This bill amends the National Wildlife Refuge System Administration Act of 1966 to designate a specified portion of the Arctic National Wildlife Refuge in Alaska as a component of the National Wilderness Preservation System under the Wilderness Act.

Visa Waiver Program Security Enhancement Act This bill amends the Immigration and Nationality Act regarding the visa waiver program to prohibit a national of a program country who has traveled to Iraq or Syria at any time during the most recent five-year period from traveling to the United States without a visa. The Department of Homeland Security (DHS) may prohibit a national of a program country from traveling to the United States under the program if the national has traveled during the past five years to a country in which: (1) a designated foreign terrorist organization has a significant presence, and (2) prohibiting the national from traveling to the United States under the program is in U.S. national security interests. An alien must, at the time of application for program admission, have a valid, unexpired, tamper-resistant, machine-readable passport that incorporates biometric and document authentication identifiers that comply with standards of the International Civil Aviation Organization. Any alien applying for program admission must have a passport that meets these requirements. (The exception for pre-October 26, 2005, passports under the Enhanced Border Security and Visa Entry Reform Act of 2002 is eliminated.) A program country must: (1) enter into and comply with an agreement with the United States to assist in the operation of an air marshal program, and (2) comply with U.S. aviation and airport security standards. A country that does not fully implement information sharing agreements shall be terminated from the program. In determining whether to designate a country as a program country or whether a program country should retain its designation DHS shall consider: the country's capacity to collect, analyze, and share data concerning dangerous individuals; the country's screening and sharing of lost or stolen passport information; whether the country collects, analyzes, and shares biometric and other information about individuals other than U.S. nationals who are applying for asylum, refugee status, or another form of non-refoulement protection in such country; and whether a country shares intelligence about foreign fighters with the United States and with multilateral organizations. DHS shall: ensure that each alien traveling to the United States under an approved electronic system for travel authorization has submitted biometric information, including photographs and fingerprints, before boarding a U.S.-bound conveyance; prioritize implementation of these biometric requirements in program countries that have a significant number of nationals who have traveled to fight with, or to assist, the Islamic State of Iraq and the Levant (ISIL); and ensure within five years that such biometric information includes photographs and fingerprints. DHS may determine that a program country is in compliance with such biometric requirements if the country implements an agreement meeting specified criteria. Program fee provisions are revised.

Temporary Judgeship Conversion Act of 2015 This bill converts certain temporary U.S. district court judgeships to permanent judgeships in specified U.S. judicial districts in Alabama, Arizona, California, Florida, Kansas, Missouri, New Mexico, North Carolina, and Texas.

Bringing Postpartum Depression Out of the Shadows Act of 2015 This bill amends the Public Health Service Act to require the Health Resources and Services Administration (HRSA) to make grants to states to establish, expand, or maintain culturally competent programs for maternal depression screening and treatment. HRSA must give priority to states proposing to expand or enhance screening for maternal depression in primary care settings. Activities eligible for funding: (1) must include providing to health care providers training and resources, including information on maternal depression screening, treatment, and follow-up support, and linkages to community-based resources; and (2) may include enabling real-time psychiatric consultation to aid in the treatment of pregnant and postpartum women, conducting a public awareness campaign, funding start-up costs, and establishing linkages with and among community-based resources.

Tribal Early Childhood, Education, and Related Services Integration Act of 2015 This bill amends the Native American Programs Act of 1974 to require the Department of Health and Human Services (HHS) to establish a demonstration program to support tribal early childhood education demonstration projects. Funding for projects is through existing programs that have a purpose consistent with the purpose of the demonstration program. HHS may waive certain provisions of law, policy, or procedure related to the programs providing funding for projects. Demonstration projects must be: (1) carried out by an Indian tribe, a tribal organization, or a consortium with a tribe or tribal organization as its primary member; (2) designed around new approaches that address tribal community needs and improve early childhood education and services; and (3) focused on Native culture, culturally based early childhood education, and related services. HHS must make grants to demonstration projects to: (1) build or upgrade facilities for early childhood care and development, and (2) reimburse early childhood educators who fulfill a period of obligated service for costs associated with obtaining early childhood certification or credentials. This bill amends the Higher Education Act of 1965 to revise federal student loan forgiveness and loan cancellation for teachers to increase the maximum amounts of loan forgiveness and cancellation that may be provided to early childhood teachers in programs operated by Indian tribes or serving a large percentage of Indian children. Cancellation of student loans for public service is expanded to include service in Indian prekindergarten, child care programs, or early childhood learning and development centers.

Condemns the brutal attacks on the people of Paris that resulted in the death of at least 129 people, including one U.S. citizen, through shootings, hostage-taking, and suicide bombings of civilian targets. Expresses the Senate's condolences and deepest sympathies for the victims and their family members. Renews the solidarity of the people and government of the United States with the people and government of France. Pledges support for the government of France to pursue justice against those involved in these attacks and to prevent future attacks.

Hardrock Mining and Reclamation Act of 2015 This bill prohibits the United States from issuing a patent for any mining claim, millsite, or tunnel site located unless a patent application meeting all applicable requirements was filed with the Department of the Interior by September 30, 1994. The holder of each unpatented mining claim, millsite, or tunnel site shall pay Interior a maintenance fee of $150 for each claim, millsite, or tunnel site, as well as a location fee of $50. Any claimholder failing to perform assessment work or fee a maintenance fee shall forfeit the claim, millsite, or tunnel site. Production of all locatable minerals from any mining claim shall be subject to a reasonable royalty established by Interior of between 2% and 5% of the gross income from mining for production of all locatable minerals, which may be reduced in certain circumstances. Interior shall establish a comprehensive inspection, collection, fiscal, and production accounting and auditing system The bill prescribes requirements for exploration permits and mining permits. Any mining operator shall provide Interior with specified financial assurances to ensure the completion of reclamation and the restoration of any land or water adversely affected by the mineral activities. The operator shall restore land and water subject to mineral activities carried out under a permit to a condition capable of supporting: the uses that the land and water was capable of supporting before surface disturbance by the operator; or other beneficial uses that conform to applicable land use plans. The Federal Land Policy and Management Act of 1976 is amended to require Interior, for land under the Bureau of Land Management, and the Department of Agriculture, for National Forest System land, to review specified public lands, especially federal land in which mineral activities pose a reasonable likelihood of substantial adverse impacts on National Conservation System units, to inform decisions on withdrawal of land from mining operations. The bill establishes the Hardrock Minerals Reclamation Fund, administered by the Office of Surface Mining Reclamation and Enforcement, for the reclamation and restoration of land and water resources adversely affected by past hardrock minerals and mining and related activities in abandoned hardrock mine states and on Indian land. Each operator of a hardrock minerals mining operation shall pay, for deposit in the Fund, a reclamation fee of between 0.6% and 2% of the value of the annual production from the operation. The bill prescribes civil penalties for violation of surface management or operation requirements and related regulations.

Save Oak Flat Act This bill amends the Carl Levin and Howard P. "Buck" McKeon National Defense Authorization Act for Fiscal Year 2015 to repeal the authorization and requirement for a land exchange between the Department of Agriculture and Resolution Copper Mining, LLC. under which 2,422 acres of Forest Service land located in Pinal County, Arizona, are to be exchanged for various parcels of land owned by Resolution Copper.

Office of Strategic Services Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the members of the Office of Strategic Services in recognition of their service and contributions during World War II.

Condemns Palestinian terror attacks against Israelis. Welcomes Israel's commitment to maintaining the status quo on the Temple Mount. Urges the President and the international community to join in condemning these Palestinian terror attacks. Declares that there is no justification for these types of attacks and that there is a direct correlation between the recent upsurge in violence and Arab incitement regarding the Temple Mount. Stands with the people of Israel and supports Israel's right to self-defense. Supports the agreement to install surveillance cameras on the Temple Mount. Calls upon President Abbas to stop all incitement by Palestinian officials and media and to take all steps necessary to halt these attacks. Supports the individuals and organizations working to encourage cooperation between Israelis and Palestinians. Encourages President Abbas to continue strengthening and maintaining security cooperation with Israel. Reiterates that Palestinian political goals will never be achieved through violence, and calls on all parties to return to the negotiating table.

Outdoor Recreation Jobs and Economic Impact Act of 2015 This bill directs the Bureau of Economic Analysis of the Department of Commerce to assess and analyze the outdoor recreation economy of the United States and the effects attributable to it on the overall U.S. economy. In conducting the assessment, the Bureau may consider employment, sales, contributions to travel and tourism, and other appropriate contributing components of the outdoor recreation economy.

Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill amends the Public Health Service Act and Internal Revenue Code to require health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant individuals. The special enrollment period offered by an insurer or exchange must begin when the pregnancy is reported to the insurer or exchange. The special enrollment period offered by a group health plan must begin when the pregnancy is reported to the plan or is confirmed by a health care provider. Coverage offered by a group health plan or health insurer that covers dependents must provide coverage for maternity care to all covered individuals. The Office of Personnel Management must ensure that eligible pregnant women are allowed to enroll in federal employee health benefit plans outside of the open enrollment period. This bill amends title XIX (Medicaid) of the Social Security Act to revise the range in which a state must establish a maximum level of family income for pregnant women and infants to be eligible for Medicaid. The upper limit of the range is eliminated and the lower limit is set to the level in place, or specified in an amendment to a state plan, on January 1, 2014.

Earned Income Tax Credit and Child Tax Credit Equity for Puerto Rico Act of 2015 This bill amends the Internal Revenue Code to make citizens of Puerto Rico eligible for the federal earned income tax credit and allow them to claim the refundable portion of the child tax credit on the same basis as U.S. taxpayers.

Expresses the sense of the Senate that the Senate supports efforts to: (1) provide childcare assistance to each working family that needs it; (2) make childcare affordable; (3) ensure that childcare is available so that parents in the 24-hour economy can access high-quality care; (4) guarantee that each family eligible for childcare receives it by creating a system that expands with need; (5) improve the quality of childcare; and (6) provide sufficient federal, state, and local investment to ensure resources for high-quality jobs and affordable childcare.

Federal Land Transaction Facilitation Act Reauthorization of 2015 Amends the Federal Land Transaction Facilitation Act (FLTFA) to reauthorize and make permanent the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal in approved land use plans under the Federal Land Policy and Management Act of 1976. Makes the FLTFA inapplicable to land eligible for sale under specified public land laws.

Breast Cancer Awareness Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins (to be made of "pink gold" containing at least 75% gold), 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the fight against breast cancer. Treasury shall: select the design for the coins based upon the winning design from a juried, compensated design competition following certain specifications; and issue the coins only during the one-year period beginning on January 1, 2018. All such coin sales must include the following surcharges: $35 per $5 gold coin, $10 per $1 dollar silver coin, and $5 per half-dollar coin. The Treasury shall pay received surcharges promptly to the Breast Cancer Research Foundation according to a specified distribution formula.

Veterans E-Health & Telemedicine Support Act of 2015 or VETS Act of 2015 Allows a health care professional who is authorized to provide health care through the Department of Veterans Affairs and who is licensed, registered, or certified in a state to practice his or her profession at any location in any state, regardless of where the professional or patient is located, if the professional is using telemedicine to provide treatment. Allows such treatment regardless of whether the professional or patient is located in a federally-owned facility.

Protecting Medicare Beneficiaries Act of 2015 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) prevent 2016 increases to Medicare Part B premiums and deductibles for enrollees, and (2) authorize federal funding to offset the corresponding reduction in aggregate monthly premiums. Under current law, the Centers for Medicare & Medicaid Services must annually determine the monthly actuarial rate upon which Part B premiums and deductibles are based. The bill temporarily freezes that rate at the 2015 level for enrollees, effectively preventing increases to premiums and deductibles for those enrollees in 2016. (Current law already protects Part B enrollees whose benefits are deducted from their Social Security benefits from premium increases that would result in a smaller Social Security check.)

Workplace Democracy Act This bill amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to certify without an election an individual or labor organization as the exclusive representative of the employees in a unit appropriate for bargaining if a majority of the employees has signed valid authorizations designating the individual or labor organization specified in a properly filed petition as their bargaining representative and no other individual or labor organization is currently certified or recognized as the exclusive representative of any of the employees in the unit. The NLRB shall develop guidelines and procedures for the designation by employees of a bargaining representative. Deadlines are prescribed for critical turns in collective bargaining to establish an initial agreement upon the request of an individual or labor organization that has been newly organized or certified as a representative. The first meeting shall convene within 10 days after the employer receives a request. Either party to a negotiation may, 90 days after commencement, notify the Federal Mediation and Conciliation Service of the existence of a dispute and request mediation. The Service shall refer the dispute to an arbitration board if the parties are not brought to agreement within 30 days after the request for mediation.

Women's Small Business Ownership Act of 2015 This bill amends the Small Business Act to direct the Small Business Administration (SBA) Office of Women's Business Ownership to address issues concerning specified disciplines required for starting, operating, and increasing a small business. The Office must work with SBA officials and collaborate with non-SBA entities to ensure that the work of the women's business center program: maximizes taxpayer dollars, and coordinates effectively with and is not duplicative of other federal and private sector programs. The mission of the Office is to assist women entrepreneurs in starting, growing, and competing in global markets by providing quality support with access to capital, access to markets, job creation, growth, counseling, and training in a specified manner. The SBA must: provide annual programmatic and financial examination training for women's business center representatives, award grants or enter into contracts or cooperative agreements related to the training, and develop plans for a professional development training program for women's business centers and for a women's business center accreditation program. The SBA may provide up to $250,000 per project year of financial assistance to eligible entities to conduct projects designed to provide training and counseling meeting the needs of women, especially socially and economically disadvantaged women. The SBA, upon request by a recipient organization, may waive for a fiscal year (but no more than two consecutive fiscal years) the requirement to obtain matching non-federal funds for the organization's technical assistance and counseling activities carried out using financial assistance under the program.

Ensuring Enhanced Access to Primary Care Act This bill amends title XIX (Medicaid) of the Social Security Act to: (1) extend the application of the Medicare payment rate floor to certain primary care services furnished under the Medicaid program, and (2) apply the same payment rate floor to primary care services furnished under the Medicaid program by certain other providers. A payment rate floor reflects the minimum rate of payment for applicable services. Under current law, the Medicare payment rate floor for primary care services also applies under the Medicaid program to primary care services furnished in 2013 or 2014 by a physician with a primary specialty designation of family medicine, general internal medicine, or pediatric medicine. The bill establishes an additional two-year period in which the floor shall apply to services provided a physician with one of these primary specialty designations or with a primary specialty designation in psychiatry, neurology, or obstetrics and gynecology. However, the floor shall apply only if the physician self-attests to being Board certified in the applicable specialty.

American Energy Innovation Act This bill encourages and establishes requirements concerning: energy efficiency in the electricity grid, the manufacturing sector, certain vehicles and trucks, buildings, homes, and the federal government; protection of the bulk-power system from cybersecurity threats; the security and resiliency of the energy network and applications, including electric, natural gas, and oil exploration, transmission, and delivery; the modernization of energy infrastructure at the federal and state level; the development or deployment of alternative energies; and water conservation measures. The bill establishes: (1) a nonbinding goal to reduce greenhouse gas emissions 2% per year on average through 2025, and (2) a federal energy efficiency resource standard for retail electricity and natural gas suppliers. The bill repeals royalty relief for leases in the Outer Continental Shelf with respect to the production of oil or gas from deep water production or ultra deep wells in shallow waters. The Department of Interior must: (1) prevent venting and flaring of gases in oil and natural gas production operations on federal land, and (2) promote the capture of beneficial use or reinjection of gas in those operations. Interior must establish an annual production incentive fee with respect to public land that is subject to a lease for production of oil or natural gas under which production is not occurring. The bill reauthorizes through FY2020 the Department of Energy's: (1) Weatherization Assistance Program, (2) State Energy Program, (3) basic research, and (4) the Advanced Research Projects Agency-Energy. The bill also revises and reauthorizes the Water Desalination Act of 1996. The bill amends the Internal Revenue Code to: (1) provide tax incentives for producing clean energy and for reducing energy use in homes or commercial buildings, (2) extend through 2017 energy-related tax credits, (3) subject oil derived from tar sands to an excise tax, and (4) repeal certain oil and gas tax subsidies for major integrated oil companies. The bill: (1) establishes the National Park Service Centennial Fund, and (2) permanently reauthorizes the Land and Water Conservation Fund and the Historic Preservation Fund.

Social Security Earned Benefits Payment Act This bill amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require allocations to the Federal Disability Insurance Trust Fund equal to: (1) 2.65% of the amount of wages and self-employment income paid between December 31, 2015, and January 1, 2021; and (2) 1.80% of wages and self-employment income paid after December 31, 2020.

Gold King Mine Spill Recovery Act of 2015 This bill entitles persons to compensation for allowable damages (i.e., property, business, or financial losses) under the Federal Tort Claims Act if they were injured by the spill into Cement Creek from the Gold King Mine near Silverton, Colorado. The spill occurred on August 5, 2015. The bill establishes an Office of Gold King Mine Spill Claims within the Environmental Protection Agency (EPA) to process and pay compensation claims. The EPA must work with affected states and Indian tribes to develop, fund, and implement a long-term monitoring program for water quality of the Animas and San Juan Rivers in response to the spill. The bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 by requiring certain agencies to work with affected states as well as research universities to: (1) identify the most dangerous abandoned and inactive mines, (2) establish a priority plan for cleaning up those mines, (3) update the plan as new information becomes available, and (4) develop a long-term research initiative. That initiative must evaluate the physical, chemical, and geological attributes of closed, abandoned, and inactive mines and pursue technological developments to aid in the cleanup of those mines. Prior to carrying out mine remediation activities, agencies must: (1) provide affected tribal, state, and local governments notice of such activities; and (2) develop a spill prevention, control, and countermeasures plan for avoiding and mitigating the impacts of a spill.

Workplace Action for a Growing Economy Act or the WAGE Act This bill amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to award back pay and additional liquidated damages equal to double the back pay, without any reduction, to any employee against whom an employer has discriminated with regard to hiring or because the employee has filed charges or given testimony or if the employer has committed an unfair labor practice resulting in the employee's discharge or other serious economic loss. Civil penalties are established for violations of posting requirements and any violations causing serious economic loss to employees. Whenever it is charged that an employer has engaged in an unfair labor practice that significantly interferes with, restrains, or coerces employees in the exercise of guaranteed rights and involves discharge or other serious harm to an employee, the preliminary investigation of the charge shall be made forthwith and given priority generally over all other cases. The U.S. district court shall: (1) have jurisdiction to grant injunctive relief or a temporary restraining order to protect the rights guaranteed, and (2) shall grant the relief requested unless the court concludes that there is no reasonable likelihood that the NLRB will succeed on the merits of the NLRB's claim. A person injured by an unfair labor practice may bring a civil action in the appropriate district court. Unauthorized aliens may be paid back pay under a court order directing reinstatement of an employee. In any case where the NLRB finds that an election to determine a collective bargaining representative should be set aside because the employer committed a violation or otherwise interfered with a fair election, it shall issue an order requiring the employer to collectively bargain with the labor organization. The NLRB shall dismiss any petition to represent a unit if in an election a majority of the valid votes cast in an appropriate unit have not been cast in favor of representation by the labor organization. The NLRB shall promulgate regulations requiring each employer to post and maintain, in conspicuous places, a notice setting forth the rights and protections afforded employees under such Act. Each order of the NLRB shall take effect 30 days after notice of an NLRB order is given, unless the NLRB directs otherwise. The NLRB shall apply to the district court in which an unfair labor practice or other subject of the order occurred for the enforcement of an order if any person or entity fails or neglects to obey it.

Promoting Life-Saving New Therapies for Neonates Act of 2015 This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to award the sponsor of a new drug or biological product for the treatment of newborns a neonatal drug exclusivity voucher upon approval of the medication. A neonatal drug exclusivity voucher is a transferable voucher for a one-year extension of all existing patents and marketing exclusivities for a brand name medication. For a sponsor to be eligible for a voucher, the new medication must: (1) treat a condition identified in the Priority List of Critical Needs for Neonates required under this Act, and (2) have been studied in newborns. A voucher may be revoked if the new medication is not marketed in the United States within one year of approval. A voucher may not be used: (1) to extend the marketing exclusivity period for a drug for which the FDA requires an assessment of the safety and effectiveness in newborns, or (2) on the same product as a priority review voucher. A sponsor intending to use a voucher must notify the FDA at least 15 months before the expiration of the patents or exclusivity to be extended. The Government Accountability Office must study the effectiveness of this voucher program.

Small Business Lending Enhancement Act of 2015 Amends the Federal Credit Union Act to prohibit an insured credit union from making any member business loan that would result in the total amount of such loans outstanding at that credit union at any one time exceeding either: (1) 1.75 times the actual net worth of the credit union, or (2) 12.25% of the total assets of the credit union. Authorizes the National Credit Union Administration Board to approve an application by an insured credit union to make one or more member business loans that would result in a total amount of such loans outstanding at any one time of up to 27.5 % of the total assets of the credit union, if the credit union meets specified safety and soundness criteria. Prohibits an insured credit union that has made such a member business loan but that is not well capitalized from making any new member business loans until it becomes well capitalized and obtains Board approval. Directs the Board to develop a tiered approval process, including lending standards, under which an insured credit union gradually increases the amount of member business lending in a manner that is consistent with safe and sound operations. Directs the Government Accountability Office to study the status of member business lending by insured credit unions.

Creating Higher Education Affordability Necessary to Compete Economically Act or the Middle Class CHANCE Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify provisions related to the Federal Pell Grant program. Specifically, it increases the maximum Federal Pell Grant award for academic year 2016-2017 and adjusts it in subsequent award years to account for changes in the Consumer Price Index. The bill also increases from one to two the number of Pell Grants an eligible student may receive in a single award year (i.e., it restores year-round Pell Grants). An eligible student is a student who has already received one Pell Grant for an award year and is enrolled in an eligible program for an additional payment period (e.g., a summer term) during the same award year. A student's total amount of Pell Grants must not exceed 150% of the maximum Pell Grant for that award year. Also, any period during which a student receives an additional Pell Grant counts toward that student's lifetime Pell Grant eligibility period. The bill increases from 12 to 15 semesters a student's lifetime Federal Pell Grant eligibility period.

Expresses the sense of the Senate that: Social Security earned benefits that are crucial to the economic security of our nation and must be preserved to ensure future generations of Americans are protected; with the strong support of the federal government, Social Security must continue to deliver guaranteed retirement and life insurance benefits for workers and their families, as well as serve as an indispensable safety net for the most vulnerable segments of American society; and while the trust funds that support Social Security are projected to pay all benefits through 2034, Congress should act to ensure this vital program can support workers and families far into the future, but should reject proposals that weaken or privatize Social Security and should consider proposals to strengthen Social Security benefits.

Native Educator Support and Training Act or the NEST Act This bill amends the Higher Education Act of 1965 to establish scholarships, loan forgiveness plans, and training programs for educators who commit to teaching in Native American or Bureau of Indian Education (BIE) schools. This bill establishes three scholarship programs for students who are seeking degrees in education or school administration at institutions of higher education and commit to teaching in Native American or BIE schools: the Indian Student Educator Scholarship Program for students seeking degrees, the Indian Educator Scholarship Program for Indian students seeking degrees, and the Indian Educator Graduate Fellowship Program for Indian students seeking graduate degrees. Recipients of the scholarships must commit to working for a BIE school, a school serving Native Americans, or other specified schools and agencies for the greater of three years or the number of school years that the scholarship funded. The bill establishes loan forgiveness programs for educators and Native Americans who have taught for at least five consecutive years at BIE schools or local educational agencies with high percentages of Native American students. The bill extends the federal Perkins Loan Cancellation Program to educators teaching in BIE schools or in Native American language immersion programs. The bill authorizes professional development grants for native-serving elementary and secondary schools. It also establishes the Native American Language Teacher Training Program to provide grants for institutions of higher education to develop training programs for Native American immersion and language teachers.

New Mexico Drought Preparedness Act of 2015 Directs the Secretary of the Interior, acting through the Commissioner of Reclamation (Secretary), to carry out a water acquisition program in specified basins in New Mexico, under which the Secretary shall: (1) make acquisitions of water by lease or purchase of water rights or contractual entitlements from willing lessors or sellers; and (2) take other actions to enhance stream flow to benefit fish and wildlife, water quality, and river ecosystem restoration and to enhance stewardship and conservation of working land, water, and watersheds. Authorizes the Secretary, in cooperation with the Middle Rio Grande Conservancy District, to provide funding and technical assistance for the installation of metering and measurement devices and the construction of check structures on irrigation diversions, canals, laterals, ditches, and drains to: (1) ensure the conservation and efficient use of water within the District by reducing actual consumptive use or by not increasing the use of water, and (2) improve the measurement and allocation of water acquired through such water acquisition program. Requires the Secretary to provide for development of a comprehensive plan for the San Acacia and Isleta reaches to plan, design, construct, and prioritize projects that balance river maintenance, water availability, use, and delivery, and ecosystem benefits. Requires the Secretary of the Army to continue, for five years after enactment of this Act, the temporary deviation in the operation of Cochiti Lake and Jemez Canyon Dam that was initiated in 2009 and terminated in 2013, to evaluate the benefits of the deviation while a permanent reauthorization of the reservoirs is pursued. Requires the Secretaries to: (1) conduct a feasibility study to address Cochiti Dam operation limitations on the timing, magnitude, and duration of flows that support federally listed species in the Middle Rio Grande; (2) submit a feasibility report on the reauthorization of the purposes of Cochiti Dam; and (3) enter into an arrangement with the National Academy of Sciences to study water and reservoir management and operation issues along the Rio Grande. Authorizes financial assistance to be made available for eligible water projects to help New Mexico and other Western states address drought-related impacts to water supplies or any other immediate water-related crisis or conflict. Amends the Omnibus Public Land Management Act of 2009 (OPLMA) to: (1) authorize the use of water management improvement grants to assist applicants in planning for or addressing the impacts of drought, (2) authorize the Commissioner of Reclamation to waive any cost-share requirements to address emergency drought situations and to prioritize projects based on drought relief benefits, and (3) authorize appropriations for such grants. Reauthorizes appropriations for: (1) the Reclamation States Emergency Drought Relief Act of 1991, and (2) Rio Grande Pueblos infrastructure grants under OPLMA. Authorizes the Secretary of Agriculture to allocate certain financial assistance made available under the Food Security Act of 1985 (FSA) to establish special conservation initiatives to assist producers in implementing eligible activities on agricultural land in the western states for: (1) mitigating the effects of drought; (2) improving water quality and quantity; (3) restoring, enhancing, and preserving fish and wildlife habitat; and (4) promoting innovative and collaborative conservation tools and approaches. Amends the FSA to provide that areas eligible for designation as conservation priority areas shall include areas with actual and significant water quantity impacts related to agricultural production activities.

This bill extends the Secure Rural Schools and Community Self-Determination Program through FY2021 at FY2011 funding levels. This Program provides payments to state jurisdictions to compensate for the cost of providing services in tax-exempt federal lands within such jurisdictions. The bill eliminates the fiscal year limitation on funding for the Payments in Lieu of Taxes Program. This Program compensates local governments for tax revenue lost due to tax-exempt federal lands within their boundaries. The bill amends the Land and Water Conservation Fund Act to make permanent the authorization for the Land and and Water Conservation Fund. Amounts in such Funds remain available for expenditure to carry out such Act without further appropriation or fiscal year limitation. Not less than 1.5% the annual authorized funding amount under such Act shall be made available for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Reach Every Mother and Child Act of 2015 This bill directs the President to establish: (1) an inter-agency working group, led by the Child and Maternal Survival Coordinator at the U.S. Agency for International Development (USAID); and (2) a 10-year strategy to achieve with partner countries and donors the goal of ending preventable maternal, newborn, and child deaths by 2035. The President shall designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Maternal and Child Survival Coordinator, who shall be responsible for: (1) overseeing maternal and child health and nutrition funding managed by the Bureau of Global Health of USAID, and (2) leading the inter-agency working group. The U.S. government, through USAID and other relevant executive branch agencies, shall develop a financing framework to leverage public and private capital to expand delivery of high-impact, evidence-based interventions for maternal, newborn, and child health.

Condemns Joseph Kony and the Lord's Resistance Army (LRA) for perpetrating crimes against humanity and mass atrocities, and supports efforts by the United States, the African Union (AU), the international community, and governments in central Africa to remove Joseph Kony and LRA commanders from the battlefield and promote protection and recovery for affected communities. Supports efforts to provide the Regional Task Force with the logistics support and authorizations needed to access areas of suspected LRA activity in the Central African Republic and the Democratic Republic of the Congo. Urges the President to reauthorize the deployment of U.S. Armed Forces personnel in support of Operation Observant Compass. Urges the AU and the Regional Task Force, with the support of the European Union (EU), as well as the governments of Uganda, South Sudan, the Central African Republic, and the Democratic Republic of the Congo, to implement the United Nations (U.N.) Regional Strategy. Welcomes the continued LRA defections, and calls on governments in the region and the international community to support such demobilization. Calls on the Department of State, the Department of Defense, the U.S. Agency for International Development, and the heads of relevant U.S. agencies to utilize funds to: (1) enhance intelligence support to the Regional Task Force; (2) work with the U.N., the AU, and regional government partners to help non-indicted LRA members, abductees, and noncombatants defect; (3) expand efforts to prevent the LRA from funding its operations through the theft and trade of illicit ivory, gold, and diamonds; and (4) support rehabilitation and reintegration programs for abducted children, youth, and adults. Commends those members of the U.S. Armed Forces previously or currently deployed in support of Operation Observant Compass for their critical contributions to efforts to remove Joseph Kony and LRA commanders and protect civilians. Urges the President to develop a strategy aimed at supporting sustainable recovery and security within areas affected by the LRA in partnership with other donors and multilateral bodies, including the World Bank, the EU, and others.
