Veterans Benefits Claims Faster Filing Act - Directs the Secretary of Veterans Affairs (VA) to post in a conspicuous place in each VA regional office and claims intake facility and on the VA website information on: (1) the average processing time for fully developed and not fully developed VA benefits claims submitted in specified forms, and (2) the percentage of such claims filed by specified methods for which benefits are awarded. Requires the Secretary to notify each person submitting a claim for a VA benefit of such information and of the person's eligibility to receive up to an extra year of benefit payments if the person files a claim that is fully developed. Requires the notice information to be updated at least quarterly.

Protecting Access to Rural Therapy Services (PARTS) Act - Amends title XVIII (Medicare) of the Social Security Act to state that, except with respect to high-risk or complex medical services requiring direct levels of supervision, if the Secretary of Health and Human Services (HHS) requires supervision by a physician or non-physician practitioner for Medicare payment for therapeutic hospital outpatient services, that requirement is met if such services are furnished under the physician's or non-physician practitioner's general supervision. Directs the Secretary of HHS to establish a process for designating therapeutic hospital outpatient services for which direct supervision may be required for the entire service or direct supervision during the initiation of the service followed by general supervision for the remainder of the service. Declares without force or effect in law regarding Medicare requirements for direct supervision by physicians for therapeutic hospital outpatient services a specified restatement and clarification under the final rulemaking changes to the Medicare hospital outpatient prospective payment system and calendar year 2009 payment rates, which was published in the Federal Register on November 18, 2008.

Building upon Unique Indian Learning and Development Act - Directs the Secretary of the Interior to establish an in-school facility innovation program contest to encourage institutions of higher education (IHEs) to solve the problem of how to improve Indian school facilities for problem-based learning. Requires the Secretary of Education (Secretary) and the Secretary of the Interior to establish a Department of the Interior and Department of Education Joint Oversight Board to coordinate Indian education policies and assistance. Amends part A (Indian Education) of title VII (Indian, Native Hawaiian, and Alaska Native Education) of the Elementary and Secondary Education Act of 1965 (ESEA) to establish a program awarding grants to local educational agencies (LEAs), IHEs, or nonprofit organizations to create or expand teacher and administrator pipelines for teachers and administrators of Native American students. Amends the school improvement program, under part A of title I of the ESEA, to require states to develop standards-based assessments and classroom lessons that accommodate diverse learning styles. Directs: (1) the Secretary to expand programs for Native American school children to support learning in the children's Native language and culture and provide English language instruction, and (2) the Comptroller General to conduct research on culture- and language-based education to identify the factors that improve education and health outcomes. Excepts Native language teachers from the requirement that teachers be highly qualified. Requires states, in collaboration with Indian tribes or Tribal Colleges and Universities, to develop an alternative licensure or certification process for those teachers. Directs the Commissioner of the Administration for Native Americans in the Department of Health and Human Services (HHS) to establish a program providing grants to public and nonprofit private agencies to assist Native Americans in ensuring the survival and continuing vitality of Native American languages. Requires Department of Education assistance programs for elementary and secondary schools or early learning programs to reserve at least 0.5% of their funding for Indian elementary and secondary schools or early learning programs. Requires the Secretary to: (1) establish a program to improve school environments and student skill development for healthy choices for Native American students, (2) establish a program for school dropout prevention for Native American students, and (3) collaborate with the Secretary of Agriculture (USDA) to establish tribal-school specific school gardens and nutrition programs that are within the tribal cultural context. Authorizes and appropriates additional funds for the Impact Aid program, under title VIII of the ESEA, through FY2016. (The Impact Aid program compensates LEAs for the financial burden of federal activities affecting their school districts.) Authorizes appropriations for FY2014, for use through FY2015, for: (1) the tribally controlled postsecondary career and technical institutions program under the Tribally Controlled Colleges and Universities Assistance Act of 1978; (2) the Institute of American Indian and Alaska Native Culture and Arts Development; (3) institutional operations grants for the Haskell Indian Nations University and Southwestern Indian Polytechnic Institute under the Snyder Act; and (4) scholarships and adult education and special higher education scholarships under the Snyder Act.

STEM Support for Teachers in Education and Mentoring (STEM) Act or the STEM 2 Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award competitive planning grants to states, Indian tribes or tribal organizations, nonprofit organizations, or institutions of higher education (IHEs) to develop effective state or tribal science, technology, engineering, and mathematics (STEM) networks that coordinate STEM education efforts by: (1) facilitating communication and collaboration among public and private STEM stakeholders, and (2) identifying STEM occupational skills needed in the future. Directs the Secretary to award competitive grants to states, Indian tribes or tribal organizations, local educational agencies (LEAs), IHEs, or nonprofit organizations to develop, implement, and evaluate STEM education training programs for teachers and administrators in elementary, middle, and secondary schools and for preservice teachers in postsecondary schools. Requires the Secretary to award competitive grants to states, Indian tribes or tribal organizations, LEAs, public charter schools, IHEs, or nonprofit organizations to support curriculum development, assessments, or related activities that enable states to adopt new mathematics and science academic standards. Requires the Secretary to establish a national panel to identify and recommend the most effective STEM curricula models for kindergarten through grade 12.

IDEA MOE Adjustment Act - Amends the Individuals with Disabilities Education Act to limit the penalty imposed on a state that reduces its level of funding for special education from one fiscal year to the next to a reduction of federal special education funds for one fiscal year. (Currently, that penalty may be imposed on a state for any fiscal year after the fiscal year the state reduces its special education funding.) Redistributes the federal special education funding that is denied to a penalized state to states that have not reduced their level of special education funding. Prohibits the Secretary of Education from considering those penalties or redistributions when calculating a state's share of federal special education funds for subsequent fiscal years.

Student Non-Discrimination Act of 2013 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct made unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Authorizes the Attorney General to institute a civil action in any appropriate U.S. district court for a violation of this Act. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

End Racial Profiling Act of 2013 - Prohibits any law enforcement agent or agency from engaging in racial profiling. Grants the United States or an individual injured by racial profiling the right to obtain declaratory or injunctive relief. Requires federal law enforcement agencies to maintain adequate policies and procedures to eliminate racial profiling and to cease existing practices that permit racial profiling. Requires state or local governmental entities or state, local, or tribal law enforcement agencies that apply for grants under the Edward Byrne Memorial Justice Assistance Grant Program and the Cops on the Beat Program to certify that they maintain adequate policies and procedures for eliminating racial profiling and have eliminated any existing practices that permit or encourage racial profiling. Authorizes the Attorney General to award grants and contracts for the collection of data relating to racial profiling and for the development of best practices and systems to eliminate racial profiling. Requires the Attorney General to issue regulations for the collection and compilation of data on racial profiling and for the implementation of this Act.

Medicare Audit Improvement Act of 2013

Medicare Audit Improvement Act of 2013 - Directs the Secretary of Health and Human Services (HHS) to establish a process which subjects to a single, combined maximum annual limit, applied incrementally, the number of additional documentation requests made to a hospital by Medicare administrative contractors, recovery audit contractors, or Comprehensive Error Rate Testing (CERT) program contractors pursuant to prepayment and postpayment audits requiring a hospital to submit a medical record for audit purposes. Directs the Secretary also to establish a distinct additional documentation request limit, computed according to a specified formula, for each hospital claim type for each hospital for a 45-day period in a year. Amends title XVIII (Medicare) of the Social Security Act with respect to the Medicare Integrity Program and use of recovery audit contractors. Requires the Secretary to ensure that recovery audit contracts include certain mandatory terms and conditions pertaining to: (1) penalties for certain compliance failures, (2) penalties for overturned appeals, (3) postpayment and prepayment audits, and (4) guidelines for prepayment review. Directs the Secretary to publish on the Internet website of the Centers for Medicare & Medicaid Services information on recovery audit contractor performance regarding: (1) audit rates, denials, and appeals outcomes; and (2) independent performance evaluations. Deems to be an original claim for Medicare part B (Supplementary Medical Insurance) payment a resubmitted hospital claim for Medicare part A payment for inpatient hospital services which a recovery audit contractor determines: (1) were not medically necessary and reasonable based on the site of service, but (2) would be medically necessary and reasonable in an outpatient setting of the hospital. Requires payment to be made for such a resubmitted claim for all furnished items and services for which payment may be made under Medicare part B. Deems to be a reopened claim, for purposes of a hospital's ability to resubmit a claim for Medicare payment in timely fashion, any claim that is the subject of an audit by a recovery audit contractor or a Medicare administrative contractor. Requires contracts for a recovery audit contractor to require that a physician review each denial of a claim for medical necessity made by an employee of the contractor who is not a physician. Subjects to administrative and judicial review the Secretary's compliance with guidelines for reopening and revising benefit determinations.

Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2018.

Military Justice Improvement Act of 2013

Military Justice Improvement Act of 2013 - Amends the Uniform Code of Military Justice (UCMJ), with respect to charges that allege an offense triable by court-martial (with certain exclusions) for which the maximum punishment includes confinement for more than one year, to direct the Secretary of Defense (DOD) to require the Secretaries of the military departments to provide for the determination of whether to try such charges by general or special court-martial to be made by a commissioned officer of grade O-6 or higher with significant experience in such trials and who is outside the chain of command of the accused. Provides that a determination not to proceed to trial shall not preclude a commanding officer from either referring such charges for trial by summary court-martial or imposing non-judicial punishment. Requires Rule 306 (relating to policy on initial disposition of offenses) of the Manual for Courts-Martial to be amended to strike the character and military service of the accused from factors to be considered by the disposition authority. Revises the list of officers authorized to convene general and special courts-martial to include those in grade O-6 or higher assigned such responsibility by their department chief of staff (with the same prohibition against an officer in the same chain of command as the accused). Requires each chief of staff to establish an office which shall convene general and special courts-martial and detail judges and members. Requires a military judge to call a general or special court-martial trial into session within 90 days of the determination of its necessity. Requires a convening authority (the official acting on the sentence of a court-martial), when taking any action other than approving a sentence, to prepare a written justification of such action which shall be made part of the record of the court-martial. Prohibits a convening authority from: (1) dismissing or setting aside a finding of guilty, or (2) reducing a finding of guilty to a finding of guilty to a lesser included offense. Requires a commanding officer who receives a report of a sexual-related offense involving a member in such officer's chain of command to act immediately upon such report by way of referral to the appropriate criminal investigative office or service. Amends the National Defense Authorization Act for Fiscal Year 2013 to require an independent panel established by the DOD Secretary to monitor and assess the implementation and efficacy of this Act and its amendments.

Small Business Lending Enhancement Act of 2013

Small Business Lending Enhancement Act of 2013 - Amends the Federal Credit Union Act to prohibit an insured credit union from making any member business loan that would result in the total amount of such loans outstanding at that credit union at any one time exceeding either: (1) 1.75 times the actual net worth of the credit union, or (2) 12.25% of the total assets of the credit union. Authorizes the National Credit Union Administration Board to approve an application by an insured credit union to make one or more member business loans that would result in a total amount of such loans outstanding at any one time of up to 27.5 % of the total assets of the credit union, if the credit union meets specified safety and soundness criteria. Prohibits an insured credit union that has made such a member business loan but that is not well capitalized from making any new member business loans until it becomes well capitalized and obtains Board approval. Directs the Board to develop a tiered approval process, including lending standards, under which an insured credit union gradually increases the amount of member business lending in a manner that is consistent with safe and sound operations. Directs the Comptroller General to study the status of member business lending by insured credit unions.

Student Loan Affordability Act

Student Loan Affordability Act - Amends the Higher Education Act of 1965 to extend until June 30, 2015, existing interest rates for loans made to undergraduate students under the Federal Direct Stafford Loan program. Amends the Internal Revenue Code to modify rules for required distributions from tax-exempt pension plans to an employee who dies before such employee's entire interest is distributed to require such interest to be distributed within five years after the death of such employee, subject to exceptions for an eligible designated beneficiary and surviving spouse of such employee. Defines "eligible designated beneficiary" to include a disabled or chronically-ill individual. Exempts from such modification a binding annuity contract in effect on the enactment date of this Act. Amends the Internal Revenue Code to: (1) limit the deductibility of interest payments made by a corporation which is an expatriated entity to a related person; (2) expand the definition of "crude oil" for purposes of the excise tax on petroleum to include crude oil condensates, natural gasoline, any bitumen or bituminous mixture, and any oil derived from a bitumen or bituminous mixture; (3) eliminate the requirement that such crude oil be produced in a well located in the United States; and (4) make permanent the Oil Spill Liability Trust Fund financing rate. Exempts the budgetary effects of this Act from the requirements of specified PAYGO scorecards.

Bulletproof Vest Partnership Grant Program Reauthorization Act of 2013 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) extend through FY2018 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program; (2) transfer to the Treasury, no later than January 15, 2016, all previously appropriated funds for such program that are not expended by September 30, 2015; (3) prohibit a state, local government, or Indian tribe from using any funding under another grant program to pay or defer the cost of the matching fund requirement for the grant program; (4) require a grantee to comply with any established requirements for the use of such grants, have a written policy requiring uniformed patrol officers to wear an armor vest or body armor, and use funds for purchasing vests or body armor that meet performance standards established by the Bureau of Justice Assistance; and (5) allow preferential consideration in grant awards to jurisdictions that provide armor vests to law enforcement officers that are uniquely fitted for such officers, including individual female officers. Expresses the sense of Congress that amounts made available to carry out the Bulletproof Vest Partnership Grant Program should be made available through the end of the fiscal year following the one for which the amounts are appropriated and should not be made available until expended by the Department of Justice (DOJ).

Employment Non-Discrimination Act of 2013 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations, and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Prohibits this Act from being construed to: (1) prohibit an employer from requiring an employee to adhere to reasonable dress or grooming standards, or (2) require the construction of new or additional facilities. Prohibits the Equal Employment Opportunity Commission (EEOC) from compelling collection or requiring production of statistics from covered entities on actual or perceived sexual orientation or gender identity. Provides for enforcement, including giving the EEOC, the Librarian of Congress (LOC), the Attorney General (DOJ), and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Amends the Consolidated Farm and Rural Development Act to: (1) reduce the number of operating years required for a beginning farmer or rancher to qualify for a direct real estate loan; (2) extend conservation loan and loan guarantee authority, and reserve specified amounts for beginning farmers and ranchers; (3) extend the beginning farmer and rancher individual development accounts pilot program; (4) authorize micro loans for beginning farmers or ranchers; and (5) make the direct operating loan set-aside for beginning farmers and ranchers permanent. Amends the Agricultural Risk Protection Act of 2000 to extend the value-added agricultural product market development grant program. Amends the Farm Security and Rural Investment Act of 2002 to extend the beginning farmer and rancher development program. Provides assistance for agricultural rehabilitation and vocational training for veterans. Amends the Competitive, Special, and Facilities Research Grant Act to extend the Agriculture and Food Research Initiative. Provides priority assistance for new farming opportunities, including young, beginning, socially disadvantaged, and immigrant issues, as well as farm entry, transition, and transfer issues. Amends the Federal Crop Insurance Act to provide for risk management programs targeted at beginning, socially disadvantaged, transitioning, or legal immigrant farmers and ranchers. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) the position of Military Veterans Agricultural Liaison.

Working Families Tax Relief Act of 2013 - Amends the Internal Revenue Code, as amended by the American Recovery and Reinvestment Act of 2009, to: (1) make permanent the reduction in the income threshold (from $10,000 to $3,000) for determining the refundable portion of the child tax credit, (2) eliminate the inflation adjustment to such amount, and (3) allow an annual inflation adjustment after 2012 to the $1,000 maximum credit amount and the adjusted gross income threshold amounts used to reduce the allowable amount of such credit. Modifies the earned income tax credit to: (1) make permanent the increase in the rate of such credit for taxpayers with three or more children, (2) increase the credit for taxpayers with no qualifying children, (3) reduce from 25 to 21 the qualifying age for such credit, (4) revise eligibility rules relating to married individuals living apart and qualifying children claimed by another family member, and (5) repeal the denial of such credit for taxpayers with excess investment income.

Genetically Engineered Food Right-to-Know Act - Amends the Federal Food, Drug, and Cosmetic Act to deem misbranded any food that has been genetically engineered or contains one or more genetically engineered ingredients, unless such information is clearly disclosed. Exempts from this requirement any food that: (1) is served in restaurants or other similar eating establishments, (2) is a medical food, (3) would be subject to such requirement solely because it was produced using a genetically engineered vaccine, or (4) would be subject to such requirement solely because it includes the use of a genetically engineered processing aid (including yeast) or enzyme. Defines "genetically engineered" as a material intended for human consumption that is: (1) an organism produced through the intentional use of genetic engineering, or (2) the progeny of intended sexual or asexual reproduction (or both) of one or more organisms that is the product of genetic engineering. Defines "genetically engineered ingredient" as an ingredient in a food that is derived from any part of an organism that has been genetically engineered, without regard to whether: (1) the altered molecular or cellular characteristics of the organism are detectable in the material, and (2) the organism is capable for use as human food. Excludes from penalties for misbranding of genetically engineered food or ingredients any recipient that establishes a guaranty or undertaking that: (1) is signed by, and contains the name and address of, a person residing in the United States from whom the recipient received the food in good faith (including the receipt of seeds to grow raw agricultural commodities); and (2) contains a statement to the effect that the food is not genetically engineered or does not contain a genetically engineered ingredient. Applies this exclusion from penalties without regard to the manner in which the recipient uses the food. Excludes an agricultural producer also from such penalties when a violation occurs because food the producer has grown, raised, or otherwise produced, which neither contains nor was produced with a genetically engineered material, is subsequently contaminated with a food that does contain or was produced with a genetically engineered material, and the agricultural producer has not intended any such contamination nor was negligent in the matter.

Helium Stewardship Act of 2013 - Amends the Helium Act to require that all proceeds received by the Secretary of the Interior (Secretary) from the sale or disposition of helium on federal land from sale or auction be credited to the Helium Production Fund (established in this Act). Requires the Secretary to: (1) impose a fee that accurately reflects the economic value of helium storage, withdrawal, or transportation services, (2) publish annually a standardized schedule of fees that will be charged for such services, (3) credit such fees to the Helium Production Fund, (4) allow any person or qualified bidder to which crude helium is sold or auctioned under this Act to store it in the Federal Helium Reserve, and (5) offer crude helium for sale under such terms and conditions as the Secretary determines necessary to implement this Act with minimum market disruption. Prescribes procedural guidelines for the phased-in sales of crude helium. Authorizes federal users to purchase refined helium with priority pipeline access from persons who have entered into enforceable contracts to purchase an equivalent quantity of crude helium from the Secretary. Prescribes: (1) a helium sales auction implementation process, and (2) auction quantities for FY2015 and beyond. Authorizes federal users to purchase refined helium with priority pipeline access and at the in-kind price from persons who have entered into enforceable contracts to purchase an equivalent quantity of crude helium from the Secretary. Requires the Secretary to establish annually sale and minimum auction prices using a specified order of priority. Requires a refiner, as a condition of sale, to make excess refining capacity of helium available to specified persons at commercially reasonable rates. Instructs the Secretary to offer crude helium for sale to federal users in such quantities, at such times, at not less than the minimum price established under this Act, and under such terms and conditions as the Secretary determines necessary to implement this Act. Establishes the Helium Production Fund, to be credited with proceeds received under such Act for specified purposes, including capital investments in upgrades and maintenance of the Federal Helium System. Requires the Secretary to offer for sale or auction maximum quantities of crude helium during each fiscal year. Repeals the requirement that the Secretary arrange with the National Academy of Sciences to study whether disposal of helium reserves will have a substantial adverse effect on scientific, technical, biomedical, or national security interests. Directs the Secretary, acting through the Bureau of Land Management (BLM), to make specified information available on the Internet relating to the Federal Helium System, including an open market and in-kind price. Requires the BLM Director to establish a timely and public reporting process to provide data affecting the helium industry. Directs the Secretary, acting through the Director of the U.S. Geological Survey, to undertake a national helium gas assessment. Directs the Secretary of Energy (DOE) to support research, development, commercial application, and conservation programs to: (1) expand domestic production of low-Btu gas and helium resources, (2) separate and capture helium from natural gas streams, and (3) reduce venting helium and helium-bearing low-Btu gas during natural gas operations. Requires the Secretary of Energy to support or carry out directly research programs to develop: (1) advanced membrane technology, (2) helium separation technology, and (3) low-cost technologies and technology systems for recycling, reprocessing, and reusing helium for all medical, scientific, industrial, commercial, aerospace, and other uses of helium in the United States, including federal uses (industrial helium program). Directs the Secretary of the Interior to cooperate with the Secretary of Energy on any assessment or research regarding extraction and refinement of the isotope helium-3 from crude helium at the Reserve or along the helium pipeline system. Directs the Secretary to report to Congress: (1) a 20-year federal strategy for securing access to crude helium; and (2) certain assessments for federal users of the consumption of, and projected demand for, crude and refined helium, as well as of the effects of increases in the price of refined helium and methods and policies for mitigating any determined effects. Repeals the mandate for the sale of all U.S.-owned helium reserves in excess of 600 million cubic feet on a straight-line basis by January 1, 2015.

Directs the Secretary to convey to the village of Taos Ski Valley in New Mexico the National Forest System land identified as parcel 1 on the map entitled "Village of Taos Ski Valley Town Site Act Proposal." Authorizes the conveyance of certain National Forest System land in New Mexico involving Parcels 5 and 6 as identified on the Red River Conveyance Map.

Radiation Exposure Compensation Act Amendments of 2013

Radiation Exposure Compensation Act Amendments of 2013 - Amends the Radiation Exposure Compensation Act to extend the Radiation Exposure Compensation Trust Fund until 19 years after enactment of this Act. Prescribes additional periods of required presence in an affected area during atmospheric nuclear testing for individuals filing leukemia or specified disease claims. Increases the amount of compensation an individual filing a claim may receive to $150,000. Expands "affected area" to include Colorado, Idaho, Montana, and New Mexico, as well as any county in Arizona, Nevada, or Utah. Extends to December 31, 1990, the period during which an individual employed at any time in a uranium mine or uranium mill is made eligible to receive compensation for a disease claim due to radiation exposure. Makes a core driller eligible to receive compensation upon filing of a disease claim. Makes miners, core drillers, and ore transporters who suffer renal cancer or any other chronic renal disease, including nephritis and kidney tubal tissue injury, eligible for compensation due to exposure to radiation while on the job. Requires the Attorney General to accept written affidavits meeting specified requirements regarding employment history, physical presence in an affected area, or participation at a nuclear testing site in determining the eligibility of claimants. Extends until 19 years after enactment of this Act the statute of limitations for the filing of such claims. Increases from 2% to 10% of the payment received by a claimant the maximum amount of attorneys fees that can be charged for the filing of an initial claim. Directs the Secretary of Health and Human Services (HHS), through the National Institute of Environmental Health Sciences, to establish a program of grants to institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals, including family members of uranium miners and millers. Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to include as a member of the Special Exposure Cohort entitled to compensation with respect to chronic beryllium disease under the Energy Employees Occupational Illness Compensation Program any Department of Energy (DOE) employee or contractor who contracted cancer after beginning employment between January 1, 1942, and December 31, 1990, in a uranium mine or mill located in Colorado, New Mexico, Arizona, Wyoming, South Dakota, Washington, Utah, Idaho, North Dakota, Oregon, Texas, or any other state the Attorney General includes.

Authorizes the Secretary of the Interior (Secretary) to use amounts from the Fund to complete construction of rural water projects that were authorized to be carried out on or before this Act's enactment or for which: (1) a feasibility study has been submitted to the Secretary by September 30, 2012, pursuant to the Rural Water Supply Act of 2006 that recommends construction, and (2) an Act of Congress enacted after this Act's enactment has authorized construction. Prohibits the Secretary from using amounts from the Fund to pay for project operation and maintenance costs. Prohibits the Secretary from expending amounts from the Fund until the date on which the Secretary develops: (1) programmatic goals that would enable the completion of construction of the authorized rural water projects as expeditiously as possible and that reflect the goals and priorities identified in the laws authorizing the projects and the goals of the Reclamation Rural Water Supply Act; and (2) funding prioritization criteria that takes into account specified information, including an evaluation of the need for potable water supplies in the affected rural and tribal communities, the completion status of a project, and the financial needs of the affected communities. Terminates the Fund on September 30, 2035.

Local Farms, Food, and Jobs Act of 2013 - Amends the Food and Nutrition Act of 2008 regarding the supplemental food assistance program (SNAP, formerly known as the food stamp program) to include as a retail store an agricultural producer marketing agricultural products directly to consumers. Requires participating retailers to pay 100% of the costs of acquiring, and arranging for the implementation of, electronic benefit transfer (EBT) point-of-sale equipment and supplies. Allows exemptions, including for farmers' markets, direct farmer-to-consumer marketing outlets, military commissaries, nonprofit food buying cooperatives, and group living arrangements. Ends manual vouchers, except as necessary. Establishes a pilot program to test mobile technologies for SNAP transactions. Permits using benefits to purchase a community-supported agriculture share. Provides for a five-state grant pilot program to purchase locally grown fresh fruits and vegetables for distribution to schools and service institutions participating in food service programs under the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966. Permits each school food authority with a low annual commodity entitlement value to elect to substitute locally and regionally grown and raised food for the authority's allotment of commodity assistance for the school lunch program, subject to specified conditions. Increases funding for community food projects and the seniors farmers' market nutrition program. Revises the hunger-free community provisions, including by prohibiting state or local sales taxes and providing specified mandatory funding through FY2018. Amends the Department of Agriculture Reorganization Act of 1994 to establish a Food and Agriculture Service Learning Program to increase knowledge of agriculture and improve the nutritional health of children. Establishes a special initiative within the Research, Education, and Extension Office to coordinate Department of Agriculture (USDA) plant and animal breeding research. Amends the Consolidated Farm and Rural Development Act to provide for guaranteed loans to eligible producers for the production of locally or regionally produced agricultural food products. Gives loan priority to projects that will increase access to locally or regionally grown food in underserved communities, create new market opportunities for local or regional agricultural producers, or support regional economic and community development. Amends the Farm Credit Act of 1971 to include assistance for the production of locally or regionally produced agricultural food products. Amends the the Competitive, Special, and Facilities Research Grant Act to expand the scope of the Agriculture and Food Research Initiative. Amends the Farmer-to-Consumer Direct Marketing Act of 1976 to reference locally and regionally produced agricultural products and give priority to projects that benefit underserved communities. Authorizes appropriations through FY2018. Amends the Specialty Crops Competitiveness Act of 2004 to specify making grants for locally or regional produced agricutural products. Provides for grants through FY2018. Provides for a study on local food production and program evaluation. Requires the Federal Crop Insurance Corporation to: (1) conduct activities or enter into contracts to carry out research and development for a whole farm risk management insurance plan, and (2) offer organic crop producers price elections for all organic crops that reflect actual retail and wholesale prices. Provides, with regard to the agricultural management assistance program, for: (1) nationwide program expansion, (2) organic certification cost assistance, and (3) funding through FY2018.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2013 - Amends the Public Health Service Act to require personnel (excluding physicians, nurse practitioners, and physician assistants) who furnish the technical component of medical imaging examinations or radiation therapy procedures for medical purposes (except certain exempt individuals and suppliers) to possess current: (1) certification in the medical imaging or radiation therapy modality and service they furnish from a certification organization designated under this Act; and (2) state licensure or certification, if required by the state, where such services and modalities are within the profession's scope of practice as defined by the state. Gives individuals enrolled in specified training or certification programs when the list of approved certification organizations is published an additional six months after completion of a training program to become fully qualified under this Act. Directs the Secretary of Health and Human Services (HHS) to: (1) establish a program for designating certification organizations after consideration of specified criteria; (2) provide a process for individuals whose training or experience is determined to be equal to, or in excess of, that of a graduate of an accredited educational program in that specialty to demonstrate that their experience meets the educational standards for qualified personnel in their imaging modality or radiation therapy procedures; and (3) publish a list of designated certification organizations. Authorizes the Secretary to waive standards under this Act or to develop alternative standards for rural or health professional shortage areas as appropriate. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services only if the examination or procedure is furnished by an individual who meets this Act's requirements.

Palliative Care and Hospice Education and Training Act

Palliative Care and Hospice Education and Training Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award grants or contracts for the establishment or operation of Palliative Care and Hospice Education Centers. Requires such Centers to: (1) improve the training of health professionals in palliative care for individuals with serious or life-threatening illnesses; (2) develop and disseminate related curricula; (3) support the training and retraining of faculty to provide instruction in palliative care; (4) support continuing education of health professionals who provide palliative care; (5) provide students with clinical training in palliative care in long-term care facilities, home care, hospices, chronic and acute disease hospitals, and ambulatory care centers; and (6) establish traineeships for individuals preparing for advanced education nursing degrees in palliative care. Authorizes the Secretary to make grants to and enter into contracts with schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award incentive grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

Diagnostic Imaging Services Access Protection Act of 2013

Diagnostic Imaging Services Access Protection Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, with respect to payments for physician services, to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services until the Secretary publishes in the Federal Register: (1) an analysis of the information used in the final rule to implement the physician fee schedule in 2013 to determine what, if any, efficiences exist within the professional component of imaging services when two or more studies are performed on the same patient on the same day; and (2) detailed information on which activities in the vignettes in such rule were assigned specified reduction percentages, how such percentage reductions for the pre-, intra-, and post-service work were determined and calculated, and the clinical aspects that went into those decisions.

San Juan County Federal Land Conveyance Act - Directs the Secretary of the Interior, on request of the plaintiffs in the case Blancett v. United States Department of the Interior, et al. , in the U.S. District Court for the District of New Mexico, to convey to them by sale all right, title, and interest of the United States in and to any portion of approximately 19 acres of certain federal land in San Juan County, New Mexico (including any improvements or appurtenances). Requires deposit of the proceeds of any such conveyance in a special account, to be available for the acquisition of land from willing sellers in the state for resource protection that is consistent with the purposes for which the Bald Eagle Area of Critical Environmental Concern was established.
