Urges the Secretary of State to recover the bodies and personal effects of journalists Lee Shapiro and James Lindelof from Afghanistan and to assist in securing the release of Italian journalist Fausto Biloslavo and French journalist Alain Guillo from Afghan prisons. Urges the President to issue a proclamation honoring such individuals and journalists Staale Gundhus and Charles Thornton for their attempts to report the truth about the war in Afghanistan.

Amends the Internal Revenue Code to allow an individual taxpayer a refundable income tax credit, in an amount based on adjusted gross income (minimum credit of $150), for each dependent below the age of compulsory school attendance in the State where the taxpayer resides. Sets the maximum credit amount as the total employee tax withheld from the taxpayer's wages during the year under the Federal Insurance Contributions Act. Disallows application of the nonrefundable dependent care income tax credit with respect to a taxpayer's dependents under age 15, unless the child is physically or mentally incapable of self-care.

Repeals title III (Congressional Budget Process) of the Congressional Budget Act of 1974. (Retains a specified section regarding reports, summaries, and projection of congressional budget actions.) Requires all legislation considered by the House of Representatives and the Senate to be in compliance with the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). States that such requirement shall not apply in time of war. Makes conforming amendments to the Congressional Budget Act of 1974 and the Gramm-Rudman-Hollings Act. Amends the Gramm-Rudman-Hollings Act to repeal a specified provision prohibiting the President from taking actions under such Act which may result in a domestic military base closure or realignment.

Amends rule X of the Rules of the House of Representatives to abolish the Committee on the Budget. Repeals the authority of the Committee on Rules over emergency waivers (under the Congressional Budget Act of 1974) of the required reporting date for bills and resolutions authorizing new budget authority. Places under the jurisdiction of the Committee on Government Operations the conduct by the Congressional Budget Office of its duties and functions. Amends rule XXII to repeal the clause regarding House procedure at the conclusion of debate on any concurrent resolution on the budget. Repeals rule XLIX, which provides for establishing the statutory limit on the public debt.

United States Coast Guard Bicentennial Medal Act - Directs the Secretary of the Treasury to design, strike, and sell a medal in commemoration of the bicentennial of the U.S. Coast Guard in 1990. Requires the design of the medal to be selected by the Secretary of the Treasury after consultation with the Secretary of Transportation and the Commission of Fine Arts.

Child Protection and Obscenity Enforcement Act of 1988 - Title I: Child Pornography - Amends the Federal criminal code to make it illegal to use a computer to transport information in interstate or foreign commerce concerning the visual depiction of minors engaging in sexually explicit conduct (child pornography). Establishes criminal penalties for buying, selling, or transferring the custody of a minor: (1) knowing that, as a consequence of the sale or transfer, the minor will be used in child pornography; or (2) with the intent to promote child pornography. States that such sale or transfer must involve: (1) the minor or other actor traveling in interstate or foreign commerce; (2) communications in interstate or foreign commerce; or (3) conduct in a territory or possession of the United States. Requires any person who produces a book, magazine, periodical, film, videotape, or other matter which contains any visual depiction of sexually explicit conduct (which is shipped or intended for shipment in interstate or foreign commerce, or contains material shipped in interstate or foreign commerce) to maintain certain records regarding the performers portrayed in such conduct. Directs the Attorney General to issue regulations regarding the maintenance and availability of such records. Includes the sexual exploitation of children as a predicate offense to the Racketeer Influenced and Corrupt Organizations (RICO) statute. Title II: Obscenity - Makes it a Federal criminal offense to receive or possess, with the intent to distribute, obscene matter which has been transported in interstate or foreign commerce. Makes it a Federal criminal offense to knowingly use a facility or means of commerce to sell or distribute obscene matter in interstate or foreign commerce. Establishes a rebuttable presumption, with respect to Federal criminal offenses involving obscene matter, that obscene matter produced in one State (or outside the United States) which is subsequently located in another State (or in the United States) was transported, shipped, or carried in interstate (or foreign) commerce. Establishes criminal and civil forfeiture procedures with respect to Federal offenses involving obscene material and child pornography. Includes communications by means of cable or subscription television within the prohibition against broadcasting obscene language. Amends the Communications Act of 1934 to modify the penalty provisions of such Act with respect to obscene telephone communications. Amends the Federal criminal code to establish criminal penalties for the possession or sale of obscene matter on Federal property. Adds obscenity offenses to the list of crimes for which the Government may obtain wiretaps.

Amends the Toxic Substances Control Act to change to November 1, 1989 (or February 1, 1990, if no regulations have been promulgated by the Administrator of the Environmental Protection Agency) the date by which a local educational agency (LEA) must submit an asbestos management plan developed pursuant to regulations under such Act to the Governor of the State. Changes to August 1, 1990, the date by which each LEA must begin the implementation of such plan. Changes to May 1, 1989, the date by which the LEA must inspect for asbestos-containing material in each school building under its authority. Changes to November 1, 1989, the date by which such LEAs must implement an operation and maintenance plan with respect to friable asbestos-containing material in school buildings. Changes to February 1, 1990, the date by which LEAs must develop an asbestos management plan for submission to the Governor of the State.

Amends the Internal Revenue Code with respect to the excise tax on diesel and aviation fuels. Prohibits imposition of the tax on the sale of these fuels to any purchaser (or purchaser for resale to a second purchaser) for use on a farm for farming purposes or for any other use not as a fuel in a diesel-powered highway vehicle or train. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.)

Commends the President, Secretary of State, and Administrator of the Agency for International Development for their response to the drought and food emergency in Ethiopia and other nations of sub-Saharan Africa, and urges them to continue efforts to preclude the onset of famine and to ensure the timely delivery of medical and other emergency relief supplies. Declares that: (1) the Government response to these food emergencies should include initiatives to prevent the dislocation of large numbers of persons across national borders and/or into relief camps; and (2) the plight of the refugees or displaced should be addressed by emphasizing the provision of basic human needs, such as food, water, and shelter.

Directs the Caribbean Basin Scholarship Commission (established by this Act) to establish and administer a scholarship program in the form of loans to enable students from eligible countries in the Caribbean Basin to study at an institution of higher education or vocational school in the Commonwealth of Puerto Rico. Provides that repayment of such loans will be forgiven upon the student's prompt return to such student's country of origin for a period which is at least one year longer than the period spent studying in Puerto Rico. Requires Puerto Rico to provide 50 percent of the amount appropriated to the Caribbean Basin Scholarship Fund. Permits such amount to be provided by other than cash. Establishes the Caribbean Basin Scholarship Fund. Appropriates to the Fund five percent of the amounts received in the Treasury on or after enactment of this Act that are attributable to the duties imposed on all articles imported from eligible countries. Establishes the Caribbean Basin Scholarship Commission to distribute scholarships to students in eligible countries, giving consideration to: (1) underserved and underdeveloped areas; (2) students who need financial assistance to pursue an education; and (3) institutions of higher education and vocational schools offering training or education in areas that have the greatest potential for strengthening the workforce in the Caribbean Basin. Specifies conditions for eligibility and selection of scholars.

Local Government Infrastructure Financing Improvement Act of 1987 - Amends the Public Works and Economic Development Act of 1965 to direct the Secretary of Commerce to provide local governments technical assistance with respect to financing construction, repair, and expansion of public works facilities, including provision of information necessary to familiarize local governments about the use and availability of tax-exempt public works facility bonds for such financing. Requires the Secretary to report biennially to specified congressional committees on local government public works financing practices. Amends the Internal Revenue Code to: (1) raise from $5,000,000 to $25,000,000 the threshold amount of tax-exempt bonds that a small governmental unit may issue and still remain within the exception from arbitrage rebate requirements; and (2) increase from ten percent to 25 percent the amount of tax-exempt government bond proceeds that may be used by a nongovernmental entity for private purposes without triggering treatment of the bond issue as a taxable private activity bond. Limits the latter provision to governmental issuers whose reasonably anticipated amount of tax-exempt obligations to be issued during the calendar year is $25,000,000 or less. Caps at $25,000,000 the amount of bonds to which the issuer may apply the 25 percent private use test in any year.

Establishes the Tallgrass Prairie National Preserve in Oklahoma. Authorizes the Secretary of the Interior to acquire lands within such Preserve by purchase with consent, donation, or exchange, including limited lands in Pawhuska. Requires the Secretary to develop a fire protection plan for such lands. Leaves any mineral interests in such lands in trust for the Osage Tribe. Permits owners of acquired, improved property to retain a right of use and occupancy to such property for residential purposes for 25 years or life, as specified. Limits land acquisition within a designated Easement Area to that needed to ensure uses consistent with the nature of the Preserve. Authorizes land acquisition outside the Preserve to facilitate the process. Entitles property owners within the Preserve to reasonable access. Permits grazing, hunting, and fishing according to plan. Authorizes the Secretary to provide technical assistance for an Osage Tribal museum. Continues current law as it pertains to oil and gas activities on such lands. Directs the Secretary to establish and operate a research facility for the management of tallgrass prairie flora and fauna. Permits research within the Preserve by qualified institutions and individuals. Requires the Secretary to submit within three years to the appropriate congressional committees a management plan for the Preserve which includes interpretation of its natural and cultural resources, a resources management plan, and access. Establishes the Tallgrass Prairie National Preserve Advisory Commission to assist the Secretary in the management of the Preserve. Establishes the Range Management Committee to assist the Secretary in developing a livestock grazing plan for such Preserve. Authorizes appropriations for the Secretary of the Treasury to compensate the Osage County government and local school districts for loss of taxes. Authorizes appropriations for grants to operators of oil and gas facilities for barriers to protect the Osage mineral estate from liability claims. Directs the Secretary of the Interior to enter into cooperative agreements with Osage County for roads. Preserve interpretation, and the provision of municipal services. Prohibits the Secretary from subordinating the Osage Tribe mineral rights. Authorizes the Secretary to enter into a cooperative agreement with the City of Pawhuska for the use of Blue Stream Lake as a recreational facility. Authorizes appropriations.

Worker's Option Act of 1988 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to phase out, by 1993, the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits. Increases the delayed retirement credit rate for individuals who work beyond retirement age. Phases out the recomputation of an individual's primary insurance amount when such individual has wages or self-employment income after entitlement to old-age or disability insurance benefits. Charges off an individual's excess earnings by eliminating such individual's entitlement to retroactive OASDI benefits for months preceding such individual's attainment of retirement age. Authorizes the appropriation of revenues received by reason of this Act's amendments to the Federal Old-Age and Survivors Insurance Trust Fund from 1989 through 1993.

Deplores the Soviet Government's active persecution of religious believers in the Ukraine and its forcible liquidation of the Ukrainian Orthodox and Ukrainian Catholic Churches. Sends greetings to the Ukrainian people on the Millennium of Christianity in the Ukraine. Urges the President, the Secretary of State, the U.S. delegation to the United Nations, and the U.S. delegation to the Vienna Review Meeting of the Conference on Security and Cooperation in Europe to continue to speak out forcefully against violations of religious liberty everywhere and, specifically, in the Ukraine. Calls upon the Soviet Government to release all those imprisoned for their religious beliefs. Discourages U.S. officials from attending the commemoration of the Millennium in the Soviet Union so long as individuals remain imprisoned for their religious beliefs and the Ukrainian Catholic and Ukrainian Orthodox churches remain outlawed. Urges the U.S. Government to call on the Soviet Government to ban its prohibition of the Ukrainian Orthodox and Ukrainian Catholic Churches.

Directs the Secretary of Defense, during each six-month period beginning on July 1, 1988, to reduce U.S. troops in any NATO-member country, Japan, South Korea, or any other country that participates with the United States in a common defense alliance, in order to offset additional Department of Defense costs resulting from negative currency fluctuations during such six-month period, unless such country reimburses the United States for such costs.

Freedom Fighter Assistance Act of 1987 - Title I: Findings and Purpose - Finds that the actions of Communist governments have caused massive suffering and tens of millions of deaths, and that indigenous freedom fighter movements around the world are working to rid their countries of Communist governments. Declares that it is the purpose of this Act to establish as U.S. policy the provision of effective military and economic assistance to such movements. Title II: Aid to Freedom Fighters, and United States Relations with Certain Communist Governments - Authorizes the Secretary of Defense to provide military, humanitarian and other forms of assistance to such movements and to coordinate efforts among other nations to provide such assistance. Authorizes the Secretary of State to promote democratic electoral processes, democratic training programs and institution-building, and individual rights and freedoms in countries in which freedom fighter movements deserving of U.S. assistance exist, and to seek to coordinate such efforts among other nations. Bans assistance to any movement demonstrating a consistent pattern of proven gross violations of human rights, unless the assistance will directly benefit the needy people in the country in question. Permits the President to waive such prohibition if he finds that a significant improvement in the movement's human rights record has occurred. Urges the President to consider suspending diplomatic and trade relations with the governments of countries in which such movements exist. Requires that the Secretary of Defense annually transmit to the Congress: (1) a report on the degree to which freedom fighter movements receiving assistance under this Act respect and observe internationally recognized human rights; and (2) a report on the number of Soviet and Soviet-bloc personnel stationed in other countries, as well as the amount and type of Soviet assistance provided to those countries. Permits the Secretary to submit both a classified and nonclassified version. Authorizes appropriations. Leaves open the possibility of alternative means of assistance. Title III: Revising the Conditions for United States Assistance to Communist Governments - Amends the Foreign Assistance Act of 1961 to permit a waiver of the prohibition against the provision of U.S. assistance to a Communist country if the President finds and reports to the Congress that the government of the recipient country is making substantial progress toward: (1) holding free and fair elections; (2) ceasing maintenance of a centrally planned economy based on principles of Marxism-Leninism; (3) respecting human rights; (4) granting religious freedom; (5) eliminating forced labor; and (6) removing all foreign troops and advisors. Allows each presidential waiver to be applicable for not more than 12 months at a time. Adds the following Communist countries to the list of nations classified as countries under such Act: Guyana; Afghanistan; Laos, Ethiopia; South Yemen; Angola; Benin; Cambodia; Congo; Mozambique; Nicaragua; and Suriname. Amends the Export-Import Bank Act of 1945 to require that the conditions listed above for a waiver of the prohibition on U.S. assistance to Communist countries also apply with respect to Export-Import Bank assistance. Title IV: Definitions - Defines "freedom fighter movement" as an organization or organizations composed primarily of persons indigenous to a Communist country seeking to overthrow the government of that country, or to make a significant alteration in the policies or structure of such government, and which meets specified conditions. Defines "Communist country."

Amends the Internal Revenue Code with respect to the targeted jobs income tax credit. Extends the credit to employees who begin work in 1989 through 1991. (Current law terminates the credit for employees who begin work after December 31, 1988.) Includes as a targeted group individuals aged 65 or older who are members of economically disadvantaged families. Revises the minimum employment period requirement for purposes of this credit.

Expresses the sense of the Congress that, in celebration of the millennium of the Christianization of Kievan-Rus', the Soviet Union should: (1) comply with its international obligations and allow Christians to practice their faith without harassment; (2) grant a general amnesty for all Christians who have been imprisoned because of their religious beliefs; (3) allow religious believers to practice their faith freely; (4) permit unlimited publication, distribution, and importation of religious materials; and (5) allow closed churches to reopen, new churches to be built, and theological seminaries to open or expand.

Recommends that a one-year across the board freeze of all Federal spending and existing Federal tax rates be adopted at the earliest possible date to help restore national and international confidence in the U.S. economy. Urges that such freeze encompass: (1) all appropriated accounts for defense and nondefense discretionary spending with spending maintained at FY 1987 budget authority levels; (2) inflation adjustments for all Federal retirees and other Federal entitlement beneficiaries limited to two percent, except for supplemental security income; and (3) existing Federal tax rates for individuals and corporations. Urges that such a one-year freeze be considered as the minimum acceptable step toward deficit reduction and that asset sales, improved tax compliance, and other deficit reduction measures be seriously considered.

Authorizes the Vietnam Women's Memorial Project, Inc., to establish a commemorative statue within the Vietnam Veterans Memorial to recognize and honor the women of the U.S. armed forces who served in the Vietnam war. Expresses the sense of the Congress that after the addition of such statue, no further commemorative works should be added to the Memorial. Directs the Secretary of the Interior to select a site for the statue within the Memorial. Makes the design proposal subject to the approval of the Secretary and the National Capital Planning Commission. Prohibits the United States and the District of Columbia from paying any expense of establishing the statue.

Authorizes the President to prohibit the importation of all products which are grown, produced, or manufactured in Afghanistan and exported by the Democratic Republic of Afghanistan or any faction supported by the Soviet Union. Authorizes the President to prohibit the exportation of any goods or technology for the benefit of, or use by, such groups. Requires the President to take action to prohibit such trade within 45 days or to submit a report to the Congress stating why such action has not been taken.

Expresses the sense of the Congress that the President, the Secretary of State, and the Permanent Representative of the United States to the United Nations should be commended for, and should continue, their efforts to place Cuba on the human rights agenda of the United Nations. Commends specified countries for their votes in favor of considering human rights violations in Cuba. Urges specified countries to reconsider their positions with respect to this issue. Urges the United States to: (1) take the votes into account in determining U.S. bilateral and other assistance to all countries which are members of the United Nations Human Rights Commission; and (2) continue to emphasize how other countries vote on fundamental issues, such as human rights, in determining financial support for the United Nations and for the Commission. Urges the Commission to include among the highest priorities of its human rights agenda at its 44th session in Geneva, Switzerland, in 1988, consideration of human rights violations in Cuba.

Forgotten Widows and Survivor Benefits Improvements Act of 1987 - Amends armed forces annuity payment provisions to provide that $165 a month shall be the minimum benefit payable to a surviving spouse eligible for such annuity. Provides that any amount in excess of $165 of an annuity payment shall be considered income under laws administered by the Veterans Administration. Provides the same monthly annuity to certain widows and widowers of persons who became entitled to retired or retainer pay before their death before a certain date, or who chose not to provide their spouse with an annuity and died before a certain date. Prohibits a monthly annuity from being reduced to less than $165 a month when such annuity is reduced because there is no longer a dependent child or because the widow or widower attains age 62.

Expresses the sense of the Congress that before November 18, 1987, the Secretary of State should inform the Soviet Government that the United States supports the right of the Latvian people to peacefully assemble to commemorate important dates in their history and should urge the Soviet Government to: (1) allow the Latvian people to publicly commemorate November 18, the anniversary of the founding of the independent Republic of Latvia, without reprisal; (2) allow the Western media access to Riga, Latvia, to report on that day's events; (3) halt harassment of Latvian human rights groups; and (4) release all Latvian prisoners of conscience, including human rights activists Linards Grantins and Gunars Astra, before such date. Urges the President to direct U.S. Government agencies to closely monitor the events of November 18, and to send an appropriate representative to observe that day's events. Urges the President and the Secretary to raise the issue of human rights and self-determination in the Baltic states during the next U.S.-Soviet summit.

Expresses the opposition of the House of Representatives to the continued control of the cathedral in Vilnius, Lithuania, by the Soviet Union. Calls upon the President, the Secretary of State, and Members of Congress visiting the Soviet Union to raise the issue of the cathedral's return to the Roman Catholic Church in meetings with Soviet officials. Urges U.S. representatives to speak out forcefully for such a return at international human rights forums. Voices the House of Representatives' support to the Lithuanian people in their efforts to secure basic religious freedoms and the return of the cathedral. Urges the Soviet Government to allow Roman Catholics to worship at the cathedral and to return it to Roman Catholic Church control before the end of 1988.

Declares congressional support for the President's policy of protecting freedom of navigation in the Persian Gulf and restoring the peace and security of the region through continued diplomatic initiatives, cooperation with U.S. allies in the region, and appropriate military actions. Expresses the sense of the Congress that: (1) U.S. armed forces in the Gulf should continue to have the authorization to respond expeditiously in a defensive manner to military actions which immediately threaten the safety of U.S. personnel, shipping under the U.S. flag, and other U.S. interests; and (2) the President should continue to consult the leadership of the Congress to the maximum extent practicable before authorizing military responses to attacks in the Gulf and should report to the Congress in a timely manner on incidents involving U.S. forces in the Gulf.
