Stop Exploitation Through Trafficking Act of 2013

Stop Exploitation Through Trafficking Act of 2013 - Requires each state, within three years, to have in effect legislation that: (1) treats a minor who has engaged or attempted to engage in a commercial sex act as a victim of a severe form of trafficking in persons, (2) discourages the charging or prosecution of such an individual for a prostitution or sex trafficking offense, and (3) encourages the diversion of such individual to child protection services. Authorizes the Attorney General to withhold specified Edward Byrne Memorial Justice Assistance Grant Program funds from a state that fails to comply with such requirement. Increases the amount a victim of peonage, slavery, or trafficking in persons may recover in a civil action against the perpetrator to treble damages. Directs the Attorney General to establish a process to collect and analyze data relating to the issuance and enforcement of mandatory restitution orders with respect to such offenses. Amends the Victims of Trafficking and Violence Protection Act of 2000 (VTVPA) to require the Secretary of Health and Human Services (HHS) to make grants annually for a national communication system to assist victims of severe forms of trafficking in persons in communicating with service providers. Amends the Workforce Investment Act of 1998 to include victims of a severe form of trafficking in persons among those eligible for the Job Corps. Directs the Attorney General to implement and maintain a National Strategy for Combating Human Trafficking that includes: (1) integrated federal, state, local, and tribal efforts to investigate and prosecute human trafficking cases; (2) case coordination within the Department of Justice (DOJ); and (3) interagency coordination regarding the prevention, investigation, and apprehension of individuals targeting and exploiting adults and children for human trafficking. Amends the VTVPA to require the Attorney General's annual report on agency activities under such Act to include information on: (1) data relating to the issuance and enforcement of mandatory restitution orders with respect to peonage, slavery, and trafficking in persons; and (2) the number of sex and labor trafficking investigations that were opened by the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), the Department of Labor, or the Human Smuggling and Trafficking Center or that were reported to the United States attorneys, the Human Trafficking Prosecution Unit in DOJ's Civil Rights Division, and the Child Exploitation and Obscenity Section in DOJ's Criminal Division. Amends the Sex Offender Registration and Notification Act to modify the definition of "tier III sex offender" to include a sex offender whose offense is: (1) punishable by imprisonment for more than one year, and (2) comparable to or more severe than sex trafficking committed against a minor or an attempt or conspiracy to commit such offense against a minor.

BRIDGE Act

Building and Renewing Infrastructure for Development and Growth in Employment Act or BRIDGE Act - Establishes the Infrastructure Financing Authority (IFA) as a wholly-owned government corporation, headed by a Chief Executive Officer and managed by a Board of Directors, which shall provide direct loans and loan guarantees to facilitate the construction, consolidation, alteration, or repair of transportation, water, and energy infrastructure projects. Requires infrastructure projects assisted under this Act to have costs that are reasonably anticipated to equal or exceed $50 million ($10 million for rural infrastructure projects). Sets forth special requirements for infrastructure projects in rural areas. Establishes an Office of Technical and Rural Assistance to provide technical assistance to state and local governments and parties in public-private partnerships in the development and financing of eligible infrastructure projects, including rural infrastructure projects. Establishes an Office of Special Inspector General to conduct, supervise, and coordinate audits and investigations of the business activities of IFA. Prohibits financial assistance from IFA for any private project for which no public benefit is created. Sets forth terms for loans or loan guarantees for eligible infrastructure projects and for the repayment of such loans. Requires an annual independent audit of IFA finances. Requires the Chief Executive Officer of IFA to: (1) establish fees with respect to loans and loan guarantees that are sufficient to cover IFA's administrative costs; and (2) take actions to make IFA a self-sustaining entity, with administrative and federal credit subsidy costs fully funded by fees and risk premiums on loans and loan guarantees.

Civilian Property Realignment Act of 2013 or CPRA - Establishes the Civilian Property Realignment Commission to: (1) identify opportunities to reduce significantly the federal government's inventory and cost of federal real property assets and the number of high-value leases through relocation to less costly properties, (2) identify not fewer than 5 federal properties that have an anticipated sales price of not less that $500 million and that are not currently on the list of surplus or excess properties, (3) carry out an independent analysis of the inventory of federal real property assets, (4) transmit to the President its findings and recommendations for consolidating or otherwise reducing such inventory, and (5) establish and maintain a website for making relevant information about federal real property assets publicly available. Establishes as the goal of the Commission to identify a total savings of not less than $9 billion from the disposal of federal property. Terminates the Commission 10 years after the enactment of this Act. Excludes certain properties from the application of this Act, including military installations, wilderness study areas, Indian and native Eskimo property held in trust, property operated and maintained by the Tennessee Valley Authority (TVA), postal properties, and other properties necessary for national security. Requires federal agencies to submit to the Administrator of General Services (GSA) and the Director of the Office of Management and Budget (OMB) on an annual basis: (1) current data of all federal real property owned, leased, or controlled by such agencies; and (2) recommendations for the disposal of such properties to reduce inventory, for operational efficiencies, for opportunities to pursue enhanced use leasing in under-used buildings, and to reduce the number of high-value leases through relocation to less costly properties. Establishes a process for the review of the Commission's recommendations by the President and Congress. Requires each federal agency to implement the Commission's recommendations after the completion of such process. Exempts properties included in the recommendations for disposal or realignment under this Act from certain public benefit conveyance requirements, including the McKinney-Vento Act (requiring surplus property to be used to assist the homeless). Limits the authority of executive agencies to lease space for the purposes of a public building. Requires the Commission to identify and compile, on an annual basis, a list of assets located outside of the United States and its territories that are owned or managed by the Bureau of Overseas Building Operations of the Department of State and that may be sold to reduce the federal real property inventory or otherwise disposed of, transferred, or consolidated. Requires OMB and GSA to: (1) provide specified congressional committees, upon request, access to the Federal Real Property Profile established by Executive Order 13327, dated February 4, 2004; and (2) make such Profile available, upon request, to the Government Accountability Office (GAO), the Congressional Research Service (CRS), the Congressional Budget Office (CBO), and the Commission. Requires the GSA Administrator to include in the Federal Real Property Profile information relating to the age and condition of a federal real property asset, its size and location, and specified costs of operating such property. Requires each federal agency, not later than three years after the enactment of this Act, to sell, dispose, transfer, exchange, consolidate, co-locate, reconfigure, or redevelop any federal real property that is deemed excess property. Prohibits judicial review of certain actions taken by the Commission or the President under this Act. Requires the Administrator to consider the life-cycle cost (i.e., the sum of investment, capital, installation, energy, operating, maintenance, and replacement costs) of certain public buildings that are constructed or leased after the enactment of this Act.

American Manufacturing Competitiveness Act of 2013 - Directs the Committee on Technology under the National Science and Technology Council to develop, in coordination with the National Economic Council, in lieu of the currently required strategic plan to guide federal programs and activities in support of advanced manufacturing research and development, a national manufacturing competitiveness strategic plan to improve government coordination and provide long-term guidance for federal programs and activities in support of U.S. manufacturing competitiveness, including advanced manufacturing research and development. Requires the Secretary of Commerce, in developing and updating the plan quadrennially, to serve as the chairperson of the Committee. Specifies the goals of the plan to be to: (1) promote growth, job creation, sustainability, and competitiveness in the U.S. manufacturing sector; (2) support the development of a skilled manufacturing workforce; (3) enable innovation and investment in domestic manufacturing; and (4) support national security. Requires the Committee, as part of the development of the plan, to conduct an analysis of specified factors that impact the competitiveness and growth of the U.S. manufacturing sector. Permits the chairperson of the Committee to appoint an advisory panel of private sector and nonprofit leaders to provide input, perspective, and recommendations to assist in the development of the plan. Requires the President to submit the plan to Congress and publish it on an Internet website accessible to the public.

Do Not Track Kids Act of 2013 - Amends the Children's Online Privacy Protection Act of 1998 to apply the prohibitions against collecting personal information from children to online applications and mobile applications directed to children. Establishes additional privacy protections against the collection of personal or geolocation information from children and minors. Revises the definition of: "operator" to include online and mobile applications (currently, only Internet websites and online services) and to make such definition apply specifically to operators and providers of such websites, services, or applications who, for commercial purposes, in interstate or foreign commerce: (1) collect or maintain, directly or through a service provider, personal information from or about their users; (2) allow another person to collect such personal information; or (3) allow users of such websites, services, or applications to publicly disclose personal information; and "disclosure" as the release of personal information (currently, the release of personal information collected from a child in identifiable form). Requires verifiable parental consent, under specified circumstances, for the collection, use, or disclosure of personal information of a child, including certain online contact information collected in response to a specific request from a child when such information is used to contact a different child. Prohibits, without verifiable parental consent in the case of a child or without consent of the minor in the case of a minor, an operator of a website, online service, online application, or mobile application directed to children or minors, or an operator having actual knowledge that personal information being collected is from children or minors, from: (1) using, disclosing to third parties, or compiling personal information collected from children or minors for targeted marketing purposes; and (2) collecting geolocation information in a manner that violates the regulations prescribed under this Act. Defines a "minor" as an individual over the age of 12 and under the age of 16. Prohibits an operator from discontinuing service provided to a child or minor on the basis of a refusal, by the child's parent or the minor, to permit the further use or maintenance in retrievable form, or future collection, of certain personal or geolocation information from such individuals, to the extent that the operator is capable of providing such service without such information. Requires an operator of a website, online service, online application, or mobile application directed to children or minors to treat all users as children or minors for purposes of this Act, except as permitted by regulation. Prohibits an operator of a website, online service, or such applications directed to minors from collecting personal information from minors unless such operator has adopted, and complies with, a Digital Marketing Bill of Rights for Teens that is consistent with the Fair Information Practices Principles established by this Act. Requires the Federal Trade Commission (FTC) to promulgate regulations that require operators to implement mechanisms that permit a user to erase content submitted by such user that is publicly available through such websites, services, or applications and that contains or displays personal information of children or minors. Sets forth enforcement provisions.

Mortgage Choice Act of 2013 - Amends the Truth in Lending Act with respect to requirements for disclosure to a consumer of points and fees information about a consumer credit transaction, secured by the consumer's principal dwelling, but which is not a residential mortgage transaction, a reverse mortgage transaction, or a transaction under an open end credit plan, when the total points and fees the consumer must pay at or before closing will exceed 8% percent of the total loan amount or $400, whichever is greater. (Such consumer credit transactions might include an equity credit line to which consumer purchases or leases may be charged.) Excludes from the computation of such points and fees any escrow for future payment of insurance. Modifies the criteria for exclusion from the computation of points and fees of certain reasonable charges elsewhere exempted from the computation of the finance charge in extensions of credit secured by an interest in real property. Excludes from points and fees any such reasonable charges even though a creditor receives compensation, but only in so far as the creditor or its affiliate retains the compensation as a result of their participation in an affiliated business arrangement. (An "affiliated business arrangement" is one in which: (1) a person who is in a position to refer business incident to or a part of a real estate settlement service involving a federally related mortgage loan, or an associate of such person, has either an affiliate relationship with or a direct or beneficial ownership interest of more than 1% in a provider of settlement services; and (2) either of such persons directly or indirectly refers such business to that provider or affirmatively influences the provider's selection.) Revises the additional requirement that such a reasonable charge be paid to a third party unaffiliated with the creditor. Requires the charge to be: (1) a bona fide third party charge not retained by the mortgage originator, creditor, or an affiliate; or (2) a fee or premium for title examination, title insurance, or similar purposes. Modifies the conditions under which federal departments and agencies may exempt refinancings under a streamlined refinancing from an income verification requirement that, at the time a refinancing is consummated, the consumer has a reasonable ability to repay the loan and all applicable taxes, insurance, and assessments. Repeals the exception for bona fide third party charges not retained by the mortgage originator, creditor, or an affiliate from the requirement that total points and fees not exceed 3% of the total new loan amount. (Thus subjects such charges to the same 3% ceiling.)

Children in Families First Act of 2013 - Establishes within the Department of State the Bureau of Vulnerable Children and Family Security which shall: (1) support the implementation in foreign countries of child welfare laws and policies; and (2) establish within the Bureau a Senior Coordinator for Permanence who shall lead the implementation of policies to ensure permanent family care for children living without families, including refugee and stateless children. States that the Bureau shall be headed by an Assistant Secretary and have lead responsibility for representing the U.S. government in diplomatic contacts pertaining to intercountry adoptions. Amends the Intercountry Adoption Act of 2000 to direct the Secretary of Homeland Security (DHS), through U.S. Citizenship and Immigration Services (USCIS), to carry out the functions prescribed by the Convention regarding the accreditation of U.S. adoption services providers. Establishes data bases for: (1) internationally adopted children, and (2) adoption service providers. Transfers from the Secretary of State to the Field Operations Directorate of USCIS specified adoption-related functions, including accreditation of agencies and approval of persons to provide adoption services and oversight of provider investigations. Requires the Secretary of Homeland Security (DHS), through USCIS, to: (1) be responsible for processing and case-specific decision-making on all intercountry adoption cases, (2) ensure that all intercountry adoption suitability and eligibility determinations of prospective adoptive parents are made in accordance with criteria that comply with the Hague Adoption Convention, (3) ensure that all non-Convention adoption cases undergo specified preprocessing, and (4) be responsible for all case-processing steps in Convention and non-Convention adoption petitions on behalf of children whom U.S. parents propose to immigrate to the United States. Directs the Secretary of State to submit an annual report to Congress regarding children living without families. Establishes within the U.S. Agency for International Development (USAID) a Center of Excellence on Children in Adversity. Authorizes the President to provide assistance for programs in developing countries for nutrition, education, care, and protection of children. Audit Integrity and Job Protection Act - Amends the Sarbanes-Oxley Act of 2002 (SOX) to deny the Public Company Accounting Oversight Board any authority to require that audits conducted for a particular issuer of securities in accordance with SOX standards be conducted by specific registered public accounting firms, or that such audits be conducted for an issuer by different registered public accounting firms on a rotating basis. Directs the Comptroller General (GAO) to update the November 2003 report, "Study on the Potential Effects of Mandatory Audit Firm Rotation," and review the potential effects (including costs and benefits) of requiring the mandatory rotation of registered public accounting firms. Requires such update also to study: (1) whether mandatory rotation of registered public accounting firms would mitigate against potential conflicts of interest between registered public accounting firms and issuers; (2) whether such a mandatory rotation would impair audit quality due to the loss of industry or company-specific knowledge gained by a registered public accounting firm through years of experience auditing the issuer; and (3) what effect SOX has had upon registered public accounting firms' independence, and whether additional independence reforms are needed.

Requires elementary and secondary schools in such a state to: (1) permit trained personnel to administer epinephrine to a student reasonably believed to be having such a reaction, (2) maintain a supply of epinephrine in a secure location that is easily accessible to trained personnel for such treatment, and (3) have in place a plan for having on the school premises during operating hours one or more designated personnel trained in administration of epinephrine.

Makes it unlawful for a person to import, export, transport, sell, receive, acquire, or purchase a live animal of any prohibited wildlife species in interstate or foreign commerce (i.e., for pet trade purposes). Modifies exceptions to such prohibition, including by making it inapplicable to a person who is: (1) a licensed and inspected person who does not allow direct contact between the public and prohibited wildlife species, and (2) transporting a single primate of the genus Cebus that was obtained from and trained by a charitable organization to assist a permanently disabled individual with a severe mobility impairment. Sets forth civil and criminal penalties for violations of the requirements of this Act.

Requires the Secretary to: (1) establish a network of centers for manufacturing innovation, to be known as the Network for Manufacturing Innovation; and (2) award financial assistance to assist in planning, establishing, or supporting such centers. Directs the Secretary to establish within NIST the National Office of the Network for Manufacturing Innovation Program to: (1) oversee the Program, (2) develop and periodically update a strategic plan for the Program, (3) establish a clearinghouse of public information related to Program activities, and (4) act as a convener of the Network. Requires the Secretary to ensure that the Office incorporates the Hollings Manufacturing Extension Partnership into Program planning to ensure that the results of the Program reach small- and medium-sized entities. Establishes in the Treasury a Network for Manufacturing Innovation Fund for carrying out the Program. Requires the Secretary to: (1) conduct a survey that measures the economic impact of China's rare earth monopoly on the United States and other affected nations and identifies technologies, industries, and defense systems that are now primarily produced in, or are likely to relocate to, China; and (2) report on survey results and on how the United States should initiate direct dialogue with affected nations to assess the economic consequences of such monopoly and related trade practices and promote cooperative resolutions to facilitate partnership structures that will offset imbalances caused by such monopoly.

Directs the Secretary to revise federal regulations requiring a Class II or III railroad (including a tourist or excursion railroad) to equip its locomotives with an onboard PTC system to operate in PTC territory. Extends for five years the time for such railroad to meet the deadline for equipping its locomotives with a PTC system.
