Equity in Prescription Insurance and Contraceptive Coverage Act of 2007 [ sic ] - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold such drugs, devices, or services. Applies such prohibitions to coverage offered in the individual market.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Entitles a member of the uniformed services to additional pay of $1,500 per month while the member's service is extended, or eligibility for retirement is suspended, by the exercise of any provision of law commonly referred to as a "stop-loss authority."

Consumer-First Energy Act of 2008 - Amends the Internal Revenue Code to: (1) deny major integrated oil companies (i.e., companies producing at least 500,000 barrels of crude oil daily) a tax deduction for income attributable to domestic production of oil, gas, or primary products thereof; (2) conform tax treatment of foreign oil and gas extraction income and foreign oil related income for purposes of the foreign tax credit; (3) impose a windfall profits tax on major integrated oil companies; and (4) establish an Energy Independence and Security Trust Fund funded by revenues raised by the tax provisions of this Act to reduce U.S. dependence on foreign and unsustainable energy sources and reduce the risks of global warming. Petroleum Consumer Price Gouging Protection Act - Declares it unlawful for a supplier to sell crude oil, gasoline, petroleum distillates, or biofuel at an unconscionably excessive price in an area for which the President declares that an energy emergency exists. Grants the Federal Trade Commission (FTC) authority to enforce this Act. Authorizes the President to declare a federal energy emergency if the well-being of U.S. citizens is at risk because of a shortage or imminent shortage of adequate supplies of crude oil, gasoline, petroleum distillates, or biofuel because of: (1) a disruption in the national distribution system; or (2) significant pricing anomalies in the national energy markets for such products. Authorizes state attorneys general to bring civil actions to enforce this Act. Sets forth civil and criminal penalties for violations. Directs the Secretaries of Energy and the Interior to suspend acquisition of petroleum for the Strategic Petroleum Reserve until December 31, 2008. No Oil Producing and Exporting Cartels Act of 2008 or NOPEC - Amends the Sherman Act to make it illegal for any foreign state to act with another foreign state to: (1) limit the production or distribution of oil, natural gas, or any other petroleum product; (2) set or maintain prices for such products; or (3) otherwise take any action in restraint of trade for such products. Denies sovereign immunity or act of state doctrine protections for foreign states who engage in such such illegal conduct. Amends the Commodity Exchange Act to require the Commodity Futures Trading Commission (CFTC) to: (1) determine that foreign boards of trade subject to CFTC jurisdiction regulate and provide information on off-shore oil trading; and (2) set a substantial increase in margin levels for all oil futures trades, contracts, or transactions.

Kid-Safe Chemicals Act of 2008 - Amends the Toxic Substances Control Act to require each manufacturer of a chemical substance distributed in commerce to submit to the Administrator of the Environmental Protection Agency (EPA): (1) a statement certifying that the substance meets required safety standards or that there is insufficient data to make such determination; and (2) all reasonably available information concerning the substance not previously submitted. Requires manufacturers to update such information at least every three years or at any time new information becomes available on a substance's toxicity. Requires manufacturers to provide chemical safety information upon the Administrator's request. Prohibits the manufacture, importation, or distribution in commerce of a chemical substance if the Administrator determines that the manufacturer has failed to comply with this Act or that the substance does not meet applicable safety standards. Authorizes the Administrator to prohibit a specified use of a chemical substance in consumer products if the use of the product in the home results in human exposure that does not meet the safety standard. Requires the Administrator to: (1) publish a priority list that categorizes all chemical substances distributed in commerce; (2) develop a priority list for making safety determinations of at least 300 chemical substances; (3) determine whether a manufacturer has established that its priority-list substances meet applicable safety standards; (4) arrange for the Director of the National Center for Environmental Health at the Centers for Disease Control and Prevention (CDC) to conduct a biomonitoring study to determine the presence of a chemical substance in human cord blood if the Administrator determines that it may be present in human blood, fluids, or tissue; (5) implement animal testing alternatives; (6) create market incentives for the development of safer alternatives to existing chemical substances; (7) establish an Interagency Science Advisory Board on Children's Health and Toxic Substances; (8) cooperate with international efforts to monitor chemical substances; and (9) create a database to share information on the toxicity and use of, and exposure to, chemical substances and provide public access to such data.

Safe Truck Operations and Preservation Act - Prohibits a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (including a trailer or semi-trailer, except one used exclusively for fire-fighting) to operate on the National Highway System (NHS) (including the Interstate System), unless its operation is authorized by the state on June 1, 2003, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load with a special state permit that cannot be dismantled or divided easily) with more than one property-carrying unit (excluding truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by state law on June 1, 2003; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2003. Prohibits a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System more than one year after enactment of this Act, unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Authorizes the Secretary of Transportation to waive or limit vehicle weight limits during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to those operating on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2003.

Maritime Administration Act for Fiscal Year 2009 - Authorizes the Secretary of Transportation, subject to limitation and sunset, to execute personal service contracts with adjunct professors to meet a United States Merchant Marine Academy temporary need. Requires the Academy's superintendent to prescribe a sexual harassment and sexual violence policy applicable to Academy cadets and other personnel. Amends the John Warner National Defense Authorization Act for Fiscal Year 2007 to revise provisions concerning riding gang member requirements on vessels under Department of Defense (DOD) contracts. Requires, subject to appropriations, grants, loans, and loan guarantees to small shipyards for capital improvements and assistance for training programs to foster technical skills and operational productivity in communities with economies related to or dependent on the maritime industry. Allows state maritime academy student incentive payments to be made to the academy or the student. Doubles the level of payments, removes a requirement that the student be attending the academy when payments are made, allows the payments to be used for tuition, and requires recipients to accept midshipman and enlisted reserve (currently, enlisted reserve) status in the U.S. Navy Reserve (including the Merchant Marine Reserve). Extends to December 31, 2015, the expiration of the authority of the Secretary to provide war risk insurance and reinsurance.

OPEC Accountability Act - Requires the President to initiate consultations with Indonesia, Kuwait, Nigeria, Qatar, the United Arab Emirates, Venezuela, Ecuador, and Saudi Arabia to seek their elimination of any action that: (1) limits the production or distribution of oil, natural gas, or any other petroleum product; (2) sets or maintains the price of any such product; or (3) otherwise is an action in restraint of trade with respect to such products when such action constitutes an act, policy, or practice that is unjustifiable and burdens and restricts U.S. commerce. Requires the U.S. Trade Representative to: (1) initiate World Trade Organization (WTO) dispute proceedings if the consultation is not successful with respect to any such country; and (2) take appropriate action regarding the country under U.S. trade remedy laws.

Diabetes Prevention Access and Care Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Safe School Lunch Act of 2008 - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to direct the Secretary of Agriculture to order an immediate halt to the distribution of meat, meat food products, poultry, or poultry products upon finding that they may cause a serious, adverse health consequence or be adulterated. Gives persons subject to such an order the opportunity for an informal hearing, within 10 days after the order's issuance, on the actions required by the order and on whether it should be amended to require a recall of the targeted items. Requires the Secretary to order the recall of such items upon affirming that the order should include a recall. Directs the Secretary to: (1) establish a program providing schools that participate in the school lunch or breakfast programs with training regarding the recall of meat, meat food products, poultry, and poultry products; (2) ensure that information on the Department of Agriculture's website concerning the inspection and recall of such items is current, clear, and accessible by school employees and parents; (3) promulgate regulations ensuring that all of such items inspected by the Secretary can be traced from slaughter to final distribution to schools participating in the school lunch or breakfast programs; and (4) review and evaluate the Department's inspection and recall procedures for such items.

Runway Safety Improvement Act of 2008 - Directs the Administrator of the Federal Aviation Administration (FAA) to develop and submit to Congress: (1) a strategic runway safety plan; as well as (2) a plan and schedule for installation and deployment of systems to alert air traffic controllers and flight crews of potential runway incursions at commercial airports and general aviation airports that are most at risk of such incursions. Directs the Inspector General of the Department of Transportation (DOT) to review and report annually to Congress on the installation of each advanced surface movement system funded by the Administrator. Authorizes appropriations for the purchase and installation of certain runway incursion avoidance systems. Directs the Administrator to: (1) review runway and taxiway lighting (both at daytime and nighttime) and markings at certain airports for compliance with FAA standards; (2) identify runways on which nonstandard lighting and markings may contribute, or may have contributed, to operational errors or incidents; and (3) submit such review to Congress along with a plan for remedying variance in lighting conditions and markings at nonstandard runways. Directs the Administrator to evaluate for Congress the potential for improving safety and accident investigations through the use of systems that monitor and record the status of lighting systems on the movement areas of, or that are critical to the safe operations at, certain airports. Requires the Administrator to: (1) initiate a rulemaking to revise federal aircraft rescue and firefighting standards to improve the protection of the public from fires and hazardous materials incidents; (2) collect data on aircraft runway overruns that do not result in fatalities or property damage; and (3) report to Congress on potential safety risks identified by such data, including actions taken by airports and the FAA to reduce those risks.

Helping Housing, Awareness, and Navigation Demonstration Services for Individuals With Autism Spectrum Disorders Act of 2008 or the Helping HANDS for Autism Act of 2008 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS Secretary), in coordination with the Secretary of Housing and Urban Development (HUD Secretary) and the Secretary of Education, to establish a demonstration program to award grants to eligible entities to develop an autism navigator program to create a more efficient, effective, coordinated use of the health, housing, education, and social service systems for individuals with an autism spectrum disorder. Requires: (1) an eligible entity that receives a grant to develop an autism navigator program that will recruit, employ, train, assign, and supervise autism navigators; and (2) the HHS Secretary to provide for evaluations to determine the effects of navigator services. Directs the HHS Secretary, in coordination with the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop, demonstrate, and disseminate a standard curriculum for training first responders in assisting individuals with autism and other cognitive behavioral disabilities and their families during emergencies; and (2) award grants to states and local governments to train first responders in providing assistance to such individuals in emergency situations. Requires the HUD Secretary to convene a task force to establish a housing demonstration grant program to award grants to entities to provide a program aimed at providing individualized housing and services to adults with an autism spectrum disorder.

Poison Center Support, Enhancement, and Awareness Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to provide coordination and assistance for the maintenance of the nationwide toll-free phone number to access poison control centers. Requires the Secretary to carry out and expand upon a national media campaign to educate the public and health care providers about poison prevention and the availability of poison control center resources in local communities. Authorizes the Secretary to enter into contracts with nationally recognized organizations in the field of poison control and national media firms for the development and implementation of a nationwide poison prevention and poison control center awareness campaign. Expands the poison control center grant program to allow the Secretary to award grants for poison control centers to comply with the operational requirements needed to sustain certification of the center. Adds as the purposes for which such grants may be used: (1) to establish and evaluate best practices in the United States for poison prevention, poison control center outreach, and emergency and preparedness programs; (2) to develop and implement standard patient management guidelines for commonly encountered toxic exposures; (3) to improve national toxic exposure surveillance; (4) to develop, support, and enhance technology and capabilities of professional organizations in the field of poison control to collect national poisoning, toxic occurrence, and related public health data; and (5) to develop initiatives to foster the enhanced public health utilization of national poison data. Eliminates matching requirements for such grants.

Preserving Records of Terrorist & Criminal Transactions Act of 2008 or the PROTECT Act of 2008 - Amends the federal criminal code to require: (1) the retention for a minimum of 10 years of criminal background check records for known or suspected members of terrorist organizations who attempt to purchase firearms or apply for a state permit to possess, acquire, or carry firearms; and (2) the retention for at least 180 days of other criminal background check records relating to firearms purchases. Repeals certain provisions that require the destruction within 24 hours of identifying information for individuals who legally purchase or possess firearms.

Environmental Justice Enforcement Act of 2008 - Amends the Civil Rights Act of 1964 to declare that discrimination based on disparate impact under federally assisted programs (including exclusion from participation and denial of benefits) is established only if a person aggrieved by discrimination on the basis of race, color, or national origin demonstrates that: (1) a covered entity has a policy or practice causing a disparate impact on that basis and fails to demonstrate that the challenged policy or practice is related to and necessary to achieve the nondiscriminatory goals of the program or activity alleged to have been operated in a discriminatory manner; or (2) a less discriminatory alternative policy or practice exists, but the covered entity refuses to adopt it. Authorizes an aggrieved person to: (1) bring a civil action in federal or state court to enforce such person's rights; and (2) recover equitable relief, attorney's fees, and costs.

Sportsmanship in Hunting Act of 2008 - Amends the federal criminal code to prohibit anyone, in or substantially affecting interstate or foreign commerce, from knowingly transferring, transporting, or possessing a confined exotic animal for purposes of allowing the killing or injuring of such animal for entertainment or for the collection of a trophy. Exempts the killing or injuring of an exotic animal in a state or federal natural area reserve undertaking habitat restoration from such prohibition. Defines "confined exotic animal" as a mammal of a species not historically indigenous to the United States that has been held in captivity for the majority of its life or for a period of one year. Allows persons authorized by the Secretary of the Interior to make arrests, execute warrants, and search for and seize animals to enforce the provisions of this Act.

PLUS Loan Borrower Protection Act of 2008 - Amends the Higher Education Act of 1965, with respect to eligibility for a PLUS Federal Family Education Loan, to specify an extenuating circumstance for purposes of determining if a borrower has an adverse credit history on the basis of a mortgage loan delinquency or foreclosure. Declares that an extenuating circumstance exists if, at any time from January 1, 2007, through December 31, 2112, the borrower is 90 or more days delinquent on mortgage loan payments, or foreclosure proceedings have been initiated, with respect to the borrower's primary residence.

Encourages: (1) schools to spend at least 30 minutes on such Day teaching and informing students about threats to, and efforts to restore, endangered species; (2) organizations, businesses, private landowners, and agencies with a shared interest in conserving endangered species to collaborate in developing educational information for use in schools; and (3) people to become educated about, and aware of, threats to species, success stories in species recovery, and opportunities to promote species conservation.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment, retention, research, and reinvestment in the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, knowledge development, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Authorizes the Secretary to award various grants to eligible entities and individuals to support demonstration programs related to research, workplace improvements, education, training, and programs of excellence. Directs the Secretary to: (1) contract with a national social work research entity to serve as a coordinating center and clearinghouse for information on activities under the demonstration program; and (2) develop and issue public service announcements that advertise and promote the social work profession. Designates March of 2008, and of each succeeding year, as National Social Work Awareness Month.

Beach Protection Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to include among eligible grant activities the development and implementation of programs for source tracking, sanitary surveys, and prevention efforts to address the identified sources of beach water pollution. Authorizes appropriations for such grants for FY2008-FY2013. Requires grant recipients to identify: (1) the use of a rapid testing method; (2) measures for communication within 24 hours of the results of a water sample concerning pollutants to specified officials and all state agencies with authority to require the prevention or treatment of the sources of beach water pollution; (3) measures to develop and implement a beach water pollution source identification and tracking program for the coastal recreation waters that are not meeting applicable water quality standards for pathogens; (4) a publicly accessible and searchable global information system database with information updated within 24 hours of its availability, organized by beach and with defined standards, sampling plan, monitoring protocols, sampling results, and number and cause of beach closing and advisory days; and (5) measures to ensure that closures or advisories are made or issued within 24 hours after a state government determines that its coastal recreation waters are not meeting applicable water quality standards for pathogens. Requires the Environmental Protection Agency (EPA) Administrator to: (1) publish a revised list of rapid testing methods; and (2) validate such methods no later than two years after this Act's enactment and periodically thereafter. Sets forth provisions requiring: (1) a review by the Administrator of state and local compliance with statutory and regulatory requirements and grant conditions; (2) corrective actions by such governments not in compliance; and (3) a review by the Comptroller General of such compliance review and corrective action. Amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to authorize appropriations to carry out such Act through FY2013.

Condemns the violence in Tibet and calls for restraint by the government of the People's Republic of China (PRC) and the people of Tibet. Calls for: (1) a dialogue between the government of China and the Dalai Lama on religious and cultural autonomy for Tibet within China; and (2) release of peaceful protesters. Calls on the PRC to: (1) respect the right of the people of Tibet to speak of the Dalai Lama and possess his photograph; (2) respect basic human rights; (3) allow international journalists free access to China; and (4) provide a full accounting of the March 2008 protests in Tibet. Calls on the Department of State to fully implement the Tibetan Policy Act of 2002. Urges that the agreement permitting the PRC to open further diplomatic missions in the United States should be contingent upon establishment of a U.S. government office in Lhasa, Tibet.

Economic Recovery in Health Care Act of 2008 - Prohibits the Secretary of Health and Human Services from finalizing, implementing, enforcing, or otherwise taking any action to give effect prior to April 1, 2009, to the following administrative actions: (1) the proposed and final rule (with certain exceptions) entitled "Medicaid Program; Health-Care Related Taxes," published, respectively, on March 23, 2007, and on February 22, 2008; (2) the proposed rule entitled "Medicaid Program; Graduate Medical Education," published on May 23, 2007; (3) the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services regarding certain requirements under the State Children's Health Insurance Program (SCHIP) relating to the prevention of the substitution of health benefits coverage for children and the enforcement of medical support orders; (4) the proposed rule entitled "Medicaid Program; Clarification of Outpatient Clinic and Hospital Facility Services definition and Upper Payment Limit," published on September 28, 2007; (5) the interim final rule entitled "Medicaid Program; Optional State Plan Case Management Services," published on December 4, 2007; and (6) the proposed rule entitled "Revisions to Procedures for the Departmental Appeals Board and Other Departmental Hearings," published on December 28, 2007. Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend through April 1, 2009, the moratorium relating to the cost limit for providers operated by units of government and provisions to ensure the integrity of the federal-state financial partnership. Amends the Medicare, Medicaid, and SCHIP Extension Act of 2007 to extend through April 1, 2009, the moratorium relating to rehabilitation services, school-based administration, and school-based transportation. Provides for state fiscal relief through a temporary increase of Medicaid federal medical assistance percentage (FMAP) and targeted grants to Round One (FY2008 and FY2009) and Round Two (FY2009 only) Qualifying States. Makes appropriations for related payments to such states.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Women Veterans Health Care Improvement Act of 2008 - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) study the health consequences on women veterans of active-duty service in Operations Iraqi Freedom and Enduring Freedom; (5) provide training and certification for mental health professionals who provide counseling and care to women veterans suffering from sexual trauma; (6) develop a program of training and certification for VA health care professionals on the effective treatment of women veterans suffering from post-traumatic stress disorder (PTSD); (7) carry out a pilot program of child care for certain women veterans receiving health care from VA facilities; (8) carry out a pilot program of reintegration and readjustment services in group retreat settings for women veterans recently separated from service after a prolonged deployment; and (9) ensure that there is at least one full-time women veterans program manager at each VA medical center. Authorizes the Secretary to furnish care to a newborn child of a woman veteran receiving VA maternity care for up to 30 days after the birth of the child. Requires women veterans recently separated from service to be included on the Advisory Committee on Women Veterans and the Advisory Committee on Minority Veterans.

Stop Deceptive Advertising for Women's Services Act - Requires the Federal Trade Commission (FTC) to: (1) promulgate rules prohibiting, as unfair and deceptive acts or practices, persons from advertising with the intent to deceptively create the impression that such persons provide abortion services; and (2) enforce violations of such rules as unfair methods of competition and unfair or deceptive acts or practices in or affecting commerce.

Comprehensive Cancer Care Improvement Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services to provide individuals diagnosed with cancer a plan that details all aspects of the care to be provided. Requires the Secretary of Health and Human Services to establish standards for such services. Directs the Secretary to conduct a two-year demonstration project under which Medicare payments will be made for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities to: (1) establish new, or expand existing, palliative care and symptom management programs for cancer patients; (2) improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers in palliative care and symptom management for such patients; and (3) improve the quality of continuing professional education provided to qualified individuals regarding palliative care and symptom management for cancer patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Firearms Information Use Act of 2008 - Amends the Consolidated Appropriations Act, 2008 to repeal restrictions on the disclosure of the content of the Firearms Trace System database. Requires the Attorney General to provide firearms information relating to law enforcement, national security, or intelligence purposes that is requested by law enforcement and federal agencies, Members of Congress, or state and tribal officials. Prohibits the public disclosure of firearms information that: (1) identifies any undercover law enforcement officer or informant; (2) contains specific information relating to any case under investigation; or (3) includes the name, address, or any identifying information of a lawful purchaser of any firearm. Restricts the use of information contained in the Firearms Trace System database in civil proceedings.

Save Medicare Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007, to: (1) increase the Medicare physician payment update for 2009; and (2) extend the physician quality reporting system, the incentive payment program for physician scarcity areas, the floor on the work geographic adjustment to the physician fee schedule, and the accommodation for physicians ordered to active duty in the armed services. Expresses the sense of the Senate that: (1) the provisions of, and amendments made by, this Act should be deficit neutral over the five year period beginning on October 1, 2008; and (2) Congress should address the challenges facing the Medicare program in a fiscally responsible manner. Expresses the sense of the Senate that: (1) the Medicare program should provide payments to physicians and other health professionals that serve as positive incentives for participation in voluntary initiatives to improve health care quality; and (2) financing for such initiatives should be non-punitive and exempt from the Medicare physician fee schedule budget neutrality requirements.

Designates April 2008 as National Autism Awareness Month. Expresses support for increasing federal funding for autism research. Stresses the need to begin early intervention services soon after an individual has been diagnosed with autism. Expresses support for the federal government funding 40% of the costs needed to educate children with disabilities. Recognizes the shortage of appropriately trained teachers and the importance of worker training programs that meet the needs of developmentally disabled individuals.

Credit Card Reform Act of 2008 - Amends the Fair Credit Reporting Act to permit a consumer reporting agency to furnish a consumer report in connection with any credit or insurance transaction that is not initiated by the consumer only if the report indicates that the consumer is age 21 or older. Allows 18-year olds to elect to have their name and address included in any agency list. Amends the Truth in Lending Act to prohibit a credit card issuer from changing the terms of a credit card under an open end consumer credit plan: (1) before the scheduled contract expiration or renewal date; and (2) until the issuer has published all contract changes in any mandatory disclosures. Establishes a cardholder right to repay all existing balances on a terminated or expired credit card account under the terms of the account in effect before the termination or expiration. Imposes limits upon increases of interest rates and finance charges on a credit card account before its scheduled renewal date. Permits an increase in the annual percentage rate (APR) as a penalty only for specific, material contract violations of a consumer directly related to the account that are specified in the contract as grounds for an increase. Bans retroactive rate increases. Prohibits a credit card issuer from imposing adverse consequences for late payment if the cardholder's payment is postmarked or initiated by electronic funds transfer on or before the required postmark date. Requires a credit card issuer to verify, when the account is opened or the credit limit increased, that the consumer will be able to make the scheduled payments, based on a consideration of current and expected income, current obligations, and employment status. Amends the Fair Credit Reporting Act to redefine "firm offer of credit or insurance" to require the offer to specify all material terms, including APR, fees, and the applicable amount of credit or credit limit.

Deamonte Driver Dental Care Access Improvement Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to schools of dentistry and hospitals with accredited training programs in pediatric dentistry. Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to require the Secretary to provide for a pilot program to increase access to dental care for underserved populations through the use of new allied dental health professionals. Requires the Secretary to award grants to federally qualified health centers to expand and improve the provision of dental services to medically underserved populations. Authorizes the Secretary to award grants to develop, implement, and evaluate public health and clinical strategies to prevent and manage early childhood caries. Amends the Internal Revenue Code to allow a business tax credit for a portion of compensation received for providing dental services under SSA titles XIX (Medicaid) or XXI (State Children's Health Insurance Program) (SCHIP) or from an uninsured individual. Requires the Secretary, acting through the the Director of the Centers for Disease Control and Prevention (CDC), to conduct a public education and awareness campaign on preventing, controlling, and ultimately eliminating early childhood caries. Amends SSA titles XIX and XXI to expand reporting requirements with respect to children's dental services. Requires the Comptroller General to study payment rates for dental services provided to individuals under Medicaid or SCHIP. Requires the Secretary to ensure the inclusion of dental health prevention and promotion activities within existing prenatal and maternal child health programs.

Troops to Nurse Teachers Act of 2008 - Authorizes the Secretary of Defense to carry out programs under which commissioned officers of the nurse corps: (1) serve as full-time faculty of accredited schools of nursing in exchange for additional service or in exchange for scholarships provided by the school to those accepting commissions in the nurse corps; (2) receive scholarships leading to a graduate degree in nursing in exchange for service as nursing school faculty and to undertake activities to encourage nurses to serve in the Armed Forces nurse corps; (3) receive nursing faculty career placement and continuing education assistance if they are retirement-eligible and have graduate degrees qualifying them as nurse instructors; or (4) receive, while serving after retirement as faculty at a nursing school, retired pay without reduction and a pay differential to ensure that compensation for faculty member service will not be less than the basic pay received before retirement. Requires: (1) any program established under this Act to last at least two years; and (2) the Secretary to assess each program to determine if it should be continued.

Oil Spill Prevention Act of 2008 - Requires all new U.S. vessels with a building contract date after enactment of this Act or delivered after August 1, 2010, and with an aggregate capacity of 600 cubic meters or more of oil used as fuel, to comply with a specified regulation requiring double hulls. Amends the Ports and Waterways Safety Act of 1972 to authorize the Secretary of the department in which the Coast Guard is operating to order any vessel to change heading and speed if the vessel does not comply with any regulation, law, or treaty or does not satisfy port entry conditions, or if the order is justified for safety. Directs the Secretary to: (1) continue individual port and waterway safety assessments to determine the U.S. ports, waterways, and channels needing new or improved vessel traffic management risk mitigation measures, including vessel traffic service (VTS) systems; (2) identify infrastructure requirements to improve existing or support new VTSs; and (3) review and validate the recruiting, retention, training, and expansion of the VTS personnel workforce and require basic navigation training for VTS watchstander personnel. Directs the Secretary to: (1) establish a medical review board to advise the Coast Guard on medical standards and guidelines for merchant mariner physical qualifications, medical examiner education, and medical research; and (2) establish and maintain a national registry of medical examiners qualified to perform examinations and issue medical certificates.

Amends the Oil Pollution Act of 1990 to increase the liability limits for damages resulting from the discharge of oil into U.S. navigable waters or the exclusive economic zone by a single-hull vessel (including a single-hull vessel fitted with double sides only or a double bottom) from $3,000 per ton to $6,000 per ton for 2009.

Truth in Cigarette Labeling Act of 2008 - Prohibits a cigarette manufacturer from making any claims or other representations based on data derived from a cigarette testing method established by the Federal Trade Commission (FTC) before enactment of this Act. Treats any violation as an unfair or deceptive act or practice under the Federal Trade Commission Act.
