Comprehensive Alternative Response for Emergencies Act of 2025 or the CARE Act of 2025 This bill requires the Center for Medicare and Medicaid Innovation (CMMI) to test a five-year model that provides for Medicare payment for ground ambulance services that do not result in the transport of the patient.  Under the model, Medicare payment may be furnished for ground ambulance services when an ambulance is dispatched in response to an emergency medical call but the ambulance does not end up transporting the patient. Payment rates under the model must generally align with the payment rates that apply when there is an actual transport.  The Government Accountability Office must report on the general access of Medicare beneficiaries to emergency medical services, including the impact of the model on beneficiary access and outcomes.

Firearm Access During Shutdowns Act of 2025 This bill requires various federal agencies to continue certain operations, functions, and services related to firearms during a government shutdown. The bill applies to  the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); the ATF's Directorate of Enforcement Programs and Services; the activities of the Department of Commerce's Bureau of Industry and Security relating to firearms and firearm-related products, including activities related to processing of applications for export licenses; and the activities of the Department of State's Directorate of Defense Trade Controls relating to firearms and firearm-related products, including activities related to processing of applications for export licenses. Under the bill, (1) these operations, functions, and services are deemed to relate to an emergency involving the safety of human life or the protection of property; and (2) employees carrying out the operations, functions, and services are deemed to be excepted employees. (Under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown. Employees who are required to work during a government shutdown because they fall under this or other exceptions are known as excepted employees.)

Equal Campus Access Act of 2025 This bill prohibits funding made available under the Higher Education Act of 1965 from being provided to any public institution of higher education (IHE) that denies certain campus rights to religious student organizations. Specifically, the bill prohibits a public IHE from receiving these funds if it denies a religious student organization any right, benefit, or privilege that is otherwise afforded to other student organizations at the IHE because of the religious student organization's beliefs, practices, speech, leadership standards, or standards of conduct.

Keep Call Centers in America Act of 2025 This bill generally requires businesses to make U.S.-based, human customer service agents available to consumers and makes certain businesses ineligible for federal loans or grants if they relocate a call center overseas or contract for overseas call center work. Generally, at the beginning of a customer service communication, agents must disclose their location and, if the agent is outside of the United States, that the consumer may request immediate transfer to a U.S.-based agent. Businesses that use artificial intelligence (AI) for customer service communications must also disclose that a nonhuman AI or machine is being used and that the consumer may request immediate transfer to a U.S.-based, human agent. Separately, the Department of Labor must maintain a list of businesses that operate call centers of a specified size and that either relocate a call center out of the United States or contract call center work overseas. Businesses must generally remain on the list for up to five years, but Labor must remove a business from the list if the business meets certain requirements. Businesses on the list are generally ineligible for federal grants or federally guaranteed loans for a specified period. Businesses with existing federal grants or loans that are added to the list must pay a monthly penalty and are ineligible for further disbursement while they remain on the list. If such a business remains on the list after one year, the grant or loan must be cancelled.

Older Americans Act Reauthorization Act of 2025 This bill reauthorizes through FY2030, modifies, and establishes programs under the Older Americans Act, which supports social services and activities for individuals aged 60 years or older. Reauthorized programs and activities include the national eldercare locator service; regional aging and disability resource centers; grants to support counseling and assistance on pensions and other retirement benefits; grants to support home-delivered nutrition services (sometimes referred to as meals on wheels programs); programs to facilitate the delivery of supportive services to tribal organizations; and programs to prevent elder abuse, neglect, and exploitation.  The bill also modifies existing programs for older individuals, including by explicitly permitting states to use certain grant funds to make carryout meals available at congregate meal sites or community locations. (Some providers began offering carryout meals to seniors in response to the COVID-19 pandemic.) Further, the bill permits the Administration on Aging to establish and operate, through grants to or contracts with eligible entities, a national resource center to support growth of the direct care workforce. The center’s activities may include the provision of training and technical assistance and the promotion of strategies to recruit and retain direct care workers.  Finally, the bill establishes or reconvenes certain advisory groups, including (1) an advisory committee to provide guidance regarding the needs of older Native Americans and the implementation of related programs, and (2) a White House Conference on Aging to recommend improvements to federal programs that serve older individuals.
