Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Declares that Congress encourages the Government of China to honor its obligations under the United Nations Convention relating to the Status of Refugees of 1951, as modified by the Protocol relating to the Status of Refugees of 1967, by: (1) making genuine efforts to identify and protect the refugees among the North Korean migrants encountered by Chinese authorities; (2) providing North Korean refugees residing in China with a safe asylum; (3) halting the forced repatriations of North Korean refugees seeking asylum in China; (4) allowing the United Nations High Commissioner for Refugees (UNHCR) to have access to all North Korean refugees residing in China; and (5) cooperating with the UNHCR in efforts to resettle the North Korean refugees residing in China in other countries. Encourages the UNHCR to facilitate the resettlement of North Korean refugees residing in China in other countries.

Holocaust Victims Insurance Relief Act of 2001 - Directs the Archivist of the United States to establish and maintain a Holocaust Insurance Registry to consist of information on holders and issuers (and related liable entities) of Holocaust-era insurance policies that were: (1) in effect after January 30, 1933, and before December 31, 1945; and (2) issued to a policyholder domiciled in any area of Europe that was occupied or controlled by Nazi Germany or any ally or sympathizer during such period. Requires: (1) insurers to file such information in an electronic format with the Secretary of Commerce by a specified deadline; (2) the Secretary to assess a civil penalty for each day an insurer fails to comply; and (3) notify each State's commissioner of insurance of the identity of any insurer that has failed to file such information or to satisfy any penalty.

Late Term Abortion Restriction Act - Prohibits knowingly performing an abortion after the fetus has become viable, unless, in the medical judgment of the attending physician, the abortion is necessary to preserve the woman's life or to avert serious adverse health consequences to her. Subjects a physician who violates this Act to a civil penalty.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Department of Defense-Department of Veterans Affairs Health Resources Access Improvement Act of 2001 - Urges the Secretaries of Defense and Veterans Affairs to commit their departments to exploring new ways for significantly improving health resources sharing and to building supportive organizational cultures. Directs such Secretaries to: (1) conduct a demonstration project at five qualifying sites to identify advantages of providing integrated management of military treatment facilities and veterans' health care facilities in the same geographic area; and (2) provide for a unified management system for such facilities at each site. Authorizes each Secretary to waive administrative regulations or policies to implement the demonstration project. Terminates the project on September 30, 2006. Directs the Secretaries to: (1) submit to the appropriate congressional committees a prospectus for construction of a new joint medical facility for their departments; (2) enter into a joint contract for an independent, comprehensive review to identify opportunities for joint funding for an integrated graduate medical education program; and (3) develop and implement a common affiliation agreement or contract for graduate medical education purposes at project locations. Requires (current law authorizes) the Secretary of Veterans Affairs to share health care resources with the Secretaries of the military departments. Repeals current Department of Veterans Affairs hospital bed limits.

Encourages all participants in the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR) to seize this opportunity to tackle the scourges of racism, xenophobia, sexism, religious intolerance, slavery, and other forms of discrimination. Recognizes that efforts to address these prejudices should occur within a global framework and without reference to specific regions, countries, or present-day conflicts. Urges: (1) the participants to utilize WCAR to mitigate, rather than aggravate, racial, ethnic, and regional tensions; and (2) WCAR to focus on concrete steps that may be taken to address gross human rights violations that were motivated by racially and ethnically based animus and on devising strategies to help eradicate such intolerance. Commends the efforts of the Government of South Africa in hosting WCAR.

Temple Mount Preservation Act of 2001 - Bars the use of appropriated funds for assistance to the Palestinian Authority (or its instrumentalities) unless the President certifies to Congress that no excavation of the Temple Mount in Israel is being conducted, other than that authorized by the Israeli Antiquities Authority. Provides a waiver of such prohibition if it is certified to Congress that it is in the national security interests of the United States.

Real Interstate Driver Equity Act of 2001 - Amends Federal transportation law to prohibit a State or political subdivision and interstate agency of two or more States from enacting or enforcing any law, rule, or regulation requiring a license or fee on account that a motor vehicle is providing pre-arranged ground transportation service, if the motor carrier providing such service: (1) meets all applicable registration and vehicle and intrastate passenger licensing requirements; and (2) is providing such service pursuant to a contract for interstate and intrastate passenger travel. Declares that nothing in this Act shall be construed as: (1) subjecting taxicab service to Federal regulation; or (2) prohibiting or restricting an airport, train, or bus terminal operator from contracting to provide preferential access or facilities to one or more providers of pre-arranged ground transportation service.

Automatic Defibrillation in Adam's Memory Act - ADAM Act - Directs the Secretary of Health and Human Services to award a grant to a health care organization to establish a national information clearinghouse to increase public access to defibrillation (PAD) in schools by providing: (1) timely information on PAD program implementation and development; (2) comprehensive program materials to establish a PAD program in schools; (3) support to cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) training programs; (4) encouragement for community partnerships with and among public and private organizations to promote PAD in schools; (5) a database to gather information in a central location regarding sudden cardiac arrest in the pediatric population and identifying or conducting further research into the problem; and (6) assistance to communities that wish to develop screening programs for at-risk youth.

Recognizes the courage of Serbian democrats, in particular, Serbian Prime Minister Zoran Djindjic, in facilitating the transfer of Slobodan Milosevic to the International Criminal Tribunal for Yugoslavia. Calls for the continued arrest and transfer of other indicted war criminals throughout the Balkans to the Tribunal. Encourages the release of all innocent political prisoners held in Serbian prisons. Declares that the House of Representatives remains committed to providing foreign assistance to support the success of economic, political, and legal reforms in Yugoslavia and other nations of the Balkans region as long as the Yugoslav Government and others continue to cooperate in the matter of war criminals.

Expresses the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners. Calls for the U.S. Government to urge the Chinese Government to: (1) release from detention all Falun Gong practitioners and end the torture and other cruel, inhumane, and degrading treatment of such practitioners and other prisoners of conscience; and (2) abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.

Gun Crime Prosecution Act of 2001 - Requires the U.S. Attorney for each judicial district to: (1) appoint one additional Assistant U.S. Attorney for that district to be responsible for prosecuting only offenses under Federal law involving firearms or ammunition; and (2) require such Assistant Attorney to give priority to crimes of violence committed by individuals who have previously been convicted of such a crime and to offenses by individuals who have previously been convicted of a crime punishable by imprisonment for more than one year.

Expresses the sense of the House of Representatives that the United Nations should immediately transfer to the Israeli Government an unedited and uncensored form of the videotape that contains images which could provide material evidence for the investigation into the incident of October 7, 2000, when Hezbollah forces abducted three Israeli Defense Force soldiers, as well as any other material it may possess.

Gun Show Loophole Closing and Gun Law Enforcement Act of 2001 - Gun Show Loophole Closing Act of 2001 - Amends the Brady Handgun Violence Prevention Act to provide for regulation of firearms transfers at special firearms events (events at which 75 or more firearms are offered or exhibited for sale or exchange if one or more of the firearms has been shipped or transported in, or otherwise affects, interstate or foreign commerce, with an exception). Prohibits a special firearms events frequent operator from organizing, planning, promoting, or operating a special firearms event without meeting specified requirements. Sets forth: (1) responsibilities of special firearms events infrequent operators, transferors other than licensees, and licensees; (2) special firearms event license application requirements; and (3) penalties for violation of this Act. Provides an option for 24-hour background checks at special firearms events for States with computerized disqualifying records and programs to improve State databases. Increases penalties for: (1) serious record keeping violations by licensees; and (2) violations of criminal background check requirements. Gun Law Enforcement Act of 2001 - Authorizes appropriations for: (1) grants to States and local governments to support prosecutions in high gun crime areas; (2) the Attorney General to hire 114 additional Federal firearms prosecutors; (3) additional Bureau of Alcohol, Tobacco, and Firearms agents; (4) gun tracing and youth crime gun interdiction; and (5) grants to research entities developing technologies that limit the use of a gun to the owner.

Microbicide Development Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Allergy and Infectious Diseases to expand, intensify, and coordinate the activities of the Institute with respect to research on the development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Directs the Secretary of Health and Human Services to expand, intensify, and coordinate the activities of such Centers with respect to research on microbicides to prevent the transmission of HIV and other sexually transmitted diseases.

Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

Requires any amounts appropriated for a Representational Allowance for a Member of the House of Representatives which remain after all payments are made under such Allowance to be deposited in the Treasury and used for deficit reduction or, in fiscal years for which there is no Federal budget deficit, to reduce the Federal debt.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties for health plans failing to provide benefits; (3) provide for patient protection standards; (4) repeal the limitation on the number of Archer Medical Savings Accounts and increase the deduction for contributions to such accounts; and (5) set forth rules governing association health plans.

Coral Reef and Coastal Marine Conservation Act of 2001 - Amends the Foreign Assistance Act of 1961 to establish in the Department of Treasury the Coral Reef and Other Coastal Marine Resources Facility. Authorizes the President, through the exchange by the Facility of new obligations for outstanding obligations of an eligible Latin American or Caribbean country with a coral reef or other coastal marine resource meeting specified requirements, to reduce the amount owed by the country to the United States that is outstanding as of January 1, 1999, as a result of concessional loans. Authorizes the President to sell, reduce, or cancel such loans in order to facilitate a debt-for-nature swap or a debt buyback with an eligible purchaser or eligible country to support activities to conserve, maintain, and restore the country's coral reefs and other coastal marine resources. Requires each beneficiary country that has entered into a Coral Reef and Other Coastal Marine Resources Agreement with the Secretary of State to establish a Coral Reef and Other Coastal Maine Resources Fund to receive payments of interest on new obligations undertaken by the country to provide grants to certain entities in such country to conserve, maintain, and restore its coral reefs and other coastal marine resources. Requires the Enterprise for the Americas Board to carry out certain duties with respect to implementing this Act.

Retirement Security Advice Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to allow prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice.

Gasoline Access and Stabilization Act of 2001 - Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations for reformulated and oxygenated gasoline sold for use in all States that: (1) require such gasoline to comply with a national formula; and (2) prohibit the sale in any State of any such gasoline that does not comply with the formula. Allows reformulated gasoline approved by the Administrator for a State for which a waiver is in effect (allowing application of State emissions control standards) to satisfy this Act's requirements. Allows a State Governor to elect to have an area within the State, or the entire State, treated as a covered area for purposes of reformulated gasoline requirements, without regard to existing opt-in requirements. Prohibits States and localities, after December 31, 2004 (other than the State of California pursuant to a waiver or another State opting-in to California's reformulated gasoline standards pursuant to this Act), from prescribing or enforcing a control of any characteristic of a gasoline or additive that is not identical to EPA regulations. Prohibits, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

Models of Safety and Health Excellence Act of 2001 - Directs the Secretary of Labor to establish voluntary protection programs to promote and recognize the achievement of worksites that demonstrate excellence in workplace health and safety. Authorizes the Secretary, in limited situations, to alter program application requirements to include nonstandard worksites such as short-term construction sites and mobile worksites. Directs the Secretary to encourage: (1) program participants to share occupational safety and health expertise with other employers; (2) the participation of small business in the programs, through outreach and assistance initiatives and program requirements that address the needs of small businesses. Authorizes the Secretary to provide for development of equivalent programs in State-plan States under the Occupational Safety and Health Act of 1970 (OSHA). Sets forth program requirements for applications, on-site evaluations, information, and reevaluations. Exempts worksites participating in the program from inspections or investigations under OSHA, except inspections or investigations arising from employee complaints, fatalities, catastrophes, or significant toxic releases. Requires decisions regarding acceptance into, and continued participation in, the program to be based on the applicant's superior safety and health performance, as determined by, and in the sole discretion of, the Secretary or the Secretary's authorized representatives.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

Amends the Agricultural Market Transition Act to: (1) reduce quota peanut price support levels through crop year 2003; (2) extend marketing assessment services through 2003; and (3) make nonrecourse loans available to all peanut producers at 85 percent of estimated market value as of crop year 2004. Amends the Agricultural Adjustment Act of 1938 to eliminate peanut quotas as of crop year 2004. Amends the National School Lunch Act to authorize the purchase at world market price of additional (excess of poundage quota) peanuts for the school lunch and other specified food and nutrition programs. States that such peanuts shall not be considered domestic edible use peanuts under the Agricultural Adjustment Act of 1938 or the Agricultural Market Transition Act.

Great Lakes Water Protection Act - Amends the Federal Water Pollution Control Act to allow a Great Lakes State to receive an incentive grant under this Act to carry out conservation activities or a grant under the Safe Drinking Water Act to establish a State revolving loan fund only if the State does not issue any oil or gas permit or lease for drilling to extract oil or gas from land beneath the water in any of the Great Lakes. Requires the Administrator of the Environmental Protection Agency to study the environmental effects of such drilling activity and submit the results of the study to the National Academy of Sciences for review. Expresses the sense of Congress with respect to action upon receipt of the study.

Trade Promotion Authority Act of 2001 - Sets forth the overall trade negotiating objectives of the United States for trade agreements (generally similar to the objectives of the Omnibus Trade and Competitiveness Act of 1988 (OTCA)), including to: (1) further strengthen the system of international trading disciplines and procedures, including dispute settlement; and (2) foster economic growth, raise living standards, and promote full employment in the United States and to enhance the global economy. Sets forth the principal U.S. negotiating objectives (generally similar to the principal OTCA negotiating objectives) regarding trade barriers and other trade distortions, trade in services, foreign investment, intellectual property, transparency, improvement of the World Trade Organization (WTO) and other multilateral and bilateral trade agreements, foreign regulatory practices, electronic commerce, reciprocal trade in agriculture, and WTO extended negotiations. Requires the United States Trade Representative (USTR) to consult closely with Congress during trade negotiations. Sets forth the authority of the President (generally similar to the authority under OTCA) to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. States that a trade agreement may be entered into (before June 1, 2005; or June 1, 2007, if trade authorities procedures (or fast-track procedures) are extended under this Act) only if it makes progress in meeting the overall and principal trade negotiating objectives, and the President satisfies certain notification and consultation requirements set forth in this Act, including submission of the agreement for assessment by the International Trade Commission. Applies trade authorities procedures to bills implementing trade agreements if they consist of: (1) a provision approving a trade agreement entered into under this Act, and approving any statement of administrative action; and (2) if changes in existing laws or new statutory authority are required to implement such agreements, provisions necessary to implement them, either repealing or amending existing laws or providing new statutory law. Authorizes both Houses of Congress to adopt, within 60 days of each other, a procedural disapproval resolution denying trade authorities procedures to any trade agreement if the President has failed or refused to notify or consult with Congress about it. Exempts from the notice and consultation requirements of this Act any tariff or nontariff agreement which results from negotiations commenced before enactment of this Act, and which: (1) is entered into under the auspices of the WTO regarding the rules of origin work program; (2) is entered into with Chile or Singapore; or (3) establishes a Free Trade Area for the Americas. Requires the appointment of a Congressional Oversight Group to serve as advisor to the U.S. delegation after the President notifies Congress of his intention to enter into the negotiation of any tariff or nontariff trade agreement. Requires the President to submit an implementation and enforcement plan at the same time a final text of any tariff or nontariff trade agreement is submitted to Congress.

Permanent Death Tax Repeal Act of 2001 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act.

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of debt owed by a developing country with a tropical forest to the United States as a result of concessional loans made or credits extended to such country under specified laws.

Nutrition Assistance for Working Families and Seniors Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make legal immigrants eligible for food stamp program benefits. Amends the Food Stamp Act of 1977 respecting the food stamp program to: (1) increase standard income deductions; (2) increase the minimum household allotment; (3) increase the transitional benefits period; (4) provide for personnel training, a toll-free information number, pilot programs for inter-program application and verification, and Internet and telephone participation; (5) provide grants for partnerships and technology to enhance program access, including outreach to families with low program participation, or participating in (or unable to participate in) the temporary assistance for needy families program. Amends the Emergency Food Assistance Act of 1983 to authorize additional appropriations for emergency food assistance commodities.

Lyme and Infectious Disease Information and Fairness in Treatment (LIFT) Act - Establishes the Tick-Borne Disorders Advisory Committee in the Office of the Secretary of Health and Human Services (HHS). Directs the Committee to advise the Secretary and the Assistant Secretary of HHS and the Social Security Administration (SSA) Commissioner regarding how to: (1) provide public input on the public's needs regarding tick-borne disorders (lyme and other infectious diseases) so that government agencies can coordinate and more effectively plan and execute their activities; and (2) develop informed responses to constituency groups regarding the efforts and progress of the HHS and SAA. Authorizes appropriations to the Centers for Disease Control and Prevention to: (1) focus on developing better diagnostic tools and tests, expanding educational efforts, and re-educating clinicians, medical license boards, and health care insurers about the inappropriate uses of the Lyme disease case surveillance definition in patient diagnosis and treatment; and (2) collaborate with the National Institutes of Health, the Department of Defense, and other appropriate agencies for further research on tick-borne disorders, including study of preventive methods to decrease exposure to them. Requires the Director of the National Institutes of Health to coordinate activities and research regarding tick-borne diseases across Institutes to encourage collaborative research.

Koby Mandell Act of 2001 - Directs the Attorney General to establish within the Department of Justice an office to: (1) monitor acts of international terrorism alleged to have been committed by Palestinians or individuals acting on behalf of Palestinian organizations; (2) collect and offer rewards for information against individuals alleged to have committed such acts; (3) negotiate with the Palestinian Authority or related entities to obtain financial compensation for U.S. nationals or their families injured or killed by such terrorist acts; (4) establish and implement alternative methods to apprehend, indict, prosecute, and convict individuals who commit such acts; (5) contact victims' families and provide updates on the progress to apprehend, indict, prosecute, and convict the individuals who commit such acts; and (6) provide for the permanent stationing of an appropriate number of U.S. officials in Israel, in territory administered by Israel and by the Palestinian Authority, and elsewhere.

Global Access to HIV/AIDS Prevention, Awareness, Education, and Treatment Act of 2001 - Amends the Foreign Assistance Act of 1961 to urge the United States and other developed countries, with respect to activities supported in connection with health programs, to provide assistance to sub-Saharan and other developing countries to control the human immunodeficiency virus and acquired immune deficiency syndrome (HIV/AIDS) pandemic through HIV/AIDS prevention, treatment, monitoring, and related activities. Authorizes the Administrator of the U.S. Agency for International Development (AID) to provide assistance through nongovernmental organizations to carry out such activities there. Directs the Administrator for AID to provide assistance to sub-Saharan African and other developing countries for the procurement of HIV/AIDS pharmaceuticals, anti-viral therapies, and other appropriate medicines and their distribution to qualified national, regional, or local organizations for the treatment of individuals with HIV/AIDS in accordance with appropriate HIV/AIDS testing and monitoring requirements and for the prevention of transmission of HIV/AIDS from mother to child. Provides for U.S. contributions to multilateral efforts to prevent, treat, and monitor HIV/AIDS in sub-Saharan African and other developing countries.

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985 to direct the President, beginning after the 2000-2001 quota year, to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

States that Congress encourages: (1) the States of Illinois, Michigan, New York, Pennsylvania, and Wisconsin to continue to prohibit off-shore drilling in the Great Lakes for oil and gas; (2) the States of Indiana, Minnesota, and Ohio and the Canadian Province of Ontario to enact a prohibition of such drilling; and (3) Ontario to require the cessation of any such drilling and any production resulting from it.

Social Security Number Privacy and Identity Theft Prevention Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and public display of social security account numbers (SSNs) (or any derivatives) by Federal, State, and local governments and bankruptcy case trustees; (2) prohibit the display of SSNs on checks issued for payment by such governments, or on driver's licenses or motor vehicle registrations issued by a State or local government; (3) prohibit the Federal, State, or local government display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by Federal, State, or local governments; (5) require States to require independent verification of birth records provided in support of applications for SSNs; and (6) prohibit the selling, purchasing, or displaying of SSNs and the obtaining or using of any individual's SSN to locate or identify such individual with the intent to physically injure or harm such individual or to use the ID of such individual for any illegal purpose by any person, with specified exceptions. Establishes civil and criminal penalties for violations of this Act, including judicial orders of restitution. Provides that any person who refuses to do business with an individual because the individual will not consent to that person's receipt of his or her SSN shall be considered to have committed an unfair or deceptive act or practice in violation of the Federal Trade Commission Act, except in certain cases required under Federal law. Subjects to the Fair Credit Reporting Act information regarding a consumer's SSN (and any derivative) (credit header information).

Directs the Administrator of the Environmental Protection Agency, in consultation with the Energy Information Administration, to study the feasibility of: (1) developing regional vehicle fuel specifications; and (2) alleviating gasoline supply problems and inflated gasoline prices through the use of a uniform blend of ethanol-based gasoline in the various regions of the United States, focusing on the production and use of a single blend for the Midwest region.

Amends Federal aviation law with respect to the air traffic control contract program to authorize the Secretary of Transportation to provide grants to an airport sponsor for: (1) the construction or improvement of a nonapproach control tower (effectively eliminating eligibility of Level I air traffic control towers for such grants); and (2) the acquisition and installation of air traffic control equipment to be used in a nonapproach control tower to assist in sustaining or improving the safe and efficient movement of air traffic. Revises eligibility requirements with respect to such grants.
