Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Public Safety Officer Support Act of 2022 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers and survivors of public safety officers who suffer from post-traumatic stress disorder or acute stress disorder following a stressful situation while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty.

Cutting Rampant Access to Crack Kits Act of 2022 or the CRACK Act of 2022 This bill prohibits community-based overdose prevention programs, syringe services programs, and other harm reduction programs from using funds made available through the American Rescue Plan Act of 2021 to procure or distribute pipes or other paraphernalia that can be used to smoke, inhale, or ingest narcotics.

Child Tax Credit for Pregnant Moms Act of 2022 This bill allows a child tax credit for an unborn child who is born alive. It also allows the credit upon certification that a mother's pregnancy resulted in a miscarriage (the involuntary death of an unborn child who was carried in the womb for less than 20 weeks) or that the child was stillborn (the involuntary death of an unborn child who was carried in the womb for 20 weeks or more).

This bill requires the President to take actions against Ansarallah, the Iran-backed movement in Yemen also known as the Houthis. Specifically, the President must designate Ansarallah a foreign terrorist organization. The President must also impose sanctions on Ansarallah and any foreign person (individual or entity) that is an official, agent, or affiliate of Ansarallah. The President must also report to Congress a determination as to whether specified foreign persons are officials, agents, or affiliates of Ansarallah.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2022 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

This concurrent resolution calls for honoring the 236th anniversary of the enactment of the Virginia Statute for Religious Freedom on Religious Freedom Day, January 16, 2022. The resolution affirms that religious freedom includes the right of individuals of any faith and individuals of no faith to live, work, associate, and worship in accordance with their beliefs; all people of the United States can be unified in supporting religious freedom because it is a fundamental human right; and the American people will remain forever unshackled in matters of faith.

Medical Student Education Authorization Act of 2022 This bill provides statutory authority for the Medical Student Education Program, through which the Health Resources and Services Administration (HRSA) awards matching grants for expanding and supporting medical education with a particular focus on training students to serve as primary care physicians in tribal, rural, or medically underserved communities. HRSA must award the grants to public institutions of higher education located in states that rank in the top quartile of states based on projected unmet demand for primary care providers. In awarding the grants, HRSA must give priority to recipients that (1) are located in states with two or more federally recognized Indian tribes, and (2) demonstrate a public-private partnership. Recipients must use grant funds for specified activities that include developing curricula, expanding partnerships with health care providers and community-based organizations, and providing scholarships.

Thin Blue Line Act This bill expands the list of statutory aggravating factors in death penalty determinations to also include killing or targeting a law enforcement officer, firefighter, or other first responder.

National Biosecurity Improvement Act of 2021 This bill requires the Government Accountability Office to study and report to Congress about policies and past actions of the National Institutes of Health related to enhancing potential pandemic pathogens and similar research that could result in unintended homeland and national security concerns. Among other matters, the study must address how federal agencies ensure that such research is conducted safely and without compromising national security and the extent to which agencies consider national security information in decisions about whether to fund research in other countries.

Preventing Mandates on Toddlers Act This bill prohibits federal funds from being used to implement or enforce the Department of Health and Human Services' rule titled Vaccine and Mask Requirements To Mitigate the Spread of COVID-19 in Head Start Programs , published on November 30, 2021, or any substantially similar rule, regulation, or agency statement.

Guaranteeing Ukrainian Autonomy by Reinforcing its Defense (GUARD) Act of 2021 This bill provides support for Ukraine and imposes sanctions related to Nord Stream 2, the pipeline constructed to increase exports of natural gas from Russia. If Russia or any of its proxies militarily advance into Ukraine's territory or airspace beyond the area occupied as of December 15, 2021, the Department of State must designate Russia a state sponsor of terrorism. The bill authorizes the State Department to provide Foreign Military Financing assistance to Ukraine in FY2022. The bill also authorizes providing Ukraine with lethal assistance, such as anti-armor weapon systems and anti-aircraft weapons systems. From FY2022-FY2026, Ukraine shall have priority access to excess defense articles. During the same time period, the bill also authorizes providing Ukraine with assistance, including (1) International Military Education and Training assistance; (2) assistance to strengthen cybersecurity and intellectual property enforcement; (3) support and training for banking reform, subsidy reform, corporate governance, and the privatization of state-owned enterprises; and (4) assistance to combat corruption and improve the rule of law. Within 15 days of this bill's enactment, the President must impose sanctions on any entity responsible for planning, constructing, or operating Nord Stream 2, as well as any corporate officer of such an entity. The bill also subjects the President's authority to waive certain sanctions to congressional review. The bill requires reports to Congress on various topics, including a strategy on using U.S. diplomacy to support Ukraine.

Marginal Well Protection Act This bill prohibits the Environmental Protection Agency from imposing fees or reporting requirements for methane emissions from wells that produce fewer than 15 barrels of oil per day and less than 90,000 cubic feet of natural gas per day.

This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. Let States Innovate Under Medicaid Act This bill allows state Medicaid programs to use demonstration waivers to institute work or community engagement requirements as a condition of Medicaid eligibility, except for specified populations (e.g., medically frail individuals).

Protect American Taxpayer Dollars from Illegal Immigration Act This bill prohibits expending federal funds for legal settlements to individuals who violated certain laws relating to the proper time and place to enter the United States, if the settlement pertains to claims based on the lawful detention of such an individual as part of a family unit after the individual's entry into the United States at the southern border after January 20, 2017.

Section 401 Certification Act The bill provides statutory authority for the rule published on July 13, 2020, by the Environmental Protection Agency (EPA) entitled Clean Water Act Section 401 Certification Rule . Under Section 401 of the Clean Water Act, an applicant for a federal license or permit to conduct an activity that may result in any discharge into navigable waters must also obtain a certification—or waiver of such certification—from a relevant state, intrastate agency, or Indian tribe that the proposed activity will not violate certain water quality requirements of the state or Indian tribe. The rule revised existing regulations, including by limiting the scope of the certification review process as well as the time frame for a state, interstate agency, or Indian tribe to issue a certification.

Upholding the Law at Our Border Act This bill requires the Office of Inspector General of the Department of Homeland Security (DHS) to periodically investigate and report on certain issues until there have been fewer than 35,000 apprehensions at the southwest border for three consecutive months. When required, the reports must address certain issues, including (1) the vetting procedures applicable to aliens seeking entry into the United States who were apprehended along the southwest border, (2) the total number of individuals not lawfully present who have been processed and released into the United States, (3) the number of such individuals who have received parole, and (4) an audit of the parole applications. The office must submit such reports (and provide briefings on the reports) to the President, Congress, DHS, and the Department of Justice.

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

Judgment Fund Accountability Act of 2021 This bill prohibits payments from the Judgment Fund to individuals who entered or attempted to enter the United States unlawfully. (The Judgment Fund is an account for paying judgments and settlements against the United States.)

Small Scale LNG Access Act of 2021 This bill expedites the approval of applications for the exportation of natural gas that do not exceed 51.75 billion cubic feet per year. Specifically, the bill deems such applications to be consistent with the public interest and requires the Federal Energy Regulatory Commission to grant the applications without modification or delay. However, applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

WALL Act of 2021 This bill appropriates $25 billion for the construction of a wall on the U.S.-Mexico border and addresses other issues related to immigration. As offsets to this spending, the bill restricts the child tax credit, earned income credits, and lifetime learning credits to those with Social Security numbers and not prohibited from employment in the United States. Also, individuals who file taxes using an individual taxpayer identification number (ITIN) instead of a Social Security number must pay a fee ($300 for each individual on the tax return who was issued an ITIN). The bill restricts eligibility for certain federally-funded benefits, including unemployment compensation, supplemental nutrition assistance, and housing benefits, to those eligible to work in the United States. Agencies administering such benefits must use the E-Verify program to confirm the eligibility of applicants for such benefits. This bill also sets fines for aliens who improperly enter the United States or overstay their visas.

Muslim Brotherhood Terrorist Designation Act This bill requires the Department of State to submit to Congress a detailed report indicating whether the Muslim Brotherhood meets the criteria to be designated a foreign terrorist organization. If the report determines that the Muslim Brotherhood does not meet such criteria, it must provide a detailed justification as to which criteria have not been met.

Capital Gains Inflation Relief Act of 2021 This bill allows the adjusted basis of certain assets (including any common stock in a C corporation, any digital asset, and tangible property used in a trade or business) to be indexed for inflation for the purpose of determining the gain or loss of a taxpayer (other than a corporation) who has held the asset for more than three years. The bill sets forth rules for applying the inflation adjustment to short sales; regulated investment companies; real estate investment trusts; other pass-through entities, including partnerships, S corporations, and common trust funds; dispositions between related persons; and improvements to property or contributions of capital. The Internal Revenue Service may disallow an adjustment if any person transfers cash, debt, or any other property to another person for the principal purpose of securing or increasing the adjustment allowed by this bill.

Helping Account for Rural Medical Outpatient Needs in Oklahoma Act or the HARMON Oklahoma Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to continue to allow Harmon Memorial Hospital in Hollis, Oklahoma, to retain its designation as a critical access hospital and to seek designation as a rural emergency hospital under Medicare after the end of the COVID-19 public health emergency, as specified in a prior letter sent to the hospital. The bill also requires the CMS to issue final regulations implementing the newly created Medicare rural emergency hospital program by November 1, 2022.

This bill authorizes the Department of State to initiate a U.S. plan to endorse Taiwan's membership in the Inter-American Development Bank as a nonborrowing member. (The bank's nonborrowing members, such as the United States, provide capital and have voting representation in the bank's board of governors and board of executive directors.) The State Department may also instruct the U.S. governor at the bank to work with the board of governors to admit Taiwan as a nonborrowing member.

Keeping Our COVID-19 Heroes Employed Act This bill exempts essential workers from COVID-19 vaccination requirements imposed by the federal government and contractors, public entities that received federal COVID-19 relief funds, and private entities that received any federal funds. An essential worker is an individual who was deemed to be essential or exempted from response measures during the COVID-19 pandemic by a state, tribe, or territory.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.

Indian Buffalo Management Act This bill establishes a permanent program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.

Retain Innovation and Manufacturing Excellence (RIME) Act of 20 21 This bill directs the Department of Commerce to establish a pilot grant program to help eligible manufacturers retain retiring employees for up to 90 days for the purpose of transferring job-specific skills and training to other employees.
