This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

This resolution recognizes (1) January 2019 as National Mentoring Month, and (2) the staff and volunteers at quality mentoring programs who help young people reach their full potential. It acknowledges that mentoring is beneficial in that it supports educational achievement and self-confidence, supports young people in setting career goals and expanding social capital, reduces juvenile delinquency, improves positive outcomes, and strengthens communities. The resolution expresses support for (1) the creation and expansion of quality mentoring programs across the United States, and (2) initiatives to increase the percentage of young people who have a mentor.

Modernizing Congressional Reporting Act of 2019 This bill requires that any (1) report or other recorded information required to be submitted to Congress by an agency and any response from an agency to a request by a congressional office shall only be transmitted in an acceptable electronic format; and (2) structured data included in or with, or used to create any chart included in or with, any report or recorded information shall be transmitted in such format. Agencies must publish these reports and associated data on their public websites.

Uyghur Human Rights Policy Act of 2019 This bill directs various U.S. government bodies to prepare reports on China's treatment of the Uyghurs, a predominantly Muslim Turkic ethnic group. The Office of the Director of National Intelligence shall report to Congress on issues including the security threats caused by the Chinese government's reported crackdown on the Uyghur population in Xinjiang province, the frequency with which other governments are forcibly returning Turkic Muslim refugees and asylum seekers to China, and the development or transfer of technology that facilitates mass internment and surveillance. The Federal Bureau of Investigation shall report on topics such as its efforts to protect ethnic Uyghurs and Chinese nationals in the United States from Chinese government intimidation. The U.S. Agency for Global Media shall report on media-related matters, including the reach of U.S. media into Xinjiang, assessments of Chinese propaganda strategies, and U.S. actions to counter such efforts to downplay the crackdown. The Department of State shall report on the scope of the reported crackdown in Xinjiang, including the number of detained individuals, the use of forced labor in the region, an assessment of government surveillance in the province, and U.S. diplomatic efforts to address the crackdown.

Protecting Life in Global Health Assistance Act of 2019 This bill prohibits U.S. assistance to foreign nonprofits, nongovernmental organizations, or quasi-autonomous organizations that promote or perform abortions, except in cases of rape or incest or where the mother's life is endangered.

No Budget, No Recess Act This bill prohibits a recess or adjournment of Congress for more than eight hours (1) on and after April 15 of each year, if Congress has not adopted a concurrent resolution on the budget for the next fiscal year; and (2) on and after August 1 of each year, if Congress has not passed all the regular appropriations bills for the next fiscal year. No amount may be obligated or expended for official travel by a Member of Congress while the prohibition applies, unless the Member is returning to the seat of government after being away when the prohibition began. In addition, the bill sets forth procedures governing a daily quorum in each chamber while the prohibition applies.

Conscience Protection Act of 2019 This bill provides statutory authority for certain restrictions prohibiting discrimination against health care providers that refuse to perform abortions. Specifically, the bill prohibits the federal government, as well as state and local governments that receive federal financial assistance for health-related activities, from penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortions. Currently, similar provider nondiscrimination requirements apply to certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), and qualified health plans offered through health insurance exchanges. Annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies have also included similar language (the Weldon Amendment). The HHS Office for Civil Rights, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity and may include money damages against such entity.

This resolution expresses the sense of the Senate that Congress should expeditiously consider codifying into law the Protecting Life in Global Health Assistance policy, which prohibits U.S. foreign assistance funds from going to organizations that perform abortions or actively promote them for family planning.

Telephone Robocall Abuse Criminal Enforcement and Deterrence Act or the TRACED Act This bill implements a forfeiture penalty for violations (with or without intent) of the prohibition on certain robocalls. The bill also removes an annual reporting requirement for enforcement relating to unsolicited facsimile advertisements. The bill requires voice service providers to develop call authentication technologies. The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls. The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number. This bill requires the Department of Justice and the FCC to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls. Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement. The bill requires the FCC to initiate a proceeding to determine whether its policies regarding access to number resources could be modified to help reduce access to numbers by potential robocall violators.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Human Trafficking Survivor Tax Relief Act This bill modifies the requirements for calculating taxable income to exclude from gross income civil damages, restitution, or other monetary awards (including compensatory or statutory damages and restitution imposed in a criminal matter) awarded to victims of peonage, slavery, or human trafficking.

Student Empowerment Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Federal Reserve Transparency Act of 2019 This bill establishes requirements regarding audits of certain financial agencies performed by the Government Accountability Office (GAO). Specifically, the bill directs the GAO to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Merchant Mariners of World War II Congressional Gold Medal Act of 2019 This bill provides for a Congressional Gold Medal to be awarded to the U.S. Merchant Mariners of World War II, in recognition of their service during World War II. Following the award of the medal, it shall be given to the American Merchant Marine Museum, where it shall be available for display and research.

Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. It makes it a crime to knowingly transport a minor to another state to obtain an abortion without satisfying a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, it makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first complying with parental notification requirements.

National FFA Organization's Federal Charter Amendments Act This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding federal family planning grants to entities that provide, or that financially support the provision of, abortions. Specifically, in order to receive such grants, entities must certify that, during the period of the grant, they will not perform abortions or provide funds to entities that perform abortions. Exceptions are made for abortions where (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Hospitals are exempted unless they provide funds to non-hospital entities that perform abortions. HHS must include in an annual report (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Bipartisan Budget and Appropriations Reform Act of 2019 This bill modifies the federal budget process to require biennial congressional budget resolutions, instead of the annual budget resolutions required under current law. The bill retains the existing annual process for budget reconciliation and appropriations bills. The bill also modifies the budget process to allow budget resolutions that have bipartisan support, establish a target for the ratio of the public debt to the gross domestic product, and meet other specified requirements to be considered in the Senate using expedited procedures; require the congressional budget committees to hold joint hearings to hear testimony from the Comptroller General regarding the audited financial statements of the executive branch and the financial position and condition of the federal government; allow budget resolutions to include the total combined outlays and revenues for tax expenditures; and require the chairmen and ranking members of the Senate Appropriations Committee and the Senate Finance Committee to serve on the Senate Budget Committee.

Fairness for Crime Victims Act of 201 8 This bill amends the Congressional Budget Act of 1974 to establish points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund to be less than the three-year average. A CHIMP is a provision that: (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution.

Grant Reporting Efficiency and Agreements Transparency Act of 2018 or the GREAT Act This bill requires the Office of Management and Budget, jointly with the executive department that issues the most federal grant awards in a calendar year, to: (1) establish government-wide data standards for information reported by grant recipients, (2) issue guidance directing federal agencies to apply those standards, and (3) require the data reported by grant recipients and collected from all agencies to be published on a single public portal.

Responsibility for Unaccompanied Minors Act This bill amends provisions relating to responsibilities of the Department of Health and Human Services (HHS) for the care of unaccompanied alien children. The Homeland Security Act of 2002 is amended to authorize the Office of Refugee Resettlement of HHS to: (1) care for an unaccompanied alien child until the earlier of the conclusion of the child's immigration proceedings or until the child reaches 18 years of age, and (2) evaluate a child's need for follow-up services prior to placement with a sponsor. The William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 is amended to require a sponsor of an unaccompanied alien child to execute a sponsor care agreement with HHS. An agreement must provide for the child's physical and mental well-being, ensure the child's presence at immigration hearings, and ensure compliance with federal court or agency orders. HHS shall (1) reassume physical custody of a child if a non-parent or legal guardian sponsor fails to comply with a sponsorship agreement, and (2) notify state welfare agencies before releasing children to sponsors within a state. HHS shall perform background checks on potential sponsors and other adult household members before releasing a child to a sponsor. The Department of Justice shall increase the number of immigration judge teams.

Palestinian Assistance Reform Act of 2018 This bill authorizes the redirection of U.S. funding for the United Nations Relief and Works Agency (UNRWA) for Palestinian refugees in the Near East, if specified reforms are not achieved by the UNRWA and certified by June 30, 2020, to other entities to be used for assistance to Palestinians living in the West Bank, the Gaza Strip, Jordan, Syria, or Lebanon.

Lessen Impediments From Taxes for Charities Act or the LIFT for Charities Act This bill amends the Internal Revenue Code to modify the requirements for determining the unrelated business taxable income of tax-exempt organizations. The bill repeals a provision that requires unrelated business taxable income to be increased by the amount of expenses paid or incurred by a tax-exempt organization for certain fringe benefits for which a tax deduction is not allowed, including benefits relating to transportation, parking, or an on-premises athletic facility.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

Federal Acquisition Savings Act of 2018 This bill requires executive branch agencies to acquire equipment using the method of acquisition most advantageous to the federal government based on a case-by-case analysis of comparative costs and other factors. The methods of acquisition compared in the analysis must, at a minimum, include purchase, short-term rental or lease, long-term rental or lease, interagency acquisition, and acquisition agreements with a state or a local government. The bill includes exceptions for emergency declarations, major disaster declarations, and other emergency situations.
