Settlement Agreement Information Database Act of 2022 This bill requires executive agencies to submit information regarding settlement agreements to a public database. Specifically, an agency must submit information regarding any settlement agreement (including a consent decree) entered into by the agency related to an alleged violation of federal law. If an agency determines that information regarding an agreement must remain confidential to protect the public interest, the agency must publish an explanation of why the information is confidential.

Prohibiting Religious Exemption and Accommodations Databases Act This bill prohibits federal agencies from disclosing to other agencies or organizations any information relating to the religious beliefs, identity, or affiliation of an individual with a religious accommodation, including with respect to a COVID-19 vaccine requirement. The bill specifically incorporates such information into the Privacy Act of 1974 (which restricts how agencies may disclose or share records that identify individuals in the absence of written consent) and exempts related records from disclosure under the Freedom of Information Act (which provides the public a right to access federal agency information).

Border Patrol Pay Security Act of 20 2 2 This bill changes how border patrol agents receive overtime pay when working up to 100 hours in a two-week period. For hours worked above 80, an agent is compensated at a rate of at least 150% of the agent's regular hourly rate.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

This resolution expresses that the Senate encourages the President of the United States to support the transfer of aircraft, such as MiG-29s, and air defense systems to Ukraine; supports continued efforts by members of the North Atlantic Treaty Organization and other countries around the globe to identify additional aviation and air defense capabilities to transfer to the Armed Forces of Ukraine; and stands with Ukrainian President Volodymyr Zelensky and the people of Ukraine in their struggle against Russian aggression.

Energy Regulations Certainty Act This bill restricts implementation of specified executive orders, air quality and emission standards, and other actions that affect costs and other aspects of energy development until Russian troops are withdrawn from Ukraine. The bill also authorizes construction of the TransCanada Keystone Pipeline for importing oil from Canada to the United States.

Ultrasound Informed Consent Act This bill requires abortion providers, as a condition of receiving federal funding, to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; display the ultrasound images and make audible (when present) the heartbeat and related cardiac sounds for the woman to view and hear while simultaneously explaining the ultrasound depiction and the cardiac sounds; provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable; and provide the woman with a copy of the ultrasound image. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.

Preempting Misguided Appeasement and Financing of Destabilizing Regimes Act of 2022 This bill prohibits the importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran. The prohibition does not apply to those products seized by the U.S. government for violations of sanctions.

American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Belarus Aggression Accountability Act of 2022 This bill imposes sanctions on individuals and entities in Belarus that provide support to acts of military aggression by Russia's government that violate Ukraine's sovereignty or territorial integrity. The Department of State must periodically report to Congress an assessment of activities of the armed forces of Belarus that aid or assist such military aggression by Russia's government, as well as the identities of individuals and entities in Belarus that provide such aid. The President must impose property-blocking sanctions on at least five of the identified individuals and entities (and visa-blocking sanctions in the case of an individual). The State Department report must also identify individuals and entities in Belarus that knowingly engage in a significant transaction with an individual or entity that is a part of the defense or intelligence sectors of Russia's government. The President may impose sanctions on such identified individuals and entities.

Cutting Rampant Access to Crack Kits Act of 2022 or the CRACK Act of 2022 This bill prohibits community-based overdose prevention programs, syringe services programs, and other harm reduction programs from using funds made available through the American Rescue Plan Act of 2021 to procure or distribute pipes or other paraphernalia that can be used to smoke, inhale, or ingest narcotics.

Natural Immunity Transparency Act This bill requires the Department of Health and Human Services to report within 30 days of the bill's enactment to Congress concerning natural immunity to COVID-19. In particular, the report must compare certain outcomes for individuals who recovered from a COVID-19 infection without having received the vaccination and individuals who received the vaccination.

No People's Liberation Army in Logistical Operations and Other Pertinent Humanitarian Operations Leading to Endangered Security Act or the No PLA LOOPHOLES Act This bill increases restrictions on military-to-military exchanges or contacts between the U.S. Armed Forces and the Chinese military. Specifically, the bill expands an existing prohibition on exchanges or contacts that include inappropriate exposure to advanced logistical operations to cover logistical operations instead. Additionally, the bill eliminates an exception to the prohibited exchanges or contacts in the case of search and rescue or humanitarian operations or exercises.

Stop the Nosy Obsession with Online Payments Act of 2022 or the SNOOP Act of 2022 This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

Child Tax Credit for Pregnant Moms Act of 2022 This bill allows a child tax credit for an unborn child who is born alive. It also allows the credit upon certification that a mother's pregnancy resulted in a miscarriage (the involuntary death of an unborn child who was carried in the womb for less than 20 weeks) or that the child was stillborn (the involuntary death of an unborn child who was carried in the womb for 20 weeks or more).

This bill requires the President to take actions against Ansarallah, the Iran-backed movement in Yemen also known as the Houthis. Specifically, the President must designate Ansarallah a foreign terrorist organization. The President must also impose sanctions on Ansarallah and any foreign person (individual or entity) that is an official, agent, or affiliate of Ansarallah. The President must also report to Congress a determination as to whether specified foreign persons are officials, agents, or affiliates of Ansarallah.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2022 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

This concurrent resolution calls for honoring the 236th anniversary of the enactment of the Virginia Statute for Religious Freedom on Religious Freedom Day, January 16, 2022. Inflation Prevention Act This bill establishes a point of order that, when the annualized rate of inflation exceeds 4.5%, prohibits the Senate from considering legislation that provides new budget authority and is estimated to result in an increase to the rate of inflation. The prohibition may be waived by an affirmative vote of three-fifths of the Senate.

End Human Trafficking in Government Contracts Act of 2022 This bill requires the implementation of certain contracting provisions related to human trafficking. Specifically, the bill requires, upon receipt of an office of inspector general report substantiating an allegation that the recipient of a contract, grant, or cooperative agreement (or any subgrantee, subcontractor, or agent of the recipient) engaged in human trafficking, that the agency refer the matter to the agency suspension and debarment office (current law requires that the agency consider remedial actions that include such referral). The Office of Management and Budget must report to Congress on implementation of provisions to end human trafficking in government contracting.

Coronavirus Origin Validation, Investigation, and Determination Act of 2022 or the COVID Act of 2022 This bill requires the President to impose sanctions and take other actions related to COVID-19 if certain conditions are not met. Specifically, if the President is unable to certify within 90 days of this bill's enactment that China's government has allowed a transparent international forensic investigation into the origins of COVID-19 and certain laboratories in the city of Wuhan, the President must impose visa- and property-blocking sanctions against (1) individuals with leadership positions in the Chinese Academy of Sciences (CAS); and (2) officials of the Chinese Communist Party, China's military, or China's State Council who were involved in concealing or restricting information about the initial COVID-19 outbreak in China. If the certification cannot be made, the President must also (1) prohibit federal funding for collaborative projects between U.S.-based researchers and CAS researchers in any academic field, and (2) prohibit U.S.-based researchers and institutions that receive federal funding from engaging in certain research on viruses with individuals or institutions based in China.

Chance to Compete Act of 2021 This bill modifies examination requirements and other components of the federal hiring process for positions in the competitive service, including prohibiting examinations from consisting solely of a self-assessment from an automated examination, allowing for the use of subject matter experts to develop position-specific assessments, and requiring the creation of an online platform through which agencies may share developed assessments.

Coal Council Certainty Act of 2021 This bill requires the Department of Energy (DOE) to reinstate the National Coal Council (NCC), which provided DOE with advice and guidance about policies concerning coal until its charter expired in November 2021. The bill permanently extends the NCC's original charter and thus prevents the reinstated council from expiring.

Marginal Well Protection Act This bill prohibits the Environmental Protection Agency from imposing fees or reporting requirements for methane emissions from wells that produce fewer than 15 barrels of oil per day and less than 90,000 cubic feet of natural gas per day.

Congressional Review of Agency Legal Settlements Act of 2021 This bill requires federal agencies to submit certain settlement agreements to Congress and allows Congress to disapprove of such agreements. The bill applies to proposed voluntary compromise settlements that include (1) a financial award paid by an agency that is more than $10 million aggregated across all similarly situated cases or legal claims against the agency, or (2) an agreement to modify or alter an agency rule. Before an agency may enter into such an agreement, the agency must submit to Congress a report that includes specified information, such as the terms and class of claimants covered by the agreement. The bill (1) specifies the effect of passage of a joint resolution of disapproval related to such an agreement, and (2) provides for an expedited procedure for such resolutions.
