Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. Increases compensation in Federal cases, and sets forth provisions regarding compensation in State cases, where an individual is unjustly sentenced to death. Adds a certification requirement in Federal death penalty prosecutions. Expresses the sense of Congress regarding the execution of juvenile offenders and the mentally retarded.

Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends part B (Child Welfare Services) of title IV of the Social Security Act to authorize the Secretary of Health and Human Services to award grants to eligible State and Indian tribe applicants to promote joint activities among Federal, State, and local public child welfare and alcohol and drug abuse prevention and treatment agencies that focus on families with alcohol or drug abuse problems. Requires such activities to: (1) increase the capacity of both the child welfare system and the alcohol and drug abuse prevention and treatment system to address the needs of such families to improve child safety, family stability, and permanence; and (2) promote recovery from alcohol and drug abuse problems.

Expresses the sense of Congress that any long-term Federal surplus-reducing actions adopted by the 107th Congress shall include a legislative "trigger" mechanism that: (1) links the phase in of such actions to actual budgetary outcomes over the next ten fiscal years; and (2) outlines specific action that shall be taken should specified levels of Federal debt reduction or on-budget surpluses not be realized, in order to maintain fiscal discipline and continue reduction of the national debt.

Helping Children Succeed by Fully Funding the Individuals with Disabilities Education Act (IDEA) - Amends the Individuals with Disabilities Education Act (IDEA) to authorize and make appropriations for FY 2002 through 2007 for IDEA part B programs of assistance for education of all children with disabilities.

Considers hepatitis C becoming manifest in a veteran to a degree of ten percent or more to be service-connected, and therefore compensable under veterans' disability provisions, notwithstanding that there is no record of evidence of such illness during the period of such service, as long as it is shown that during such service the veteran experienced: (1) a blood transfusion before December 31, 1992; (2) blood exposure on or through skin or a mucous membrane; (3) hemodialysis; (4) a needle-stick accident or medical event involving a needle, not due to willful misconduct; (5) unexplained liver disease; (6) an unexplained liver dysfunction value or test; or (7) working in a health-care position or specialty.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Amends the National Wildlife Refuge System Administration Act of 1966 to designate a portion of the Arctic National Wildlife Refuge in Alaska as a component of the National Wilderness Preservation System under the Wilderness Act.

Amends the Defense Base Closure and Realignment Act of 1990 to: (1) provide for continued appointments to the Defense Base Closure and Realignment Commission, authorize the Secretary of Defense to transfer funds for future Commission expenses, and extend Commission authority through December 31, 2005; (2) require the Secretary to include within budget justification documents a force structure plan for the armed forces through FY 2006 (currently, FY 1996); and (3) extend similarly the dates for submission of final selection criteria used for the closure or realignment of military installations, Department of Defense recommendations for such closures or realignments, Commission review and recommendations, and presidential review. Terminates on December 31, 2005 (currently, 1995), the authority to close or realign such installations. Requires base closure or realignment cost saving or return on investment selection criteria to be based on the total cost and savings to the Federal Government. Requires the Secretary, in making closure or realignment recommendations, to consider any notice received from a local government approving such closure or realignment. Allows privatization in place of a military installation recommended for closure or realignment only if privatization is a method specified in the Commission's recommendation and it is determined to be the most cost-effective method of implementation of the recommendation.

Genetic Information Nondiscrimination in Health Insurance Act of 2001 - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act (as amended by the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999), and the Internal Revenue Code to prohibit a health care plan or health insurance issuer from restricting enrollment or adjusting premium or contribution amounts for a group on the basis of predictive genetic information concerning an individual in the group or a family member of the individual (including information about a request for or receipt of genetic services). Prohibits a plan or issuer from requesting or requiring predictive genetic information concerning an individual or a family member of the individual (including information about a request for or receipt of genetic services). Permits a plan or issuer to request, but not require, such information for diagnosis, treatment, or payment purposes only. Sets forth confidentiality provisions.

Global Democracy Promotion Act of 2001 - Declares that, in eligibility determinations for certain assistance under the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be: (1) ineligible for such assistance solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. Government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. Federal law if provided in the United States; and (2) subject to requirements relating to the use of non-U.S. Government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Mercury Reduction and Disposal Act of 2001 - Amends the Solid Waste Disposal Act to: (1) prohibit the sale or supply of mercury fever thermometers to consumers, except by prescription; and (2) require manufacturers to provide clear instructions on handling of thermometers to avoid breakage and on proper cleanup in the event of breakage. Requires the Administrator of the Environmental Protection Agency to provide grants for a household mercury thermometer collection and exchange program. Establishes an Interagency Task Force on Mercury to make recommendations on: (1) the long-term management and retirement of mercury collected from thermometers and from medical, commercial, and government sources; (2) collection of mercury from sources in cases in which the mercury is no longer needed; (3) programs to test technologies for sequestration of retired mercury; (4) storage of mercury in a manner that ensures no release into the environment; and (5) reduction of mercury produced, used, and released.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

East Timor Transition to Independence Act of 2001 - Expresses the sense of Congress that the United States should facilitate East Timor's transition to independence, support democracy and economic recovery there, and strengthen its security. Sets forth requirements with respect to the provision to East Timor of bilateral assistance, multilateral assistance, Peace Corps assistance, certain trade and investment assistance, scholarships for East Timorese students, and security assistance. Directs the Broadcasting Board of Governors to further the communication of information and ideas through increased use of audio broadcasting to East Timor.

Rural Law Enforcement Assistance Act of 2001- Directs the Attorney General, through the Office of Justice Programs, Bureau of Justice Affairs, to make a grant annually to the National Center for Rural Law Enforcement (if the Center's Executive Director makes certain certifications) to be used to develop an education and training program for criminal justice or law enforcement agencies in rural areas. Includes among program purposes: (1) the development and delivery of management, forensic, and computer education and training for employees of such agencies; and (2) the delivery of assistance (in a consulting capacity) to criminal justice agencies in the development and coordination of programs, training, and research relating to crime in rural areas. Permits the Center to use grant funds to enhance the program, including: (1) by providing educational opportunities for rural law enforcement agencies; and (2) through coordination with institutions of higher education to encourage and deliver programs of study with those institutions for employees of such agencies. Directs the Center to establish eight regional centers comprised of specified States. Requires that all funds for such regional centers be distributed by, and each regional center submit a budget request to, the Center.

Home Health Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system (PPS). Directs the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2001; but prohibits the Secretary from reducing the standard PPS amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Small Business Energy Emergency Relief Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to assist small businesses that have suffered or are likely to suffer substantial economic injury as the result of a sharp and significant increase in the price of heating fuel. Prohibits any such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the applicant is a major source of employment in its surrounding area. Requires, for such assistance: (1) a declaration of a disaster by the President or the SBA Administrator; or (2) a certification from the governor of the State that its small businesses have suffered such economic injury and are in need of assistance which is not otherwise available.

Rural Hospital and Health Network Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for hospital outpatient department (OPD) services to provide a transitional adjustment for certain sole community hospitals in order to limit any decline in payment under the OPD PPS. Makes this Act effective as if included in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999.

High-Speed Rail Investment Act of 2001 - Amends the Internal Revenue Code to allow a tax credit (to be included in gross income as interest) to holders of qualified Amtrak bonds issued by the National Railroad Passenger Corporation. Requires, with exceptions, State matching contributions for qualifying projects, which shall be used to redeem project-specific bonds, and if amounts remain, to fund other projects or bonds. Treats such contributions as tax-exempt facility bonds. Eliminates, for tax exemption for purposes, the governmental ownership requirement for mass commuting facility bonds. Authorizes the Secretary of Transportation to allocate bond funds for Alaska Railroad issuances. Requires the Corporation to annually submit a multi-year capital spending plan.

Northern Border States Council Act - Establishes the Northern Border States-Canada Trade Council, which shall: (1) advise the President, the Congress, the U.S. Trade Representative, the Secretary of Commerce, and other appropriate Federal and State officials with respect to the administration of U.S.-Canada trade policies, taxation of trade in goods and services, and customs and immigration matters; (2) monitor trade issues and disputes that involve one of the Council-member States and either the Canadian Government or one of Canada's provinces; and (3) make recommendations with respect to such disputes.

Commuter Benefits Equity Act of 2001 - Amends the Internal Revenue Code to raise the $65 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to an amount ($175) that equals the amount permitted for qualified parking (thus providing for a uniform dollar limitation for all types of transportation fringe benefits). Revises provisions concerning Federal employee parking benefits.

Commission on the Comprehensive Study of Voting Procedures Act of 2001 - Establishes the Commission on the Comprehensive Study of Voting Procedures to: (1) study and report to the President and Congress on all issues relating to voting procedures in Federal, State, and local elections; and (2) develop recommendations with respect to Federal election matters. Directs the Attorney General to award grants to eligible State and local government applicants to enable them to implement Commission recommendations.

WISEWOMAN Expansion Act of 2001 - Amends the Public Health Service Act (PHSA) to permit the Secretary of Health and Human Services, through a competitive review process, to award grants to States to provide additional specified preventive health services, screenings, education, and referrals under PHSA provisions concerning preventive health measures with respect to breast and cervical cancers.

Postmasters Fairness and Rights Act - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Microloan Program Improvement Act of 2001 - Amends provisions of the Small Business Act concerning the Microloan program (a program of start-up loans to small businesses) to: (1) remove the requirement that such loans be short-term; (2) allow up to 35 (currently 25) percent of grant funds made to intermediaries to be used to provide technical assistance to small businesses who are prospective borrowers under the program; and (3) authorize the Administrator of the Small Business Administration to use up to $1 million of the annual appropriations for technical assistance grants to subcontract with one or more national trade associations of eligible intermediaries or other knowledgeable entities to provide peer-to-peer capacity building and training to lenders and organizations seeking to become lenders under the program.

SBP Benefits Improvement Act of 2001 - Amends Federal provisions concerning the military Survivor Benefit Plan (SBP) to adjust the basic SBP annuity amount for surviving spouses age 62 or over of former military personnel to: (1) 35 percent of the retired pay of the decedent, for months beginning on or before the enactment of this Act (current law); (2) 40 percent of such pay, for months beginning after such date and before October 2004; (3) 45 percent, for months beginning after September 2004; and (4) 55 percent, for months beginning after September 2011. Adjusts similarly the authorized percentage amounts of SBP supplemental annuity authorized for such spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay deductions for such supplemental annuities made necessary by this Act.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold drugs, devices, or services. Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

Bipartisan Campaign Reform Act of 2001 - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to soft money to prohibit: (1) a national committee of a political party from soliciting or receiving contributions or making expenditures not subject to FECA; (2) a national, State, district, or local committee of a political party from soliciting or donating funds to a tax-exempt organization; and (3) a candidate or an incumbent for Federal office from soliciting or receiving funds not subject to FECA, and from soliciting, receiving, directing, transferring, or spending funds in connection with any election other than an election for Federal office, or disbursing funds in connection with such an election unless the funds meet specified requirements. Establishes an individual annual limit of $10,000 for State committee contributions. Increases the aggregate individual contribution limit to $30,000. Requires national and State committees to report all receipts and disbursements. Repeals the building fund exception to the definition of contribution. Requires the filing of additional statements on electioneering communications with the Federal Elections Commission (FEC). Sets out provisions with regard to electioneering communications, including rules prohibiting corporate and labor disbursements for such communications. Adds requirements for reporting certain independent expenditures to the FEC. Prohibits a committee of a political party from making both independent and coordinated expenditures for a nominee. Requires coordinated activities to be considered as contributions to and expenditures by a candidate. Lists the permitted and prohibited uses of amounts contributed by a candidate or an incumbent. Amends the Federal criminal code to revise the prohibition against campaign fundraising on Federal property. Amends FECA concerning contributions and donations by foreign nationals in connection with Federal, State, or local elections. Amends the National Labor Relations Act to codify the U. S. Supreme Court decision in Communications Workers of America et al. v. Beck et al.

Public Safety Medal of Valor Act- Authorizes the President to award, and present in the name of the Congress, a Medal of Valor to a public safety officer cited by the Attorney General, upon the recommendation of the Medal of Valor Review Board, for extraordinary valor above and beyond the call of duty. States that the Public Safety Medal of Valor is the highest national award for valor by a public safety officer. Establishes a Medal of Valor Review Board to select candidates to receive the Medal from among applications received by the National Medal Office. Establishes within the Department of Justice a National Medal Office to support the Board and establish criteria and procedures for the submission of nominee recommendations for the Medal. Repeals provisions of the Fire Prevention and Control Act of 1974 establishing the President's Award for Outstanding Public Safety Service and the Secretary of Commerce's Award for Distinguished Public Safety Service.

Quality Cheese Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the Commissioner of the Food and Drug Administration from using Federal funds to amend specified regulations to include dry ultra-filtered milk or casein in the definition of "milk" or "nonfat milk" as specified in the domestic natural standards for cheese and cheese products.

Direct Graduate Medical Education Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to establish a floor for the locality adjusted national average per resident amount of direct graduate medical education (DGME) payments during FY 2003 through 2006.

Advancing Truth and Accountability in Campaign Communications Act of 2001 - Amends the Federal Election Campaign Act of 1971 to require the filing of a report with the Commissioner of the Federal Election Commission within 24 hours of each date during a calendar year (disclosure date) on which disbursements for electioneering communications exceed an aggregate of $10,000. Defines "electioneering communications" as certain communications broadcast from either a television or radio station that refer to a clearly identified candidate for Federal office. Provides that if any person makes, or contracts to make, any payment for any electioneering communication, and such payment is coordinated with a candidate for Federal office or an authorized committee of such candidate, a Federal, State, or local political party or committee thereof, or an agent or official of any such candidate, party, or committee, then such payment or contracting shall be treated as a contribution to and an expenditure by such candidate. Prohibits, in general, corporate and labor disbursements for applicable electioneering communications.

Elimination of Double Subsidies for the Hardrock Mining Industry Act of 2001 - Amends the Internal Revenue Code to disallow the percentage depletion allowance for hardrock mines located on land currently subject to the general mining laws, or on land patented under such laws. Establishes the Abandoned Mine Reclamation Trust fund in the Treasury. Appropriates to such Fund amounts equal to 25 percent of the additional revenues received by reason of the above change in the percentage depletion allowance. Prescribes guidelines under which such fund shall be available to the Secretary of the Interior for reclamation and restoration of lands and water resources adversely affected by mineral and mineral material mining (excluding coal and fluid materials).

Self-Employed Health Insurance Fairness Act of 2001 - Amends the Internal Revenue Code to allow a deduction for 100 percent of a self-employed individual's health insurance costs for himself or herself, spouse, and dependents, unless such individual participates in an employer-maintained health plan. (Current law provides for a phased-in 100 percent deduction and disallowance upon participation eligibility.)
