Small Business Disaster Recovery Assistance Improvements Act of 2006 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to make both emergency bridge loans and business recovery grants to a qualified small business concern after major disasters, and to provide assistance until the concern is able to obtain funding through insurance claims, other federal assistance programs, or other sources. Authorizes the Administrator to: (1) guarantee loans made under an approved State Bridge Loan Program; and (2) make loans under expedited procedures that include loss verification and loan processing. Sets forth maximum disaster loan amounts. Doubles the minimum size of loans for which collateral must be required. Directs the Administrator to hire a full-time disaster planning specialist in the Office of Disaster Assistance. Provides for economic injury disaster loans to private non-profit organizations. Authorizes the Administrator, in the event of a major disaster, to waive the maximum $100,000 amount for small business development center portability grants. Makes such grants available for small business development centers assisting small business concerns adversely affected by the disaster. Directs the Administrator to authorize a small business development center, regardless of location, to provide advice, information, and assistance to a small business concern located in a major disaster area.

Small Business International Trade Enhancements Act of 2006

Small Business International Trade Enhancements Act of 2006 - Amends the Small Business Act to increase: (1) the ceiling on a Small Business Administration (SBA) international trade loan (ITL) guarantee under the Export Working Capital Program from $1.75 million to $2.75 million; (2) the maximum ITL to $3.67 million; and (3) the maximum available for export working capital, supplies, or financing from $1.25 million to $2 million. Allows the use of an ITL for working capital. Allows an ITL to be secured by a second lien position on the property or equipment financed by the loan or on other assets of the small business concern. (Currently a first lien position or first mortgage on the property, equipment, or other business assets is required.) Directs the SBA Administrator to assign to the Office of International Trade (OIT) one additional full-time international finance specialist to carry out the export promotion efforts in Louisiana, Mississippi, and Alabama. Requires such specialist to be located at the U.S. Export Assistance Center in the New Orleans, Louisiana. Directs the Administrator to ensure that the number of full-time equivalent OIT employees (international finance specialists) assigned to the district and foreign one-stop shops for U.S. exporters operated by the United States and Foreign Commercial Service is at least the number of such employees (16) so assigned on January 1, 2006.

Bush and other heads of state attending the G-8 Summit should engage Russian Federation President Vladimir Putin in a dialogue about the anti-democratic behavior of the government of the Russian Federation; (2) the United States and other democratic countries should reaffirm their support for civic and non-governmental organizations working to promote democracy and the rule of law in Russia; (3) the government of the Russian Federation should take action to ensure that it guarantees the full range of civil and political rights to its citizens, as it is obligated to do under the International Covenant on Civil and Political Rights; (4) consistent with its obligations under the International Covenant, the government of the Russian Federation should take steps to cease its interference with foreign news organizations, including the Voice of America and Radio Free Europe/Radio Liberty; (5) the government of the Russian Federation should take action to combat rising racism, anti-Semitism, and xenophobia in Russian society; and (6) the United States and countries of the G-8 should reaffirm their support for new democracies on the borders of Russia and, where applicable, expedite their integration into Euro-Atlantic institutions to provide a bulwark for democracy in eastern Europe and the Caucuses.

HIV Prevention for Youth Act - Expresses the sense of Congress that sexually active young people who live in a country where HIV infection is spreading through the general population, rather than being confined to specific populations should be: (1) considered at high risk of contracting HIV infection; and (2) provided with the knowledge, skill-building programs, and tools to protect themselves from HIV infection. Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to define "abstinence-until-marriage programs" as programs that place the highest priority on encouraging unmarried individuals to abstain from sexual activity, which if practiced 100% correctly and consistently is the only certain way to protect against exposure to HIV and other sexually transmitted infections. (Such programs include information on the health benefits of delayed sexual debut in reducing HIV transmission and may be used to support approaches that promote skill-building strategies for practicing abstinence.) Reserves at least 33% of the Act's appropriations for FY2006-FY2008 for prevention of the sexual transmission of HIV (currently, for HIV/AIDS prevention). Amends the Foreign Assistance Act of 1961 to include within the activities for which HIV/AIDS assistance is available preventive intervention education for sexually active young people who live in a country experiencing a generalized HIV epidemic. Defines " generalized epidemic" as a country where: (1) HIV infection is spreading through the general population, rather than being confined to specific populations, such as sex workers and their clients, injecting drug users, and men who have sex with men; and (2) the HIV infection rate among people between the ages of 15 and 49 exceeds 1%.

Women's Small Business Ownership Programs Act of 2006

Women's Small Business Ownership Programs Act of 2006 - Amends the Small Business Act with respect to the Office of Women's Business Ownership to direct the Assistant Administrator of the Small Business Administration to: (1) address issues concerning management, operations, manufacturing, technology, finance, retail and product sales, international trade, and other disciplines required for starting, operating, and growing a small business concern; and (2) develop programs and services for women-owned businesses. Authorizes the Administrator of the Small Business Administration to award women's business center grants to private nonprofit organizations. Amends the Women's Business Ownership Act of 1988 to authorize the National Women's Business Council to enter into agreements as a cosponsor with public and private entities in order to implement its duties. Establishes within such Council: (1) the Committee on Manufacturing, Technology, and Training and Professional Services; (2) the Committee on Travel, Tourism, Product and Retail Sales, and International Trade; and (3) the Committee on Federal Procurement and Contracting. Directs the Council to serve as a clearinghouse for information on small businesses owned and controlled by women. Directs the Deputy Administrator of the Small Business Administration to serve as acting chairperson of the Interagency Committee on Women's Business Enterprise until a chairperson is appointed. Establishes a Policy Advisory Group to assist the chairperson in developing policies and programs. Requires the Administrator of the Small Business Administration, when filling vacancies, to ensure that there are an equal number of members on the Council from each of the two major political parties.

EXTEND the Energy Efficiency Incentives Act of 2006 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2010, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2010; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2010 the tax credits for residential energy efficient property and new energy efficient homes; (5) extend through 2011 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow a tax deduction for energy efficient low-rise buildings (four stories or less); (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

Authorizes the Secretary to make grants to eligible entities to carry out certain activities under the YouthBuild program, including: (1) education and workforce investment; (2) supervision and training for participants in the rehabilitation or construction of housing (including residential housing for homeless individuals or low-income families), transitional housing for homeless individuals, and community and other public facilities; (3) adult mentoring; and (4) follow-up services. Repeals authority for the YouthBuild program under the Cranston-Gonzalez National Affordable Housing Act. Transfers the YouthBuild program from the Department of Housing and Urban Development (HUD) to the Department of Labor.

New National Defense Education Act of 2006 - Amends the National Assessment of Educational Progress Authorization Act to require a biennial national assessment of student achievement and grade 12 student preparedness in reading, mathematics, and science. Requires that national academic content and student achievement standards be competitive with rigorous international standards and set at a level that prepares students for non-remedial higher education, participation in the 21st century workforce, and the Armed Forces. Authorizes prekindergarten through grade 16 student preparedness council grants to states to ensure that a state's academic content and student academic achievement standards and assessments meet the national benchmarks. Amends the Higher Education Act of 1965 to increase the student loan forgiveness available to elementary and secondary school teachers of science, engineering and technology education, critical-need foreign languages, or special education. Amends the Internal Revenue Code to exclude from gross income compensation provided to teachers of such subjects in high-need schools and principals of such schools. Increases funding for National Science Foundation (NSF) education and human resources programs, and mathematics and science education partnerships. Amends the National Science Foundation Authorization Act of 2002 to provide for summer professional development institutes for elementary and secondary school teachers. Amends the Higher Education Act of 1963 to require competitive grants to institutions of higher education (IHEs) to improve the recruitment of teachers from students majoring in mathematics, science, engineering, technology, a critical-need foreign language, special education, or teaching English to students with limited English proficiency. Requires an eligible state to provide contract for educational opportunity (CEO) grants to low-income students who complete CEO requirements and enroll in a two-or four-year degree-granting institution of higher education. Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to make grants to: (1) improve mathematics, science, and engineering and technology education infrastructure in public elementary schools and secondary schools; and (2) provide scholarships to make higher education tuition free for low-income and middle-income undergraduate and graduate students to earn degrees in science, technology, engineering, mathematics, and critical-need foreign languages. Directs the Secretary to award grants to: (1) IHEs to develop summer institute programs to improve teachers' knowledge of foreign cultures and expose public elementary and secondary school, undergraduate, and graduate students to foreign languages and cultures; and (2) eligible partnerships to provide literacy, technology, and technical skills training for workers.

Small Business Disaster Loan Reauthorization and Improvements Act of 2006 - Amends the Small Business Act to authorize appropriations for FY2007 through FY2009 for Small Business Administration (SBA) disaster loan and mitigation programs. Authorizes the SBA Administrator to make loans to small businesses economically adversely impacted by a catastrophic national disaster. Provides for increased public awareness (outreach) of disaster declarations and disaster loan application periods. Authorizes the Administrator to enter into agreements with private contractors to process loans in the event of a major disaster or catastrophic national disaster, and to make bridge grants and loans to persons negatively impacted by declared disasters. Directs the Administrator to make supplemental emergency loans after disasters. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide a preference for the use of local firms and individuals in the expenditure of federal funds for debris clearance, supplies distribution, reconstruction, and other major disaster or emergency assistance activities. Waives: (1) certain major disaster loan limits; and (2) geographic restrictions on small business development center counseling following a major disaster. Requires a monthly report from the Administrator to the congressional small business committees on the SBA disaster loan program. Provides SBA grant assistance for military reservists' small businesses. Authorizes the Administrator to make loans to small businesses that: (1) have suffered or are likely to suffer substantial economic injury on or after August 24, 2005, as the result of significant increases in the price of heating oil, natural gas, gasoline, propane, or kerosene; and (2) if engaged in the heating oil business, sell not more than 10 million gallons of heating oil per year.

Student Borrower Bill of Rights Act of 2006 - Urges the Department of Education to vigorously enforce rules requiring lenders to complete lender verification certificates in a timely manner for borrowers seeking to consolidate loans. Amends the Higher Education Act of 1965 to require specified loan participants under the Federal Family Education Loan (FFEL) and Federal Perkins Loan programs to disclose to each national credit bureau organization any on-time payments made for such loans and their status as student loans. Repeals the single holder rule which requires borrowers to apply to their current lenders for FFEL consolidation loans. Offers Federal Direct Consolidation Loans (FDCLs) to borrowers who are unable to obtain insured FFEL consolidation loans with income-sensitive repayment terms. Requires FFEL consolidation loan borrowers or lenders to pay the Department 1% of the balance owed on the sum of such loans to obtain a subsequent FFEL consolidation loan. Allows borrowers to refinance FDCLs. Creates a student borrower bill of rights requiring lenders to provide student borrowers with specified loan information at specified periods of time. Urges the Department to distribute a training manual and provide technical assistance to those counseling borrowers concerning the repayment of federal student loans. Limits, on the basis of a borrower's income, the monthly payment amount required of federal student loan borrowers. Discharges such borrowers' loan liability if they cannot engage in any substantial gainful activity due to a medically determinable impairment which can be expected to result in death or last at least 60 continuous months. Amends federal bankruptcy law to discharge certain educational benefit overpayments, repayments, and student loan debt. Directs the Secretary to study the interest rates and fees charged to private student loan borrowers. Limits the collection fee on defaulted federal student loans and the total interest and fees that can be imposed on such loan borrowers. Requires institutions of higher education that enroll students receiving assistance, and tout the employment prospects of their graduates, to make information publicly available concerning graduates' employment, earnings, and loan defaults. Establishes a settlement and appeals process for federal student loan borrowers who suffer economic losses from violation of their rights. Makes institutions of higher education liable for the total amount of a federal student loan if they provide incentives to admissions officers to secure student enrollments or financial aid. Requires lenders to provide borrowers with an easy and unbiased means of designating an overpayment as a prepayment or payment against federal student loan principal.

Prohibits a provider from requiring a subscriber, as a condition on the purchase of broadband service, to purchase any cable service, telecommunications service, or IP-enabled voice service. Requires a report from the Federal Communications Commission (FCC) to specified congressional committees on provider delivery of broadband content, applications, and services.

Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so by: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires each state receiving federal financial assistance for elementary and secondary education to submit an accountability plan to the Secretary annually. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts.

Amends the Clayton Act to declare unlawful for any person to refuse to engage in certain regular petroleum or natural gas marketing practices with the primary intention of increasing prices or creating a market shortage. Oil and Gas Traders Oversight Act of 2006 - Amends the Commodity Exchange Act to instruct the Commodities Futures Trading Commission to promulgate rules governing reporting and recordkeeping for positions involving energy commodities. Amends the Food Stamp Act of 1977 and the United States Housing Act of 1937 regarding utility costs. Amends the Small Business Act and the Consolidated Farm and Rural Development Act to authorize the Administrator of the Small Business Administration and the Secretary of Agriculture, respectively, to make loans to small business concerns injured by significant increases in gas and heating oil prices. Prescribes specified measures to realize improved vehicle fuel economy. Amends the Public Utility Regulatory Policies Act of 1978, the Energy Policy Act of 1992, and the Energy Policy Act of 2005 with respect to federal agency purchases of renewable energy products. Establishes the Clean Energy Security Collaborative. Instructs the Secretary of Transportation to establish the National Motor Vehicle Efficiency Improvement Program. Amends the Global Environmental Protection Assistance Act of 1989 to direct the President to establish a Task Force on International Clean Energy Cooperation. Establishes the Interagency Center in the Office of International Energy Market Development of the Department of Energy. Provides for clean energy assistance to developing countries. Instructs the Secretary of Energy to establish the Office of Advanced Energy Research, Technology Development, and Deployment. Prescribes guidelines for a near-term vehicle technology program. H-Prize Act of 2006 - Directs the Secretary of Energy to award competitive cash prizes biennially to advance hydrogen energy technologies. Expresses the sense of Congress that no tax should be imposed on hydrogen fuel before January 1, 2014. Authorizes the Secretary of Education to award grants to postsecondary educational institutions to train 10,000 individuals in green building and zero-energy home design and construction. Establishes the Clean Energy Investment Administration (CEIA). Amends the Energy Policy and Conservation Act to direct Secretary of Energy to establish a Strategic Gasoline and Fuel Reserve. Establishes the Strategic Gasoline and Fuel Reserve Fund. Amends the Internal Revenue Code to eliminate certain tax incentives for major integrated oil companies. Amends the Energy Policy Act of 2005 to repeal certain oil and gas royalty provisions.

Requires the Director of the National Science Foundation (NSF) to: (1) establish a grant program to implement innovation-based experiential learning in elementary or middle schools; (2) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program to include an additional 1,250 fellowships and grants for each program over the next five-year period; (3) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) study how the federal government should support the new discipline of service science; and (5) determine how federal awards and research activities assist in meeting critical national needs in physical sciences, technology, engineering, and mathematics. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) along with other officials, coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations through FY2011 for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program (Hollings Program). Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; (2) support research and development of advanced manufacturing systems; (3) establish a pilot program of collaborative manufacturing research grants; (4) establish a program of competitive awards among participants in the Hollings Program; and (5) reestablish the Experimental Program to Stimulate Competitive Technology.

Public Transportation Terrorism Prevention Act of 2006 - Requires the Department of Transportation's (DOT) Federal Transit Administration to submit all public transportation security assessments to the Secretary of Homeland Security to review and augment such assessments. Requires the Secretary to: (1) establish and update annually security improvement priorities; (2) conduct security assessments of all public transportation agencies considered to be at greatest risk of a terrorist attack; (3) conduct security assessments to determine the specific needs of local bus-only public transportation systems and of selected rural transportation systems; and (4) use information collected to establish the process for developing security guidelines. Directs the Secretary to award grants: (1) directly to public transportation agencies for allowable capital security improvements; and (2) to public or private entities to conduct research into, and demonstrate, methods to reduce and deter terrorist threats or mitigate damages resulting from terrorist attacks against public transportation systems. Directs the Secretary to: (1) ensure that DOT receives timely notification of all credible terrorist threats against U.S. public transportation assets; and (2) award grants for research, development, and demonstration of technologies and methods to reduce and deter terrorist threats or mitigate damages resulting from such attacks. Rail Security Act of 2006 - Directs the Secretary to establish a task force to complete, and make prioritized recommendations regarding, a vulnerability and risk assessment of freight and passenger rail transportation for identification of: (1) critical assets and infrastructures, and vulnerabilities and risks, to such assets and infrastructures; (2) vulnerabilities and risks specific to the transportation of hazardous materials via railroad; and (3) security weaknesses in passenger and cargo security, transportation infrastructure, protection systems, procedural policies, communications systems, employee training, emergency response planning, and any other area. Authorizes the Secretary to make grants for certain system-wide Amtrak security upgrades. Directs the Secretary to require rail carriers transporting high hazardous materials to develop high hazard material security threat mitigation plans containing appropriate measures (including alternative routing and temporary shipment suspension options) to address assessed risks to high consequence targets. Maritime Security Improvement Act of 2006 - Establishes interagency operational centers to provide greater protection against terrorism at high priority ports. Directs the Secretary to identify foreign assistance programs that could facilitate implementation of port security antiterrorism measures in foreign countries.

Establishes the Alternative Fueling Infrastructure Trust Fund. Directs the Secretary to: (1) deploy new technologies to reduce oil use in transportation, including fuel from cellulosic biomass; (2) competitively award financial incentives for the manufacture of high-efficiency consumer products; and (3) conduct a national media campaign to decrease oil and natural gas consumption. Amends the Public Utility Regulatory Policies Act of 1978 to: (1) set forth a federal renewable portfolio standard; and (2) require state regulatory authorities to implement energy efficiency resource programs that include electric utilities and gas utilities. Amends the National Energy Conservation Policy Act to authorize a federal agency to: (1) enter into a separate contract for energy services and conservation measures; and (2) provide the financing necessary to implement such contract. Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make disaster relief loans to small business concerns for substantial economic injury incurred because of a significant increase in heating oil prices. Amends the Energy Conservation and Production Act to direct the Secretary to establish, within the Weatherization Assistance Program, a program to assist in the replacement of unsafe or highly inefficient heating and cooling units in low-income households.

Extends through 2010 the tax deduction for energy efficient commercial building property. Allows accelerated three-year depreciation of qualified energy management and water submetering devices. Limits depreciation allowances for certain large passenger motor vehicles. Removes the limitation on the number of new qualified hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle tax credit. Allows tax credits for investment in advanced technology motor vehicles, fuel-efficient fleets of motor vehicles used in a trade or business, idling reduction devices, and combined heat and power system property. Terminates such credits after 2010. Increases from 30 to 50% the tax credit rate for investment in alternative vehicle refueling property (service stations for dispensing alternative motor vehicle fuels to retail consumers) and extends such credit through 2010. Requires certain integrated oil companies with gross receipts over $1 million and crude oil production levels over 500,000 barrels to revalue their LIFO inventories of crude oil, natural gas, and other petroleum products according to a specified formula. Denies such oil companies: (1) two-year amortization of their geological and geophysical expenditures; and (2) foreign tax credits for payments to foreign countries from which they receive a specified economic benefit.

Unsolved Civil Rights Crime Act - Establishes an Unsolved Crimes Section in the Civil Rights Division of the Department of Justice (DOJ) and an Unsolved Civil Rights Crime Investigative Office in the Civil Rights Unit of the Federal Bureau of Investigation (FBI). Requires the Chief of the Section (Chief) and the Chief Investigator of the Office to be responsible for investigating violations of criminal civil rights statutes in which the complaint alleges that such a violation occurred not later than December 31, 1969, and resulted in a death. Requires the Chief Investigator to refer complaints determined to have violated a criminal rights statute to the Chief, who shall be responsible for prosecuting such violations. Requires the Chief to: (1) consult with state or local officials regarding the appropriate venue for a case where there has been a violation of a criminal civil rights statute that is also a violation of a state or local law; and (2) refer cases to the Criminal Section of the Civil Rights Division if the Chief determines that the subject of the complaint has violated a criminal civil rights statute but the violation does not meet the requirements for the Unsolved Crimes Section. Requires the Chief, annually, to determine and report on the cases under his or her jurisdiction for which there is sufficient evidence to prosecute violations of criminal civil rights statutes. Authorizes additional appropriations to the Community Relations Service of DOJ to provide technical assistance by bringing together law enforcement agencies and communities in the investigation of criminal civil rights statutes.

Requires certain large integrated oil companies to revalue their LIFO inventories of crude oil, natural gas, or other petroleum productions using a specified formula. Limits or denies the foreign tax credit and tax deferrals for dual capacity taxpayers (taxpayers receiving economic and tax benefits from certain foreign jurisdictions), foreign oil and gas income, and foreign oil and gas extraction income.
