Diagnostic Imaging Services Access Protection Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, with respect to payments for physician services, to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services until the Secretary publishes in the Federal Register: (1) an analysis of the information used in the final rule to implement the physician fee schedule in 2013 to determine what, if any, efficiences exist within the professional component of imaging services when two or more studies are performed on the same patient on the same day; and (2) detailed information on which activities in the vignettes in such rule were assigned specified reduction percentages, how such percentage reductions for the pre-, intra-, and post-service work were determined and calculated, and the clinical aspects that went into those decisions.

Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act.

Amends the Water Resources Development Act of 1986 to modify provisions authorizing the Cherokee Nation of Oklahoma to design and construct hydroelectric generating facilities at the W.D. Mayo Lock and Dam on the Arkansas River in Oklahoma. Authorizes such Nation to market the electricity generated from any such facility. Requires such Nation to obtain any permit required by federal or state law before the date on which construction begins on such facilities, except that the Nation shall be exempt from any licensing requirements under the Federal Power Act related to the construction, operation, and maintenance of hydroelectric generating facilities. Authorizes: (1) such Nation to initiate design and construction only after the Secretary of the Army reviews and approves the plans and specifications, and (2) the Secretary to accept and use funds offered by such Nation to carry out the design and construction. Requires such Nation to: (1) bear all costs associated with the design and construction, and (2) provide any funds necessary for the design and construction to the Secretary prior to the Secretary initiating related activities. Provides that such Nation shall hold all title to any hydroelectric generating facility constructed under this Act and may assign such title to a third party, subject to the Secretary's approval. Requires such Nation to: (1) be solely responsible for the operation, maintenance, repair, replacement, and rehabilitation of, and the marketing of the electricity generated by, any such facility; and (2) release and indemnify the United States from all liabilities that may arise out of any activity undertaken to carry out this Act. Authorizes: (1) the Secretary to provide any technical and construction management assistance that is requested by such Nation relating to such design and construction, and (2) such Nation to enter into agreements necessary to carry out this Act with the Secretary or a third party.

Brownfields Utilization, Investment, and Local Development Act of 2013 or the BUILD Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to include among entities eligible for brownfields revitalization funding: (1) a tax-exempt charitable organization, (2) a limited liability corporation in which all managing members are tax-exempt charitable organizations or limited liability corporations whose sole members are such organizations, (3) a limited partnership in which all general partners are tax-exempt charitable organizations or limited liability corporations whose sole members are such organizations, or (4) a qualified community development entity. Requires the Administrator of the Environmental Protection Agency (EPA) to establish a program to provide multipurpose grants to carry out inventory, characterization, assessment, planning, or remediation activities at brownfield sites in a proposed area. Revises the brownfield site characterization and assessment grant program to authorize an eligible entity that is a governmental entity to receive a grant for property acquired by such governmental entity prior to January 11, 2002, even if the governmental entity does not qualify as a bona fide prospective purchaser as defined under such Act. Increases the maximum amount the President may give in grants and loans to eligible entities for brownfield remediation. Repeals prohibitions on giving grants and loans for brownfields revitalization for administrative costs and the cost of complying with federal law. Excludes from the meaning of "administrative costs" costs for investigating and identifying the extent of the contamination, designing and performing a response action, or monitoring a natural resource. Requires the Administrator to give priority to small communities, Indian tribes, rural areas, or low-income areas with a population of not more than 15,000 in providing assistance to facilitate the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation. Requires the Administrator, in giving grants for brownfields revitalization, to give consideration to waterfront brownfield sites. Requires the Administrator to establish a program to provide grants to: (1) carry out inventory, characterization, assessment, planning, feasibility analysis, design, or remediation activities to locate a clean energy project at brownfield sites; and (2) capitalize a revolving loan fund for such purposes. Authorizes the Administrator to provide grants for state response programs. Extends the authorizations of appropriations for brownfields revitalization funding and state response programs.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a reportable oil discharge history; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no reportable oil discharge history of oil. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no reportable oil discharge history. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity of less than 1,320 gallons.

Lead Exposure Reduction Amendments Act of 2013 - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "abatement" any renovation, remodeling, or other activity: (1) the primary purpose of which is to repair, restore, or remodel target housing, public buildings constructed before 1978, or commercial buildings; and (2) that incidentally results in a reduction or elimination of lead-based paint hazards. Requires the Administrator of the Environmental Protection Agency (EPA), no later than one year prior to proposing any renovation and remodeling regulation, to study the extent to which persons engaged in such activities: (1) are exposed to lead, and (2) disturb lead and create a lead-based paint hazard. Exempts from any such regulation an emergency renovation that is carried out in response to an event that is an act of God as defined by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), that presents a risk to the public health or safety, or that threatens to cause significant damage to equipment or property if not attended to immediately. Prohibits such a regulation from requiring post-abatement clearance testing. Requires the Administrator to promulgate regulations to permit an owner of a residential dwelling that is target housing, who resides in such dwelling, to authorize a contractor to forego compliance with such a regulation if the owner submits a certification stating that: (1) the renovation or remodeling project is to be carried out at such dwelling, (2) no pregnant woman or child under the age of six resides or will reside in such housing, and (3) the owner acknowledges that such contractor will be exempt from the requirements of such regulation. Prohibits the Administrator from holding a contractor responsible for a misrepresentation made by the owner of such dwelling unless the contractor has actual knowledge of such a misrepresentation. Requires the Administrator to: (1) recognize a qualifying test kit for use under such Act, and (2) suspend enforcement of any regulation relating to renovation and remodeling of target housing and commercial buildings constructed after January 1, 1960, and public buildings constructed between January 1, 1960, and January 1, 1978, until a specified period after the Administrator recognizes such a test kit.

Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security (DHS) to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Financial Regulatory Responsibility Act of 2013 - Prohibits a federal financial regulatory agency from issuing notices of proposed or final rulemakings unless specified analyses have been included in them. Prohibits an agency from publishing a notice of final rulemaking if it determines that the quantified costs are greater than the quantified benefits. Requires an agency to make available on its public website sufficient information about the data, methodologies, and assumptions underlying its analyses so that its analytical results are capable of being substantially reproduced. Requires the chief economist of an agency, within five years after publication in the Federal Register of a notice of final rulemaking, to report to certain congressional committees on the economic impact of the subject regulation, including its direct and indirect costs and benefits. Requires each federal agency to develop, report to certain congressional committees, and post on its public website a plan to modify, streamline, expand, or repeal existing regulations so as to make the agency's regulatory program more effective or less burdensome in achieving its regulatory objectives. Authorizes judicial review for a person adversely affected or aggrieved by a regulation. Establishes the Chief Economists Council to report to certain congressional committees on activities of the financial regulatory agencies. Requires the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to report separately to certain congressional committees their plans for subjecting to the requirements of this Act the Public Company Accounting Oversight Board, the Municipal Securities Rulemaking Board, and registered national securities associations on the one hand, and registered futures associations on the other.

Requires further that: up to $42.666.500 billion of budgetary resources be cancelled from defense spending (budget function 050); any cancellation of such budgetary resources comply with the policies under and consistent with amounts authorized in the National Defense Authorization Act for Fiscal Year 2013 (NDAA FY2013); the cancellation is not implemented through changes to programs or activities contained in the Internal Revenue Code, or increases governmental receipts, offsetting collections, or offsetting receipts; any cancellation of budgetary resources in a non-defense spending account may not be offset against an increase in another such account; and the proposed cancellation reduces outlays by at least $82.500 billion by the end of FY2018. Sets forth requirements for expedited consideration of a joint resolution of disapproval in both chambers of the qualifying sequester replacement plan. Requires the President, if the joint resolution of disapproval is not enacted within seven calendar days after March 15, 2013, to cancel: (1) any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for enforcement of a specified budget goal, and (2) the budgetary resources submitted in the qualifying sequester replacement plan. Authorizes the Secretary of Defense, for FY2013, in implementing sequestration under the Gramm-Rudman-Hollins Act, to transfer amounts appropriated for the Department of Defense (DOD) by the Continuing Appropriations Resolution, 2013 among DOD accounts. Requires the total amount in any DOD account available for obligation and expenditure in FY2013 to be consistent with, and not exceed, the amount authorized to be appropriated for that account for FY2013 by division A of the NDAA FY2013.

Amends the Endangered Species Act of 1973 to require the Secretary of the Interior, within 30 days after being served with a complaint in an action alleging a failure to perform an act or duty related to an endangered species or threatened species determination, to publish the complaint. Prohibits the failure of the Secretary to meet such deadline from being the basis for such an action. Sets forth requirements concerning the intervention in such actions by affected parties and referral to a mediation program. Authorizes the court, in issuing any final order in such an action, to award litigation costs to any party. Prohibits the court from: (1) awarding litigation costs in any proposed covered settlement, (2) granting a motion that is based on a proposed covered settlement or other consent decree that includes payment for litigation costs, (3) approving a proposed covered settlement unless each state and county in which the Secretary believes a species occurs approves it, or (4) granting a motion that is based on a proposed covered settlement unless such settlement is approved by each such state and county. Requires the courts to ensure that such a settlement is approved by each such state and county. Requires the Secretary to provide notice of a proposed covered settlement to each such state and county. Authorizes a court to approve such a settlement or grant such a motion if, within 45 days of notification: (1) a state or county fails to respond, and (2) each state or county that responds approves the covered settlement, or (3) all of the states and counties fail to respond.

Reduces by $10 billion in both the security and non-security categories the discretionary caps for FY2013 provided in the Gramm-Rudman-Hollings Act, as modified by the Budget Control Act of 2011 for enforcement of a specified budget goal. Amends the Food and Nutrition Act of 2008 with respect to the standard utility allowance used in computing the excess shelter expense deduction under household income eligibility standards for the supplemental nutrition assistance (SNAP, formerly known as the food stamp program). Eliminates the requirement that a state agency using a standard utility allowance that reflects heating or cooling costs provide the allowance to a household that receives payments under the Low Income Home Energy Assistance Act of 1981 or other energy assistance program if the household incurs out-of-pocket heating or cooling expenses exceeding such assistance. Amends the Internal Revenue Code (IRC) to require taxpayers who are claiming the refundable portion of the child tax credit to include their Social Security numbers on their tax returns. Prohibits the use of federal funds to make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million. Amends the IRC to repeal the limitation on the amount of advance payments of the tax credit for insurance premium assistance for coverage under a qualified health plan that must be recaptured for exceeding the allowable credit amount for a taxable year. Amends the Consumer Financial Protection Act of 2010 to repeal the requirement for an annual transfer of funds from the Board of Governors of the Federal Reserve System to the Consumer Financial Protection Bureau (CFPB). Repeals: (1) the Consumer Financial Protection Fund, (2) the Victims Relief Fund, and (3) the authority of the CFPB Director to determine the CFPB's funding needs. Amends the Congressional Budget Act of 1974 to make it out of order in both chambers to consider any legislation after April 15 and unless the concurrent budget resolution for a fiscal year has been adopted for the concerned budget year, except by a waiver or suspension for an emergency by a three-fifths vote of the Members. Amends Rule XXVI (Committee Procedures) of the Standing Rules of the Senate to require the report accompanying each public bill or joint resolution reported by any committee to contain: (1) an analysis by the Congressional Research Service (CRS) to determine if the legislation creates any new federal program, office, or initiative that would duplicate or overlap any existing federal entity with similar mission, purpose, goals, or activities, along with a listing of all such overlapping or duplicative programs, offices, or initiatives; and (2) an explanation by the committee as to why the creation of each new program, office, or initiative is necessary if a similar one exists. Amends Rule XVII (References to Committees; Motions to Discharge; Reports of Committees; and Hearings Available) to make it out of order in the Senate to consider such a measure unless the committee of jurisdiction has prepared and posted on its website an overlapping and duplicative program analysis and explanation for the legislation that contains the same CRS analysis and committee explanation. Requires the Director of the Office of Management and Budget (OMB) to coordinate with the heads of federal agencies to: use available administrative authority to eliminate, consolidate, or streamline federal programs and agencies with duplicative and overlapping missions as identified in the March 2011 Government Accountability Office (GAO) report entitled "Opportunities to Reduce Potential Duplication in Government Programs, Save Tax Dollars, and Enhance Revenue" and apply any savings towards deficit reduction; report to Congress any legislative changes required to further eliminate, consolidate, or streamline such programs and agencies; determine the total cost savings to each agency from the implementation of this Act; and rescind from appropriate accounts the greater of $10 billion or the total amount of such cost savings. Amends the Continuing Appropriations Act, 2011, as amended by the Continuing Appropriations Resolution, 2013, to extend through December 31, 2014: (1) the freeze on statutory pay adjustments for federal employees and officials, and (2) the prohibition against any member of the Senior Executive Service or any senior level employee in the executive branch from receiving an increase in his or her rate of basic pay absent a change of position that results in a substantial increase in responsibility or a promotion. Applies such extended pay freeze to legislative branch employees as well as Members of Congress. Prohibits a Member of Congress from receiving a cost of living adjustment under the Legislative Reorganization Act of 1946 for any fiscal year in which the Congressional Budget Office (CBO) determines there is a federal budget deficit. Reduces the discretionary spending caps of the Gramm-Rudman-Hollings Act, as modified by the Budget Control Act of 2011, in the security and non-security categories for FY2014-FY2021. Increases the retirement contributions of federal employees and Members of Congress (other than revised annuity employees) to the Federal Employees' Retirement System (FERS) and to the Civil Service Retirement System (CSRS). Prohibits FERS annuity supplement payments to certain individuals who first become subject to FERS after December 31, 2013. Amends the Foreign Service Act of 1980 and the Central Intelligence Agency Retirement Act to increase pension contribution rates for employees and employers as well as annuity calculations with respect to the Foreign Service Pension System and the Central Intelligence Agency (CIA) Retirement and Disability System. Amends the Patient Protection and Affordable Care Act to reduce from 400% to 300% of the poverty line the income ceiling for individuals enrolled in qualified health plans who qualify for reductions in cost-sharing for out-of-pocket expenses. Prohibits the budgetary effects of this Act from being entered on the House PAYGO scorecard or the Senate Pay-As-You-Go scorecard.

Energy Production and Project Delivery Act of 2013 - Considers that the Secretary of the Interior (Secretary) has approved the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 as a final oil and gas leasing program under the Outer Continental Shelf Lands Act. Deems the Secretary to have issued a final environmental impact statement for such Program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to: (1) conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases, (2) approve or disapprove a drill permit application within 20 days after submission, and (3) hold Lease Sale 220 for an area offshore of Virginia. Revises requirements for the distribution of revenues from OCS planning areas and for their allocation among coastal states for FY2024 and ensuing fiscal years. Directs the Secretary, acting through the Director of the Bureau of Land Management (BLM), to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with the purposes of ANWR, so that no further findings or decisions are required to implement this determination. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a special area for special management and preservation of its unique and diverse character. Permits directional drilling in the Special Area. States that the Secretary's sole authority to close lands within the Coastal Plain to oil and gas leasing, exploration, development, and production is that set forth in this Act. Prescribes procedures governing Coastal Plain lease sales and lease sale bids, as well as lease terms and conditions. Requires the Secretary, when possible and practicable, to encourage the use of U.S. workers and U.S.-manufactured equipment in all construction related to mineral development on the Coastal Plain. Directs the Secretary to: (1) administer the leasing program with respect to Coastal Plain environmental protection according to the no significant adverse effect standard, (2) issue rights-of-way and easements across the Coastal Plain for the transportation of oil and gas, and (3) convey specified surface estates to the Kaktovik Inupiat Corporation and subsurface estates to the Arctic Slope Regional Corporation. Directs the Secretary to develop a plan facility consolidation plan for the Coastal Plain. Prescribes guidelines for expedited judicial review of complaints. Requires deposit in the Treasury of 90% of all bonus, rental, and royalty revenues from federal oil and gas leasing and operations authorized under this Act. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to hear all causes and claims arising from any covered project of federal land leasing for exploitation of oil, natural gas, or any other source or form of energy. Prohibits the award or federal payment of legal fees to an environmental nongovernmental organization in connection with any action: (1) preventing, terminating, or reducing access to production of energy, mineral resources, water by agricultural producers, a resource by commercial or recreational fishermen, or grazing or timber production on federal land; (2) diminishing a property owner's private property value; or (3) eliminating or preventing one or more jobs. Prohibits the Secretary, acting through the BLM, from establishing a master leasing plan as part of any guidance issued by the Secretary. Amends the Antiquities Act of 1906 to repeal the authority of the President to declare national monuments on federal lands in his or her own discretion. Subjects such authority to the approval of Congress. Prohibits the Administrator of the Environmental Protection Agency (EPA) or the head of any other federal agency from implementing or enforcing any regulations, proposals, or actions establishing any carbon dioxide or greenhouse gas emissions reductions until the Administrator, the Administrator of the Energy Information Administration, and the Secretary of Commerce certify in writing that the People's Republic of China, India, and the Russian Federation have proposed, implemented, and enforced measures requiring substantially similar reductions. Nullifies any regulation, proposal, or action in effect before such certification is made that requires any carbon dioxide or other greenhouse gas emissions reduction. Amends the Clean Air Act to require an economic analysis of any requirement of the Act that results in an adverse effect on employment. Requires the Secretary of Commerce to establish an economic review board to assess such an analysis. Amends the Endangered Species Act of 1973 (ESA) to require the Secretary of the Interior or the Secretary of Commerce, as appropriate, upon a state governor's declaration of an emergency, to exempt from the prohibition against taking, and against adverse modification of critical habitat, any action reasonably necessary to avoid or ameliorate the impact of the emergency, including fighting or preventing forest fires and building, rebuilding, or operating any water supply or flood control project by a federal agency. Prohibits consideration of the impact of greenhouse gas on any species of fish or wildlife or plant for any purpose in the implementation of the ESA. Prohibits the Bureau of Reclamation of the Department of the Interior and any California state agency operating a water project in connection with the Central Valley Project from restricting operations of an applicable project pursuant to any biological opinion issued under ESA if it would result in a level of allocation of water less than the historical maximum allocation under the project. Declares that no presidential permit shall be required for a specified pipeline application filed on May 4, 2012, by TransCanada Corporation to the Department of State for the northern portion of the Keystone XL pipeline from the Canadian border to the South Dakota/Nebraska border. Considers the final environmental impact statement regarding such pipeline issued by the Secretary of State on August 26, 2011, to satisfy all NEPA requirements. Considers approved the route of the Keystone XL pipeline through Nebraska. Declares that no area necessary to construct or maintain the pipeline shall be considered critical habitat under the Endangered Species Act of 1973. Directs the Secretary, acting through the Director of the National Park Service, to: (1) reinstate, for at least 10 years, the reservation of use and occupancy and special use permits to conduct commercial operations within Point Reyes National Seashore in California held by Drakes Bay Oyster Company; and (2) renew those reinstated permits for an additional 10-year period upon request by the company or a successor in interest. Prohibits the conversion of Drakes Estero to a designated wilderness.

Regulations From the Executive in Need of Scrutiny Act of 2013 or the REINS Act - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Makes an exception for an abortion necessary to save the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device: (1) to intentionally kill the unborn child of a woman known to be pregnant; or (2) to intentionally prematurely terminate the pregnancy of a woman known to be pregnant with an intention other than to increase the probability of a live birth or of preserving the life or health of the child after live birth, or to remove a dead unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Unborn Child Pain Awareness Act of 2013 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child, (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt), (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child, (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic, and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services (HHS) to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General (DOJ) to bring a civil action under this Act, and (2) private rights of action for violations of this Act.

Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

Preempts state laws from limiting the amount of charges for physician and practitioner services for which Medicare payment is made.

Regulatory Responsibility for our Economy Act of 2013 - Sets forth general requirements for the federal regulatory system, including the protection of public health, welfare, safety, and the environment, the promotion of predictability in the regulatory process, and the consideration of benefits and costs of regulations. Requires federal agencies to: (1) propose or adopt regulations only upon a reasoned determination that the benefits of such regulations justify their costs; (2) tailor regulations to impose the least burden on society and to maximize economic and other benefits; (3) involve the public and parties affected by regulations in the regulatory process; (4) develop regulatory actions that promote innovation, flexibility, and objectivity; and (5) consider methods to promote retrospective analysis of rules that may be outmoded, ineffective, insufficient, or excessively burdensome, and develop plans for reviewing on a periodic basis significant regulation actions (i.e., those having an annual effect on the economy of $100 million or more or otherwise adversely affecting the economy). Provides for judicial review of any agency action required under this Act.
