American Economic Diplomacy Act This bill requires the President to include additional information in the annual report to Congress on the trade agreements program and the national trade policy agenda. Specifically, the report must include a statement of how U.S. trade policy supports and advances the objectives of the President's National Security Strategy and the Department of Defense's National Defense Strategy.

This bill requires the Department of the Treasury to instruct the U.S. executive directors at certain multilateral development banks, such as the Asian Development Bank, to oppose providing a loan, financial assistance, or technical assistance to China. The executive directors must also advocate and vote to end lending and assistance to a country that has exceeded certain income thresholds.

Merchant Category Code Neutrality Act This bill prohibits the Internal Revenue Service from auditing a taxpayer based primarily on the Merchant Category Codes, or other similar codes, used to classify the goods or services provided by the taxpayer's business. The bill defines Merchant Category Code to mean classification codes assigned by payment card organizations to merchants or payees that accept their payment cards to classify the goods or services provided or furnished by a merchant or payee.

American Innovation and Jobs Act This bill revises and expands the deductibility of research and experimental expenditures to allow immediate expensing of such expenditures. It also allows the amortization over a period of at least 60 months of certain other types of research and experimental expenditures not treated as expenses. The bill increases the maximum amount eligible for the tax credit for new and small businesses and increases to 20% the rate of the credit for business startups.

This bill reauthorizes through FY2029 certain activities under the Impact Aid Program. The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Regulatory Transparency Act of 2023 This bill requires agencies to determine that the benefits of a rule justify the costs of the rule before issuing a proposed, final, or interim final rule. The bill also requires agencies to complete a regulatory impact analysis that meets specified requirements before issuing an economically significant rule. Economically significant rules are generally those with an annual effect on the economy of at least $100 million. Each regulatory impact analysis must include the potential benefits and costs of the rule and take into account the cumulative regulatory burden on the regulated entity. The analysis must also (1) be transparent, replicable, and objective; and (2) consider the potential effects on different types and sizes of businesses, if applicable. The bill provides for judicial review of an agency's regulatory impact analysis. Agencies also must consider a sunset date for an economically significant rule.

Hello Girls Congressional Gold Medal Act of 2023 This bill provides for the award of a single Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps, commonly known as the Hello Girls , in recognition of their military service, devotion to duty, and 60-year struggle for veterans' benefits and recognition as soldiers.

Modification to Department of Defense Travel Authorities for Abortion-Related Expenses Act of 2023 This bill prohibits the Department of Defense (DOD) from providing certain funding related to abortion services. First, the bill terminates the DOD memorandum titled Ensuring Access to Reproductive Health Care (October 20, 2022). Such memo sets forth DOD policies and procedures in response to the Supreme Court's ruling in Dobbs v. Jackson Women's Health Organization . Under the bill, DOD may not obligate or expend funds to carry out the objectives of the memo or any successor memo. Next, the bill prohibits DOD from providing any actual or necessary expenses of travel or transportation related to official travel for a member of the Armed Forces or a dependent of such a member who is seeking an abortion or any abortion-related service (except in the case of rape or incest, or when the mother's life is in danger). The bill provides that limited access of a member of the Armed Forces or a dependent to an abortion or abortion-related services due to the member's duty location does not constitute an unusual, extraordinary, hardship, or emergency circumstance for which travel and transportation allowances may be provided (except in the case of rape or incest, or when the mother's life is in danger). The bill also prohibits a member of the Armed Forces from taking convalescent leave or using an administrative absence for travel related to receiving an abortion or abortion-related service (except in the case of rape or incest, or when the mother's life is in danger).

This resolution condemns China's Hong Kong national security law (officially called The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region ) and related human rights abuses. The resolution also (1) supports the people of Hong Kong as they fight to exercise fundamental rights and freedoms; and (2) calls upon the Hong Kong government to drop all sedition and national security law-related charges and free all defendants immediately, including Jimmy Lai and Cardinal Zen.

This joint resolution nullifies the rule issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives titled Factoring Criteria for Firearms With Attached "Stabilizing Braces" and published on January 31, 2023. The rule establishes criteria for determining whether a firearm equipped with an attached stabilizing brace that facilitates shoulder fire is a rifle subject to regulation (e.g., registration) under the National Firearms Act.

Expanding Local Meat Processing Act of 2023 This bill directs the Department of Agriculture to revise its regulations to allow certain packers to hold an ownership interest in, finance, or participate in the management or operation of a market agency selling livestock on a commission basis. The bill applies to packers that have a cumulative slaughter capacity of (1) less than 2,000 animal per day or 700,000 animals per year with respect to cattle or sheep, and (2) less than 10,000 animals per day or 3 million animals per year with respect to hogs.

This resolution recognizes that Congress may not modify a resolution to amend the Constitution once it is submitted to the states for ratification or after its ratification deadline expires. The resolution further recognizes that the deadline for the Equal Rights Amendment expired, and so that amendment may not become part of the Constitution unless Congress reinitiates the entire amendment process outlined in Article V of the Constitution. The Equal Rights Amendment guarantees equal rights and equality under the law regardless of sex. Congress approved it for ratification by the states in 1972, but only 35 states ratified it (out of the 38 needed) before the statutory deadline expired in 1982. However, an additional three states ratified it after the deadline.

Customs Trade Partnership Against Terrorism Pilot Program Act of 2023 or the CTPAT Pilot Program Act of 2023 This bill requires the Department of Homeland Security to carry out a pilot program that assesses whether allowing certain entities to participate in the Customs Trade Partnership Against Terrorism (CTPAT) would enhance port security, combat terrorism, prevent supply chain security breaches, or otherwise meet the goals of CTPAT. Such entities are (1) non-asset-based third-party logistics providers that arrange international freight transportation and are licensed by the Department of Transportation; or (2) asset-based third-party logistics providers that facilitate cross-border activity, are licensed or bonded by specified federal agencies, and execute logistics services using their own warehousing assets and resources. The bill requires the Government Accountability Office to report on the effectiveness of CTPAT.

Guidance Out Of Darkness Act or the GOOD Act This bill establishes requirements concerning the posting of agency guidance documents. Specifically, an agency must publish guidance documents online on the dates they are issued, publish all of its guidance documents that are in effect in a single location on a designated website, display a hyperlink on its website that provides access to the guidance documents on such website, and indicate on such website if a guidance document has been rescinded. The documents must be categorized as guidance documents and further divided into subcategories.

Veterans Border Patrol Training Act This bill requires the Department of Homeland Security (DHS) to collaborate with the Department of Defense (DOD) and Department of Veterans Affairs to establish an interdepartmental pilot program for five years. Under the program, DHS must use the DOD SkillBridge Program to train and hire transitioning servicemembers as border patrol agents for U.S. Customs and Border Protection.

Traveler's Gun Rights Act This bill broadens the scope of allowable firearms transactions involving active duty service members and their spouses and individuals who do not have a residence in any state. Currently, federal firearms laws generally prohibit a federal firearms licensee (e.g., a gun dealer) from sell or delivering a firearm to an individual whose state of residence is different than the state where the licensee's place of business is located. This bill defines the term state of residence as the state in which an individual is present with an intention of making a home. In the case of an individual who does not have a physical residence in any state, then the term state of residence means the address of the individual's private mailbox or post office box. In the case of a member of the Armed Forces on active duty, or his or her spouse, the term state of residence means (1) the state in which the member's permanent duty station is located, and (2) the state where the member maintains a place of abode from which he or she commutes to the permanent duty station.

Stop Forced Organ Harvesting Act of 2023 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, and (2) requiring the Department of State to report on these practices.

Reverse Entry for Migrant Offenders and Violence Expulsion Act This bill establishes under statute that a conviction for certain crimes related to kidnapping or sexual abuse shall be grounds for (1) barring an individual from entering the United States, and (2) deportability. (Under current law, convictions for certain crimes, including crimes involving moral turpitude, are grounds for inadmissibility and deportability.)

Human-Animal Chimera Prohibition Act of 2023 This bill establishes new federal crimes related to conduct involving certain types of human-animal chimeras. The term human-animal chimera means an organism that, from an early stage of development, contains human and nonhuman parts. This bill makes is unlawful to create or attempt to create a prohibited human-animal chimera, transfer or attempt to transfer a human embryo into a nonhuman womb, transfer or attempt to transfer a nonhuman embryo into a human womb, or transport or receive for any purpose a prohibited human-animal chimera. A violator is subject to civil and criminal penalties.

Clear and Concise Content Act of 2023 This bill requires the use of plain writing when the federal government provides information about benefits and services. The Office of Management and Budget (OMB) must rescind outdated guidance and issue new guidance for the creation, maintenance, and use of covered content at agencies. Covered content means any content that is necessary for obtaining a federal benefit or service or for filing taxes or that provides information about such benefit or service; federal agency operations, policies, or guidance of material importance to, and posted publicly by, the agency; how to interact with or provide feedback to an agency regarding its operations, policies, or guidance; or how to navigate or interact with an agency website, digital service, or office. The OMB must report not less frequently than every two years to Congress on this bill's implementation. The OMB shall make such reports available on a public website and maintain the reports as open government data assets. The bill incorporates plain writing requirements into statutory provisions pertaining to new websites and digital services.

This resolution reaffirms the interest of the United States in mutually beneficial relations with Mexico based on shared interests on security, economic prosperity, and democratic values. The resolution reaffirms support for stronger economic relations with Mexico, including to strengthen the resiliency of critical supply chains in North America and the Western Hemisphere in general. The resolution expresses deep concerns about the worsening investment climate in Mexico, and calls on the President to take meaningful actions to defend U.S. economic interests in Mexico and uphold the integrity of the United States-Mexico-Canada Agreement. The resolution also urges the President to address the humanitarian and security crisis at the border with Mexico.

IMPACTT Human Trafficking Act This bill establishes a program within U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI) to provide outreach and training to HSI employees who have been exposed to various forms of trauma in working with victims of human trafficking. The bill also provides statutory authority for the HSI Victim Assistance Program.

Require Evaluation before Implementing Executive Wishlists Act of 2023 or the REVIEW Act of 202 3 This bill prohibits a final agency rule from taking effect until (1) the agency submits the rule to the Office of Information and Regulatory Affairs (OIRA), and (2) OIRA makes a determination as to whether the rule is a high-impact rule that may impose an annual cost on the economy of at least $1 billion. In addition, an agency must postpone the effective date of a high-impact rule until the final disposition of all actions seeking judicial review of the rule.

Checks and Balances Act This bill expands congressional oversight of guidance documents (e.g., statements of policy) issued by a task force or similar entity composed of members of a federal agency. Specifically, the bill makes such guidance (and guidance that directs the operations of a federal agency and is issued by an entity under the authority of the President) subject to the requirements of the Congressional Review Act.

Taylor Force Martyr Payment Prevention Act of 2023 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.

ATF Transparency Act This bill modifies procedural requirements related to the transfer or making of firearms that are subject to regulation under the National Firearms Act (e.g., machine guns, short-barreled shotguns, and silencers). The bill permits the transfer of a firearm if 90 days have elapsed since the application to transfer the firearm was filed, and the application has not been denied. Additionally, the bill establishes an administrative relief process with respect to an application to transfer that is denied. The bill permits the making of a firearm if 90 days have elapsed since the application to make the firearm was filed, and the application has not been denied. Finally, the bill requires reports on firearms-related background check inquiries that remain unresolved after 90 days and the percentage of firearms-related background check inquiries related to the transfer of a firearm that were administered by the Federal Bureau of Investigation.

Primary Care Enhancement Act of 2023 This bill allows a medical expense tax deduction for direct primary care service arrangements and provides that participation in such arrangements does not disqualify patients from making tax deductible contributions to health savings accounts.

Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

Protecting Minors from Medical Malpractice Act of 2023 This bill makes a medical practitioner who performs a gender-transition procedure on an individual who is less than 18 years of age liable for any physical, psychological, emotional, or physiological harms from the procedure for 30 years after the individual turns 18. Additionally, if a state requires medical practitioners to perform gender-transition procedures, that state shall be ineligible for federal funding from the Department of Health and Human Services. Gender-transition procedures generally include certain surgeries or hormone therapies that change the body of an individual to correspond to a sex that is discordant with the individual's biological sex. They exclude, however, interventions to treat (1) individuals who either have ambiguous external biological sex characteristics or lack a normal sex chromosome structure, sex steroid hormone production, or sex steroid hormone action; (2) infections, injuries, diseases, or disorders caused by a gender-transition procedure; or (3) a physical disorder, injury, or illness that places an individual in imminent danger of death or impairment of a major bodily function.

Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions. HHS must report annually on this prohibition.

No People's Liberation Army in Logistical Operations and Other Pertinent Humanitarian Operations Leading to Endangered Security Act or the No PLA LOOPHOLES Act This bill increases restrictions on military-to-military exchanges or contacts between the U.S. Armed Forces and the Chinese military. Specifically, the bill expands an existing prohibition on exchanges or contacts that include inappropriate exposure to advanced logistical operations to cover logistical operations instead. Additionally, the bill eliminates an exception to the prohibited exchanges or contacts in the case of search and rescue or humanitarian operations or exercises.

Sunshine Protection Act of 2023 This bill makes daylight saving time the new, permanent standard time. States with areas exempt from daylight saving time may choose the standard time for those areas.

Protection of Women and Girls in Sports Act of 2023 This bill generally prohibits school athletic programs from allowing individuals whose biological sex at birth was male to participate in programs that are for women or girls. Specifically, the bill provides that it is a violation of Title IX of the Education Amendments of 1972 for federally funded education programs or activities to operate, sponsor, or facilitate athletic programs or activities that allow individuals of the male sex to participate in programs or activities that are designated for women or girls. (Title IX prohibits discrimination on the basis of sex in federally funded education programs or activities, including in public elementary and secondary schools and in colleges and universities.) Under the bill, sex is based on an individual's reproductive biology and genetics at birth.

Coronavirus Origin Validation, Investigation, and Determination Act of 2023 or the COVID Act of 2023 This bill requires the President to impose sanctions and take other actions related to COVID-19 if certain conditions are not met. Specifically, if the President is unable to certify within 90 days of this bill's enactment that China's government has allowed a transparent international forensic investigation into the origins of COVID-19 at certain laboratories in the city of Wuhan, the President must impose visa- and property-blocking sanctions against (1) individuals with leadership positions in the Chinese Academy of Sciences (CAS); and (2) officials of the Chinese Communist Party, China's military, or China's State Council who were involved in concealing or restricting information about the initial COVID-19 outbreak in China. If the certification cannot be made, the President must also (1) prohibit federal funding for collaborative projects between U.S.-based researchers and CAS researchers in any academic field, and (2) prohibit U.S.-based researchers and institutions that receive federal funding from engaging in certain research on viruses with individuals or institutions based in China.

Stop CRT Act This bill grants Executive Order 13950 the force and effect of law, except with respect to elementary schools, secondary schools, or institutions of higher education. That order prohibits federal agencies and contractors from advancing specified policies or training related to race or sex. The bill further prohibits the allocation of federal funds to an elementary school, secondary school, or institution of higher education that compels teachers or students to affirm certain race-based theories.

Energy Security Cooperation with Allied Partners in Europe Act of 2023 This bill establishes requirements related to U.S. international energy strategy. Applications to export natural gas to North Atlantic Treaty Organization (NATO) member countries, Japan, and certain other countries must be granted on an expedited basis without modification or delay. The President must impose sanctions on a person (individual or entity) that provides certain equipment, investment, or services to the Russian government or related entities for constructing or servicing Russian energy export pipelines. The Department of State must report to Congress on a strategy to enhance the energy security of NATO member countries and increase U.S. energy exports to such countries.

Charitable Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2023 or 2024 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.

Combating Racist Training in the Military Act of 2023 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.

National Right-to-Work Act This bill repeals those provisions of the National Labor Relations Act and the Railway Labor Act that permit employers to make an agreement with a labor union to require employees to join such union as a condition of employment. Currently, at least 27 states have enacted laws prohibiting employers from compelling employees to become members of a union as a condition of employment.

Fair and Open Competition Act or the FOCA Act This bill prohibits federal construction contracts or controlling documents for federally supported construction projects from requiring or prohibiting project labor agreements. Such documents also may not discriminate against or give preference to a bidder or contractor who signs or refuses to sign a project labor agreement. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Revising Existing Procedures On Reporting via Technology Act or the REPORT Act This bill makes changes to the federal framework governing the reporting of crimes involving the online sexual exploitation of children. Specifically, the bill makes changes to the requirements for electronic communication service providers and remote computing service providers (providers) to submit reports to the National Center for Missing and Exploited Children (NCMEC) when they become aware of violations involving the online sexual exploitation of children. Among the changes, the bill increases the amount of time—from 90 days to 1 year—that a provider must preserve the contents of a report, requires (currently, authorizes) providers to report on a violation that may be planned or imminent, and extends the requirement for providers to report apparent violations involving the sexual exploitation of children to instances involving child sex trafficking or coercion or enticement of a minor to engage in prostitution or any other illegal sexual activity. Additionally, the bill increases the maximum fines for providers who knowingly and willfully fail to submit reports. Finally, the bill limits the liability of vendors that contract with NCMEC for claims arising from storing and transferring visual depictions of child sexual abuse material (i.e., child pornography). It also limits the liability of minors, or persons acting on behalf of minors, for reporting to NCMEC's CyberTipline apparent violations involving child sexual abuse material in which the child is depicted, including a copy of the visual depiction of the minor.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.

Immigration Parole Reform Act of 202 3 This bill limits the authority of the Department of Homeland Security (DHS) to grant immigration parole (i.e., give official permission for an individual to enter and temporarily remain in the United States). Specifically, the bill (1) limits what qualifies as an urgent humanitarian reason or a significant public benefit that would justify granting parole, and (2) prohibits granting parole based on an individual's membership in a defined class of individuals. An urgent humanitarian reason is limited to specified medical emergencies and a significant public benefit is limited to assisting the U.S. government in a law enforcement matter. Individuals granted parole on the basis of an urgent humanitarian reason or a significant public benefit are not permitted to work while in the United States. Additionally, the bill provides statutory authority for DHS to grant parole to certain Cuban nationals and to certain family members of active-duty Armed Forces members.

Patient Access to Higher Quality Health Care Act of 2023 This bill repeals provisions under the Stark law (i.e., the Physician Self-Referral Law) that limit, for purposes of Medicare participation, self-referrals by newly constructed or expanded physician-owned hospitals.

Deterring Iranian Support for Russia in Ukraine and Pre-empting Terrorism Act of 2023 or the DISRUPT Act of 2023 This bill imposes new sanctions and new conditions on the termination of existing sanctions applicable to Iranian persons and institutions that support Russian military activities, including activities against Ukraine. Specifically, the bill requires the President to impose sanctions under the International Emergency Economic Powers Act upon (1) Iranian persons who provide material, tactical, or operational support for Russian activities against Ukraine, and (2) Iranian financial institutions that facilitate transactions with Russian persons who provide material, tactical, or operational support for Russian activities against Ukraine. The bill also requires the President to certify to Congress, before removing an Iranian person from the Department of the Treasury's Specially Designated Nationals (SDN) list, that the person did not sell defense articles to Russia for one year prior to certification. The President must also certify that Iran is no longer providing material or financial support to Russia before revoking Iran's designation as a jurisdiction of primary money laundering concern.
