar biological product applicants. (Biosimilar biological products, commonly referred to as biosimilars, are biological products approved by the Food and Drug Administration based on their similarity to an already-approved biological product.) Under current law, generic drug applicants that make agreements with brand name drug companies or other generic drug applicants regarding the manufacture, marketing, or sale of their drugs must file such agreements with the Federal Trade Commission and the Department of Justice. The bill subjects biosimilar biological product applicants to the same filing requirements.

National Park Restoration Act This bill establishes the National Park Restoration Fund in the Treasury to be made available to the Department of the Interior for priority deferred maintenance needs that support critical infrastructure and visitor services of the National Park Service. Funds deposited through FY2027 are calculated according to a formula that uses as a factor the total amount of energy development revenues due and payable to the federal government. Interior may not use amounts in the fund to acquire lands. Interior shall submit to Congress a list of the projects for which amounts from the fund are allocated, including a summary of each project.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program.

America's College Promise Act of 2018 This bill requires the Department of Education (ED) to award grants to states and Indian tribes to waive tuition and fees at community colleges. To receive a grant, states and Indian tribes must agree to waive tuition and fees at all their community colleges and for all eligible students. The bill appropriates $1.5 billion in FY2019, an increasing annual amount through FY2027, and $15.7 billion for FY2028 and each succeeding fiscal year for grants under this community college program. This bill also requires ED to award grants to four-year historically black colleges and universities (HBCUs) and other minority-serving institutions (MSIs) to waive or reduce tuition and fees for up to 60 credits for low-income students. HBCUs and MSIs that participate must: (1) enroll a student body that contains at least 35% low-income students; (2) maintain or adopt reforms and practices to improve completion rates and student outcomes; (3) set performance goals; and (4) execute an articulation agreement with community colleges, if accepting transfer students. It appropriates $61 million for FY2019, an increasing annual amount through FY2027, and $1.6 billion for FY2028 and each succeeding fiscal year for grants under this HBCU/MSI program.

Banning Unlawful Machinegun Parts Act of 2018 or the BUMP Act This bill amends the federal criminal code to generally prohibit the import, sale, manufacture, transfer, receipt, or possession of a device that is primarily designed, or redesigned, to increase the rate of fire when attached to a semiautomatic firearm; a device, part, or combination of parts that is designed and functions to increase the rate of fire of a firearm; or a semiautomatic firearm that has been modified to increase the rate of fire. Additionally, the bill amends the Internal Revenue Code to add semiautomatic firearms to the list of firearms subject to regulation under the National Firearms Act.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Terrorist Firearms Prevention Act This bill authorizes the Department of Justice (DOJ) to deny the transfer of a firearm or explosive, or the issuance of an explosives license or permit, to known or suspected terrorists. Specifically, DOJ may deny a transfer to, or deny a license or permit for, an individual who is included on the No Fly list or the Selectee list. The No Fly and Selectee lists are subsets of the Terrorist Screening Database—the U.S. government's consolidated database of individuals known or reasonably suspected to be involved in terrorist activities. DOJ and federal, state, and local law enforcement must be notified immediately of requests to transfer a firearm or explosive to a person who is, or in the last five years was, identified on the database. The bill establishes a judicial review process for appealing a denial by DOJ.

National FFA Organization's Federal Charter Amendments Act This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

Grid Modernization Act This bill requires the Department of Energy (DOE) to conduct a program to modernize the electric grid, including by (1) developing standards to compare the storage capacity, cycle length, capabilities, and reliability of different types of electricity storage; (2) promoting the development of micro-grid systems; (3) facilitating a collaborative process to develop model grid architecture; and (4) ensuring a reliable, resilient, affordable, safe, and secure electric grid. (A micro-grid system means a stand-alone electrical system that uses grid-scale energy storage.) DOE must also establish a grant program to carry out projects related to the modernization of the electric grid, including the application of technologies to improve observability, advanced controls, and prediction of system performance on the distribution system.

Energy Cybersecurity Act of 2018 This bill directs the Department of Energy (DOE) to develop advanced cybersecurity applications and technologies for the energy sector. DOE shall: advance the security of field devices and third-party control systems; leverage electric grid architecture as a means to assess risks to the energy sector, including by implementing an all-hazards approach to communications infrastructure, control systems architecture, and power systems architecture; perform pilot demonstration projects with the energy sector to gain experience with new technologies; and develop workforce development curricula for energy sector-related cybersecurity. DOE may also implement within the energy sector cybertesting and cyberresilience programs that target: DOE emergency response capabilities, cooperation with the intelligence communities for energy sector-related threat collection and analysis, enhancing the tools of DOE and the Electricity Sector Information Sharing and Analysis Center (ES-ISAC) for monitoring the status of the energy sector, expanding industry participation in ES-ISAC, and technical assistance to small electric utilities to assess cybermaturity posture. DOE must develop an advanced energy security program that secures diverse energy networks in order to increase the functional preservation of the electric grid operations or natural gas and oil operations in the face of natural and human-made threats and hazards, including electric magnetic pulse and geomagnetic disturbances. DOE shall study alternative management structures and funding mechanisms to expand industry membership and participation in ES-ISAC.

Stopping Abuse and Fraud in Electronic Lending Act of 2018 or the SAFE Lending Act of 2018 This bill amends the Electronic Fund Transfer Act and the Truth in Lending Act. The bill revises requirements related to consumer financial protection and small-dollar lending, including matters concerning remotely created checks, electronic fund transfers, registration of small-dollar lenders, overdraft fees, and the collection of personal information.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Pay Our Military Act of 2018 This bill provides FY2018 appropriations for military pay and death benefits during any period in which interim or full-year appropriations for FY2018 are not in effect. In the event of a government shutdown, the bill provides continuing appropriations for: pay and allowances to members of the Armed Forces, including reserve components, who perform active service (including drill) during the period; payments of death benefits for individuals who die during the period; and pay and allowances to civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to members of the Armed Forces and payments in connection with death benefits. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2018.

Addiction Treatment Access Improvement Act of 2018 This bill amends the Controlled Substances Act to revise the qualifications required for a practitioner to administer, dispense, or prescribe narcotic drugs for maintenance or detoxification treatment in an office-based opioid treatment program. It increases the maximum patient limit for a qualifying practitioner who meets certain requirements. The maximum patient limit is the maximum number of patients a qualifying practitioner can treat at one time. The bill expands qualifying practitioners to include additional nonphysician practitioners: clinical nurse specialists, certified registered nurse anesthetists, and certified nurse midwives. It makes permanent the authorization for certain nonphysician practitioners to become qualifying practitioners.

Supports the right of all Iranian citizens to have their voices heard. Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Federal Employee Fair Treatment Act of 201 7 This bill requires federal employees furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2017, to be compensated for the period of the lapse on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave. The bill addresses a lapse in appropriations scheduled to occur if FY2018 appropriations legislation is not enacted prior to the expiration of the continuing resolution that currently funds federal agencies through December 22, 2017.

Encourages such programs to ensure that the United States maintains a broad international knowledge base. Supports such programs as a means of strengthening foreign language skills and fostering a better understanding of the world by U.S. citizens. Commends American and international education and exchange participants, volunteers, educators, program alumni, host families, high schools, colleges, universities, and host communities for their involvement in such programs. Celebrates the integral role such programs play for the United States and its people.

This bill directs the U.S. Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health for medical research relating to Alzheimer's disease. The stamp must be made available to the public for six years. Any limitation relating to whether more than one semipostal stamp may be offered for sale at the same time shall not apply to the stamp issued under this bill.

Tribal Connect Act of 2017 This bill amends the Communications Act of 1934 to expand the Schools and Libraries Universal Service Support (E-rate) program to include support for Indian tribal libraries that are eligible for support under the Library Services and Technology Act (LSTA), without regard to whether the libraries are eligible for assistance from state library administrative agencies under the LSTA. The E-rate program provides discounted telecommunications services to certain schools and libraries. The Federal Communications Commission must establish a pilot Tribal Anchor Institution Program to provide E-rate support to tribes for institutions that are not schools or libraries, such as community centers. E-rate support may be provided to institutions designated by tribes if: (1) the tribes do not have existing libraries that are eligible for E-rate support; (2) the institutions are exclusively owned by the tribes; and (3) the institutions intend to deliver publicly available Internet access to students, teachers, librarians, and community members for educational purposes.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.

FLTFA Reauthorization Act This bill amends the Federal Land Transaction Facilitation Act (FLTFA) to reauthorize and make permanent the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal in approved land use plans under the Federal Land Policy and Management Act of 1976. The bill makes the FLTFA inapplicable to land eligible for sale under specified public land laws.

Endangered Fish Recovery Programs Extension Act of 2017 This bill extends through FY2023 the authority of the Department of the Interior to use power revenues collected pursuant to the Colorado River Storage Project Act for annual base funding of endangered fish recovery implementation programs for the Upper Colorado and San Juan River Basins. Additionally, Interior must submit to Congress a report that describes the accomplishments and costs of the recovery implementation programs.

Urban Indian Health Parity Act This bill applies a Federal Medical Assistance Percentage (i.e., the federal matching rate under Medicaid) of 100% with respect to amounts expended as medical assistance for services received through an Urban Indian organization under a grant or contract with the Indian Health Service.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA), including to (1) extend CAA nondiscrimination requirements and remedies to sexual orientation, gender identity, and to legislative branch interns, detailees, and fellows; (2) revise CAA procedures for certain harassment and discrimination complaints; (3) require the offending Member of Congress to pay for settlements and awards in such complaints; and (4) rename the Office of Compliance the Office of Congressional Workplace Rights. The bill sets forth requirements for certain harassment and discrimination awareness and prevention training.

Safe Environment from Countries Under Repression and Emergency Act or the SECURE Act This bill permits a qualifying alien who is not inadmissible or deportable under certain criminal or security grounds or who did not participate in persecution to apply for adjustment to lawful permanent resident status if such alien: (1) is in temporary protected status (TPS), (2) held TPS status, (3) qualified for TSP status at the time of the Department of Homeland Security's (DHS) last TPS designation, or (4) is a national of a foreign country that was at any time a TPS-designated country. TPS designation permits eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. An alien who has applied for status adjustment may work while the application is pending. The spouse, domestic partner, child, or unmarried son or daughter of an alien who has adjusted to lawful permanent resident status may also adjust to such status subject to certain conditions. An unmarried son or daughter must additionally establish physical presence in the United States for at least one year. An alien subject to a final order of removal may not be removed if the alien has a pending status adjustment application or is prima facie eligible to file an application and indicates an intention to do so. An alien who raises the defense of status adjustment eligibility may not be removed unless DHS has already denied the alien's application.
