Lifespan Respite Care Act of 2002 - Amends the Public Health Service Act to authorize the Associate Administrator of the Maternal and Child Health Bureau of the Health Resources and Services Administration to award grants or cooperative agreements to develop State-wide lifespan respite care programs. Defines "lifespan respite care" to mean a coordinated system of accessible community-based respite care services for family caregivers regardless of the individual's age, race, ethnicity, or special need. Requires the Administrator to establish a review panel to make recommendations on applicants. Permits the use of funds for respite care services and training programs. Limits grants to five years. Directs the Associate Administrator to provide for the establishment of a National Resource Center on Lifespan Respite Care to maintain a national database and provide training, technical assistance, and information.

Broadband Telecommunications Deployment Act of 2002

Broadband Telecommunications Deployment Act of 2002 - Amends the National Telecommunications and Information Administration Organization Act to establish the Broadband Deployment and Demand Trust Fund to fund programs established in this Act. Directs the Rural Utilities Service to make loans to fund the construction, improvement, or acquisition of facilities and equipment for the provision of broadband service in eligible rural areas and under served communities. Requires the National Telecommunications and Information Administration (NTIA) to: (1) make grants for planning and feasibility studies on the deployment of broadband services in different geographic areas; and (2) support up to seven pilot programs for conducting innovative applications of wireless, satellite, and other non-wireline technologies capable of delivering broadband service to an eligible rural or under served community. Requires a current Federal-State Joint Board and the National Exchange Carriers Association to report to the Federal Communications Commission and specified congressional committees on universal service and competition. Directs the: (1) Secretary of Commerce to establish a grant program for the deployment of broadband technologies and services, particularly in rural and under served communities; (2) Comptroller General to study the facilitation of broadband deployment in other countries; and (3) NTIA to assess the role of broadband in rural and under served areas in addressing homeland security and public safety needs. Provides for: (1) research by the National Science Board and the Director of the Institute of Telecommunications Sciences of NTIA on faster broadband services; (2) grants to colleges and universities for such research; (3) grants to libraries and museums to digitalize collections; and (4) grants for digital television conversion and programming. Directs the Secretary to establish: (1) a digital network technologies program to strengthen the capacity of eligible institutions to provide instruction in digital network technologies; and (2) a community networking program to enable under served communities to deploy broadband capable networks, as well as broadband access for economic development, public safety, health care, and educational needs.

Requires the Secretary of Commerce's strategic plan to be developed at least every four years and integrate with the strategic plans of the Department of Commerce and of NOAA. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for: (1) FY 2004 through 2008; and (2) zebra mussel, oyster, harmful algal bloom, and additional support to the fisheries extension program. Limits the percentage of funds available for administration.

Anti-counterfeiting Amendments of 2002 - Amends the Federal criminal code to prohibit trafficking in an "illicit authentication feature." Defines that term to mean an authentication feature that: (1) without the authorization of the respective copyright owner, has been tampered with or altered so as to facilitate the reproduction or distribution of a phono-record, a copy of a computer program, a copy of a motion picture or other audiovisual work, or documentation or packaging, in violation of the rights of the copyright owner; (2) is genuine, but has been distributed, or is intended for distribution, without the authorization of the respective copyright owner; or (3) appears to be genuine but is not. Authorizes a copyright owner who is injured by a violation of this Act or is threatened with injury to bring a civil action in an appropriate U.S. district court. Sets forth remedies for violations.

Ship, Seafarer, and Container Security Act - Requires certain vessels to be equipped with an automatic identification system when operating in U.S. navigable waters. Requires the Secretary of Transportation to initiate a rulemaking to implement such requirement. Urges the Secretary to negotiate an international agreement (or amendments to such an agreement) that: (1) provides for a uniform, comprehensive, international system of identification for seafarers that will enable the United States and other countries to establish the identity of any seafarer aboard a vessel within the jurisdiction, including the territorial waters, of the United States or such other country; (2) provides greater transparency with respect to the registration and ownership of vessels entering or operating in U.S. territorial waters; and (3) establishes marine container integrity and anti-tampering standards for marine containers. Requires the Secretary to submit draft legislation to specified congressional committees if negotiations do not result in an agreement or the amendment process fails within a specified period after enactment of this Act. Directs the Commandant of the Coast Guard to establish: (1) a risk-based system for use in evaluating the potential threat to the national security of the United States of vessels entering U.S. territorial waters; and (2) a system of security zones for U.S. ports, territorial waters, and waterways.

Online Personal Privacy Act - Prohibits an Internet service provider, online service provider, or operator of a commercial website (provider) from collecting or disclosing personally identifiable information (name, address, and phone number) of a user unless the provider provides clear and conspicuous user notice. Requires a provider to: (1) obtain consent to the collection and disclosure of sensitive personally identifiable information (health, race, political party, religious belief, sexual orientation, social security number, or financial information); (2) provide robust notice, in addition to clear and conspicuous notice, of the opportunity to opt-out of the collection or disclosure of personally identifiable information; and (3) notify all users of a change in provider policy for the collection, use, or disclosure of sensitive or nonsensitive personally identifiable user information. Provides exceptions. Requires a provider to: (1) provide reasonable user access to personally identifiable information collected; and (2) establish and maintain procedures to protect the security, confidentiality, and integrity of such information. Provides for enforcement of this Act through the Federal Trade Commission, citing violations as unfair or deceptive acts or practices. Authorizes enforcement actions by both private users and States on behalf of its residents. Provides whistleblower protections for provider employees. Requires the Sergeant at Arms of the United States Senate to develop regulations applying the requirements of this Act to Senate officers and employees. Applies this Act to each Federal agency that is or operates an Internet or online service or website.

Terrorism Victim's Access to Compensation Act of 2002 - Expresses the sense of Congress that it should be the policy of the United States: (1) to use the blocked assets of state sponsors of acts of terrorism (including their agencies and instrumentalities) under the control of the Secretary of the Treasury to pay court-ordered judgments and awards made to U.S. nationals harmed by such acts; and (2) to provide equal access to all U.S. victims of state-sponsored terrorism who have secured judgments and awards in Federal courts against state sponsors of terrorism, and assure that those judgments and awards be paid from such blocked assets. Makes such assets available for the satisfaction of judgments against terrorist parties. Prescribes guidelines for a Presidential waiver upon determination on an asset-by-asset basis that a waiver is necessary in the national security interest.

Medicare Safety Net Access Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise the payment for certain Federally qualified health center (FQHC) services furnished to an individual enrolled with a Medicare+Choice organization under Medicare part C (Medicare+Choice), allowing for supplemental reimbursement, among other changes. Amends Medicare+Choice to add additional Medicare+Choice contract requirements. Amends SSA title XI with respect to criminal penalties for acts involving Federal health care programs, particularly illegal remunerations (kickbacks). Exempts from the prohibition against such remunerations any remuneration: (1) between a FQHC (or an entity controlled by such a health center) and a Medicare+Choice organization pursuant to a specified written agreement; and (2) between a certain kind of public or nonprofit private health center entity and any individual or entity providing goods, items, services, donations, loans, or a combination, to such health center entity pursuant to an agreement, if such agreement produces a community benefit that will be used by the health center entity to maintain or increase the availability or accessibility, or enhance the quality, of services provided to a medically underserved population served by the health center entity. Amends Medicare to provide for coverage of additional FQHC services. Directs the Secretary of Health and Human Services to establish standards relating to the exception for health center entity arrangements to specified anti-kickback penalties.

Consumer Broadband and Digital Television Promotion Act - Requires the Federal Communications Commission (FCC) to make a determination as to whether: (1) representatives of digital media device manufacturers, consumer groups, and copyright owners (representatives) have reached agreement on security system standards for use in digital media devices and encoding rules; and (2) such standards and rules conform with security system standards and encoding rules required under this Act. Provides for the adoption of conforming standards and rules based on whether such determination is affirmative or negative. Outlines appropriate security system standards and encoding rules. Authorizes: (1) the FCC to revise implemented standards and rules through rulemaking; or (2) representatives to modify implemented standards in response to a compromise or upgrade of technology. Requires an interactive computer service to store and transmit with integrity any technology security measure used in connection with copyrighted material that such service transmits or stores. Prohibits: (1) the sale or shipment in interstate commerce of nonconforming digital media devices; (2) the removal or alteration of security technology in a digital media device; or (3) application to a copyrighted work of a security measure that uses a standard security technology in violation of encoding rules. Provides for enforcement of violations of this Act.

National Aviation Capacity Expansion Act of 2002 - Directs the Administrator of the Federal Aviation Administration to implement the redesign and reconstruction of Chicago O'Hare International Airport in Cook and Dupage Counties, Illinois, in accordance with a specified runway design plan, and the development of a south suburban airport in the Chicago metropolitan region, by facilitating their approval, funding, construction, and implementation. Requires an implementation plan to be prepared by the State of Illinois under the Clean Air Act for regulating emissions associated with activity at commercial service airports. Makes the Administrator's approval of an airport layout plan submitted by Chicago that includes the runway redesign plan conditional on the meeting of specified requirements. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met.
