Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Alzheimer's Breakthrough Act of 2007 - Authorizes appropriations to the National Institutes of Health (NIH) for conducting and supporting research on Alzheimer's disease in FY2008-FY2012. Amends the Public Health Service Act to extend through FY2012 programs for research on the aging process regarding women, the clinical research and training awards, and demonstration projects relating to Alzheimer's disese. Requires the Director of the National Institute on Aging to: (1) give priority to projects for conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within NIH; (3) ensure that Alzheimer's disease is maintained as a high priority for the existing neuroscience initiative; (4) conduct and support cooperative clinical research regarding Alzheimer's disease; and (5) make grants for research related to the early detection, diagnosis, and prevention of Alzheimer's disease, the relationship of vascular disease and Alzheimer's disease, and Alzheimer's disease services and caregiving. Directs the Secretary of Health and Human Services to: (1) convene a summit of researchers and other industry representatives on Alzheimer's disease; (2) make grants for public education programs on risk factors associated with cognitive health, Alzheimer's disease, and other dementias; and (3) make grants to community organizations to establish and operate Alzheimer's call centers to provide 24-hour information on Alzheimer's disease.

Health Centers Renewal Act of 2007 - Amends the Public Health Service Act to authorize appropriations for FY2008-FY2012 for health centers to meet the health care needs of medically underserved populations.

Alzheimer's Family Assistance Act of 20007 - Amends the Internal Revenue Code to: (1) allow a phased-in tax credit ($1,000 in 2007 increasing by $500 each year until allowing $3,000 in 2011) for family caregivers of spouses and dependents who have long-term care needs; (2) allow a tax deduction for long-term care insurance premiums; and (3) apply certain consumer protection standards to long-term care insurance contracts.

Expresses the sense of Congress that Congress should not take any action that will endanger U.S. military forces in the field, including the elimination or reduction of funds for troops in the field, as such action would undermine their safety or harm their effectiveness in pursuing assigned missions.

Loan Forgiveness for Head Start Teachers Act of 2007 - Amends the Higher Education Act of 1965 to require the Secretary of Education to assume or cancel loans made under the Federal Family Education Loan or the Direct Loan programs to individuals who have been employed as Head Start teachers for five consecutive complete program years, if they have demonstrated knowledge and teaching skills in reading, writing, early childhood development, and other areas of a preschool curriculum, with a focus on cognitive learning. Limits the benefits of this Act to individuals who earn a baccalaureate or graduate degree on or after the date of this Act's enactment.

Community Pharmacy Fairness Act of 2007 - Entitles independent pharmacies negotiating contract terms with a health plan for the provision of health care items or services to the same treatment under the antitrust laws as the treatment to which bargaining units recognized under the National Labor Relations Act are entitled. Treats such a pharmacy as an employee engaged in concerted activities in connection with such negotiations. Exempts actions taken in good faith reliance on this Act from being subject under the antitrust laws to criminal sanctions or civil penalties beyond actual damages incurred. Confers no new right to participate in any collective cessation of service to patients not already permitted by existing law. Prohibits: (1) exempting from the antitrust laws any agreement or otherwise unlawful conspiracy that excludes, limits the participation or reimbursement of, or otherwise limits the scope of services to be provided by any independent pharmacy or group of independent pharmacies with respect to the performance of services that are within their scope of practice as defined or permitted by relevant law or regulation; and (2) applying this Act to negotiations between independent pharmacies and health plans pertaining to federal health benefits.

Short Line Railroad Investment Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable amount of the railroad track maintenance tax credit; (2) extend such credit through 2010; and (3) allow such credit against alternative minimum tax liabilities.

Openness Promotes Effectiveness in our National Government Act of 2007 or the OPEN Government Act of 2007 - Amends Freedom of Information Act (FOIA) provisions to prohibit a federal agency from denying a requester status as a news media representative for purposes of determining FOIA request processing fees solely on the absence of institutional association. Requires an agency to consider the requester's prior publication history or stated intent to distribute information to a reasonably broad audience. Provides that, for purposes of recovery of attorney fees and other litigation costs under FOIA, a complainant has substantially prevailed if the complainant has obtained relief through either: (1) a judicial order, an administrative action, or an enforceable written agreement or consent decree; or (2) a voluntary or unilateral change in position by the opposing party where the complainant's claim or defense was not frivolous. Directs the Attorney General to notify the Special Counsel of and report to Congress on civil actions taken for arbitrary and capricious rejections of requests for agency records. Prohibits the tolling of the time limit within which agencies determine whether to comply with a request for records without the consent of the party filing the request. Requires agencies to establish a system to assign an individual tracking number for FOIA requests and a telephone line or Internet service to provide information on the status of a request. Requires specific statutory citations for FOIA disclosure exemptions. Revises certain agency reporting requirements relating to FOIA requests. Establishes the Office of Government Information Services within the Administrative Conference of the United States to review, audit, and recommend policy changes to agency FOIA policies and procedures. Requires the: (1) Comptroller General to annually report on implementation of provisions for the protection of voluntarily shared critical infrastructure information; and (2) Office of Personnel Management to report on personnel policies related to FOIA.

Longshore and Harbor Workers' Compensation Act Amendments of 2007 - Amends the Longshore and Harbor Workers' Compensation Act to declare that it is the intent of Congress that: (1) in a claim brought under such Act, the facts are not to be given a broad liberal construction in favor of the employee or of the employer; (2) the laws pertaining to the claim are to be construed in accordance with the basic principles of statutory construction and not liberally in favor of either the employee or employer; and (3) the system established under the Act shall be efficient and self-executing, but not an economic or administrative burden. Makes compensation under the Act payable regardless of fault as a cause of an injury (no-fault). Specifies requirements for proportional payment of compensation, the last employer doctrine, intervening employment, and noncontributing employment exposure. Prescribes criteria for the preemption of state law providing additional or alternative remedies for an injured employee, the employee's legal representative, spouse, next of kin, or anyone otherwise entitled to recover from an employer on account of an employee's injury or death. Revises requirements for physician selection. Allows a carrier to designate one or more participating networks or one or more health care panels, or both, to provide medical services to employees. Modifies the formula used to determine disability compensation, including for loss of hearing. Increases allowed funeral expenses. Revises requirements for: (1) determination of death compensation to survivors; (2) timing and recipients of a notice of such injury or death; (3) filing of claims; (4) date of payment of compensation; (5) assignment and exemption from the claims of creditors; (6) presumptions, burdens, and rules of evidence; (7) review of compensation orders; (8) modification of compensation awards for fraud or overpayment; (9) reports of fraud; and (10) payments into the special fund in the absence of an entitled survivor of an employee.

HOPE VI Improvement and Reauthorization Act of 2007 - Amends the United States Housing Act of 1937 to extend and authorize appropriations for the HOPE VI revitalization program. Includes educational and relocation aims among HOPE VI purposes. Requires each HOPE VI grant recipient to establish, in partnership with local schools, a comprehensive educational reform and achievement strategy for transforming the neighborhood schools into high-performing schools (including, in certain circumstances, an alternative strategy). Revises grant selection criteria. Authorizes the Secretary of Housing and Urban Development (HUD) to conduct funding-related site visits for HOPE VI applicants. Requires: (1) public housing agencies to establish performance benchmarks for each of their HOPE VI projects; and (2) the Secretary to establish specified sanctions for failure to meet such benchmarks. Cites conditions for extension of such benchmarks.

Small Public Housing Authorities Paperwork Reduction Act - Amends the United States Housing Act of 1937 to exempt a qualified public housing agency from the requirement to prepare an annual public agency plan if the agency: (1) administers 500 or fewer public housing dwelling units, or section 8 vouchers; and (2) is not designated as a troubled agency. Requires an agency to: (1) continue to make an annual civil rights certification and establish, and consult with, one or more resident advisory boards; and (2) conduct a public hearing to discuss changes to agency goals and policies and make the information available to the public at the agency's principal office.

Agricultural Protection and Prosperity Act of 2007 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Veterans Health Care Empowerment Act of 2007 - Allows any veteran with a service-connected disability to receive hospital care or medical services for any condition at any hospital or medical facility or from any medical provider eligible to receive payments under either Medicare or the TRICARE program (a Department of Defense [DOD] managed health care program). Requires the cost of such care and services to be borne by the United States.

EXTEND the Energy Efficiency Incentives Act of 2007 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2011, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2011; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2011 the tax credit for new energy efficient homes; (5) extend through 2014 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow tax deductions for energy efficient low-rise buildings used for multifamily housing and for energy efficient property expenditures; (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

Moving to Work Charter Program Act of 2007 - Directs the Secretary of Housing and Urban Development to enter into charter contracts, beginning in FY2008, with up to 250 public housing agencies administering the public housing program or the section 8 housing assistance program under the United States Housing Act of 1937. States that such charter contracts shall: (1) supersede and have a term commensurate with any annual contributions contract between a public housing agency and the Secretary; and (2) provide that a participating public housing agency shall receive capital and operating assistance allocated to it under specified laws. Exempts charter contracts from the requirements of the United States Housing Act of 1937, except those for payment of wages prevailing in the community and the demolition and disposition of public housing. Requires a charter contract to provide that a public housing agency: (1) may combine section 8 low-income assistance and Public Housing Capital and Operating Fund assistance and use it for housing assistance and related services for activities under this Act; (2) shall ensure that at least 75% of the families assisted are very low-income families; (3) shall establish a reasonable rent policy designed to encourage employment, self-sufficiency, and home ownership by participating families; and (4) meet specified additional requirements. Directs the Secretary to appoint a federal advisory committee to assess and develop a demonstration program to test standards, criteria, and practices for a national public housing agency accreditation system or other evaluation system.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

America COMPETES Act or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act - American Innovation and Competitiveness Act - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Veterinary Public Health Workforce Expansion Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants to veterinary schools or institutions offering training for veterinarians to improve public health preparedness through increasing the number of veterinarians in the workforce. Requires the Secretary to give preference to applicants that demonstrate a comprehensive approach by involving more than one such school or institution.

Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to prohibit U.S. courts from recognizing, enforcing, or otherwise validating any assertion of rights by an individual (currently, by a designated Cuban national) of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government unless the original owner of such mark or name, or such owner's bona fide successor, has expressly consented. Applies such prohibition only if the individual asserting the rights knew or had reason to know at the time of acquiring the rights asserted that the mark or name was the same or substantially similar to the mark or name used in connection with the business or assets that were confiscated.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 for taxable years beginning after 2010, except provisions of such Code relating to social security taxation (i.e., taxes on wage, self-employment, and railroad retirement income). Establishes within the legislative branch a National Commission on Tax Reform and Simplification. Directs the Commission to: (1) review the Internal Revenue Code of 1986 and its impact on the economy, families, and the workforce: (2) determine whether the current income tax system can be replaced by more a more efficient and fair system of taxation; and (3) submit a report to Congress on the results of its review with recommendations for fundamental reform and simplification of the Code. Requires congressional approval of a new federal tax system no later than July 4, 2010, or a vote of Congress to reauthorize the Internal Revenue Code of 1986.

Amends the federal charter of the Military Order of the Purple Heart of the United States of America, Incorporated (the corporation), to authorize the corporation to extend eligibility for associate membership in the corporation to the parents, spouse, siblings, and lineal descendants (currently, to parents and lineal descendants) of a Purple Heart recipient.

Ban Asbestos in America Act of 2007 - Amends the Toxic Substances Control Act to require the National Institute for Occupational Safety and Health to conduct a study that: (1) describes the science concerning the disease mechanisms and health effects of exposure to asbestos and other biopersistent durable fibers and methods for measuring and analyzing asbestos; (2) describes labeling practices relating to asbestos-containing material; and (3) recommends future asbestos-related disease research and exposure assessment practice needs. Requires the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations that prohibit the importing, manufacturing, processing, or distributing of asbestos-containing products, subject to limited exemption upon petition and specified exemptions sought by the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA). Requires the disposal of asbestos-containing products within two years. Exempts products that are no longer in the stream of commerce or that are in the possession of an end user. Requires the Administrator to establish a plan to: (1) increase awareness of the dangers posed by asbestos-containing products and contaminants in homes and workplaces and by asbestos-related diseases; (2) provide information to, and encourage participation in research and treatment endeavors by, asbestos-related disease patients and their families and front-line health care providers; and (3) encourage health care providers and researchers to provide to patients and their families information relating to research, diagnostic, and clinical treatments relating to asbestos. Amends the Public Health Service Act to: (1) direct the Secretary of Health and Human Services to expand and coordinate research programs on diseases caused by asbestos exposure, particularly mesothelioma, asbestosis, and pleural injuries; (2) provide for establishment of a national clearinghouse for data and specimens relating to asbestos-related diseases; (3) require the Director of the National Institutes of Health (NIH) to establish an asbestos-related disease research and treatment network; and (4) direct the Secretary to support research on mesothelioma and other asbestos-related diseases that is directly relevant to the health of the Armed Forces.

Patient-Focused Critical Care Enhancement Act - Requires the Secretary of Health and Human Services, acting through the Agency for Healthcare Research and Quality (AHRQ), to conduct research to assess: (1) the standardization of critical care protocols, intensive care unit layout, equipment interoperability, and medical informatics; and (2) the impact of differences in staffing, organization, size, and structure of intensive care units on access, quality, and efficiency of care. Requires the Secretary to undertake demonstration projects to: (1) optimize the provision of critical care services to Medicare beneficiaries through innovations in such areas as staffing and utilization of technology; and (2) measure and evaluate outcomes derived from a "family-centered" approach to the provision of inpatient critical care services that includes direct and sustained communication and contact with the beneficiary family members, involvement of family members in the critical care decisionmaking process, and responsiveness of critical care providers to family requests. Amends the Food, Agriculture, Conservation and Trade Act of 1990 to authorize appropriations for FY2008-FY2013 for augmenting the delivery of critical care services in the rural inpatient setting through the use of telecommunications systems that allow for consultation with critical care providers not located in the rural facility regarding the care of such patients. Amends the Public Health Service Act to require the Secretary to give preference in awarding telehealth grant funds to entities to develop plans for, or to establish, such critical care telehealth networks. Requires the Secretary to undertake an initiative to recruit providers of critical care services into the National Health Service Corps Loan Repayment Program.

Cameron Gulbransen Kids and Cars Safety Act of 2007 - Directs the Secretary of Transportation to issue regulations for light motor vehicles to require: (1) automatic reversal of direction by power windows and panels when they detect an obstruction; (2) a rearward visibility performance standard to prevent backing incidents; and (3) automatic transmissions to have an anti-rollaway system that requires the service brake to be depressed before the transmission can be shifted out of park, which shall function in any starting system key position in which the transmission can be shifted out of park. Provides a phase-in period for the power window and rearward visibility provisions. Requires the Secretary to: (1) establish a database of injuries and deaths in nontraffic, noncrash events involving light motor vehicles; and (2) supplement a consumer information program on child safety or create a new program with information about hazards to children in nontraffic, noncrash incident situations.

Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare. Sets forth required training for patient care dialysis technicians. Directs the Secretary to establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee. Establishes the annual update framework for the Medicare ESRD composite rate. Directs the Secretary to establish a three-year continuous quality improvement initiative under which quality payments are provided to renal dialysis facilities, providers of services, and physicians that: (1) provide items and services to individuals with ESRD enrolled under Medicare part B (Supplementary Medical Insurance); and (2) meet quality benchmarks and demonstrate quality improvements. Requires the Secretary to make quality incentive payments to facilities and providers whose services to individuals with ESRD have substantially improved or exceeded a certain threshold. Extends Medicare as secondary payer with respect to individuals with ESRD.

Tanning Accountability and Notification Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, to determine whether: (1) the labeling requirements for indoor tanning devices provide sufficient information to consumers regarding the risks that the use of such devices pose for the development of irreversible damage to the eyes and skin, including skin cancer; (2) adding the warning suggested by the American Academy of Dermatology or any other additional warning to the current warning label would communicate such risks more effectively; and (3) there is no warning that would be capable of adequately communicating such risks. Requires the Secretary, in making such determinations, to: (1) conduct appropriate consumer testing using the best available methods for determining consumer understanding of label warnings; and (2) hold public hearings and solicit comments from the public.

Trauma Care Systems Planning and Development Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) collect, compile, and disseminate information on achievements and problems in providing trauma care and emergency medical services; and (2) promote the collection and categorization of trauma data in a consistent and standardized manner. Removes authorization for the National Clearinghouse on Trauma Care and Emergency Medical Services. Allows the Secretary to make grants to entities to carry out demonstration projects to improve emergency medical services in rural areas by increasing communication and coordination with state trauma systems. Authorizes the Secretary, acting through the Administrator of the Health Resources and Services Administration, to make grants to improve access to and enhance the development of trauma care systems. Revises the matching requirements for states to be eligible for grants to improve emergency medical services. Prohibits the Secretary from making trauma care grants to a state unless the state's emergency medical services plan coordinates planning for trauma systems with state disaster emergency planning and bioterrorism hospital preparedness planning. Requires the Secretary to update the model plan for the designation of trauma centers and for triage, transfer, and transportation policies. Directs the Secretary to enter into a contract with the Institute of Medicine or another appropriate entity to conduct a study on the state of trauma care and trauma research.

American National Red Cross Governance Modernization Act of 2007 - Expresses the sense of Congress that: (1) effectiveness and transparency in the governance of charitable organizations is important in maintaining the trust of the American public; and (2) the American National Red Cross should maintain appropriate communications and coordination with state regulators of such organizations. Amends federal law concerning the American National Red Cross to: (1) revise its governance structure; (2) authorize the Comptroller General to review its involvement in any federal program or activity; and (3) establish an Office of the Ombudsman which shall report annually to Congress.

Arthritis Prevention, Control, and Cure Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services: (1) to develop and implement a National Arthritis Action Plan; and (2) acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the coordination of arthritis and other rheumatic diseases research. Requires the Secretary to award grants to: (1) support arthritis-specific research projects at the Centers for Prevention Research by the CDC; (2) support state comprehensive arthritis control and prevention programs and public health surveillance, prevention, and control activities; and (3) assist in the implementation of a national strategy for arthritis control and prevention. Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program. Requires the Comptroller General to conduct a study on the economic impact of arthritis in the workplace.

National Guard and Reserve Retirement Modernization Act - Amends federal law concerning receipt of retired pay for non-regular service to provide that, in the case of a member of the Ready Reserve who serves on active duty after September 11, 2001, in support of a contingency operation or in response to a national emergency, retirement eligibility age shall be reduced below 60 by three months for each aggregate of 90 days during which the member so performs in any fiscal year after such date. Prohibits such retirement eligibility date from being reduced below age 50. Continues age 60 as the minimum eligibility age for DOD-authorized health care for such retirees.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

Critical Access to Health Information Technology Act of 2007 - Requires the Secretary of Health and Human Services to establish a program to award grants to states to increase access to health care in rural areas by improving health information technology. Requires a state that receives such a grant to designate a lead agency to: (1) administer the grant; (2) develop the state plan for use of grant funds; and (3) coordinate the expenditure of funds and provision of services under the grant with other federal and state health care programs. Directs the lead agency to award local grants on a competitive basis based on the extent to which an entity: (1) demonstrates a need to improve its health information reporting and health information technology; and (2) will serve a community with a significant low-income or other medically underserved population. Requires each grant recipient to be a government-owned or private nonprofit hospital located in a rural area. Requires the lead agency to annually report to the Secretary on: (1) the amounts received under the grant; (2) the amounts allocated to state grant recipients; and (3) the types of expenditures made by local grant recipients. Requires the Secretary to review and monitor state compliance with the requirements of this Act. Directs the Secretary to promulgate a final rule concerning the replacement of the International Statistical Classification of Diseases, 9th revision, Clinical Modification with the International Statistical Classification of Diseases and Related Health Problems, 10th revision, Clinical Modification and Clinical Modification Coding System. Authorizes the Secretary to adopt specified standards for electronic health care transactions that are recommended in relation to such replacements.

Safe Babies Act of 2007 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award a grant to a national early childhood development organization to establish a National Court Teams Resource Center to: (1) promote the well-being of maltreated infants and toddlers and their families; (2) help prevent the recurrence of abuse and neglect of children; (3) promote timely reunification of families or other successful permanency outcomes for maltreated infants and toddlers in foster care; and (4) select, and provide assistance to, local Court Teams created to achieve those goals. Sets forth organization selection criteria and application requirements, including assurance that at least one qualified judge will serve as Judicial Leader of each Court Team receiving assistance. Requires the Center to: (1) develop materials to guide judges in the decision-making process regarding, and to train Court Teams in the appropriate care for, maltreated infants and toddlers; (2) develop a database to track the progress of and to evaluate such Teams; and (3) provide information to communities and courts seeking to adopt the Court Teams approach. Requires Center assistance to each Team to include: (1) direction, coordination, oversight, training, and technical assistance; and (2) providing a Local Community Coordinator to serve as a resource of child development expertise.

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for people who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by sex, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by sex. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women. Authorizes appropriations to enable the Director of the Centers for Disease Control and Prevention to implement Well-Integrated Screening and Evaluation for Women Across the Nation (WISEWOMAN) program projects in all states and territories.
