Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Recidivism Reduction and Second Chance Act of 2007 or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces; (3) pharmacological drug treatment services to incarcerated offenders; (4) technology career training for offenders; and (5) mentoring services for reintegrating offenders into the community. Amends the Higher Education Amendments of 1998 to require the Secretary of Education to establish a program for education and employment counseling for youth offenders. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) evaluation of methods to improve academic and vocational education for incarcerated offenders; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers; (5) incentive grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) prison-based family treatment programs for incarcerated parents of minor children; and (8) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Employee Free Choice Act of 2007- Amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative (card-check) and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives, particularly a preliminary investigation of an alleged unfair labor practice (ULP) which may lead to proceedings for injunctive relief. Requires that priority be given to a preliminary investigation of any charge that, while employees were seeking representation by a labor organization, or during the period after a labor organization was recognized as a representative until the first collective bargaining contract is entered into, an employer: (1) discharged or otherwise discriminated against an employee to encourage or discourage membership in the labor organization; (2) threatened to discharge or to otherwise discriminate against an employee in order to interfere with, restrain, or coerce employees in the exercise of guaranteed self-organization or collective bardaining rights; or (3) engaged in any other related ULP that significantly interferes with, restrains, or coerces employees in the exercise of such guaranteed rights. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Recognizing Addiction as a Disease Act of 2007 - Amends the Public Health Service Act and related enactments to redesignate: (1) the National Institute on Drug Abuse as the National Institute on Diseases of Addiction; and (2) the National Institute on Alcohol Abuse and Alcoholism as the National Institute on Alcohol Disorders and Health.

Stroke Treatment and Ongoing Prevention Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) establish a grant program to enable states to develop statewide stroke care systems; (2) foster the development of stroke care systems through information sharing among involved agencies and individuals; (3) develop a model curriculum for training emergency medical services personnel in the identification, assessment, stabilization, and prehospital treatment of stroke patients; (4) issue recommendations and guidelines on best practices for establishing and operating such systems; and (5) provide public information on recognition of stroke signs and symptoms and appropriate actions. Authorizes the Secretary to make grants or enter into cooperative agreements for such purposes. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry; and (2) award grants to states to develop stroke care systems that provide high-quality prevention, diagnosis, treatment, and rehabilitation. Authorizes the Secretary to make related state planning grants. Requires the Secretary to give special consideration in awarding grants to states in a geographic area with an elevated incidence of stroke or stoke-caused disabilities or demonstrating a significant need for assistance in establishing such a system.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements. Requires the Secretary to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but that are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Older Americans Reauthorization Technical Corrections Act - Amends the Older Americans Act of 1965 with respect to incentives for effective performance by states and tribal organizations in the efficient delivery of nutritious meals to older individuals. Repeals certain provisions regarding state agency and tribal grantee commodity purchases, as added by the Older Americans Act Amendments of 2006. Restores former commodity purchase provisions, with revisions. Entitles each state agency and tribal grantee to use its allotments to obtain from the Secretary of Agriculture commodities available through any food program of the Department of Agriculture (USDA) at the rates at which such commodities are valued for such program. (Currently, such purchases are not limited to commodities from USDA food programs, but may be any U.S. agricultural commodity and other foods.) Repeals the authority of a state agency or tribal grantee to opt to use part or all of the amounts it receives to pay a school food authority to obtain U.S. agricultural commodities for its nutrition projects. Prescribes requirements for Secretary of Agriculture determination of state agency and tribal grantee allotments. Requires the Secretary of Health and Human Services and the Secretary of Agriculture to agree on reimbursement amounts and procedures.

Senator Paul Simon Study Abroad Foundation Act of 2007 - Establishes in the executive branch the Senator Paul Simon Study Abroad Foundation to carry out this Act under the authorities of the Mutual Educational and Cultural Exchange Act of 1961. Requires the Foundation to award grants, increasingly for study in nontraditional study abroad destinations, to: (1) U.S. students; (2) nongovernmental institutions that provide and promote study abroad opportunities for U.S. students, in consortium with institutions of higher education (IHEs); and (3) IHEs, individually or in consortium.

Positive Aging Act of 2007 - Amends the Public Health Service Act to : (1) require the Secretary of Health and Human Services to make grants to public and private nonprofit entities for projects to demonstrate ways of integrating mental health services for older adults into primary care settings and for multidisciplinary geriatric mental health outreach teams in community settings where older adults reside or receive social services; (2) require the Director of the Center for Mental Health Services to designate a Deputy Director for Older Adult Mental Health Services to address the mental health needs of older adults; (3) require the inclusion of representatives of older adults and their families and geriatric mental health professionals on the Advisory Council for the Center; (4) designate as a project of national significance the treatment of older adults with substance-related disorders; and (5) require state plans under the Community Mental Health Services Block Grant program to describe outreach to, and services for, older individuals and individuals who are homeless and living in rural areas.

Re-empowerment of Skilled and Professional Employees and Construction Tradesworkers Act or the RESPECT Act - Amends the National Labor Relations Act to revise the definition of "supervisor" in the following ways: (1) require the individual to have authority over employees for a majority of the individual's worktime; and (2) remove authority to assign other employees and to responsibly direct employees as conditions for being considered a supervisor.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Public Service Academy Act of 2007 - Establishes in the Department of Homeland Security a U.S. Public Service Academy for the instruction in and preparation for public service of selected individuals. Sets forth provisions relating to: (1) key personnel positions and faculty and departments; (2) student qualifications and requirements for admission; (3) procedures for the appointment of students to the Academy by Members of Congress and the President; (4) curriculum standards; and (5) study abroad requirements. Requires each Academy student to sign an agreement with respect to length of public service. Imposes tuition and cost repayment requirements for Academy students who fail to graduate or accept or complete assigned public service. Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Provides for public (80%) and private funding for the Academy.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that states are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires states receiving such grants to provide for an individual evaluation of the state's program by an external, independent entity.

New England National Scenic Trail Designation Act - Amends the National Trails System Act to designate the New England National Scenic Trail as a National Scenic Trail. Directs the Secretary of the Interior to use the Trail Management Blueprint as the framework for management and administration of the Trail. Authorizes the Secretary to enter into cooperative agreements with Massachusetts (and its political subdivisions), Connecticut, (and its political subdivisions), the Appalachian Mountain Club, the Connecticut Forest and Park Association, and other regional, local, and private organizations deemed necessary and desirable to accomplish cooperative trail administrative, management, and protection objectives consistent with the Blueprint. Encourages the Secretary to work with New Hampshire and appropriate local and private organizations to include that part of the Metacomet-Monadock Trail in New Hampshire (which lies between Royalston, Massachusetts and Jaffrey, New Hampshire) as a component of the Trail.

Accessing College through Comprehensive Early Outreach and State Partnerships Act - Amends the Higher Education Act of 1965 to replace the current special leveraging educational assistance partnership program with a program of allotments to enable states to: (1) expand and enhance partnerships with institutions of higher education, early information and intervention, mentoring, or outreach programs, private corporations, philanthropic organizations, and other interested parties to carry out specified activities and provide coordination and cohesion among federal, state, and local governmental and private efforts providing financial assistance to help low-income students attend college; (2) provide need-based grants for college access and increased college persistence to eligible low-income students; (3) provide early notification to low-income students of their eligibility for financial aid; and (4) encourage increased participation in early information and intervention, mentoring, or outreach programs. Requires partnerships for the award of grants between a state agency and: (1) at least one public and one private degree granting institution of higher education located in the state; (2) new or existing early information and intervention, mentoring, or outreach programs also located in the state; and (3) at least one philanthropic organization located in, or providing funding in, the state, or one private corporation located in, or doing business in, the state. Requires different federal shares of program costs and different amounts of grants awarded in partnerships with institutions of higher learning: (1) serving less than a majority of students in the state; and (2) serving the majority of students in the state. Requires annual early notification of low-income students of their potential eligibility for student financial assistance. Prescribes minimum eligibility requirements for such students.

Financial Aid Form Simplification and Access Act - Amends the Higher Education Act of 1965 to revise the process of applying for student assistance. Revises requirements for the simplified needs test to take into account dislocated workers and recipients of means-tested federal benefits. Directs the Secretary of Education to develop and use a simplified paper application form of the Free Application for Federal Student Aid (FAFSA), to be called the EZ FAFSA, for students who meet the requirements of the automatic zero expected family contribution. Requires the Secretary to: (1) phase-out the paper form (the long form or full FAFSA) for students who do not meet the requirements for a EZ FAFZA; and (2) produce, distribute, and process common forms in electronic format, including a simplified electronic application form on the Internet. Directs the Secretary to make every effort to provide students with early information about potential financial aid eligibility, both through a widely disseminated printed form and the Internet or other electronic means. Directs the Secretary to make special efforts to notify: (1) students who qualify for specified means-tested federal benefits of their potential eligibility for a maximum federal Pell Grant; and (2) middle school and secondary school students of the availability of student financial assistance. Requires the Secretary to contract for or establish a toll-free telephone service to provide an application mechanism and timely and accurate information to the general public. Increases dependent and independent students' income protection allowances, excluded in determining their need for aid. Revises requirements for the determination of independence by students with special circumstances, and provides for electronic applications tailored to their situation. Excludes certain untaxed education benefits and savings distributions from student need determinations. Sets forth asset attribution rules for qualified education benefits. Revises the purposes of the independent Advisory Committee on Student Financial Assistance to reflect this Act.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Genocide Accountability Act of 2007 - Amends the federal criminal code allow the prosecution of acts constituting genocide committed by an alleged offender who is: (1) an alien lawfully admitted for permanent residence in the United States; (2) a stateless person whose habitual residence is in the United States; or (3) brought into, or found in, the United States, even if the offense occurred outside the United States.

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to provide a minimum paid sick leave and employment benefits of: (1) seven days annually for those who work at least 30 hours per week; and (2) a prorated annual amount for those who work less than 30 but at least 20 hours a week, or less than 1,500 but at least 1,000 hours per year. Allows employees to use such leave to meet their own medical needs or to care for the medical needs of certain family members. Directs the Secretary of Labor to exercise certain investigative and enforcement authority with respect to this Act's provisions for employees covered by title I of the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Provides that, for employees under their jurisdiction, such authority shall be exercised by the Librarian of Congress, the Comptroller General, the Board of Directors of the congressional Office of Compliance, or the Merit Systems Protection Board. Declares that the requirements under this Act are minimum requirements, and are not to be construed to discourage employers from adopting or retaining more generous leave policies.

Calls on the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to accurately characterize the systematic and deliberate annihilation of 1,500,000 Armenians as genocide and to recall the U.S. intervention in opposition to the Armenian Genocide.

Keeping Seniors Safe From Falls Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) oversee and support a national education campaign for reducing falls among older adults (elder falls) and preventing repeat falls; (2) award grants, contracts, or cooperative agreements for local education campaigns to reduce elder falls and for professional education for physicians and other health professionals in fall prevention, evaluation, and management; (3) conduct and support research on elder falls; and (4) oversee and support demonstration and research projects relating to elder falls.

Unaccompanied Alien Child Protection Act of 2007 - Addresses the care and custody of unaccompanied alien children (children), defined as children under the age of 18 with no lawful immigration status and no parent or legal guardian in the United States who is available to provide care and physical custody. Directs immigration officers who find such children at U.S. land borders or ports of entry to permit them to withdraw their applications for admission and return to their country of nationality or last habitual residence. States that such children shall have the right to consult with a consular officer prior to repatriation and with the Office of Refugee Resettlement (the Office) at the Department of Health and Human Services (HHS). Gives the Office jurisdiction over the care and custody of all unaccompanied alien children except: (1) the Department of Justice (DOJ) shall have responsibility for those imprisoned for a federal crime or in DOJ custody pending prosecution; and (2) the Department of Homeland Security (DHS) shall have responsibility for those who threaten national security. Requires federal departments or agencies to transfer such children in their custody to the Office. Specifies the order of preference for placing released children, including custody rights of parents and legal guardians. Requires the Office to protect such children from smugglers and traffickers. Prohibits the placement of such children in adult detention facilities or in facilities housing delinquent children unless they exhibit violent or criminal behavior. Specifies the preference order for such children's placement. Requires the Office and and DHS to: (1) promulgate detention standards; and (2) develop procedures to prohibit the unreasonable use of restraints, solitary confinement, or pat or strip searches. Expresses the sense of Congress that the U.S. government should ensure that it does not repatriate children into settings that would threaten their life and safety. Requires the Office to develop procedures for determining the age of aliens in DHS or Office custody. Authorizes the Director of the Office to appoint qualified and duly trained child advocates for such children. Requires the Director to: (1) provide professional training for such child advocates; and (2) implement a pilot program for their appointment. States that the Director should ensure that such children in Office or DHS custody, except those being repatriated to a contiguous country, have immigration counsel. Requires the Executive Office for Immigration Review (EOIR) to develop and implement model guidelines for the legal representation of alien children in immigration proceedings. Bars such children in Office custody from consenting to immigration actions, including voluntary departure, unless first afforded an opportunity to consult with counsel. Makes such child advocate and counsel provisions applicable to all such children in federal custody on, before, or after the effective date of this Act. Amends the Immigration and Nationality Act to revise special immigrant juvenile visa provisions. Requires an alien to be 18 years or younger and present in the United States on the date of visa application. (Provides a transition rule for aliens who applied for such visa before enactment of this Act and were between the ages of 19-21 at the time of application.) Authorizes waiver of certain grounds of inadmissibility. Commends the Immigration and Naturalization Service (INS) for its issuance of the 1998 Guidelines for Children's Asylum Claims and encourages implementation of such guidelines by INS and its successor. Calls upon EOIR to adopt such guidelines in its handling of children's asylum claims. Requires such children apprehended by DHS, except those subject to contiguous country rules, to be placed in removal proceedings. Exempts such children from certain bars to asylum. Amends the Homeland Security Act of 2002 (HSA) to make the Director responsible for: (1) placement suitability assessments for such children; and (2) ensuring that minimum standards of care are met for residential alternatives to detention. States that the amendments to HSA made by this Act shall be effective as if enacted as part of HSA.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Revitalizing New Orleans by Attracting America's Leaders Act of 2007 or the RENEWAAL Act of 2007 - Directs the Secretary of Education to award grants to Louisiana, Mississippi, and Alabama for their use in providing competitive subgrants to local educational agencies (LEAs) that serve areas in which a major disaster was declared due to Hurricane Katrina or Rita. Gives priority to LEAs having the highest percentage of schools with teacher-student ratios of at least 25 to 1 or closed due to the hurricanes. Requires each LEA subgrantee to use the funds to: (1) provide annual bonuses to teachers and school leaders for three consecutive school years, with larger bonuses for personnel who teach a subject for which there is a teacher shortage, return after being displaced by the hurricanes, or have a history of boosting student achievement; (2) provide educators with specified relocation and housing payments; (3) partner with nonprofit organizations that recruit and retain outstanding teachers and school leaders who commit to serve in underserved schools; and (4) enhance the abilities of principals and teachers, providing the latter with paid leave to hone their skills. Requires each state grantee to develop a multiple measures of success teacher rating system. Directs the Secretary, subject to the availability of appropriations, to cover the losses and fund the recovery initiatives of postsecondary educational institutions whose campuses were closed or relocated, enrollments have sagged, and revenues continue to decline due to such hurricanes. Requires the Secretary to forgive the loans made to students under parts B (Federal Family Education Loan Program) and D (William D. Ford Federal Direct Loan Program) of the Higher Education Act of 1965 who begin employment or return as full-time teachers at public or private elementary or secondary schools in areas affected by such hurricanes.

National Heritage Areas and National Heritage Corridors Technical Corrections Act of 2007 - Adds Butler County, Pennsylvania, to the Steel Industry American Heritage Area. Redesignates the Ohio & Erie Canal National Heritage Corridor as the "Ohio & Erie National Heritage Canalway." Amends the Delaware and Lehigh National Heritage Corridor Act of 1988 to make the Delaware & Lehigh National Heritage Corridor Incorporated (the Corporation) the local coordinating entity for the Delaware and Lehigh National Heritage Corridor, assuming the Delaware and Lehigh Navigation Canal National Heritage Corridor Commission's duties in implementing the Cultural Heritage and Corridor Management Plan for the Delaware and Lehigh Navigation Canal National Heritage Corridor. Extends the the authorization of appropriations to implement the management action plan created by the Commission through FY2012. Terminates the Secretary's authority to provide assistance under such Act five years after this Act's enactment. Amends the Omnibus Parks and Public Lands Management Act of 1996 to increase the amount authorized to be appropriated for the Steel Industry American Heritage Area, Essex National Heritage Area, South Carolina National Heritage Corridor, and the Ohio & Erie National Heritage Canalway. Directs the Secretary to evaluate the accomplishments of the Ohio & Erie Canal National Heritage Corridor (redesignated by this Act as the Ohio & Erie National Heritage Canalway), Rivers Of Steel National Heritage Area, Essex National Heritage Area, and South Carolina National Heritage Corridor.

Sudan Divestment Authorization Act of 2007 - Declares the sense of Congress that states and other governmental entities should be permitted to provide for the divestment of certain state assets within their jurisdictions as an expression of opposition to the genocidal actions and policies of the Government of Sudan. Authorizes any state to adopt measures to prohibit any investment of state assets in the Government of Sudan, or in any company with a qualifying business relationship with Sudan, during any period in which the Government of Sudan, or the officials of such government are subject to sanctions authorized under the Sudan Peace Act, the Comprehensive Peace in Sudan Act of 2004, the USA PATRIOT Improvement and Reauthorization Act of 2005, the Darfur Peace and Accountability Act of 2006, or any other federal law or executive order. Defines state assets as any public pension, retirement, annuity, or endowment fund, or similar instrument managed by a state. Applies this Act to measures adopted by a state before, on, or after the enactment of this Act.

Microbicide Development Act - Amends the Public Health Service Act to require the Director of the Office of AIDS Research to: (1) expedite the implementation of the federal strategic plan for the conduct and support of microbicide research and development; and (2) expand, intensify, and coordinate all activities with respect to research and development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Requires the Director of the National Institute of Allergy and Infectious Diseases to: (1) establish within the Division of AIDS an organizational branch to carry out microbicide research and development; and (2) assign priority to ensuring adequate funding and support for the Microbicide Trials Network and other programs for supporting microbicides clinical trials. Requires the Director of the Centers for Disease Control and Prevention (CDC) to fully implement the CDC's microbicide agenda to support microbicide research and development. Directs the head of the Office of HIV/AIDS of the U.S. Agency for International Development (USAID) to develop and implement a program to support the development of microbicides products for the prevention of the transmission of HIV/AIDS and other diseases, and facilitate wide-scale availability of such products. Requires the Secretary of State to report to Congress on advance market commitments of microbicides to prevent HIV infection as a means of creating private sector investment incentives.

Human Cloning Ban and Stem Cell Research Protection Act of 2007 - Prohibits: (1) conducting or attempting to conduct human cloning; (2) shipping the product of nuclear transplantation in interstate or foreign commerce for the purpose of human cloning in the United States or elsewhere; or (3) exporting to a foreign country an unfertilized blastocyst if such country does not prohibit human cloning. Sets forth criminal and civil penalties for violations. Requires the Comptroller General to report to the relevant congressional committees on: (1) actions taken to enforce such prohibitions; (2) actions of state attorneys general to enforce similar state laws; (3) coordination of federal, state, and local enforcement; and (4) international laws relating to human cloning. Amends the Public Health Service Act to require research involving nuclear transplantation to be conducted in accordance with applicable federal regulations regarding the protection of human subjects and Institutional Review Boards. Prohibits: (1) a somatic cell nucleus from being transplanted into a human oocyte (egg) that has undergone or will undergo fertilization; (2) an unfertilized blastocyst from being maintained after more than 14 days from its first cell division, not counting storage times at temperatures less than zero degrees centigrade; (3) an oocyte from being used in nuclear transplantation research unless donated voluntarily with the donor's informed consent; (4) a human oocyte or unfertilized blastocyst from being acquired, received, or transferred for valuable consideration in interstate commerce; and (5) nuclear transplantation in a laboratory in which human oocytes are subject to assisted reproductive technology treatments or procedures. Sets forth civil penalties for violations.

United States Policy in Iraq Resolution of 2007 - Directs the President to begin the phased redeployment of U.S. forces from Iraq within 120 days of enactment of this joint resolution with the goal of redeploying by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for protecting U.S. and coalition personnel and infrastructure, training and equipping Iraqi forces, and conducting targeted counter-terrorism operations. Requires the President to transition the U.S. forces' mission in Iraq promptly to such purposes. States that such redeployment shall be implemented as part of a diplomatic, political, and economic strategy that includes sustained engagement with Iraq's neighbors and the international community in order to bring stability to Iraq. Directs the President, not later than 60 days after enactment of this Act and every 90 days thereafter, to report to Congress on the progress made in such mission transition and force redeployment.

Star-Spangled Banner and War of 1812 Bicentennial Commission Act - Establishes the Star-Spangled Banner and War of 1812 Bicentennial Commission to encourage, plan, develop, coordinate, and execute programs, observances, and activities commemorating the historic events that preceded and are associated with the War of 1812. Requires the Commission to prepare a strategic plan and annual performance plans for any activity carried out by the Commission under this Act. Terminates the Commission on December 31, 2015.

Reauthorization of the Traumatic Brain Injury Act - Amends the Public Health Service Act to revise the national program for traumatic brain injury registries to include grants for state traumatic brain injury surveillance systems. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) , to conduct a study to: (1) determine the incidence of traumatic brain injury and prevalence of traumatic brain injury related disability; (2) report national trends in traumatic brain injury; (3) identify common therapeutic interventions which are used for the rehabilitation of individuals with such injuries; (4) identify interventions and therapies that can prevent or remediate the development of secondary neurologic conditions related to traumatic brain injury; and (5) develop practice guidelines for such rehabilitation. Authorizes appropriations for FY2008-FY2011 for the National Institutes of Health's (NIH) trauma research program. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia (currently, only states) to improve access to rehabilitation (currently, health) and other services regarding traumatic brain injury. Requires the Administrator and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit.

African Health Capacity Investment Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance, including through international or nongovernmental organizations, for programs to improve human health care capacity in sub-Saharan Africa. Directs the President to develop and transmit to the appropriate congressional committees a strategy for coordinating, implementing, and monitoring assistance programs for human health care capacity in sub-Saharan Africa.
