Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

NO FAKES Act of 2026

Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2026 or the NO FAKES Act of 2026 This bill creates a federal intellectual property right to protect individuals from unauthorized digital replicas (e.g., digital content made using generative artificial intelligence) of their voice and visual likeness. Specifically, the bill gives each individual or right holder the right to authorize (1) the use of a digital replica embodying the individual's voice or visual likeness, or (2) the use of the individual's voice or visual likeness for a product or service requiring authorization to avoid liability under the bill. This property right is not assignable during the individual’s lifetime but is licensable and does not expire upon the death of the individual. Generally, any individual or entity that engages in specified prohibited activities (e.g., distributing a digital replica without authorization) shall be liable in a civil action and subject to related penalties. The bill exempts specified uses from liability, such as categories of conduct likely to involve protected speech under the First Amendment (e.g., news reporting, sports broadcasts, and satire). The bill establishes (1) a notice-and-takedown process for unauthorized digital replicas; and (2) a counter-notification process, which allows an individual to contest the removal of a digital replica. The bill establishes penalties related to false or deceptive notice or counter-notice. The bill expressly preempts state laws related to digital replicas except for causes of action under state statutes or common law in existence as of January 2, 2025.

Ensuring Access to Lower-Cost Medicines for Seniors Act This bill requires prescription drug plans under the Medicare prescription drug benefit to include generic drugs and biosimilars on their formularies. Specifically, the bill requires plans that use formularies to include generic drugs and biosimilars on the formularies and without any requirements (e.g., prior authorization requirements) that are more restrictive as compared to those for brand-name drugs and biologics. Plans that use cost-sharing tiers must also have specific tiers for generic drugs and biosimilars, in accordance with certain limitations.

Stem Cell Therapeutic and Research Reauthorization Act of 2026 This bill reauthorizes through FY2031 and revises programs that help patients receive transplants of bone marrow or umbilical cord blood from biologically unrelated donors. These programs are administered by the Health Resources and Services Administration (HRSA). The bill reauthorizes the C.W. Bill Young Cell Transplantation Program. This program supports transplantation of bone marrow and cord blood by increasing the quantities of donations, providing processes for matching and distributing donated materials to patients, and providing related information and research. The bill also expands periodic reviews of the state of stem cell science to specifically include a review of the use of high-quality cord blood units and other emergent technologies to develop new therapies for potential inclusion in the program. Also, the bill reauthorizes and revises the National Cord Blood Inventory program, through which HRSA contracts with qualified cord blood banks to collect and maintain a supply of high-quality units for transplantation through the C.W. Bill Young Cell Transplantation Program. The bill amends the inventory program by (1) changing the inventory goal from 150,000 units to a sufficient supply as determined by HRSA, (2) requiring HRSA to manage the size and composition of the inventory to maximize clinical utility and efficiency, and (3) defining high quality cord blood unit to mean a unit meeting current industry standards and the requirements of the Food and Drug Administration.

State-Based Education Loan Awareness Act This bill excludes certain arrangements or agreements regarding education loans from the definition of a preferred lender arrangement . A preferred lender arrangement is an arrangement or agreement between a lender and an institution of higher education (IHE) that receives federal funding or assistance (1) under which a lender issues education loans to students attending the IHE; and (2) that relates to the IHE recommending, promoting, or endorsing the education loan products of the lender. The bill provides that arrangements or agreements made under a state-based education loan program do not meet the definition of a preferred lender agreement for purposes of certain required disclosures to student borrowers.
