Vocational and Technical Entrepreneurship Development Act of 2012 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program to make grants to, or enter into cooperative agreements with, state small business development centers to provide, on a statewide basis, technical assistance to secondary schools, post-secondary vocational or technical schools, or nonprofit organizations that serve youth and young adults for the development and implementation of curricula designed to promote vocational and technical entrepreneurship. Prohibits the Administrator from requiring matching funds as a grant condition. Requires: (1) grant recipients to report to the Administrator on their use of funds, and (2) the Administrator to submit to Congress a program evaluation. Directs the association of small business development centers to act as an information clearinghouse regarding vocational and technical entrepreneurship education programs.

Designates June 27, 2012, as National Post-Traumatic Stress Disorder Awareness Day. Expresses support for the efforts of the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD) to educate service members, veterans, their families, and the public about the causes, symptoms, and treatment of post-traumatic stress disorder.

Diagnostic Imaging Services Access Protection Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act with respect to requirements for the fee schedule for diagnostic imaging services provided by a physician. Prohibits the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services: (1) furnished between 60 days after enactment of this Act and January 1, 2013; or (2) furnished in 2013 or subsequently unless the reduction is based on the analysis of an expert panel on diagnostic imaging services convened by the Institute of Medicine. Directs the Secretary to request the Institute of Medicine to convene such an expert panel to analyze the appropriateness of applying a multiple procedure payment reduction policy to the professional component of imaging services.

Department of State Rewards Program Update and Technical Corrections Act of 2012 - Expresses the sense of Congress that the Department of State rewards program should be expanded to: (1) address the threat to U.S. interests from transnational criminal activity; and (2) target individuals indicted by international, hybrid, or mixed tribunals for genocide, war crimes, or crimes against humanity. Amends the State Department Basic Authorities Act of 1956 to include in the program's purpose the prevention of acts of transnational organized crime and violations of international humanitarian law. Provides rewards for the arrest or conviction of persons involved in such activities. Requires the Secretary of State to notify Congress before announcing a reward for a foreign national accused of war crimes, crimes against humanity, or genocide. Eliminates program references to the reward for the capture or death of Osama bin Laden.

Remembering America's Forgotten Veterans Cemetery Act of 2012 - Treats Clark Veterans Cemetery in the Republic of the Philippines as a permanent military cemetery in a foreign country for purposes of the purview of the American Battle Monuments Commission. Directs the Commission to restore, operate, and maintain such Cemetery in cooperation with the government of the Republic of the Philippines. Subjects such requirement to the availability of appropriations for such purpose.

R.M.S. Titanic Maritime Memorial Preservation Act of 2012 - Amends the R.M.S. Titanic Maritime Memorial Act of 1986 to set forth: (1) the scope and applicability of the Act; (2) prohibited activities and related liabilities; (3) authorities of the Secretary of Commerce, including authority to establish the Titanic Advisory Council; (4) civil and criminal enforcement provisions; (5) seizure and forfeiture provisions; and (6) statute of limitations provisions.

Small Business Health Care Tax Credit Improvement Act of 2012 - Amends the Internal Revenue Code, with respect to the tax credit for the health insurance expenses of small employers, to: (1) expand the eligibility of such employers for the credit by allowing them to have up to 50 full-time employees (currently, limited to no more than 25 full-time employees); (2) modify the phaseout of such credit based upon increases in the number of eligible employees and the employer's average annual wages; (3) increase the average annual wage limitation for 2012, 2013, and subsequent years; (4) repeal the requirement that employers make uniform contributions of at least 50% of each employee's premium to qualify for the tax credit; and (5) repeal the limitation on such credit based on the average premium in the small group market in the rating area in which an employee enrolls for coverage.

Eliminates the time limit for ratification of the equal rights amendment (prohibits discrimination on account of sex) proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. Declares that such amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the several states.
