Amends the Public Utility Regulatory Policies Act of 1978 to require a retail electric supplier to submit to the Secretary of Energy for calendar year 2012 and thereafter one or more of the following: (1) specified federal renewable energy credits; (2) certification of the renewable energy generated and electricity savings; and (3) specified alternative compliance payments. Prescribes, for calendar years 2012 through 2039, a schedule of graduated annual percentages of a retail electric supplier's base amount that shall be generated from renewable energy resources. Directs the Secretary to establish a program to: (1) verify and issue federal renewable energy credits to generators of renewable energy; (2) track the sale, exchange, and retirement of the credits; and (3) enforce the federal renewable energy credits program. Directs the Secretary to issue a generator of electric energy one federal renewable energy credit for each kilowatt hour of electric energy generated by the use of a renewable energy resource at an eligible facility. Prescribes rules for federal renewable energy credit trading, and for borrowing and repayment of borrowed federal renewable energy credits. Retains the authority of a state or its political subdivision to: (1) adopt or enforce any law (including regulations) respecting renewable energy; or (2) regulate the acquisition and disposition of federal renewable energy credits by retail electric suppliers. Permits an electric utility that has sales of electric energy subject to rate regulation to recover the full cost of renewable energy obtained to comply with this Act. Directs the Secretary to arrange with the National Academy of Sciences to evaluate and report to Congress on the program established under this Act. Establishes in the Treasury a state renewable energy account.

Freedom to Travel to Cuba Act - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents or any of the transactions ordinarily incident to such travel, except in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to deny a new drug application if the application fails to include required information on clinical investigations. Directs the Secretary to: (1) require that a new drug application include any clinical data possessed by the applicant that relates to the safety and effectiveness of the drug involved by gender, age, and racial subgroup; and (2) develop guidance for the staff of the Food and Drug Administration (FDA) to ensure that new drug applications are adequately reviewed to determine whether they include the required clinical data. Authorizes the Secretary to place a clinical hold on an investigation under an investigational new drug application if the sponsor of the investigation fails to meet the requirements of an annual report on the status of each study in progress. Applies provisions relating to clinical data submission for new drug applications to applications for an investigational new drug, a biologics license for a biological product, premarket approval for a class III device, and investigational use of a device. Amends the Public Health Service Act to require the Secretary to provide that all nonidentifiable patient safety work product reported to and among the network of patient safety databases be identified by sex. Directs that analyses of statistics of information reported to the network of patient safety databases take into account data that specifically relates to women and any disparities between treatment and the quality of care between males and females. Requires the Director of the Agency for Healthcare Research and Quality to support research and demonstrations to identify and evaluate clinical and organizational strategies to improve the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires the Secretary to: (1) distribute to females age 65 or older and appropriate health care professionals educational materials relating to the prevention diagnosis and treatment of heart disease, stroke, and cardiovascular diseases in women; and (2) conduct an education and awareness campaign for health care professionals relating to such diagnosis and treatment. Expands the grant program authorizing the Secretary to award grants for preventive health services to all states.

Credit Card Accountability Responsibility and Disclosure Act of 2009 or the Credit CARD Act of 2009 - Amends the Truth in Lending Act to require advance notice of any increase in the annual percentage rate of interest (APR) pertaining to a credit card account under an open end consumer credit plan. Imposes a freeze on interest rate terms and fees on canceled cards. Sets limits on fees and interest charges, including a prohibition against penalties for on-time payments. Prohibits a creditor from furnishing information to a consumer reporting agency concerning a newly opened credit card account until the credit card has been used or activated by the consumer. Revises requirements for prompt and fair crediting of card payments. Prohibits universal default (except in certain circumstances) and unilateral changes to cardholder agreements. Increases the civil penalty against any creditor who fails to comply with specified requirements in the case of an individual action relating to an open end credit plan that is not secured by real property or a dwelling. Requires specified federal regulatory agencies to evaluate the policies and procedures used by credit card issuers for compliance with this Act. Revises: (1) payoff and repayment timing disclosure requirements; and (2) requirements relating to late payment deadlines and penalties. Prohibits issuance of: (1) a credit card on behalf of a consumer under age 21, unless the consumer has submitted a written application meeting specified requirements; and (2) certain affinity cards to students unless certain requirements have been met. Amends the Fair Credit Reporting Act to allow underage consumers to elect to be included in certain listings compiled by a consumer reporting agency. Amends the Federal Trade Commission Act to require all federal banking agencies and the Federal Trade Commission (FTC) to coordinate rulemaking and regulations. Directs the Comptroller General to study and report to certain congressional committees on: (1) the status of regulations of the federal banking agencies and the National Credit Union Administration (NCUA) regarding unfair and deceptive acts or practices by depository institutions and federal credit unions; and (2) the extent to which interchange fees are required to be disclosed to consumers and merchants, and how such fees are overseen by the federal banking agencies. Directs the Comptroller General to establish the Credit Card Safety Rating System Commission.

Resource Family Recruitment and Retention Act of 2009 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) with respect to the requirement that state foster care and adoption assistance plans require development of standards to ensure that children in foster care placements in public or private agencies receive quality services that protect their safety and health. Requires such standards to require each public and private placement agency, subject to renewal of its license or other state approval, to certify annually to the state that it provides foster parents with specified services and information. Numbers among such services and information: (1) notifications of scheduled meetings to allow foster parents the opportunity to participate actively in the case planning and decision-making regarding placement of a child in their home; (2) support services to assist with care of the child; (3) information about the child's medical history, educational history, general behaviors, life experiences, the placement circumstances of the child, and the relationship between the child and his or her parents; (4) timely and complete information about all permanency options available to the child; and (5) assistance with the coordination of services for dealing with family loss and separation when a child leaves the foster home. Amends SSA title IV part B (Child and Family Services) to direct the Secretary of Health and Human Services to award grants to eligible states for innovative programs to empower, provide leadership for, and improve the recruitment, support, training, and retention of foster care, kinship care, and adoptive parents.

Artist-Museum Partnership Act - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Limits the amount of such deduction based upon the donor's artistic adjusted gross income, as defined by this Act.

Global Food Security Act of 2009 - States that it is U.S. policy to promote global food security, improve agricultural productivity, and support the development of institutions of higher learning. Directs the President to designate an individual to serve as the Special Coordinator for Food Security to advise the President on international food security issues and oversee implementation of a comprehensive food security strategy. Amends the Foreign Assistance Act of 1961 to authorize appropriations for programs of agriculture, rural development, and nutrition. Permits certain of such funds to be made available for: (1) the collaborative research support program; and (2) the consultative group on international agricultural research. Establishes the higher education collaboration for technology, agriculture, research, and extension to provide assistance for policies and programs in eligible countries that advance agricultural productivity and hunger alleviation through partnerships with institutions of higher education. Authorizes the President to provide assistance under this Act or the Foreign Assistance Act of 1961 for unexpected urgent food assistance needs. Establishes a United States Emergency Food Assistance Fund to carry out such purposes.

Save Our Small and Seasonal Businesses Act of 2009 - Amends the Immigration and Nationality Act to extend for three years after the date of enactment of this Act the annual cap exemption for returning H-2B aliens (temporary nonagricultural worker). Provides that such amendment shall: (1) take effect as if enacted on December 1, 2008; and (2) apply only to petitions with an approved start date in FY2009-FY2011.

Real Estate Mortgage Investment Conduit Improvement Act of 2009 - Establishes special rules for modification or disposition of a troubled asset (qualified mortgages or foreclosure property) under the Troubled Asset Relief Program (TARP) by real estate mortgage investment conduits (REMICs). Declares that: (1) such a modification or disposition shall not be treated as a prohibited transaction under the Internal Revenue Code; (2) an interest in the REMIC shall not fail to be treated as a regular interest solely because of such modification or disposition; and (3) any proceeds resulting from such modification or disposition shall be treated as amounts received under qualified mortgages. Specifies terms of the instruments governing the conduct of servicers or trustees with respect to qualified mortgages which shall terminates a REMIC. Directs the Secretary of the Treasury to establish and implement a home mortgage loan relief program under TARP.

Social Security and Medicare Improved Burn Injury Treatment Access Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to waive the application of the five-month Social Security disability waiting period in cases of individuals with disabling burn injuries. Eliminates the 24-month Medicare disability waiting period in cases of individuals with disabling burn injuries.

Repeals specified exceptions to rights of certain Department of Veterans Affairs (VA) employees to engage in collective bargaining. Requires a final decision of the VA with respect to the review of an adverse personnel action against a VA employee to be issued not later than 60 days after such action has been appealed. Subjects such decision to judicial review in the appropriate U.S. District Court or, if the decision is made by a labor arbitrator, in the U.S. Court of Appeals for the Federal Circuit.

Tropical Forest and Coral Conservation Reauthorization Act of 2009 - Renames the Tropical Forest Conservation Act of 1998 as The Tropical Forest and Coral Conservation Act of 2009. Includes tropical forests and coral reefs and associated coastal marine ecosystems within the scope of such Act. Renames the Tropical Forest Facility as the Conservation Facility. Authorizes U.S. government representation on the administering body that oversees the implementation of grants from a debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. Requires U.S. government and beneficiary country government review of Conservation Fund grants in excess of $250,000. Repeals Enterprise of the Americas Board authority to carry out activities under the Act.

Federal Employees Paid Parental Leave Act of 2009 - Allows federal employees to substitute any available paid leave for any leave without pay available for either the: (1) birth of a child; or (2) placement of a child with the employee for either adoption or foster care. Makes available (subject to specified requirements) for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) four eight administrative weeks of paid parental leave in connection with the birth or placement involved; and (2) any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management (OPM) to promulgate regulations to increase the amount of paid parental leave available to such an employee to a total of eight administrative workweeks, based on the consideration of: (1) the benefits to the federal government, including enhanced recruitment and employee retention; (2) the cost to the government; (3) trends in the private sector and in state and local governments; and (4) the federal government's role as a model employer. Amends the Congressional Accountability Act of 1995 and the Family and Medical Leave Act of 1993 to allow the same substitution for covered congressional employees, Government Accountability Office (GAO) employees, and Library of Congress employees.

Pediatric Research Consortia Establishment Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute of Child Health and Human Development, to award grants, contracts, or cooperative agreements for planning, establishing, and providing basic operating support for up to 20 national pediatric research consortia. Requires each such consortium to: (1) supplement, but not replace, the establishment of a comprehensive pediatric research portfolio; (2) conduct basic, clinical, behavioral, social, and translational research; and (3) conduct training and demonstration of advanced diagnostic and treatment methods relating to pediatrics. Requires the Director of NIH to provide for the coordination of information and ensure regular communication between consortia.

DTV Delay Act - Amends the Digital Television Transition and Public Safety Act of 2005 to delay the transition of television broadcasting from analog to digital to June 13, 2009. Extends to July 31, 2009, provided additional budget authority is enacted, the deadline for requesting digital-to-analog converter box coupons. Authorizes the issuance, on request, of one replacement coupon for each coupon that expired without being redeemed. Declares that this Act does not prevent: (1) a station from ending analog broadcasting (and continuing to broadcast exclusively digitally) before June 13, 2009; or (2) a public safety service from beginning operations on spectrum recovered as a result of such voluntary cessation of analog or digital broadcasting. Amends the Communications Act of 1934 to extend through September 30, 2012 (under current law, September 30, 2011), the authority of the Federal Communications Commission (FCC) to grant a license or permit under provisions relating to competitive bidding.

Lung Cancer Mortality Reduction Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (the Secretary) to implement a comprehensive program to achieve a 50% reduction in the mortality rate of lung cancer by 2016. Includes within such program: (1) a strategic review and prioritization of research grants; (2) an expansion of research programs, such as on predispositions to lung cancer; and (3) the expedited development of computer assisted diagnostic, surgical, treatment, and drug testing innovations. Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary to provide incentives for the development of chemoprevention drugs for precancerous conditions of the lung, drugs for targeted therapeutic treatments and vaccines for lung cancer, and new agents to curtail or prevent nicotine addiction. Provides for compassionate access to drugs, biological products, and devices under the lung cancer mortality reduction program. Requires the Secretary to establish an early disease research and management program targeted at the high incidence and mortality rates among minority and low income populations. Requires the Secretary of Defense and the Secretary of Veterans Affairs to coordinate with the Secretary in: (1) the development of the lung cancer mortality reduction program under this Act; (2) the implementation of an early detection and disease management research program for military personnel and veterans whose smoking history and exposure to carcinogens during active duty service has increased their risk for lung cancer; and (3) the implementation of coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the Secretary to establish a Lung Cancer Advisory Board to monitor the programs established under this Act.

Melanie Blocker Stokes Mom's Opportunity to Access Health, Education, Research, and Support for Postpartum Depression Act or the Melanie Blocker Stokes MOTHERS Act - Encourages the Secretary of Health and Human Services to continue: (1) activities on postpartum depression; and (2) research to expand the understanding of the causes of, and treatments for, postpartum conditions. Expresses the sense of Congress that the Director of the National Institute of Mental Health may conduct a nationally representative longitudinal study of the relative mental health consequences for women of resolving a pregnancy in various ways. Amends the Public Health Service Act to authorize the Secretary to make grants for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with a postpartum condition and their families. Directs the Secretary to ensure that such projects provide education and services with respect to the diagnosis and management of postpartum conditions. Authorizes such projects to include: (1) delivering or enhancing outpatient home-based health and support services; and (2) providing education to new mothers and their families about postpartum conditions to promote earlier diagnosis and treatment. Sets forth grant requirements. Directs the Secretary to study the benefits of screening for postpartum conditions. Prohibits the Secretary from utilizing amounts appropriated under this Act to carry out activities or programs that are duplicative of activities or programs that are already being carried out through the Department of Health and Human Services (HHS).

Commuter Benefits Equity Act of 2009 - Amends the Internal Revenue Code to equalize and increase to $230, with a cost-of-living adjustment after 2009, the tax exclusion for both transportation and parking fringe benefits. Extends such benefits to federal employees.

Physician Payments Sunshine Act of 2009 - Amends part A (General Provisions) of title XI of the Social Security Act to provide for transparency in the relationship between physicians and applicable manufacturers with respect to payments and other transfers of value and physician ownership or investment interests in manufacturers. Requires any manufacturer of a covered drug, device, biological, or medical supply that makes a payment or another transfer of value to a physician, a physician medical practice, or a physician group practice to report annually, in electronic form, specified information on such transactions to the Secretary of Health and Human Services. Requires any such manufacturer, or related group purchasing organization, also to report annually to the Secretary, in electronic form, certain information regarding any ownership or investment interest (other than in a publicly traded security and mutual fund) held by a physician (or an immediate family member) in the manufacturer or group purchasing organization during the preceding year. Prescribes administrative penalties for failure to comply with these requirements. Requires report submission procedures to ensure public availability of required information on a website.

Affordable Care for Women Act - Amends the Public Health Service Act to expand the 340B drug pricing program to allow participation as a covered entity by a public or nonprofit entity that primarily provides family planning services.

Amends the Energy Policy and Conservation Act to revise requirements for the sale by the Secretary of Energy of products from the Northeast Home Heating Oil Reserve. Authorizes the Secretary to sell from the Reserve if the President finds that: (1) there is a severe energy supply interruption (as under existing law); or (2) the price of home heating oil threatens the health and safety of residents of the Northeast. Requires the Secretary to sell specified percentages of the quantity of products in the Reserve as of November 1 of a fiscal year if the President finds that, on successive monthly winter dates of the same fiscal year, the average retail price of No.2 heating oil in the Northeast is equal to or more than $4.00 per gallon (in 2008 dollars). Requires the Secretary to use any revenue derived from such sales to provide assistance to low-income consumers of heating oil under the Weatherization Assistance Program for Low-Income Persons of the Energy Conservation and Production Act.

Serve America Act - Amends the National and Community Service Act of 1990 to create two new service-learning programs: (1) a Youth Engagement Zones to Strengthen Communities program, providing competitive grants to partnerships between local educational agencies that serve high-need, low-income communities and certain community-based or state entities to engage students and out-of-school youth in service-learning addressing specific challenges faced by their communities; and (2) a Campus of Service program, which annually grants up to 30 institutions of higher education (IHEs) with exemplary service-learning programs the funds to assist their students' pursuit of public service careers, and the right to nominate additional individuals for ServeAmerica Fellowships. Directs the Corporation for National and Community Service (Corporation) to contract for a 10-year, longitudinal service-learning impact study. Establishes the Commission on Cross-Sector Solutions to America's Problems to study ways in which the federal government and businesses can more effectively collaborate with nonprofit and philanthropic organizations to address pressing national and local challenges. Creates a Community Solutions Funds Pilot program awarding competitive matching grants to grantmaking institutions or partnerships between such institutions and state or local governmental entities which will use the grants to provide competitive matching subgrants to community organizations for use in replicating or expanding proven solutions to specifically identified community challenges. Establishes an Innovation Fellowships Pilot program awarding competitive grants to individuals who are veterans, or have completed at least one period of national service, to establish innovative nonprofit organizations that address national and local challenges. Creates a ServeAmerica Corps program providing formula grants to states and awarding competitive grants to states and nonprofit organizations to fund national service in low-income communities by: (1) Clean Energy Service Corps that improve certain clean energy indicators, including energy efficiency and conservation measures; (2) Education Corps that improve certain education indicators, including student engagement, achievement, and graduation; (3) Healthy Futures Corps that improve certain health indicators, including health care access; (4) Opportunity Corps that improve certain opportunity indicators, including financial literacy and access to housing, and employment-related services; and (5) Encore programs designed to take advantage of the skills of participants age 50 and older. Creates additional incentives for national service participation by individuals age 50 and older. Makes ServeAmerica Corps participants eligible for national service educational awards. Directs a partnership composed of the Corporation, the Director of the Bureau of the Census, and the Commissioner of Labor Statistics to: (1) create a Civic Health Index enabling states and communities to assess their civic health; and (2) conduct research on, and assessments of, domestic and international volunteering. Establishes the ServeAmerica and Encore Fellowships program providing ServeAmerica Fellowships to IHE-nominated individuals and Encore Fellowships to individuals age 50 or older who agree to be placed with nonprofit organizations to carry out projects in specified areas of national need. Makes ServeAmerica fellows eligible for national service educational awards. Creates a Volunteer Generation Fund program awarding competitive matching grants to states and nonprofit organizations to increase the availability and capacity of volunteers to address state priorities with regard to areas of national need or work with nonprofit civic entities, including faith-based organizations, to address such needs. Establishes a National Service Reserve Corps of individuals who have completed a term of national service to respond to national disasters and other emergencies. Directs the Corporation, within 180 days of this Act's enactment, to conduct a nationwide Call to Service Campaign. Requires the Office of Volunteers for Prosperity (VfP) of the United States Agency for International Development (USAID) to implement a VfPServe program providing skilled professionals with fixed-amount stipends to offset their costs of volunteering abroad to address specified VfP objectives aimed at ameliorating living conditions in developing countries.

Municipal Bond Market Support Act of 2009 - Amends Internal Revenue Code provisions relating to the small issuer exemption from interest expense allocation rules for financial institutions to: (1) increase from $10 to $30 million the annual limit on small issuers of tax-exempt municipal bonds; (2) allow an inflation adjustment to such increased limit amount after 2009; (3) repeal aggregation rules relating to the determination of small issuer eligibility; (4) allow small issuers an election to treat borrowers separately for purposes of issuance limitations; and (5) allow in 2009 or 2010 financial institutions and brokers to hold up to 2% of their assets in tax-exempt securities without affecting their interest expense tax deduction.

Combat Methamphetamine Enhancement Act of 2009 - Amends the Controlled Substances Act to require all regulated retail sellers of certain listed chemical products used to make methamphetamine to submit self-certifications of compliance with the requirements of such Act to the Attorney General. Requires the Attorney General to develop a list of all self-certified individuals and make it publicly available on the website of the Drug Enforcement Administration (DEA). Prohibits distributors of listed chemical products from selling such products to individuals not currently registered with the DEA. Impose civil penalties for negligent failure to self-certify as required by this Act.

Fuel Reduction using Electrons to End Dependence on the Mid-East (FREEDOM) Act of 2009 - Amends the Internal Revenue Code to: (1) allow an election to expense the cost of manufacturing property for producing plug-in electric drive motor vehicles and components; (2) increase the number of such vehicles eligible for a tax credit; (3) allow a five-year recovery period for the depreciation of smart meters and smart grid systems; and (4) increase the rate of the tax credit for alternative fuel vehicle refueling property and the maximum credit amount for commercial refueling property.

Medicare Home Infusion Therapy Coverage Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of home infusion therapy and home infusion drugs. Directs the Secretary of Health and Human Services to implement the Medicare home infusion therapy benefit in a manner that ensures that: (1) Medicare beneficiaries have timely and appropriate access to infusion therapy in their homes; and (2) there is rapid and seamless coordination between drug coverage under Medicare part D (Voluntary Prescription Drug Benefit Program) and home infusion therapy services coverage under Medicare part B (Supplemental Security Income).

Vision Care for Kids Act of 2009 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award matching grants to states to complement existing state efforts to: (1) provide comprehensive eye examinations from a licensed optometrist or ophthalmologist for children who have been previously identified through a vision screening or eye examination by a licensed health care provider or vision screener as needing such services, who do not otherwise have coverage for vision services, and who are low-income children, with priority given to children who are under the age of nine years; (2) provide treatment or services as necessary to correct identified vision problems; and (3) develop and disseminate to parents, teachers, and health care practitioners educational materials on recognizing signs of visual impairment in children. Requires the Secretary to develop criteria: (1) governing the operation of the grant program; and (2) for the collection of data related to vision assessment and the utilization of follow-up services. Requires the Secretary to coordinate the program under this Act with other federal or state programs that provide services to children.

Medicare Prescription Drug Gap Reduction Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to reduce the coverage gap in prescription drug coverage under SSA part D (Voluntary Prescription Drug Benefit Program), based on savings to the Medicare program resulting from the negotiation of prescription drug prices. Grants the Secretary of Health and Human Services authority similar to that of other federal entities that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered part D drugs. States that the Secretary shall be required to: (1) negotiate contracts with manufacturers of covered part D drugs for each fallback prescription drug plan; and (2) participate in negotiation of contracts of any covered part D drug upon request of an approved prescription drug plan or Medicare Advantage Prescription Drug Plan. Prohibits the Secretary from requiring a particular formulary or instituting a price structure for the reimbursement of covered part D drugs in order to carry out, and promote competition, under part D.

Children's Health Care Quality Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to establish a program to: (1) identify quality and performance measures for pediatric service providers; and (2) award grants or contracts for the development, validation, and testing of new and emerging measures. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish demonstration projects to award grants to states to improve the delivery of health care services to children under Medicaid and SSA title XXI (State Children's Health Insurance Program) (SCHIP). Requires demonstration projects in the categories of: (1) health information technology systems; (2) disease management for children with chronic conditions; (3) evidence-based quality improvement; and (4) quality and performance measures for providers of children's health care services. Requires the Comptroller General to make recommendations to Congress for the design and implementation of a demonstration project to evaluate the suitability of existing quality and performance measures for children's inpatient hospital services for public reporting, differentiating quality, identifying best practices, and providing a basis for payment rewards.

Calling for 2-1-1 Act of 2009 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Airline Passenger Bill of Rights Act of 2009 - Requires each air carrier and airport operator to submit for approval by the Secretary of Transportation a proposed contingency plan meeting minimum standards established by the Secretary. Requires an air carrier to provide passengers on a departure- or arrival-delayed grounded aircraft with: (1) adequate food, water, restrooms, ventilation, and medical services; as well as (2) a time frame under which passengers may deplane a delayed aircraft after three hours, except in specified circumstances. Requires an airport operator plan to describe: (1) how passengers will be deplaned following a long tarmac delay; and (2) how facilities will be shared and gates made available to aircraft that experience such delays. Authorizes the Secretary to assess a civil penalty against air carriers and airport operators that fail to submit, obtain approval of, or adhere to a contingency plan. Requires public access to such plans. Directs the Secretary to establish a consumer hotline telephone number for air passenger complaints.

Crane Conservation Act of 2009 - Requires the Secretary of the Interior to provide financial assistance for approved projects relating to the conservation of cranes, using amounts in the Crane Conservation Fund established by this Act. Allows a project proposal to be submitted by: (1) any wildlife management authority of a country located in the African, Asian, European, or North American range of a species of crane that carries out at least one activity that affects crane populations; (2) the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora; and (3) any person or organization with demonstrated expertise in the conservation of cranes. Establishes the Crane Conservation Fund in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group representing public and private organizations actively involved in the conservation of cranes to assist in carrying out this Act.

Quinebaug and Shetucket Rivers Valley National Heritage Corridor Amendments Act of 2009 - Amends the Quinebaug and Shetucket Rivers Valley National Heritage Corridor Act of 1994 to extend the authority of the Secretary of the Interior to make grants or provide any assistance under the Act for the Quinebaug and Shetucket Rivers Valley National Heritage Corridor to September 30, 2015. Requires the Secretary to conduct an evaluation of the accomplishments of the Corridor by no later than three years before the date on which the authority for federal funding terminates for the Corridor, and based upon the evaluation, to prepare and submit to specified congressional committees a report that includes recommendations for the future role of the National Park Service (NPS), if any, with respect to the Corridor. Increases the total amount that may be appropriated for the Corridor.

Lilly Ledbetter Fair Pay Act of 2009 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when: (1) a discriminatory compensation decision or other practice is adopted; (2) an individual becomes subject to the decision or practice; or (3) an individual is affected by application of the decision or practice, including each time wages, benefits, or other compensation is paid. Allows liability to accrue, and allows an aggrieved person to obtain relief, including recovery of back pay, for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the preceding provisions to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time wages, benefits, or other compensation is paid.

Coastal and Ocean Observation System Act of 2009 - Directs the President, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system of coastal and ocean observations, data communication and management, analysis, modeling, research, education, and outreach for the timely detection and prediction of changes occurring in the ocean, coastal, and Great Lakes environments that impact the nation's social, economic, and ecological systems. Includes in the system a national program, a network of regional associations, data management, communication, and modeling systems, a research and development program, and a coordinated outreach, education, and training program. Makes the Council the oversight body for all aspects of the observing system. Requires the Council to establish an Interagency Ocean Observation Committee to plan and coordinate system implementation. Establishes the Interagency Program Coordinating Office located in, but not an office of, the Department of Commerce, to facilitate the Interagency Ocean Observation Committee's responsibilities for system implementation, budgeting, and administration. Requires the National Oceanic and Atmospheric Administration (NOAA) to provide leadership for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters.

COPS Improvements Act of 2009 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the authority of the Attorney General to make grants for public safety and community policing programs (COPS ON THE BEAT grant program). Authorizes grants to: (1) hire school resource officers and establish local partnerships to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) establish and implement programs to reduce and prevent illegal drug activities, including the manufacturing, distribution, and use of methamphetamine; and (3) meet emerging law enforcement needs, as warranted. Authorizes the use of COPS ON THE BEAT grants to hire former members of the Armed Forces to serve as career law enforcement officers. Authorizes the Attorney General to make grants for: (1) assigning prosecutors to handle cases from specific geographic areas and to address counter-terrorism problems and violent crime in local communities; and (2) developing new technologies to assist state and local law enforcement agencies in crime prevention and training. Grants the Office of Community Oriented Policing Services exclusive authority to perform functions and activities under COPS ON THE BEAT grant program. Authorizes the Attorney General to extend grant periods and to renew grants if the grant recipient can demonstrate significant progress in achieving the objectives of the initial grant application. Increases and extends the authorization of appropriations for the COPS ON THE BEAT grant program for FY2009-FY2014.

Federal Ocean Acidification Research And Monitoring Act of 2009 or FOARAM Act - Defines "ocean acidification," for this Act, as the decrease in pH of the Earth's oceans and changes in ocean chemistry caused by chemical inputs from the atmosphere, including carbon dioxide. Requires that the Joint Subcommittee on Ocean Science and Technology of the National Science and Technology Council coordinate federal activities on ocean acidification and establish an interagency working group. Requires the Subcommittee to develop a strategic plan for federal ocean acidification research and monitoring that provides, among other things, for the development of adaptation and mitigation strategies. Directs the Secretary of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), to enter into an agreement with the National Academy of Sciences (NAS) to review the plan. Directs the Secretary to establish and maintain an ocean acidification program in NOAA to conduct research, monitoring, and other activities, including: (1) providing grants for critical research projects exploring the ecosystem and socioeconomic impacts of ocean acidification; and (2) incorporating a competitive merit-based process for awarding grants that may be conducted jointly with other participating agencies or under the National Oceanographic Partnership Program. Requires the National Science Foundation (NSF) director to continue to carry out ocean acidification research supporting competitive, merit-based, peer-reviewed proposals for research and monitoring of ocean acidification and its impacts. Requires the administrator of the National Aeronautics and Space Administration (NASA) to ensure that space-based monitoring assets are used in as productive a manner as possible for the monitoring of ocean acidification and its impacts.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation; (2) is job-related with respect to the position in question; and (3) is consistent with business necessity. Avers that such defense shall not apply where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential; and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on women workers in the Current Employment Statistics survey; (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity; and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Coastal and Estuarine Land Protection Act - Directs the Secretary of Commerce to establish a Coastal and Estuarine Land Protection Program to protect the environmental integrity of undeveloped coastal and estuarine areas. Requires the program to be administered by the National Ocean Service of the National Oceanic and Atmospheric Administration (NOAA) through the Office of Ocean and Coastal Resource Management. Authorizes the Secretary to make Program grants to coastal states with approved coastal zone management plans or National Estuarine Research Reserve units for the purpose of acquiring property that will further the goals of an approved Coastal Zone Management Plan or Program, a National Estuarine Research Reserve management plan, or a regional or state watershed protection plan. Prohibits any more than 75% of the funding for any project funded with a grant made under the program from being derived from federal sources. Reserves 15% of program funds for acquisitions benefitting the National Estuarine Research Reserve. Specifies that when property is acquired under this program, the grant recipient shall provide assurances that: (1) title will be held by the recipient or another public agency designated by the recipient in perpetuity; (2) property will be managed consistent with the purpose of the Program; and (3) funds will be returned to the Secretary for redistribution if the property is sold, exchanged, or divested.

Expresses commitment to the welfare and survival of Israel as a Jewish and democratic state with secure borders and recognizes Israel's right to act in self-defense. Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel's right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians. Encourages the President to work to support a sustainable cease-fire in Gaza that prevents Hamas from retaining or rebuilding the capability to launch rockets and mortars against Israel and allows for the long term improvement of daily living conditions for Gaza's people. States that all appropriate measures should be taken to diminish civilian casualties. Supports efforts to diminish the influence of extremists in the Palestinian territories. Reiterates support for U.S. government efforts to promote a just resolution of the Israeli-Palestinian conflict that leads to the creation of a viable and independent Palestinian state living in peace alongside a secure Israel.

Strengthen the Earned Income Tax Credit Act of 2009 - Amends the Internal Revenue Code to: (1) make permanent the reduction in the marriage penalty applicable to the earned income tax credit; (2) increase the rate of such credit for families with three or more children and for individuals without children; (3) modify earned income tax credit requirements relating to abandoned spouses and qualifying children; and (4) repeal provisions denying such credit for individuals with excessive investment income.

College Opportunity Tax Credit Act of 2009 - Amends the Internal Revenue Code to increase in 2009 and 2010: (1) the Hope Scholarship tax credit to allow a refundable credit for 100% of qualified tuition and related expenses up to $2,000 and for 50% of such expenses between $2,000 and $6,000; and (2) the lifetime learning tax credit to allow a nonrefundable tax credit for 40% of qualified tuition and related expenses up to $1,000 and for 20% of such expenses between $1,000 and $3,000. Allows the Hope Scholarship tax credit for four years of undergraduate coursework (currently, two years).

Troubled Asset Relief Program Transparency Reporting Act - Prohibits the use by a recipient or its subsidiary of Troubled Asset Relief Program (TARP) funds under the Emergency Economic Stabilization Act of 2008 for lobbying expenditures or political contributions. Requires the Secretary of the Treasury, through enhanced internal reporting and oversight requirements, to develop and publish corporate governance principles and ethical guidelines for such recipients, including specified restrictions. Sets forth recipient reporting and certifying requirements governing such TARP funds. Requires the Secretary to make such reports and certifications publicly available online and free of charge. Subjects persons to civil fines for violating such prohibition on the use of TARP funds or failing to file the required report or certification. Bars recipients from future TARP funds for noncompliance with such guidelines unless the Secretary determines that reasonable steps have been taken to bring their actions into compliance with and to prevent future violations of this Act.
