Local Farms, Food, and Jobs Act of 2011 - Provides for the inclusion of locally or regionally produced agricultural food products under specified agricultural, rural development, agricultural research, crop insurance, and nutrition programs. Directs the Federal Crop Insurance Corporation to offer a whole farm adjusted revenue risk management insurance plan that allows a producer to qualify for an indemnity if actual gross farm revenue is below 85% of the producer's average gross farm revenue. Prohibits the Corporation from requiring organic crop insurance premium surcharges. Directs the Corporation to offer organic crop producers price elections that reflect actual retail or wholesale prices. Amends the Food and Nutrition Act of 2008 (formerly known as the Food Stamp Act of 1977) to require state agencies to treat wireless retailers in the same manner as wired program retail food stores for purposes of supplemental nutrition assistance (SNAP, formerly food stamp) benefits. Defines "wireless retailer" to include: (1) a farmers market, (2) a farm stand, (3) a green cart, (4) a route vendor, (5) an entity operating a community-supported agriculture or fishery program, (6) a buying club, and (7) a farmer affiliated with such entities. Directs the Secretary of Agriculture (USDA) to establish a wireless retailer electronic benefit transfer pilot program for smartphone technology. Extends: (1) the program of fresh fruit and vegetable purchases for distribution to schools and service institutions; (2) the special supplemental nutrition program for women, infants, and children (WIC) farmers' market nutrition program; (3) the seniors farmers' market nutrition program; (4) the rural business opportunity grant program; (5) the value-added agricultural product market development grant program; (6) the Agriculture and Food Research Initiative; (7) the specialty block grant program; and (8) the national organic certification cost-share program. Amends the Richard B. Russell National School Lunch Act to permit schools to use an amount equal to 15% of their commodity dollars for purchases of locally grown food. Increases the annual fiscal year limit for community food project grants. Amends the Consolidated Farm and Rural Development Act to direct the Secretary to make and guarantee loans for the production of locally or regionally produced agricultural food products. Directs the Comptroller General (GAO) to evaluate how the credit needs of young, beginning, and small farmers and local and regional farm and food systems are being met by the Farm Credit System, USDA, the Department of the Treasury, and any other federal agencies. Amends the Department of Agriculture Reorganization Act of 1994 to direct: (1) the Secretary to distribute price reporting of locally or regionally produced agricultural food products, and (2) the Under Secretary to establish a special initiative to coordinate USDA research relating to classical plant and animal breeding. Amends the Rural Development Act of 1972 to direct the Secretary to increase technical assistance for sustainable local and regional food systems. Amends the the Farmer-to-Consumer Direct Marketing Act of 1976 to establish the local marketing promotion program (in lieu of the farmers market promotion program) to promote producer-to-consumer marketing, including farmers markets and other local and regional food markets. Directs the Secretary to establish in the Food Safety and Inspection Service technical assistance divisions to provide directly or through grants outreach, education, and training to very small or certain small meat and poultry processing plants. Directs the Secretary to establish an electronic option for meat and poultry label preapproval. Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to provide funding for the national food safety training, education, outreach, and technical assistance program.

Every Child Deserves a Family Act - Prohibits an entity that receives federal assistance and is involved in adoption or foster care placements from discriminating against prospective adoptive or foster parents solely on the basis of their sexual orientation, gender identification, or marital status or on the basis of the sexual orientation or gender identity of the child involved. Requires the Secretary of Health and Human Services (HHS), in order to ensure compliance with, and ensure understanding of the legal, practice, and culture changes required by this Act in making foster care and adoption placement decisions, to provide specified technical assistance to all entities covered by this Act. Requires a Government Accountability Office (GAO) study of whether states have substantially complied with this Act in eliminating policies, practices, or statutes that deny adoption rights on the basis of these criteria.

Rebuild America Jobs Act - Prohibits the use of funds made available by this Act for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in such project are produced in the United States (Buy American). Waives such prohibition in cases where: (1) the prohibition would be inconsistent with the public interest; (2) iron, steel, and the relevant manufactured goods are not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality; or (3) inclusion of iron, steel, and manufactured goods produced in the United States will increase the cost of the overall project by more than 25%. Requires all laborers and mechanics employed on federally-assisted projects to be paid wages at the locally prevailing rates (Davis-Bacon Act). Makes specified funds available to the Secretary of Transportation (DOT) for: (1) grants-in-aid for airport planning and development and noise compatibility planning projects under the airport improvement program (AIP); (2) Federal Aviation Administration (FAA) Next Generation air traffic control system advancements; (3) highway and bridge restoration, repair, and construction projects and for passenger and freight rail transportation and port infrastructure projects; (4) grants for high-speed rail projects, capital investment grants for intercity passenger rail service, and grants to reduce congestion on intercity rail passenger transportation; (5) capital grants to the National Railroad Passenger Corporation (Amtrak); (6) transit capital assistance grants; (7) capital projects for existing fixed guideway system modernization, replacement and repair of buses and bus-related equipment, and construction of bus-related facilities; and (8) discretionary capital investment grants for surface transportation infrastructure. Authorizes the Secretary to establish standards under which contracts for construction projects contain requirements for the local hiring of individuals to perform construction work under such contracts. Requires projects to comply with Buy American requirements. Building and Upgrading Infrastructure for Long-Term Development - Establishes the American Infrastructure Financing Authority (AIFA) as a wholly-owned government corporation to make direct loans and loan guarantees to facilitate transportation, water, or energy infrastructure projects. Requires infrastructure projects assisted under this Act to have costs that are reasonably anticipated to equal or exceed $100 million ($25 million for rural infrastructure projects). Sets forth special requirements for infrastructure projects in rural areas. Requires the AIFA Chief Lending Officer to establish: (1) an Office of Rural Assistance to provide technical assistance in the development and financing of rural infrastructure projects, and (2) a Center for Excellence to provide such assistance to public sector borrowers for the same purpose. Establishes an Office of Special Inspector General to audit and investigate the business activities of AIFA. Makes private projects for which no public benefit is created ineligible for financial assistance. Sets forth terms for loans or loan guarantees for infrastructure projects. Requires the Chief Executive Officer of AIFA to establish and collect fees sufficient to cover AIFA administrative costs. Amends the Internal Revenue Code to extend through 2012 the exemption from the alternative minimum tax (AMT) for certain tax-exempt private activity bonds. Imposes on individual taxpayers in taxable years beginning after 2012 an additional tax equal to 0.7% of so much of their modified adjusted gross income as exceeds $1 million. Provides for an inflation adjustment to the $1 million threshold amount for taxable years beginning after 2013.

Authorizes payment under the Department of Veterans Affairs (VA) beneficiary travel program of travel expenses in connection with medical examination, treatment, or care of a veteran with vision impairment, a spinal cord injury or disorder, or double or multiple amputations whose travel is in connection with inpatient care in a VA special disabilities rehabilitation program.

International Travelers Bill of Rights Act of 2011 - Requires an individual or entity that operates a website that provides access to international travel services to provide to consumers information regarding the health and safety risks associated with overseas vacation destinations marketed on such website, including: (1) information compiled by the Department of State that includes country-specific travel warnings and alerts; and (2) information on the availability of on site health and safety services at a destination, including the hours and days such services are available, or a disclaimer that such destination does not provide certain health and safety services or that information regarding such services is not available. Requires a website operator that does not possess information on a destination's health and safety services to request it from that destination. Grants the website operator immunity from liability relating to inaccurate or incomplete information if such information was provided by the destination and the operator published it without knowledge that it was inaccurate or incomplete. Treats a violation as an unfair or deceptive act or practice under the Federal Trade Commission Act. Amends the State Department Basic Authorities Act of 1956 to require the Secretary of State to: (1) collect and include in the database on overseas deaths of U.S. citizens from non-natural causes information on the name and address of the property where a death occurred, and (2) update the database not less frequently than once each month (currently, every six months) and to report such updated information to Congress.

Center to Advance, Monitor, and Preserve University Security Safety Act of 2011 or CAMPUS Safety Act of 2011 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Office of Community Oriented Policing Services to establish and operate a National Center for Campus Public Safety. Tasks the Center with strengthening the safety and security of institutions of higher education (IHEs) by: (1) training IHE public safety agencies and their collaborative partners; (2) fostering relevant research; (3) collecting, coordinating, and disseminating information and best practices regarding campus safety; (4) developing protocols to prevent, protect against, respond to, and recover from natural and man-made emergencies that threaten the campus community; and (5) increasing cooperation between IHEs and the law enforcement, mental health, and other agencies and jurisdictions that serve them. Authorizes the Director to award grants to IHEs and other nonprofit organizations for activities that will assist the Center in performing its functions. Transfers the Office of Dispute Resolution in the Department of Justice to the Office of Legal Policy. Directs the Attorney General to save $1 million by consolidating ineffective or duplicative programs through FY2016.

Generating Antibiotic Incentives Now Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to extend the exclusivity period for a new prescription drug by five years for a drug that the Secretary of Health and Human Services (HHS) determines to be a qualified infectious disease product. Defines "qualified infectious disease product" to mean an antibiotic drug for treating, detecting, preventing, or identifying a qualifying pathogen (certain pathogens that are resistant to antibiotics). Excludes drugs that are: (1) a supplement to a new drug application for which an extension is in effect or has expired; or (2) a subsequent application for a change that results in a new indication, route of administration, dosing schedule, dosage form, delivery system, delivery device or strength, or a modification to the structure of the product that does not result in a change in safety or effectiveness. Extends such period of exclusivity an additional six months for a sponsor or manufacturer of a qualified infectious disease product that identifies a companion diagnostic test. Requires the Secretary to give priority review to any drug determined to be a qualified infectious disease product. Includes qualified infectious disease products as fast track products for which the Secretary shall facilitate development and expedite review. Directs the Comptroller General to study the need for incentives to encourage the research, development, and marketing of qualified infectious disease biological products. Requires the Secretary to: (1) review Food and Drug Administration (FDA) guidelines for clinical trials of antibiotic drugs; and (2) revise such guidelines, as appropriate, to reflect developments in scientific and medical information and technology and to ensure clarity regarding the procedures and requirements for approval of an antibiotic drug.

John H. Chafee Blackstone River Valley National Historical Park Establishment Act - Establishes the John H. Chafee Blackstone River Valley National Historical Park in the states of Massachusetts and Rhode Island as a unit of the National Park System. Requires the Secretary of the Interior, through the National Park Service (NPS), to prepare a general management plan for the Park. Requires the plan to consider ways for using pre-existing or planned visitor facilities and recreational opportunities developed in the John. H. Chafee Blackstone River Valley National Heritage Corridor. Authorizes the Secretary to: (1) enter into cooperative agreements with the states, political subdivisions of the states, nonprofits (including Blackstone River Valley National Heritage Corridor, Inc.), and private property owners to provide technical assistance and interpretation in the Park and Corridor; and (2) provide financial assistance on a matching basis for activities to protect the Corridor's resources.

End Racial Profiling Act of 2011 - Prohibits any law enforcement agent or agency from engaging in racial profiling. Grants the United States or an individual injured by racial profiling the right to obtain declaratory or injunctive relief. Requires federal law enforcement agencies to maintain adequate policies and procedures to eliminate racial profiling and to cease existing practices that permit racial profiling. Requires state or local governmental entities or state, local, or tribal law enforcement agencies that apply for grants under the Edward Byrne Memorial Justice Assistance Grant Program and the Cops on the Beat Program to certify that they maintain adequate policies and procedures for eliminating racial profiling and have eliminated any existing practices that permit or encourage racial profiling. Authorizes the Attorney General to award grants and contracts for the collection of data relating to racial profiling and for the development of best practices and systems to eliminate racial profiling. Requires the Attorney General to issue regulations for the collection and compilation of data on racial profiling and for the implementation of this Act.

Currency Efficiency Act of 2011 - Requires the Secretary of the Treasury to suspend issuance of presidential $1 coins during any period for which the Secretary determines that the surplus supply of $1 coins exceeds the reasonable circulation needs for one year. Prohibits the minting or issuance of $1 coins during any period in which the number of such coins issued, but not in circulation, is more than 10 percent of the number of $1 coins in circulation. Eliminates the requirement that institutions that want unmixed supplies of newly-issued designs of $1 coins be able to obtain such supplies. Requires the Board of Governors of the Federal Reserve System to: (1) determine an inventory level of $1 coins required among member banks to meet reasonable circulation needs, and (2) adjust its inventories of such coins to that level through methods that minimize the need for further storage expenditures. Deems surpluses of coins that can be most efficiently eliminated through destruction to consist of "obsolete and worn coins withdrawn from circulation" for purposes of disposal requirements.

Amends the Emergency Housing Act of 1975, as amended by the Dodd-Frank Wall Street Reform and Consumer Protection Act, to extend eligibility for loan or advance of credit insurance or emergency mortgage relief payments to mortgagors who: (1) applied for a loan, advance, or emergency mortgage relief payments on or before September 30, 2011; and (2) were approved to receive the benefit of such loan, advance, or emergency mortgage relief on or before December 31, 2011.

Housing Opportunities Made Equal Act of 2011 or HOME Act of 2011 - Amends the Fair Housing Act, with respect to prohibited discrimination in housing sales and rentals, residential real estate-related transactions, and brokerage services, to specify that the race, color, religion, sex, familial status, or national origin basis of discrimination may be actual or perceived. Adds to the list of prohibited actual or perceived bases sexual orientation, gender identity, marital status, and source of income. Amends the Civil Rights Act of 1968, with respect to prohibited intimidation, interference, or injury of individuals, to specify that the race, color, religion, sex, familial status, or national origin basis of discrimination may be actual or perceived. Adds also to the list of prohibited actual or perceived bases sexual orientation, gender identity, marital status, or source of income. Redefines "discriminatory housing practice" to specify that the definition: (1) applies regardless of whether the discriminatory practices occur pre- or post-acquisition; and (2) includes a failure to comply with administrative requirements of the Secretary of Housing and Urban Development (HUD), including related regulations, in a manner affirmatively to further nondiscrimination policies. Redefines "familial status" to include individuals (under age 18) residing with: (1) a foster parent or another person having lawful physical custody of such individuals; or (2) anyone standing in loco parentis of such individuals (currently, the designee of such parent or other person having such custody, with the parent's or other person's written permission). Amends the Equal Credit Opportunity Act and the Fair Housing Act to grant the Attorney General pre-litigation subpoena power if there is reason to believe that any person may be in possession, custody, or control of any documentary material or information relevant to an investigation under the respective Act. Amends the Equal Credit Opportunity Act to prohibit discrimination against credit applicants on the basis of actual or perceived race or color, sex, sexual orientation, or gender identity. States that discrimination against a person because of a handicap includes the failure, in connection with a real estate-related transaction, to make reasonable accommodations for such persons. Revises the limitations on filing complaints and commencing civil actions by certain individuals alleging discriminatory housing practices to deem that the failure to design and construct a dwelling that meets requirements for reasonable modifications for handicapped persons shall continue (and with it the alleged discriminatory housing practice) until such time as the dwelling conforms to them.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States, and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Automatic IRA Act of 2011 - Amends the Internal Revenue Code to: (1) require certain employers who do not maintain qualified retirement plans or arrangements to make available to their eligible employees a payroll deposit individual retirement account (IRA) arrangement (automatic IRA arrangement) which grants such employees the right to opt-out of participation, (2) require the Secretary of the Treasury to provide employers with a model notice for notifying employees of automatic IRS arrangements and to establish a program to assist employers in the implementation of such arrangements, (3) allow employers who do not have more than 100 employees a tax credit for costs associated with establishing an automatic IRA arrangement, (4) impose a penalty on employers who fail to provide eligible employees access to automatic IRA arrangements, and (5) increase the tax credit for small employer pension plan start-up costs. Requires the Secretary and the Secretary of Labor to jointly conduct feasibility studies on extending spousal consent requirements to automatic IRAs, promoting the use of low-cost lifetime income arrangements, and using investment data to notify individuals with multiple small balance retirement accounts of consolidation options.

Child and Family Services Improvement and Innovation Act - Amends title IV part B (Child and Family Services) of the Social Security Act (SSA) to extend through FY2016 the authorization of appropriations for the Stephanie Tubbs Jones Child Welfare Services Program. Revises requirements for child visitations by caseworkers. Extends through FY2016: (1) the Safe and Stable Families Program, and (2) specified reservations of funds for monthly caseworker visits and regional partnership grants. Revises requirements for grants to assist children affected by methamphetamine or other substance abuse to: (1) remove the specification of methamphetamine, and (2) apply the grant program generally to children affected by substance abuse. Authorizes the Secretary of Health and Human Services (HHS) to renew a five-year grant for up to an additional two years. Revises requirements for the court improvement program to require grants to the highest state courts to serve the purpose of increasing and improving engagement of the entire family in court processes relating to child welfare, family preservation, family reunification, and adoption. Requires such a court to submit one application, rather than separate applications, for more than one grant. Specifies mandatory allocations of funds for such grants. Directs the Secretary, in order to improve data matching, to designate nonproprietary and interoperable standard data elements for any category of information required to be reported. Requires state case review systems to assure that each child in foster care under state responsibility who has attained age 16 receives gratis: (1) a copy of any consumer report pertaining to the child each year until the child is discharged from care, and (2) assistance in interpreting and resolving any inaccuracies in the report. Renews through FY2014 the authority of the Secretary to authorize states to conduct child welfare program demonstration projects likely to promote the objectives of part B or SSA title IV part E (Foster Care and Adoption Assistance). Repeals the requirement for state project applications to consider certain types of proposals. Replaces such requirement with specified conditions for state eligibility to conduct a new demonstration project. Authorizes a state to elect to establish a program to: (1) permit part E foster care maintenance payments to a long-term therapeutic family treatment center on behalf of a child residing in the center, or (2) identify and address domestic violence that endangers children and results in the placement of children in foster care. Defines a long-term therapeutic family treatment center as a state-licensed or -certified program that: (1) enables parents and their children to live together in a safe environment for at least six months; and (2) provides substance abuse treatment services, children's early intervention services, family counseling, medical care,and related services. Sets forth child welfare improvement policies.

National September 11 Memorial and Museum Act of 2011- Authorizes the Secretary of the Interior to accept from the Board of Directors of the National September 11 Memorial and Museum at the World Trade Center Foundation, Inc., the donation of title to the National September 11 Memorial and Museum at the World Trade Center in New York City, New York. Requires approval of the donation by the governor of New York, the governor of New Jersey, and the mayor of New York City. Authorizes the Secretary to: (1) provide technical and financial assistance to the Board that is related to the operation of the Memorial; and (2) consult with and seek technical assistance from the Secretaries of Defense (DOD), Education, Homeland Security (DHS), Housing and Urban Development (HUD), and the Administrator of General Services (GSA) in providing such technical and financial assistance to the Board.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Declares that the Senate has heard with profound sorrow and deep regret the announcement of the death of the Honorable Mark Hatfield, a former member of the Senate from Oregon. Expresses support for: (1) improvement in the collection, processing, and consumption of recyclable material throughout the United States in order to create well-paying jobs, foster innovation and investment in recycling infrastructure, and stimulate the economy; (2) strengthening the U.S. manufacturing base in order to rebuild the domestic economy; (3) a competitive marketplace for recyclable materials; (4) the trade of recyclable commodities; (5) U.S. policies that promote recycling and recyclable materials, that promote using recyclable materials as feedstock to produce new basic materials and finished products, and that establish the equitable treatment of recycled materials; (6) research and development of new technologies to more efficiently and effectively recycle materials such as automobile shredder residue and cathode ray tubes and to remove materials that are impediments to recycling; (7) Design for Recycling to ensure that a good can be recycled safely and economically at the end of its useful life; and (8) the participation of U.S. households, businesses, and governmental entities in recycling programs. Recognizes that the U.S. scrap recycling industry is critical to the future of the United States.

Celebrates the 60th Anniversary of the United States-Philippines Mutual Defense Treaty. Expresses the sense of the Senate that: (1) the U.S. government should propose to the government of the Philippines that a joint commission be established to review the potential for enhancing security ties; (2) the U.S. government should expand the economic relationship with the government of the Philippines toward achieving broad-based economic development in that country; (3) the private sectors of the United States and the Philippines should establish a U.S.-Philippines organization to promote closer bilateral ties across key sectors; (4) the government of the Philippines should continue its efforts to strengthen its democratic institutions; and (5) the U.S. government should continue to assist the government of the Philippines in the areas of maritime security, communications, and overall military professionalization.

Joining Forces for Military Mental Health Act - Authorizes the Secretary of Defense, through community partnerships with private nonprofit organizations, to carry out a three-year pilot program assessing the enhancement of Department of Defense (DOD) efforts in research, treatment, education, and outreach on mental health and substance use disorders and Traumatic Brain Injury (TBI) in members of the National Guard and Reserves and their family members and caregivers. Allows the Secretary, using a competitive or merit-based award process, to award up to five grants to such community partners, provided that the awardee agrees to make matching contributions from nonfederal sources (whether public or private) of at least $3 for each $1 provided under the grant. Requires grant-seeking organizations to submit an application including a description of proposed collaboration initiatives and existing research efforts.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Disaster Tax Act of 2011 - Amends the Internal Revenue Code, with respect to disaster tax relief provisions, to: (1) provide for an increase in the tax deduction for losses attributable to a federally declared disaster, (2) make permanent expensing provisions for qualified disaster expenses and qualified disaster assistance property and for net operating losses attributable to federally declared disasters, (3) waive specified requirements for the issuance of mortgage revenue bonds in disaster areas, (4) increase the limit for charitable contributions for disaster relief for individuals and corporations, and (5) increase the new markets tax credit for low-income community investments within a disaster area.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act or the PREEMIE Reauthorization Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to expand, intensify, and coordinate NIH activities with respect to research on the causes of preterm labor and delivery, tools to detect, prevent, or reduce prevalence of preterm labor and delivery, and the care and treatment of preterm infants. Establishes within NIH a multicenter clinical program to investigate problems in clinical obstetrics, improve the care and outcomes of neonates, and enhance the understanding of DNA and proteins as they relate to the underlying processes that lead to preterm birth. Requires the Director to award grants for planning, establishing, improving, and providing basic operating support for transdisciplinary research centers for prematurity. Requires the Secretary, acting through the Surgeon General, to establish and implement a national science-based provider and consumer education campaign on promoting healthy pregnancies and preventing preterm birth. Reauthorizes provisions related to research on prematurity and preterm births and sets forth specific areas for such research. Requires the Director of the Office for the Advancement of Telehealth to award grants to establish demonstration projects for: (1) obstetrical services for high risk women of child bearing age remotely using telehealth; and (2) educational activities regarding risk factors for preterm birth. Expands a demonstration project to inform health care providers and the public and improve treatment and outcome for babies born preterm. Requires the Secretary to establish the Advisory Committee on Infant Mortality. Requires a study on hospital readmissions of preterm births.

Children First Act of 2011 - Amends part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act (SSA) to: (1) exclude child care assistance from the determination of the five-year limit on assistance under TANF, and (2) increase funding for child care. Requires the plans submitted to the Secretary of Health and Human Services (HHS) by eligible states to contain provisions for certification of procedures to ensure that child care providers comply with applicable state or local health and safety standards. Increases from 6 to 13 the maximum age allowed of a child under the care of a single custodial parent or other individual with custody who will not be subject to a reduction or termination of TANF assistance as a result of a refusal of the individual to engage in work. Subjects to the individual and case data reporting requirements of the Child Care and Development Block Grant Act of 1990 any TANF funds expended for child care, whether or not transferred to that Act, and exempts such funds from SSA reporting requirements.

Foreign Relations Authorization Act, Fiscal Years 2012 and 2013 - Transfers statutory responsibility for performing actuarial duties related to the Department of State's retirement systems from the Secretary of the Treasury to the Secretary of State (Secretary). Authorizes Department and Foreign Service special agents to investigate: (1) illegal passport or visa issuance or use, (2) Department-related identity theft and document fraud, and (3) federal offenses committed in the special maritime and territorial jurisdictions (nonmilitary) of the United States. Authorizes the Department to use uniformed guards to protect buildings and areas in the United States for which the Department provides protective services. Revises provisions regarding local guard contracts abroad. Extends the U.S. reimbursement period with respect to seized commercial fishermen. Increases the Emergency Refugee and Migration Assistance Fund maximum. Provides Radio Free Europe/Radio Liberty employees with federal service parity of pay. Extends the International Broadcasting Bureau personal services contractor program. Eliminates the "pilot program" designation. Extend civil liability immunity to members of the Middle East Broadcasting Networks. Authorizes the Secretary to: (1) increase the number of scientific, medicine, research, educational, and cultural exchange activities; and (2) establish science and technology fellowship programs. Revises provisions regarding the Vietnam Education Foundation. Revises adjustment of refugee status to permanent resident status provisions. Authorizes a two-year pilot program that uses secure remote videoconferencing technology to conduct tourist visa interviews. Extends visa ineligibility for aliens involved in U.S. child abductions to situations in which the child is located in a foreign state that is a party to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. Provides for Foreign Service officer training in conflict resolution, and in the ability to function in unstable areas or areas without civil authority. Directs the Secretary to: (1) submit to Congress an assessment of current methods to monitor indicators of potential mass atrocities, and (2) establish a diplomatic facilities task force. Foreign Service Overseas Pay Equity Act of 2011 - Extends comparability pay adjustments on a phased-in schedule to (non-Senior) Foreign Service members assigned abroad. Treats such payments as basic pay. Revises provisions concerning the computation of the death gratuity payable to surviving dependents of Foreign Service employees who die from injuries sustained in the performance of duty abroad. Extends the Secretary's authority to recruit retired Foreign Service or Civil Service employees as reemployed annuitants to serve in Pakistan, Iraq, or Afghanistan. Includes members of the Response Readiness Corps in such group. Authorizes the Secretary to establish exchange programs under which Department officers or employees and members of the Foreign Service may be temporarily assigned to a position with any foreign government or international entity that permits an employee to be assigned to the Department. Establishes: (1) the Office for Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues; and (2) the Senior Coordinator for Gender Equality and Women's Empowerment. Extends the passport fee surcharge. Authorizes: (1) appropriations for the synchronization of U.S. contributions to international organizations, (2) the U.S. share of assessed contributions for each U.N. peacekeeping operation after 2010 at 27.5%, (3) the readmission and participation of the United States in the Inter-Parlimentary Union, and (4) U.S. membership in the International Renewable Energy Agency. Limits specified assistance to governments of countries in default to the United States. Increases authority for foreign law enforcement training. Authorizes Millenium Challenge Compact extensions and concurrent Compacts. Authorizes the Inspector General of the United States Agency for International Development (USAID) to temporarily reemploy annuitants for positions in the Office of Inspector General in Iraq, Pakistan, and Afghanistan. Prohibits assistance to a country for production of agricultural commodities which would be available in surplus quantities on world markets and would adversely affect U.S. agricultural producers. Directs the Secretary to report to Congress regarding implementation of the Global Health Initiative. Urges the Assistant Secretary for Democracy, Human Rights, and Labor to designate an officer or officers to track violence, criminalization, and restrictions on freedoms in foreign countries based on actual or perceived sexual orientation and gender identity. Directs the Secretary to: (1) monitor threats to users' rights over connection technologies, especially the Internet and mobile devices, and include such information in the annual Country Reports on Human Rights Practices; (2) implement efforts to protect communications freedom; and (3) develop a strategy to implement a global access to connective technologies strategy. Establishes within the office of the Secretary a Coordinator for Cyberspace and Cybersecurity Issues to develop a strategy for U.S. engagement on international cyber issues. Authorizes the Secretary to provide assistance to countries in crisis, or facing the threat of crisis, for the purpose of supporting transition to democracy and long-term development. Repeals specified reporting requirements. Authorizes the Administrator of USAID to establish a Working Capital Fund for administrative costs resulting from agency implementation and procurement reform efforts, Fund administration, and administrative contingencies. Directs the President to: (1) implement a system to evaluate U.S. foreign assistance effectiveness, and (2) coordinate with executive branch agencies to draft a National Action Plan that supports the rights and roles of women in conflict-affected and post-conflict regions. Peace Corps Improvement and Expansion Act of 2011 - Requires the Director of the Peace Corps to report to Congress regarding: (1) the progress made toward implementing the recommendations of the Peace Corps Comprehensive Agency Assessment of 2010, and (2) the impact of the Portfolio Review on the distribution of Peace Corps volunteers throughout the world. R.M.S. Titanic Maritime Memorial Preservation Act of 2011 - Amends the R.M.S. Titanic Maritime Memorial Act of 1986 to set forth: (1) the scope and applicability of the Act, (2) prohibited activities and related liabilities, (3) authorities of the Secretary of Commerce, (4) civil and criminal enforcement provisions, (5) seizure and forfeiture provisions, (6) statute of limitations, and (7) authorization of appropriations. Authorizes (specified) FY2012 and (as necessary) FY2013 appropriations for: (1) Department administration of foreign affairs; (2) diplomatic and consular programs; (3) the Capital Investment Fund; (4) embassy security, construction, and maintenance; (5) conflict stabilization operations; (6) educational and cultural exchange programs; (7) representation allowances; (8) protection of foreign missions and officials; (9) diplomatic and consular emergencies; (10) repatriation loans; (11) the American Institute in Taiwan; (12) Office of the Inspector General; (13) international organizations; (14) international peacekeeping activities; (15) foreign currency exchange rate offsets; (16) the International Boundary and Water Commission, United States and Mexico; (17) International Boundary Commission, United States and Canada; (18) the International Joint Commission; (19) the International Fisheries Commissions; (20) migration and refugee assistance; (21) U.S. emergency refugee and migration assistance; (22) the Asia Foundation; (23) the National Endowment for Democracy; (24) the Center for Cultural and Technical Interchange Between East and West; (25) international broadcasting operations; (26) broadcasting capital improvements; and (27) the Peace Corps. Prohibits the amount of funds which may be appropriated to the Emergency Refugee and Migration Assistance Account which, when added to amounts previously appropriated but not yet obligated, would exceed $200 million (currently, $100 million).

Medigap Medical Loss Ratio Improvement Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act with respect to Medicare supplemental (Medigap) policies to increase the minimum loss ratio required of such policies. (A loss ratio is the ratio of total losses paid out in insurance claims, plus adjustment expenses, divided by the total earned insurance premiums.) Prohibits the issuance or renewal of a Medigap policy in any state unless the policy can be expected to return to policyholders in the form of aggregate benefits: (1) at least 85% (currently 75%) of the aggregate amount of premiums collected in the case of group policies, and (2) at least 80% (currently 65%) in the case of individual policies.

Recognizes September 11, 2011, as a day of solemn commemoration of the events of September 11, 2001, and as a day to come together as a nation. Offers deepest and most sincere condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and countless others who aided the innocent victims of those attacks and, in doing so, bravely risked and often gave their own lives. Recognizes the valiant service, actions, and sacrifices of U.S. personnel, including members of the Armed Forces and their families, to support the cause of freedom and defend the security of the United States. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work tirelessly to defeat those who attacked the United States. Calls upon all people and institutions of the United States, on the 10th anniversary of this tragic day in U.S. history, to observe a moment of remembrance on September 11, 2011. Encourages the observance of the moment of remembrance or prayer to last for one minute beginning at 1:00 P.M. Eastern Daylight Time (EDT).

Incentivizing Offshore Wind Power Act - Amends the Internal Revenue Code to: (1) allow a 30% tax credit for investment in a qualifying offshore wind facility (an offshore facility using wind to produce electricity), and (2) direct the Secretary of the Treasury to establish a qualifying credit for offshore wind facilities program to consider and award certifications for investments eligible for such a credit to qualifying offshore wind facility sponsors. Requires the Secretary to review credits allocated under this Act periodically and authorizes the Secretary to make additional allocations and reallocations of such credits upon determining that: (1) the limit on the total amount of megawatt capacity for offshore facilities with respect to which credits may be allocated under the program has not been attained, or (2) scheduled placed-in-service dates of previously certified facilities have been significantly delayed and the applicant will not meet the required timeline.

Middle East and North Africa Transition and Development Act - States that it is U.S. policy to: (1) support a democratic transition in the Middle East and North Africa, including Egypt and Tunisia; and (2) increase economic prosperity in that region through financial investment and technical assistance and by utilizing the resources of appropriate multilateral development banks. States that U.S. negotiating objectives to expand the European Bank for Reconstruction and Development's (Bank) resources for countries in the Middle East or North Africa should be to seek: (1) specified lending criteria for loans or other Bank assistance for countries of activity (countries provided with Bank resources for loans or other assistance), and (2) establishment of a Bank mechanism to ensure that countries of activity not committed to multiparty democracy and market economics do not benefit from Bank resources. Urges the Secretary of the Treasury to use U.S. influence to: (1) oppose the approval of a loan or other Bank assistance to a country of activity in the Middle East or North Africa that does not meet specified criteria, and (2) seek the Bank's adoption of clear standards for the graduation of countries of activity that have substantially achieved required transition objectives. Amends the European Bank for Reconstruction and Development Act to authorize the U.S. Governor of the Bank to subscribe to additional shares of Bank stock. Authorizes appropriations for such purpose. Amends the Millennium Challenge Act of 2003 to: (1) revise candidate country criteria, and (2) permit a country that no longer meets the requirements for being a candidate country because of per capita income changes in a fiscal year to maintain such candidate status during such fiscal year and the next three fiscal years.
