Amends the Federal criminal code to revise the requirements for procurement of products of Federal Prison Industries (FPI). Directs a Federal agency that has a requirement for a specific product listed in the current edition of the FPI catalog to: (1) provide a copy of the required notice to FPI at least 15 days before the issuance of a solicitation of offers for procurement of such product; (2) use competitive procedures (with exceptions); and (3) consider a timely offer from FPI for award in accordance with the specifications and evaluation factors specified in the solicitation. Requires the agency to: (1) enter into negotiations with FPI on a contract for the purchase of the product on a non-competitive basis if the Attorney General determines it is unreasonable to expect that FPI would be selected on a competitive basis and it is necessary to award the contract to FPI to maintain essential work opportunities or to permit diversification under specified circumstances; and (2) award the contract to FPI if the contracting officer determines that FPI can meet the agency's requirements in a timely manner, at a fair and reasonable price. Directs FPI to concentrate any effort to produce a new product, or to expand significantly the production of an existing product, on products that are otherwise produced with non-U.S. labor. Prohibits: (1) the board of FPI from approving a proposal for inmates to provide a service in which an inmate worker has access to specified sensitive information; and (2) requiring subcontracting with FPI..

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Provides medical and dental care under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) and TRICARE (a Department of Defense managed care program) for active and reserve military personnel called to or retained in active duty in support of a contingency operation for up to one year (currently 30 days) after their release from such duty.

Designates the month of September as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2001 - Amends the Native American Housing Assistance and Self-Determination Act of 1996 to extend through FY 2006: (1) the authorization of appropriations for block grants for Indian tribes to carry out affordable housing activities; (2) the aggregate fiscal year limitation on guarantees for tribal housing activities loans; (3) the authorization of appropriations for the estimated long-term cost to the Government of such loan guarantees; and (4) the authorization of appropriations for providing training and technical assistance for Indian housing authorities and entities.

Appalachian Regional Development Act Amendments of 2001 - Amends the Appalachian Regional Development Act of 1965 to: (1) include as functions of the Appalachian Regional Commission that it support local development districts and seek to coordinate economic development activities of, and the use of economic development resources by, Federal agencies in the Appalachian region; and (2) direct the President to establish the Interagency Coordinating Council on Appalachia. Authorizes the Commission to provide technical assistance and make grants, enter into contracts, and otherwise provide funds to persons or entities in the region for projects to: (1) increase affordable access to advanced telecommunications, entrepreneurship, and management technologies or applications in the region; (2) provide education and training in the use of telecommunications and technology; (3) develop programs to increase the readiness of industry groups and businesses in the region to engage in electronic commerce; or (4) support entrepreneurial opportunities for businesses in the information technology sector. Eliminates from criteria for programs and projects to be given assistance under the Act that an area have significant growth potential. Requires that, for each fiscal year, not less than 50 percent of the amount of grant expenditures approved by the Commission support activities or projects that benefit severely and persistently distressed counties and areas. Provides, at the Commission's discretion, for the modification of the limitation on administrative expenses of local development districts that have a charter or authority that includes the economic development of a county for which a distressed county designation is in effect.

Amends the Internal Revenue Code to allow a tax credit for marginal domestic oil and natural gas well production during any taxable year in the amount of $3 per barrel of qualified crude oil production and 50 cents per 1,000 cubic feet of qualified natural gas production, reduced, but not below zero, as oil and gas prices increase. States that the limitation to the general business credit, based on the amount of tax, shall not be reduced by the amount of the marginal oil and gas well credit. Allows both geological and geophysical expenditures on domestic oil and gas exploration and development and delay rental payments, at the taxpayer's election, to be deducted from gross income at the time incurred.

Expresses the sense of the Senate that: (1) all Americans should keep abused and neglected children in their thoughts and prayers; (2) all Americans should seek to break the cycle of abuse and neglect and to give these children hope for the future; (3) the faith community, nonprofit organizations, and volunteers across America should recommit themselves and mobilize their resources to assist these children; and (4) the Senate supports the goals and ideas of the Day of Hope, (April 3, 2002) and commends Childhelp USA for its efforts on behalf of abused and neglected children everywhere.

Expresses the sense of Congress that: (1) there should be established a National Community Health Center Week to raise awareness of health services provided by community, migrant, public housing, and homeless health centers; and (2) the President should issue a proclamation calling on the people of the United States and interested organizations to observe such a week with appropriate programs and activities.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and with other representatives of countries that are not party to CITES which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall affect State regulation of bear population or the lawful hunting of bears under State law.

Stop Tuberculosis (TB) Now Act - Amends the Foreign Assistance Act of 1961 to declare that a major objective of the U.S. foreign assistance program is to control tuberculosis (TB). States that consequently Congress expects the agency primarily responsible for the administration of TB control health programs to: (1) coordinate with the World Health Organization and other designated health organizations toward the development and implementation of a comprehensive TB control program, by expanding the use of the strategy of directly observed treatment, short course (DOTS) and strategies to address multi-drug resistant TB (MDR-TB) where appropriate at the local level, particularly in countries with the highest TB rate; and (2) set as a goal the cure of at least 95 percent of TB cases detected by focusing efforts on the use of DOTS strategy or other internationally accepted primary TB control strategies in those countries in which the agency has established development programs by December 31, 2010.

Hunger to Harvest: Decade of Support for Sub-Saharan Africa Resolution - Calls for: (1) the years 2002 through 2012 to be declared "A Decade of Support for Sub-Saharan Africa"; (2) the President to submit to Congress a five-year strategy and a ten-year strategy to achieve a reversal of current levels of hunger and poverty in sub-Saharan Africa, including a commitment to contribute an appropriate U.S. share of increased bilateral and multilateral poverty-focused resources for that region; (3) the President to work with the heads of other donor countries and sub-Saharan African countries, and with U.S. and sub-Saharan African private and voluntary organizations and other civic organizations, to implement such strategies; (4) Congress to undertake a multi-year commitment to provide the resources to implement those strategies; and (5) the Administrator of the U.S. Agency for International Development to submit to Congress a report on the implementation of those strategies.

Medical Savings Account Availability Act of 2001 - Amends the Internal Revenue Code with respect to medical savings accounts to: (1) repeal restrictions on the number of accounts which may be established; and (2) expand the availability of such accounts to individuals other than the self-employed and employees of small employers.

National Commission to Eliminate Waste in Government Act of 2001 - Establishes the National Commission to Eliminate Waste in Government to: (1) conduct a private sector survey on management and cost control in Government; (2) conduct in-depth reviews of executive agency operations; (3) review existing General Accounting Office, Congressional Budget Office, and various Inspector General offices' reports and other existing governmental and nongovernmental recommendations for reducing waste, including recommendations from the President's Private Sector Survey on Cost Control, and to periodically report to the President and Congress on such recommendations that are most significant, on the estimated savings from such recommendations, and on whether the recommendations can be implemented by executive order or require legislative action; and (4) submit to the President and Congress recommendations for improving the budget process and management and for reducing waste and costs. Requires the Commission to be funded, staffed, and equipped by the private sector without cost to the Government.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes, or sickouts, work slowdowns, or other actions designed to compel agreement to a proposed contract which will measurably disrupt the delivery of emergency services.

Amends the Clean Air Act to authorize a State Governor, upon notification of the Administrator of the Environmental Protection Agency, to waive oxygen content requirements for reformulated gasoline sold or dispensed in the State. Considers gasoline that complies with all other requirements for reformulated gasoline other than those regarding oxygen content to be reformulated gasoline.

Congressional Responsibility Act of 2001 - Prohibits a regulation from taking effect before the enactment of a bill comprised solely of the text of the regulation. Requires an agency, whenever it promulgates a regulation, to submit to each House of Congress a report containing its text and an explanation. Sets forth expedited congressional procedures for consideration of bills to enact agency regulations.

Amends Internal Revenue Code provisions concerning the excise tax on heavy highway vehicles (over 55,000 pounds) to provide that if in any taxable period a highway motor vehicle is sold before the last day in such period by the person who paid the excise tax for any portion of such period ending with such last day, the tax shall be reckoned proportionately between such person and the purchaser from the date of the sale.

Area Wage and Base Payment Improvement Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

John H. Chafee Environmental Education Act of 2001 - Amends the National Environmental Education Act to revise, reauthorize, and rename it as the John H. Chafee Environmental Education Act (the Act). Revises requirements relating to: (1) the Office of Environmental Education (OEE), within the Environmental Protection Agency (EPA); and (2) environmental education grants. Replaces current OEE-administered environmental internships and fellowships with a John H. Chafee Memorial Fellowship Program, which shall award and administer five annual one-year graduate education fellowships in environmental sciences and public policy. Directs the National Environmental Education Advisory Council to administer the John H. Chafee Fellowship Panel. Revises requirements for national environmental education awards. Retains and revises requirements for: (1) President's Environmental Youth Awards; and (2) environmental education awards for elementary and secondary school teachers and their local educational agencies. (Eliminates awards named for Theodore Roosevelt, Henry David Thoreau, Rachel Carson, and Gifford Pinchot.) Revises requirements for the National Environmental Education Advisory Council and the Federal Task Force on Environmental Education. Revises and renames the National Environmental Education and Training Foundation as the National Environmental Learning Foundation. Establishes the Theodore Roosevelt Environmental Stewardship Grant Program. Directs OEE to award and administer such competitive, 75-percent-matching grants to consortia of institutions of higher education for collaborative student, campus, and community-based environmental stewardship activities.

Federal Air Traffic Controllers Annuity Computation Act of 2001 - Allows Federal air traffic controllers retiring under the Civil Service Retirement System (CSRS) to have their annuities computed under provisions similar to annuity computation provisions applicable to law enforcement officers, firefighters, and nuclear materials couriers retiring under CSRS.

Multimodal Transportation Financing Act - Amends the Internal Revenue Code to: (1) provide for the treatment of qualified highway infrastructure project bonds as exempt facility bonds; (2) exclude mass commuting facilities from the definition of "private activity bond"; (3) modify the definition of high-speed intercity rail facilities; and (4) provide for the treatment of intermodal transfer facilities bonds as exempt facility bonds.

Amends part C (Administrative Simplification) of title XI of the Social Security Act to postpone the deadline for compliance by applicable entities and programs with standards for: (1) reduction of the administrative costs of providing and paying for health care; and (2) electronic transactions of health information. Sets the new deadline at the later date of either October 16, 2004, or two years after: (1) the final adoption of relevant regulations concerning all such standards, except those for unique health identifiers for individuals; and (2) the availability of reliable national unique health identifiers for health plans and health care providers. Makes this Act effective as if included in the Health Insurance Portability and Accountability Act of 1996.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Amends the Internal Revenue Code to repeal specified occupational taxes relating to distilled spirits, wine, and beer. Revises recordkeeping requirements for wholesale and retail liquor dealers. Makes it unlawful for any liquor dealer (except one selling beer exclusively) to purchase distilled spirits from any person other than a specified wholesale liquor dealer.

Human Cloning Prohibition Act of 2001 - Prohibits any person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving the product of human cloning; or (4) importing such a product. Expresses the sense of Congress that: (1) the Federal Government should advocate for and join an international effort to prohibit human cloning; and (2) the President should commission a study by the National Bioethics Advisory Commission or a successor group of the arguments for and against the use of cloning to produce human embryos solely for research.

Neighbor to Neighbor Act - Amends the Internal Revenue Code respecting charitable contributions to: (1) allow non-itemizing taxpayers a limited charitable deduction; (2) exclude charitable deductions from the income-based limitation on itemized deductions: (3) repeal the special limitation on charitable contributions of capital gain property; (4) extend the excess contribution carryover period; and (5) allow tax-free distributions from individual retirement accounts (IRAs) for qualifying charitable purposes. Repeals the excise tax on the net income of tax-exempt foundations.

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Blind Persons Earnings Equity Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to restore the link ended by the Senior Citizens' Freedom to Work Act of 1995 between the rules relating to substantial gainful activity for blind individuals and the rules relating to excess earnings under the Social Security earnings test for individuals who have attained retirement age (thus allowing blind individuals, once again, to earn up to the Social Security excess earnings threshold without being regarded as having demonstrated an ability to engage in substantial gainful activity and without losing entitlement to OASDI benefits).

Backcountry Landing Strip Access Act - Prohibits either the Secretary of the Interior or the Secretary of Agriculture from taking any action which would permanently close or render or declare as unserviceable any aircraft landing strip located on Federal land under the respective jurisdiction, unless: (1) the head of the aviation department of each State in which the aircraft landing strip is located has approved such action; (2) notice of the proposed action has been published in the Federal Register; (3) a 90-day public comment period on the action has been provided; and (4) any comments received during the comment period have been taken into consideration by the Secretaries, as the case may be, and the appropriate State aviation department heads. Directs the Secretaries to: (1) adopt a nationwide policy for governing backcountry aviation issues related to the management of Federal land under their jurisdiction; and (2) require regional managers to adhere to it. Declares that a policy affecting air access to an aircraft landing strip located on Federal land (including any national policy required under this Act) shall not take effect unless certain conditions are met, including its statement that the FAA has the sole authority to control aviation and airspace over the United States.

Fair Care for the Uninsured Act of 2001 - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Directs the Secretary of the Treasury to make payments to the provider of an individual's qualified health insurance equal to such individual's qualified health insurance credit advance amount (the Secretary's estimate of the amount of credit allowable) with respect to such provider. Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Amends the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 to: (1) authorize (currently, requires) the Secretary of the Navy to convey to Vieques, Puerto Rico, the land constituting the Naval Ammunition Support Detachment on Vieques; and (2) allow the Secretary to exercise such authority only if the Government of Puerto Rico is fulfilling certain assurances made regarding the restoration of military training at the Navy's training site on the island of Vieques.

Constitutional Amendment - Requires a two-thirds vote of each House of Congress in order to pass any bill levying a new tax or increasing the rate or base of any tax. Allows Congress to waive that requirement during war or certain military conflict. Requires all votes under this Amendment to be by yeas and nays and the names of persons voting for and against to be entered in the Journal of each House.
