Safe Schools Improvement Act of 2010 - Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish grievance procedures for students and parents to register complaints regarding such conduct.

Gulf Security and Iran Sanctions Enforcement Act - Declares the sense of Congress about sanctions for the government of Iran's illicit nuclear activities and support for international terrorism. Urges that foreign companies be prohibited from receiving Iranian capital, technology, and expertise, and that foreign energy-related companies, especially, be blocked from entering into joint ventures, investments, and partnerships for energy and energy-related projects outside of Iran. Requires the Secretary of the Interior to include in each lease issued after enactment of this Act that authorizes oil and gas drilling on the Outer Continental Shelf a provision that requires: (1) the lessee to certify annually to the Secretary that it does not engage in any activity for which sanctions may be imposed under the Iran Sanctions Act of 1996; and (2) the Secretary to cancel the lease if the lessee fails to make such a certification or makes a false one. Requires such a lease also to require the lessee to disclose to the Secretary any participation in any energy-related joint venture, investment, or partnership located outside Iran that involves: (1) any person whose property and property interests are blocked pursuant to Executive Orders 13224 (for transacting business with persons who commit, threaten to commit, or support terrorism) or 13382 (because they are weapons of mass destruction proliferators or their supporters); or (2) any entity on a specified list relating to Iranian Transactions Regulations. Requires cancellation of any lease whose lessee has failed to make such a disclosure or makes a false disclosure. Allows a national interest waiver of these requirements.

Bringing Business Back Act of 2010 - Amends the Internal Revenue Code to exclude from gross income for a specified 10-year period, for income tax purposes, income or gain from real property that is certified as zoned for commercial use, that has been undeveloped and vacant for a 2-year period, and that is located in a qualified census tract. Defines "qualified census tract" as any census tract that has an average poverty and unemployment rate exceeding the national rate and that exhibits another condition of distress, such as high crime, deteriorating infrastructure, or population decline.

Supplemental Appropriations Act, 2010 - Makes emergency supplemental appropriations for FY2010. Appropriates supplemental FY2010 funds to the Department of Agriculture for the Farm Service Agency's Agricultural Credit Insurance Fund Program Account, the Emergency Forest Restoration Program, and the Foreign Agricultural Service's Food for Peace Title II Grants for emergency relief and rehabilitation for Haiti. Appropriates supplemental FY2010 funds to the Department of Commerce for: (1) the Economic Development Administration for disaster relief, recovery, and restoration of infrastructure in states that experienced damage from severe storms and flooding during March through May of 2010; and (2) the National Oceanic and Atmospheric Administration (NOAA) for expenses related to commercial fishery failures. Requires funds previously made available for the National Aeronautics and Space Administration (NASA) Exploration to be available to fund continued performance of Constellation contracts. Appropriates supplemental FY2010 funds to the Department of Defense (DOD) for: (1) military personnel, operation and maintenance (including for relief activities in Haiti), procurement, and research, development, test, and evaluation; (2) the Afghanistan Security Forces Fund; (3) the Iraq Security Forces Fund; (4) the Mine Resistant Ambush Protected Vehicle Fund; (5) Defense Working Capital Funds; (6) the Defense Health Program; and (7) Drug Interdiction and Counter-Drug Activities. Requires the Director of National Intelligence to submit to the congressional intelligence committees: (1) the charter and procedures for the interagency body established to carry out an interrogation pursuant to a recommendation of the report of the Special Task Force on Interrogation and Transfer Policies submitted under Executive Order 13491 (commonly known as the High-Value Detainee Interrogation Group); and (2) a report on lessons learned from such Group. Appropriates supplemental FY2010 funds to DOD for FY2010 to the Corps of Engineers for Investigations. Makes funds available for drought emergency assistance. Authorizes financial assistance under the Reclamation States Emergency Drought Relief Act of 1991 for the optimization and conservation of project water supplies to assist drought-plagued areas of the West. Authorizes the Secretary of the Army to use specified funds to make dredged material available from maintenance dredging of existing federal navigation channels located in the Gulf Coast region to mitigate the impacts of the Deepwater Horizon Oil spill in the Gulf of Mexico. Directs the Secretary to coordinate the placement of dredged material with appropriate federal and Gulf Coast state agencies. Appropriates supplemental FY2010 funds to the Department of the Treasury for emergency relief, rehabilitation, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake of January 12, 2010. Appropriates supplemental FY2010 funds to: (1) the District of Columbia for the Federal Payment to the Public Defender Service; and (2) the Financial Crisis Inquiry Commission. Appropriates supplemental FY2010 funds to the Department of Homeland Security (DHS) for: (1) the Coast Guard, including for necessary expenses and other disaster-response activities related to the earthquake in Haiti; (2) the Federal Emergency Management Agency (FEMA) for disaster relief; and (3) United States Citizenship and Immigration Services (CIS) for necessary expenses and other disaster response activities related to the Haiti earthquake. Requires the Assistant Secretary for the Transportation Security Administration (TSA) to issue a security directive that requires a commercial foreign air carrier that operates flights in and out of the United States to check the list of individuals that TSA has prohibited from flying not later than 30 minutes after such list is modified and provided to such carrier, except for such carriers that are enrolled in the Secure Flight program or that are Advance Passenger Information System Quick Query compliant. Appropriates supplemental FY2010 funds to: (1) the Department of Labor for Departmental Management for mine safety activities and legal services related to the Department's caseload before the Federal Mine Safety and Health Review Commission; (2) the Department of Health and Human Services (HHS) for emergency relief, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake; and (3) the Federal Mine Safety and Health Review Commission. Appropriates supplemental FY2010 funds for: (1) Military Construction, Army and Air Force; (2) Family Housing Operation and Maintenance, Air Force; and (3) the Department of Veterans Affairs (VA). Limits the obligation or expenditure of funds available to the VA until the expiration of the period for congressional disapproval under the Congressional Review Act of the regulations prescribed by the Secretary of Veterans Affairs to establish a service connection between exposure of veterans to Agent Orange during service in the Republic of Vietnam during the Vietnam era and hairy cell leukemia and other chronic B cell leukemias, Parkinson's disease, and ischemic heart disease. Appropriates supplemental FY2010 funds to the Department of State for: (1) Diplomatic and Consular Programs; (2) the Office of Inspector General for Oversight of operations and programs in Afghanistan, Pakistan, and Iraq; (3) Embassy Security Construction, and Maintenance for emergency needs in Haiti; (4) Contributions for International Peacekeeping Activities for emergency security in Haiti; (5) Migration and Refugee Assistance; and (6) International Narcotics Control and Law Enforcement, including assistance for Iraq, Afghanistan, Pakistan, and Haiti. Appropriates supplemental FY2010 funds for: (1) International Broadcasting Operations for emergency broadcasting support and other expenses related to Haiti; (2) the United States Agency for International Development (USAID) for the Office of Inspector General for necessary expenses for oversight of operations and programs in Afghanistan and Pakistan and oversight of emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti; (3) Global Health and Child Survival for necessary expenses for pandemic preparedness and response; (4) International Disaster Assistance for emergency relief and rehabilitation, and other expenses related to Haiti; (5) the Economic Support Fund, including for assistance for Afghanistan, Pakistan, and Jordan and for emergency relief, rehabilitation, and reconstruction aid and other expenses related to the Haiti earthquake; (6) the Department of the Treasury for International Affairs Technical Assistance for emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti following the earthquake; and (7) the Foreign Military Financing Program for assistance for Pakistan and Jordan. Places conditions on the availability of assistance for Afghanistan to support the work of the Independent Electoral Commission and the Electoral Complaints Commission. Authorizes the Secretary of State to award task orders for a limited term for police training in Afghanistan under current Department of State contracts. Makes funds available for human rights programs in Pakistan. Authorizes the transfer of specified funds for Afghanistan, Pakistan, and Iraq for activities related to security for civilian led operations in those countries. Places conditions on the availability of assistance to Haiti. Provides for debt relief for Haiti. Makes funds for Mexico for International Narcotics Control and Law Enforcement available only after the Secretary of State submits a report to the Appropriations Committees detailing a coordinated, multiyear, interagency strategy to address the causes of drug-related violence and other organized criminal activity in Central and South America, Mexico, and the Caribbean. Makes funds available for emergency relief and reconstruction for El Salvador related to Hurricane/Tropical Storm Ida. Makes funds available for emergency security and humanitarian assistance for civilians, particularly women and girls, in the eastern region of the Democratic Republic of the Congo. Makes funds available for reconstruction oversight in Afghanistan. Appropriates supplemental FY2010 funds to the Department of Housing and Urban Development (HUD) for the Community Development Fund for disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas affected by severe storms and flooding from March through May of 2010 for which the President declared a major disaster. Appropriates supplemental FY2010 funds to the Department of Commerce for Economic Development Assistance Programs to carry out planning, technical, and other assistance in states affected by the incidents related to the discharge of oil in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon. Makes funds available to NOAA for Operations, Research, and Facilities to respond to economic impacts on fishermen and fishery-dependent businesses once the Secretary of Commerce determines that resources provided, including by the responsible parties under the Oil Pollution Act, are insufficient to respond to such impacts following an incident related to a spill of national significance. Makes funds available for scientific investigations and sampling as a result of the incidents related to the discharge of oil and use of oil dispersants that began in 2010 in connection with the Deepwater Horizon. Appropriates supplemental FY2010 funds to: (1) HHS for the Food and Drug Administration (FDA) for food safety monitoring and response activities in connection with that oil spill; (2) the Department of the Interior for increased inspections and other activities related to emergency offshore oil spill incidents in the Gulf of Mexico; (3) the Department of Justice (DOJ) for litigation expenses resulting from incidents related to the oil discharge in connection with the Deepwater Horizon; and (4) the Environmental Protection Agency (EPA) for Science and Technology for a study of potential human and environmental risks and impacts of the release of crude oil and application of dispersants and other mitigation measures. Amends the Oil Pollution Act of 1990 to authorize advances from the Oil Spill Liability Trust Fund. Appropriates supplemental FY2010 funds to: (1) NOAA to provide fisheries disaster relief related to the Deepwater Horizon oil discharge and to conduct an expanded stock assessment of the fisheries of the Gulf of Mexico; and (2) the Department of Commerce for the National Academy of Sciences to conduct a study of the long-term ecosystem service impacts of that discharge. Designates amounts in this Act as emergency requirements. Requires the Director of National Intelligence, in coordination with the participants of the interagency review of Guantanamo Bay detainees, to fully inform the congressional intelligence committees concerning the basis for the disposition decisions reached by the Guantanamo Review Task Force. Requires the Director to provide those committees: (1) the written threat analyses prepared on each detainee by the Task Force; (2) access to the intelligence information that formed the basis of any such specific assessments or threat analyses; (3) any new threat assessment prepared by the intelligence community of a Guantanamo Bay detainee who remains in detention or is pending release or transfer; and (4) access to the information that formed the basis of such threat assessment. Amends the Outer Continental Shelf Lands Act to authorize the immediate disbursement of funds in response to a spill of national significance under the Oil Pollution Act of 1990, at the request of a producing state or coastal political subdivision, for certain projects specifically designed to respond to the spill.

Condemns the inclusion of inflammatory and inaccurate content in Iranian textbooks that is aimed at indoctrinating and radicalizing students with anti-Israeli, anti-Semitic, and anti-Western sentiment and at restricting the rights of women. Calls on the government of Iran to reform its textbooks and educational system to promote peace, tolerance, equality, and the development of civil society. Urges the President, regarding the conduct of Iran, to consider the harmful and disturbing content propagated by the Iranian education system.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

America Stands with Israel Act - Expresses the sense of Congress that the United States: (1) supports Israel's right to defend itself; (2) supports Israel's naval blockade of Gaza; and (3) should oppose any investigation by the United Nations (U.N.) into the flotilla incident (involving the May 2010 Israeli interception of ships carrying supplies to Gaza). Requires the Secretary of State to direct the U.S. Permanent Representative to the United Nations to cease U.S. participation in and membership on the United Nations Human Rights Council (UNHRC). Prohibits the Secretary from contributing any funds to the United Nations for an investigation into the flotilla incident. Directs the Secretary to ensure that no U.S. contributions to the United Nations are used for any such investigation, including by withholding from U.S. contributions to the regularly assessed biennial budget of the United Nations amounts equal to any amounts so expended.

Virtual Screening for Colorectal Cancer Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide Medicare coverage for screening computed tomography colonography (CTC) as a colorectal cancer (CRC) screening test; and (2) exclude screening CTC from the meaning of "imaging services" for which there is a special rule regarding outpatient services department (OPD) fee schedule payments. Directs the Comptroller General to study, by CRC screening procedure type, and report to Congress on: (1) the effect of the addition of the screening CTC benefit under this Act; (2) the effect of the addition of such benefit as part of an overall set of CRC screening made available to relevant Medicare population, including individuals over age 50 and over age 75; and (3) any other relevant questions involving access to, beneficiary preference of, and value of, screening CTC for Medicare beneficiaries.

Birth Defects Prevention, Risk Reduction, and Awareness Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and implement a birth defects prevention and public awareness program, which includes: (1) a nationwide media campaign to increase awareness among health care providers and at-risk populations about pregnancy and breastfeeding information services; (2) grants for the provision of, or campaigns to increase awareness about, pregnancy and breastfeeding information services; and (3) grants for the conduct or support of surveillance of or research on maternal exposures and maternal health conditions that may influence the risk of adverse pregnancy outcomes and maternal exposures that may influence health risks to a breastfed infant, or of networking to facilitate such surveillance or research.

Protecting Against Indebting our Descendants through Fully Offset Relief (PAID FOR) Temporary Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through July 7, 2010. Postpones the termination of the program until December 11, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until July 7, 2010: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and December 11, 2010, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through June 30, 2010, premium assistance for COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. Amends title XVIII (Medicare) of the Social Security Act to extend through June 30, 2010, the 0% update to the conversion factor in the Medicare physican payment computation. Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through June 30, 2010. Prohibits the Secretary of Health and Human Services (HHS) from publishing updated poverty guidelines for 2010 until after such date. Amends the Continuing Appropriations Resolution, 2010 to extend through June 30, 2010, the national flood insurance program. Amends the ARRA to extend through June 30, 2010, the small business loan guarantee program. Makes appropriations for the program as well as for the cost of certain loan guarantee fee reductions and eliminations. Rescinds pro rata the unobligated balance of each amount appropriated or made available under ARRA (except under title X: Military Construction and Veterans Affairs of division A), so that the aggregate amount of such rescissions equals $13 billion to offset the net increase in spending resulting from this Act.

Congratulates the Convention on International Trade in Endangered Species of Wild Fauna and Flora on its 35th anniversary. Recognizes the important contributions the Convention has made in regulating international trade in endangered species and protecting such species worldwide. Recognizes the increasing importance of the Convention in addressing multiple and compounding threats on species and ecosystems arising from over-exploitation, habitat loss, invasive species, disease, and the effects of climate change. Applauds the Convention's recent leadership in reaffirming strong protections for the African elephant, and other endangered species. Urges: (1) renewed, expanded, and accelerated commitments to the Convention by all Parties to ensure the Convention's contribution to species conservation; (2) the U.S. delegation to the Convention to utilize international cooperation to encourage other Parties to the Convention to collaborate effectively to curb excessive exploitation of species for international trade; and (3) the Convention to adopt stronger protections for the polar bear, sharks, bluefin tuna, and other endangered species at the 16th meeting of the Conference of the Parties in 2013.

Supports the goals and ideals of High-Performance Building Week. Recognizes and reaffirms the nation's commitment to High-performance Buildings by promoting awareness about their benefits and new education programs, supporting research, and expanding access to information. Recognizes the unique role that the Department of Energy (DOE) plays through the Office of Energy Efficiency and Renewable Energy's Building Technologies Program, which works closely with the building industry and manufacturers to conduct research and development on technologies and practices for building energy efficiency. Recognizes the important role that the National Institute of Standards and Technology (NIST) plays in developing the measurement science needed to develop, test, integrate, and demonstrate the new building technologies. Encourages further research and development of high-performance building standards, research, and development.

Calls on the government of South Africa to: (1) adopt the Prevention and Combating of Trafficking in Persons Bill; (2) prioritize anti-trafficking law enforcement during the 2010 Federation Internationale de Football Association (FIFA) World Cup; and (3) adopt measures to protect vulnerable children from sexual and labor exploitation. Urges the government of South Africa to prosecute tourists participating in commercial sexual exploitation of women and children during the 2010 World Cup.

Student Veteran Counseling Improvement Act - Directs the Secretary of Veterans Affairs (VA) to establish a toll-free telephone number to provide mental and behavioral health professionals with information related to the treatment and counseling of a veteran reporting symptoms of: (1) post-traumatic stress disorder (PTSD); (2) traumatic brain injury; (3) anxiety; (4) depression; (5) sexual assault; (6) sexual trauma; (7) readjustment disorder; or (8) other service-connected mental health conditions. Requires that a licensed mental health counselor employed by the VA operate the hotline and provide such information. Directs the Secretary to notify each institution of higher learning of the hotline and provide hotline information on the VA's Internet website. Requires the Secretary to provide mental and behavioral health professionals at each institution of higher learning with training on such information.

Congratulates Israel for its accession to membership in the Organization for Economic Co-operation and Development (OECD). Commends the 31 nations of the OECD, as well as OECD Secretary-General Angel Gurria, for recognizing Israel's economic success as well as its commitment to the principles of democratic government and market economy by unanimously electing Israel to OECD membership. Recognizes the importance of the strong role played by the United States in Israel's successful bid for accession to membership in the OECD. United States-Israel Missile Defense Cooperation and Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short-range missiles launched against Israel.

Demands that Hamas: (1) immediately and unconditionally release Israeli soldier Gilad Shalit; (2) allow access to the Israeli captives by competent medical personnel and representatives of the International Committee of the Red Cross; and (3) provide Gilad Shalit the humane treatment all captives are entitled to as a fundamental human right, including communication with his family. Expresses: (1) commitment to the survival of Israel as a Jewish and democratic state within recognized and secure borders; (2) support in resolving the Israeli-Palestinian conflict through the creation of a democratic, viable, and independent Palestinian state living in peace alongside Israel; (3) sympathy for Gilad Shalit's family; and (4) commitment to seek the release of Gilad Shalit and other missing Israeli soldiers. Recalls Israeli soldiers Ehud Goldwasser, Eldad Regev, Zecharya Baumel, Zvi Feldman, Yehuda Katz, Ron Arad, Guy Hever, and Majdy Halabi. Condemns: (1) Hamas for the cross border attack and kidnapping of Gilad Shalit; and (2) Iran and Syria for their support for international terrorism.

Calls for the immediate release from prison by Malawi of Mr. Tiwonge Chimbalanga and Mr. Steven Monjeza, citizens of the Republic of Malawi, who were imprisoned on the basis of sexual orientation. Urges the government of the Republic of Malawi to address the violation of human rights in Malawi and the criminalization of conduct by consenting adults. Encourages the Secretary of State to monitor human rights abuses in Malawi that occur based on sexual orientation and encourages the release of those individuals detained solely on the basis of sexual orientation.

Global Resources and Opportunities for Women to Thrive Act of 2010 or GROWTH Act of 2010 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; (7) Millennium Challenge Account assistance; and (8) indigenous women's organizations. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations, such as indigenous nongovernmental organizations, community-based organizations, and regulated financial intermediaries; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

Small Business Bill of Rights - Amends the Internal Revenue Code to: (1) extend through 2011 the offset of nonrefundable personal credits against regular and alternative minimum tax (AMT) liability, the increased AMT exemption amount, and the reduced tax rates on dividends and capital gains; (2) reduce the tax rate on gain from the sale of qualified small business stock; (3) increase in 2009, 2010, or 2011 the tax deduction for business start-up expenses; (4) allow self-employed individuals to deduct health insurance costs in computing the tax on self-employment income; (5) increase and make permanent the tax credit for the purchase of hybrid motor vehicles; (6) allow a new tax credit for the purchase of flexible fuel vehicles; and (7) make the tax credits for residential energy efficiency expenditures and the tax deduction for energy efficient commercial building expenditures permanent. Requires each report of a congressional committee on a public bill or joint resolution to contain a statement by the Comptroller General that certifies that such bill or resolution will not cause an increase in unemployment. Exempts a small business concern from any amendment to the Internal Revenue Code after the enactment of this Act that would result in a tax increase to such business. Authorizes the Administrator of the Small Business Administration (SBA) to take steps to limit the impact of federal regulations on small business concerns. Postpones until December 31, 2015, the termination of the estate and generation-skipping transfer tax provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001. Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board (NLRB); and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner. Sets forth provisions to implement health care liability reforms. Amends the Public Health Service Act to allow for the purchase of health insurance coverage across state lines. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the e-verify program permanent and to allow verification of employee legal status over the telephone. Allows small business concerns a 30-day grace period to correct errors in paperwork for which fines may be imposed under the Immigration and Nationality Act. Expresses the sense of Congress against the enactment of any laws to lessen the protections for new products or processes under the patent law or to reduce the term of any existing patent. Establishes in the United States Patent and Trademark Office (USPTO) a Patent Ombudsman Program to assist small business concerns in filing patents. Prohibits: (1) a federal agency from issuing a rule until it has studied whether such rule will have an unduly burdensome effect on small business concerns; and (2) the SBA Administrator, in carrying out SBA programs, from imposing any limit on executive compensation by any small business concern. Requires the Comptroller General to conduct a study of each federal regulation to determine the burden such regulation imposes on small business concerns. Amends the Small Business Act relating to the Service Corps of Retired Executives (SCORE) to require the SBA Administrator to ensure that SCORE: (1) carries out a plan to increase the number of small business mentors; (2) establishes benchmarks for evaluating its activities and volunteers; and (3) establishes a mentoring program of one-on-one advice to small businesses from qualified counselors. Renames the Service Corps of Retired Executives as SCORE. Eliminates the Active Corps of Executives. Amends the Small Business Act to increase from 23% to 30% the government-wide small business procurement contract goal. Requires the President, before the close of each fiscal year, to establish new goals. Requires each federal agency to have an annual goal at least equal to the federal goal. Redefines the terms"bundled contract" and "bundling of contract requirements" for federal contract procurement purposes. Amends the federal criminal code to impose criminal penalties for making a false statement concerning status as a small business concern in an effort to obtain a federal contract. Rescinds any unobligated balances made available by the American Recovery and Reinvestment Act of 2009. Repeals the Troubled Asset Relief Program (TARP). Requires any TARP funds repaid to the federal government to be used for deficit reduction.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Condemns the government of Syria for transferring Scud missiles and other advanced weapons and missile systems to the Hizballah terrorist organization. Urges the President to: (1) reevaluate the nomination of Robert Ford as Ambassador to Syria; and (2) tighten and enforce all existing sanctions against Syria. Urges the President and the Secretary of State to work with U.S. allies to increase international pressure on Syria for its support of terrorist groups.

UNRWA Humanitarian Accountability Act - Amends the Foreign Assistance Act of 1961 to withhold U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) or to any successor or related entity unless the Secretary of State certifies to Congress that: (1) no UNRWA official, employee, representative, or affiliate is a member of a foreign terrorist organization, has propagated anti-American, anti-Israel, or anti-Semitic rhetoric, or has used UNRWA resources to propagate political materials regarding the Israeli-Palestinian conflict; (2) no UNRWA facility is used by a foreign terrorist organization; (3) no UNRWA school uses educational materials that propagates anti-American, anti-Israel, or anti-Semitic rhetoric; (4) UNRWA is subject to auditing oversight; and (5) UNRWA holds no accounts or other affiliations with financial institutions deemed by the United States to be complicit in money laundering and terror financing. Limits, upon certification compliance, U.S. contributions to UNRWA.
