Fund Farm Programs Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to continue providing services for farmers through the Farm Service Agency (FSA) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA. Specifically, the bill provides appropriations to continue (1) uninterrupted services for farmers through the FSA; and (2) operations of FSA programs and offices, including with respect to farm loans. The bill also provides appropriations for the costs of FSA services that were not provided to farmers on or after September 30, 2025, and before this bill is enacted due to a lapse in appropriations. The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA. The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted. The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Shutdown Fairness Act This bill provides appropriations to pay federal employees who work during a government shutdown. Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to excepted employees for work performed during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). An excepted employee is an employee who is required to work during a government shutdown. Under current law, excepted employees are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term excepted employee includes certain contractors who support federal employees during a government shutdown and members of the Armed Forces who are on active duty. A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency. The bill must take effect as if it had been enacted on September 30, 2025.

Competitive Bidding Relief Act This bill extends until December 31, 2025, a higher payment rate (known as the 75/25 blended rate) for durable medical equipment in nonrural or noncontiguous areas under Medicare.

Equal Campus Access Act of 2025 This bill prohibits funding made available under the Higher Education Act of 1965 from being provided to any public institution of higher education (IHE) that denies certain campus rights to religious student organizations. Specifically, the bill prohibits a public IHE from receiving these funds if it denies a religious student organization any right, benefit, or privilege that is otherwise afforded to other student organizations at the IHE because of the religious student organization's beliefs, practices, speech, leadership standards, or standards of conduct.

Prevent Government Shutdowns Act of 2025 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Guarding Unprotected Aging Retirees from Deception Act or the GUARD Act This bill allows state, local, and tribal law enforcement agencies and grantees that receive funds from certain law enforcement grant programs to use the funds to investigate general financial fraud, elder financial fraud, and pig butchering. Pig butchering refers to a confidence and investment fraud in which a victim is gradually lured into transferring increasing amounts of money, generally in the form of cryptocurrency, into a fake virtual investment. The bill allows federal law enforcement agencies to assist state, local, and tribal law enforcement agencies and fusion centers in the use of tracing tools for blockchain and related technology tools. Finally, the bill requires the Department of the Treasury and the Financial Crimes Enforcement Network (FinCEN) to report on efforts and recommendations related to general financial fraud, elder financial fraud, pig butchering, and scams. The bill also requires Treasury and FinCEN to report on the state of scams in the United States, including information about crimes committed, federal civil and criminal enforcement actions, and federal efforts to address the crimes.

Equitable Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.
