Trademark Licensing Protection Act of 2022 This bill establishes that licensing a trademark or trademark registration for use by a related company does not contribute to establishing an employment relationship between the licensor and the licensee, nor does a licensor's exercise of control over how the licensed trademark is used.

Protect Drug Innovation Act This bill repeals several programs and requirements that were enacted under the Inflation Reduction Act of 2022 relating to the prices of prescription drugs, including (1) the Medicare Drug Price Negotiation Program, (2) provisions that require drug manufacturers to issue rebates for certain drugs under Medicare for which prices increase faster than inflation, and (3) provisions that cap annual out-of-pocket spending under the Medicare prescription drug benefit.

Combating Cartels on Social Media Act of 2022 This bill requires the Department of Homeland Security (DHS) to report and implement a strategy to combat the use of social media by transnational criminal organizations to recruit individuals in the United States to support illicit activities in the United States or countries near a U.S. international border. DHS must also identify a designee within U.S. Customs and Border Protection to receive, process, and disseminate information about these social media recruitment activities. The information must be disseminated to federal, tribal, state, and local entities to support appropriate government functions, such as providing actionable intelligence to law enforcement.

Protecting the Border from Unmanned Aircraft Systems Act This bill requires the Department of Homeland Security (DHS) to work with the Department of Justice (DOJ), the Federal Aviation Administration, and the Department of Defense to develop a strategy for a unified posture on counter-unmanned aircraft systems capabilities and protections at certain facilities at or near a U.S. international border (generally, facilities or assets considered high-risk or a potential target and that are related to certain DHS or DOJ missions).

Federal Human Capital Transparency Act This bill directs the Office of Personnel Management (OPM) to annually collect data relating to the federal workforce and post it on its website. Specifically, OPM must collect information on the total number of persons employed directly by each agency, the total number of prime contractor and subcontractor employees issued credentials allowing access to agency property or computer systems, the total number of employees of federal grant and cooperative agreement recipients who are issued such credentials, and a total count of the workforce of the agency.

Hiring Proven Performers to the Civil Service Act This bill authorizes a federal agency to noncompetitively appoint certain high-performing federal employees. Specifically, an agency may noncompetitively appoint, for other than temporary employment, to a position in the competitive service any individual who is certified by the Office of Personnel Management (OPM) as having been a high-performing employee in a former position in the competitive service; has been separated from the former position for less than six years; and is qualified for the new position in the competitive service, as determined by the head of the agency making the appointment. An individual may not be appointed to such a position more than once. OPM must set forth the criteria for certifying an individual as a high-performing employee in a former position based on (1) the individual's final performance appraisal in that former position, and (2) a recommendation by the individual's immediate or other supervisor in that position.

This bill prohibits the District of Columbia (DC) from using federal or local funds to require that students in elementary or secondary schools receive a COVID-19 vaccination. The bill also nullifies the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 (D.C. Act 24-85), enacted by the DC Council on January 12, 2022.

No Taxpayer Funds for Illegal Alien Abortions Act This bill prohibits the Department of Health and Human Services or U.S. Immigration and Customs Enforcement from using federal funds to (1) pay for an abortion except if the life of the mother is endangered or the pregnancy was a result of rape or incest, or (2) require any person to perform or facilitate any abortion.

Border Patrol Enhancement Act This bill addresses various issues related to U.S. Border Patrol staffing. For example, the bill (1) establishes the Border Patrol Reserve; (2) establishes for the U.S. Border Patrol an authorized personnel level of 20,500 agents, which may be adjusted by the Department of Homeland Security; (3) requires the U.S. Border Patrol to complete a personnel requirements determination model; and (4) provides for higher minimum pay rates for agents.

Raising Expectations with Child Opportunity Vouchers for Educational Recovery Act or the RECOVER Act This bill directs local educational agencies to use certain federal COVID-19 relief funds to address student learning loss by distributing direct financial assistance (i.e., Child Opportunity Scholarships) to the parent or guardian of an eligible student for certain qualified educational expenses (e.g., educational materials, tutoring, or private school tuition). Eligible student refers to a child who is a member of a household with an income that is not more than 300% of the federal poverty level.

Lifting Local Communities Act This bill specifies that religious organizations are eligible to apply for and receive federal funds to provide services for social services programs (i.e., programs for low-income individuals) on the same basis as private, nonreligious organizations. Additionally, government entities may not discriminate against private organizations on the basis of religion when selecting funding recipients.

Disaster Management Costs Modernization Act This bill authorizes the use of excess funds for management costs for certain disaster recovery projects. Specifically, excess funds for management costs made available to a grantee or subgrantee may be used for activities associated with building capacity to respond to or recover from incidents. Such funds may also be used to provide such assistance, including for providing training and other activities associated with any major disaster or emergency declaration, or to otherwise prepare for such an incident.

Combating Violent and Dangerous Crime Act This bill revises various statutes with respect to violent crimes and establishes new criminal offenses. For example, the bill (1) increases the statutory maximum penalty for carjacking, and (2) establishes enhanced criminal penalties for certain federal drug offenses involving the manufacture or distribution of candy-flavored controlled substances or similar products for minors.

Clear and Concise Content Act of 2022 This bill requires the use of plain writing when the federal government provides information about benefits and services. The Office of Management and Budget (OMB) must rescind outdated guidance and issue new guidance for the creation, maintenance, and use of covered content at agencies. Covered content means any content that is necessary for obtaining a federal benefit or service or for filing taxes or that provides information about such benefit or service; federal agency operations, policies, or guidance of material importance to, and posted publicly by, the agency; how to interact with or provide feedback to an agency regarding its operations, policies, or guidance; or how to navigate or interact with an agency website, digital service, or office. The OMB must report annually to Congress on this bill's implementation and may make such reports available on a public website. Each agency must ensure compliance. The bill incorporates plain writing requirements into statutory provisions pertaining to new websites and digital services.

Disaster Assistance Simplification Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a web-based, interagency electronic information system to be known as DisasterAssistance.gov to provide for a universal disaster application across federal agencies. Specifically, such system shall facilitate a consolidated application for any form of disaster assistance provided by a disaster assistance agency; carry out the purposes of disaster assistance programs swiftly, efficiently, equitably, and in accordance with specified laws and privacy and data protections; and detect, prevent, and investigate waste, fraud, abuse, or discrimination in the administration of disaster assistance programs. DisasterAssistance.gov shall permit (1) applicants to receive status updates and update disaster assistance information throughout their recovery, and (2) the distribution of additional recovery resource information to survivors that may be available in a disaster stricken jurisdiction. Further, it shall provide disaster survivors with information and documentation on applications. FEMA shall facilitate the collection of disaster assistance information into DisasterAssistance.gov only after (1) it certifies that the website substantially complies with the data security standards and best practices of the National Institute of Standards and Technology, (2) the Department of Homeland Security publishes a privacy impact assessment, and (3) FEMA publishes standard rules of behavior for disaster assistance agencies and personnel to protect information from improper disclosure. FEMA may certify a federal agency as a disaster assistance agency after posting an agreement that contains the detailed terms of the agreement.

Transparency and Honesty in Energy Regulations Act of 2022 This bill prohibits specified federal entities (e.g., the Department of Energy) from considering the social cost of carbon, methane, nitrous oxide, or greenhouse gas as part of any cost-benefit analysis required under any law or specified Executive Orders. In addition, such social costs must not be considered by such entities (1) in rulemaking, (2) in the issuance of guidance, (3) in taking other agency action, (4) or as a justification for any rulemaking, guidance document, or agency action.

Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act This bill provides for criminal penalties for certain conduct that interferes with U.S. border control measures. Specifically, a person who knowingly transmits the location or activities of law enforcement with the intent to further a crime related to immigration, customs, or controlled substances may be imprisoned for a maximum of 10 years. A person who knowingly damages or destroys a device deployed to control the border or port of entry may be imprisoned for a maximum of 10 years. Additionally, the bill provides for enhanced punishment for carrying or using a firearm in connection with certain criminal immigration violations such as assisting a non-U.S. national ( alien under federal law) who is inadmissible due to a felony conviction.

Month of Life Celebration Act This bill adds the Month of Life to the statutory list of patriotic and national observances. It also requires the President to annually issue a proclamation that (1) reaffirms the dignity of human life, (2) supports life inside and outside the womb and the life of the pregnant individual, and (3) commits to assist parents and children.

No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.

This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Unborn Child Support Act This bill requires states to apply child support obligations to the time period during pregnancy. This requirement is applicable retroactively based on a court order at the request of the pregnant parent and a determination by a physician of the month during which the child was conceived. Existing state requirements are applicable to these obligations, such as proof of parenthood.

Chase COVID Unemployment Fraud Act of 2022 This bill addresses fraud and overpayments of pandemic unemployment assistance, including by allowing states to retain a specified percentage of recovered funds and prohibiting the Department of Labor from allowing blanket waivers of overpayments.

Eliminate Useless Reports Act of 2022 This bill requires federal agencies to include a list of outdated or duplicative reporting requirements in their annual budget justifications. The agencies must also include recommendations for ending, modifying, consolidating, or reducing the frequency of each of the outdated or duplicative reports.

Prohibiting Federal Emergencies for Abortion Act This bill prohibits the President and the Department of Health and Human Services (HHS) from declaring a federal emergency relating to abortion. Specifically, neither the President nor HHS may declare a national emergency for purposes of (1) promoting, supporting, or expanding access to abortion; or (2) taking adverse action against or litigating against states that prohibit or otherwise restrict abortion.

Protecting Minors from Medical Malpractice Act of 2022 This bill makes a medical practitioner who performs a gender-transition procedure on an individual who is less than 18 years of age liable for any physical, psychological, emotional, or physiological harms from the procedure for 30 years after the individual turns 18. Additionally, if a state requires medical practitioners to perform gender-transition procedures, that state shall be ineligible for federal funding from the Department of Health and Human Services. Gender-transition procedures generally include certain surgeries or hormone therapies that change the body of an individual to correspond to a sex that is discordant with the individual's biological sex. They exclude, however, interventions to treat (1) individuals who either have ambiguous external biological sex characteristics or lack a normal sex chromosome structure, sex steroid hormone production, or sex steroid hormone action; (2) infections, injuries, diseases, or disorders caused by a gender-transition procedure; or (3) a physical disorder, injury, or illness that places an individual in imminent danger of death or impairment of a major bodily function.

Ensuring National Security Using Reliable Energy Act or the ENSURE Act This bill reverts certain policies under which the Federal Energy Regulatory Commission processes applications for natural gas pipelines and related projects to previous policies until specified conditions for power system reliability and natural gas and electricity pricing are met.

Safeguarding Awards for Victims and Enforcement Settlements Act of 2022 This bill prohibits the federal government from entering into or enforcing a settlement agreement on behalf of the United States that provides for a payment to any person or entity other than the United States that is not a party to a dispute. The bill provides exceptions to allow certain payments, including those that (1) remedy actual harm (including to the environment) caused by the party making the payment, and (2) constitute a payment for services rendered in connection with the case.
