Safe Nursing and Patient Care Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to place limitations on mandatory overtime for nurses, prohibit retaliation against them in any manner with respect to any aspect of employment, and establish civil money penalties for violations of this Act. Directs the Secretary of Health and Human Services to study and report to Congress on standards to establish for the maximum number of hours that a nurse may work without compromising the safety of patients. Requires the Director of the Office of Management and Budget to study and report to Congress on the extent to which federally operated medical facilities have in effect practices and policies for overtime requirements for nurses that are inconsistent with the requirements added by this Act.

Directs the Comptroller General to require methodological, scientific, and technical experts within the Government Accountability Office (GAO) to undertake a new investigation to address specified questions relating to Fort Monmouth, New Jersey, including: (1) cost estimates with respect to its closing and the transfer of its personnel, functions, and activities to Aberdeen Proving Ground, Maryland; (2) a shortfall of defense scientists and engineers; and (3) the failure of the Department of Defense (DOD) to timely provide a report required by the Defense Base Closure and Realignment Commission as to whether the transfer of such personnel, functions, and activities will be accomplished without disruption of their support to the Global War on Terror or other critical contingency operations.

Directs the Secretary of State to report to the appropriate congressional committees every 180 days respecting unresolved claims by U.S. nationals against the government of Libya for personal injury or death caused by acts of torture, extrajudicial killing, aircraft sabotage, hostage taking, or aiding such acts by Libyan agents. Requires: (1) such reports to include information on the status of negotiations between the government of Libya and U.S. claimants and a description of U.S. government actions to encourage Libya's resolution of such claims; and (2) such reports' filing until December 31, 2009, or until the Secretary certifies that all claims have been resolved.

Prohibits either the Secretary of Defense or the Secretary of the Army from funding the transfer of personnel or functions from Fort Monmouth, New Jersey, pursuant to the recommendations of the Defense Base Closure and Realignment Commission under the Defense Base Closure and Realignment Act of 1990, until at least 30 days after the Comptroller General completes an audit of a report of the Secretary of Defense stating that: (1) such transfer to Aberdeen Proving Ground, Maryland, will be accomplished without disruption of their support to the Global War on Terror or other critical contingency operations; and (2) safeguards exist to mitigate potential degradation of such support and ensure maximum retention of critical workforce.

Commission on Wartime Contracting Establishment Act - Establishes the Commission on Wartime Contracting to investigate and report to Congress on federal agency contracting for: (1) the reconstruction of Iraq and Afghanistan; and (2) the logistical support of coalition forces and the performance of security and intelligence functions in Operation Iraqi Freedom and Operation Enduring Freedom. Includes contracts entered into and/or performed in both in the United States and abroad. Requires the Commission to assess: (1) the extent and impact of reliance on contractors; (2) the extent of waste, fraud, abuse, or mismanagement under such contracts and the extent to which those responsible have been held accountable; and (3) the appropriateness of the organizational structure, policies, and practices of the Department of Defense and the Department of State for handling contingency contract management and support. Requires the Special Inspector General for Iraq Reconstruction to conduct audits to identify potential waste, fraud, abuse, or mismanagement in the performance of: (1) Department of Defense contracts for the logistical support of coalition forces in such Operations; and (2) federal contracts for the performance of security, intelligence, and reconstruction functions in such Operations. Prohibits the termination of the Office of such Special Inspector General until 60 days after the Commission's final report. Reaffirms the Special Inspector General's duties and responsibilities.

Urges the President of the United States to: (1) work with members of the U.N. Security Council and the African Union (AU) to ensure deployment of the United Nations-African Union peacekeeping force to protect civilians in Darfur, Sudan; (2) work bilaterally and with member states of the North Atlantic Trade Organization (NATO), the United Nations, the European Union (EU), the AU, and other partners to assist such force; and (3) work with Congress to ensure funding for such force. Urges: (1) the Secretary-General of the United Nations and the Chairperson of the AU to expedite such force's deployment; and (2) President al-Bashir and the government of Sudan to facilitate such deployment without condition; and (3) the President's Special Envoy to Sudan to continue his legislative outreach to bring peace to Darfur through an inclusive political process. Urges President Bush, the Security Council, the AU, the EU, the League of Arab States, regional nations, and individual nations with economic or political influence over Sudan to: (1) hold President al-Bashir and the government of Sudan accountable for any failure to facilitate such force's deployment; and (2) be prepared to implement meaningful measures, including sanctions, an arms embargo, and a no fly zone for Sudanese military flights over Darfur if the government of Sudan obstructs the peacekeeping mission's deployment.

Mentoring America's Children Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to make miscellaneous changes to the Mentoring grant program under title IV that include: (1) improvement of school connectedness and character education among mentoring's purposes; (2) corporations, universities, foster care group homes, and other entities among program providers; (3) a requirement that mentors help children become responsible and successful adults; (4) foster youth, children with an incarcerated parent, suburban children in high crime areas, and children living in high gang involvement, drug use, dropout, or youth suicide areas among those most in need of mentoring; (5) children's participation in internships as a program goal; (6) mandatory information on grant applicants about plans for monitoring mentor/mentee matches and the satisfaction of grant matching requirements that increase from 10% to 50% over the three-year grant term; and (7) entities serving foster children or children living in high youth suicide areas as priority grant recipients. Allows grantees to be considered for new grants if: (1) their prior performance was satisfactory; (2) they propose to use the new grant exclusively for expanded service to a new area or population; and (3) they are able to provide a 50% match to the new grant funds. Directs the Secretary of Education to: (1) provide training and technical assistance to, and track and evaluate the performance of, grantees; and (2) arrange for research on school-based mentoring, the results of which are to be provided to the mentoring community. Includes mentoring in ESEA programs for: (1) Indian, Native Hawaiian, and Alaskan Native education; (2) the transitioning of youth offenders into education; and (3) school violence and drug abuse prevention.

Compassionate Care for Servicewomen Act - Requires emergency contraception to be included on the basic core formulary of the uniform formulary of pharmaceutical agents for the pharmacy benefits program of the Department of Defense. States that prior authorization shall not be required for such contraception.

Maritime Administration Authorities Act of 2007 - Authorizes appropriations for the Maritime Administration, including for operations and training, assistance to small shipyards and maritime communities, and disposal of obsolete vessels in the National Defense Reserve Fleet. Authorizes the Secretary of Transportation to enter into agreements to purchase, charter, operate, or otherwise acquire the use of any vessels and any other related real or personal property. Subjects the following to the prior consent of the Secretary of Defense regarding vessels in the Ready Reserve Force or the National Defense Reserve Fleet: (1) the authority of the Secretary of Transportation to operate or lease vessels under the Secretary's control; (2) the charter of vessels in the National Defense Reserve Fleet (including Ready Reserve Force vessels) by any state, locality, or territory of the United States; and (3) the authority of the Secretary of Transportation to charter or otherwise make available a vessel under the jurisdiction of the Secretary to any other department. Amends the National Maritime Heritage Act of 1994 to modify requirements regarding disposal of certain National Defense Reserve Fleet vessels that are not in the Ready Reserve Fleet. Requires the Secretary of Transportation, in order to ensure Ready Reserve Fleet vessel readiness, to activate and conduct sea trials on each vessel at least once every 30 (under current law, 24) months. Sets forth a variety of provisions. Declares that such provisions make no substantive change in existing law and prohibits construing them as making a substantive change.

Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to issue to the governor of each applicable state a decision on each request for a waiver of preemption under that Act: (1) within 30 days after the date of enactment of this Act for requests pending on such date; and (2) within 180 days after receipt for requests submitted after enactment of this Act.

Healthy Start Reauthorization Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to consider certain criteria in making grants under the Healthy Start Initiative, including: (1) factors that contribute to infant mortality, such as low birthweight; and (2) the extent to which applicants for grants facilitate a community-based approach to the delivery of services and a comprehensive approach to women's health care to improve perinatal outcomes. Provides that the Secretary is not prohibited from awarding grants for special projects that are intended to address significant disparities in perinatal health indicators in communities along the United States-Mexico border or in Alaska and Hawaii. Eliminates authority for the Secretary to make additional grants to: (1) assist communities with technical assistance, replication of successful projects, and state policy formation to reduce infant and maternal mortality and morbidity; and (2) conduct and support research and to provide additional health care services for pregnant women and infants. Reauthorizes appropriations for FY2008-FY2013 for the Healthy Start Initiative.

Combating Child Exploitation Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Attorney General to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Amends the federal criminal code to authorize wiretapping in state child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI), the Bureau of Immigration and Customs Enforcement, and the U.S. Postal Service.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Prostate Research, Imaging, and Men's Education Act or the PRIME Act - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to expand and intensify research to develop advanced imaging technologies for prostate cancer detection, diagnosis, and treatment comparable to mammogram technology. Directs the Secretary: (1) to carry out a national campaign to increase awareness and knowledge with respect to the need for prostate cancer screening and for improved detection technologies; (2) in developing such campaign, to recognize and address the racial disparities in the incidences of prostate cancer and mortality rates; (3) to establish a program to award grants to nonprofit private entities to test alternative outreach and education strategies; (4) to carry out research to develop an improved prostate cancer screening blood test using in-vitro detection; and (5) to certify compliance with this Act within one year.

Lyme and Tick-borne Disease Prevention, Education, and Research Act of 2007 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Healthy Schools Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) to require the state to certify that it has implemented procedures to pay for covered items and services furnished by school-based health clinics under Medicaid and SCHIP.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, counter and correct misperceptions regarding U.S. travel policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board, provided industry members approve by majority vote in a referendum. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by the Under Secretary of Commerce for Travel Promotion. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.

Maritime Hazardous Cargo Security Act - Amends port security provisions to direct the Secretary of the department in which the Coast Guard is operating to: (1) establish an international committee for the safe and secure handling and transportation of especially hazardous cargo to the United States; (2) develop and implement a voluntary program under which foreign ports and facilities can certify their compliance with International Ship and Port Facility Code (ISPFC) standards (including a program under which independent, third-party entities are certified to validate such ports' and facilities' compliance with such standards); and (3) establish a strategic plan (under current law, program) to utilize assistance programs to assist foreign ports and facilities that lack effective antiterrorism measures in implementing port security antiterrorism measures. Authorizes the Coast Guard (CG) to lend, lease, or otherwise provide equipment and technical training and support to foreign ports and facilities to assist them in complying, and validating such compliance, with ISPFC standards. Authorizes the Secretary to establish a security cost-share plan to assist the CG in providing security for the transportation of especially hazardous cargo to facilities located on or adjacent to U.S. navigable waters. Includes the establishing of regional response and recovery protocols to prepare for, respond to, mitigate against, and recover from a transportation security incident in area maritime transportation security plans. Directs the CG Commandant to develop a CG national resource allocation plan to meet safety and security requirements associated with the handling of especially hazardous cargo at U.S. ports and facilities. Directs the Secretary to ensure that federal, state, and local personnel responsible for the safety and security of vessels in port carrying especially hazardous cargo complete CG incident command system training. Authorizes the Secretary to convey (with or without compensation) national defense reserve fleet vessels to owners or operators of U.S. or foreign ports for use in port safety or security operations. Directs the Secretary to ensure that interoperable communications technology is deployed at all interagency operational centers for port security located at high-priority ports.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and solving the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

Food Employment Empowerment and Development Program Act of 2007 or the FEED Act of 2007 - Directs the Secretary of Agriculture to establish a food employment empowerment and development program of grants to eligible public agencies and private nonprofit institutions to encourage the use of community resources to combat hunger and the root causes of hunger by creating opportunity through food recovery and job training.

Federal Ocean Acidification Research And Monitoring Act of 2007 or FOARAM Act - Establishes the Interagency Committee on Ocean Acidification to oversee the planning, establishment, and coordination of a plan to improve the understanding of the role of increased ocean acidification on marine ecosystems. Requires the Committee to develop a strategic research and implementation plan for coordinated federal activities. Directs the Secretary of Commerce to establish and maintain an ocean acidification program within the National Oceanic and Atmospheric Administration (NOAA) to implement such strategic research and implementation plan.

Coral Reef Conservation Amendments Act of 2007 - Amends the Coral Reef Conservation Act of 2000 to direct the Secretary of Commerce to make grants for projects for the conservation of coral reef ecosystems (under current law, conservation of coral reefs). Modifies various requirements of the grant program. Authorizes the Secretary to make agreements with nonprofit organizations (under current law, an agreement with a nonprofit organization) for public-private partnerships promoting coral reef ecosystem conservation. Authorizes the Secretary, in cooperation with the Federal Emergency Management Agency (FEMA), to provide assistance to any state, local, or territorial government agency for any unforeseen or disaster-related circumstance regarding coral reef ecosystems. (Current law does not mention FEMA.) Authorizes the Secretary to conduct activities, including with local, regional, or international programs and partners, to conserve coral reef ecosystems. (Current law does not mention local, regional, or international programs and partners.) Directs the Secretary to provide for the long-term stewardship of environmental data, products, and information. Directs the Secretary to establish the Emergency Response, Stabilization, and Restoration Account in the existing Damage Assessment Restoration Revolving Fund. Authorizes the Secretary to make grants for work with federal, state, and local entities to increase protection of coral reef areas identified by the community and scientific experts as high priorities. Authorizes the Secretary to maintain an inventory of all vessel reef grounding incidents, identify reef ecosystems with many impacts, and identify preventive measures. Authorizes the Secretary to issue permits for research and activities that would otherwise be prohibited by the Act.

Supports the values and efforts of businesses, organizations, and volunteers dedicated to meeting the needs of homeless children and teens. Applauds the initiatives of businesses, organizations, and volunteers that employ time and resources to build awareness of the homeless youth problem, its causes, and potential solutions, and work to prevent homelessness among children and teens. Declares that the Senate should recognize the month of November as "National Homeless Youth Awareness Month." Encourages these businesses, organizations, and volunteers to continue to intensify their efforts during the month of November.

Tax Equity for Domestic Partner and Health Plan Beneficiaries Act - Amends the Internal Revenue Code to: (1) extend the exclusion from gross income for employer-provided health care coverage to certain eligible beneficiaries and their dependent children; (2) revise the definition of "dependent" for purposes of the tax deductions for the health insurance costs of self-employed individuals and for contributions to health savings accounts; and (3) extend voluntary employees' beneficiary association sick and accident benefits to eligible beneficiaries and their dependents. Directs the Secretary of the Treasury to issue guidance on reimbursements of medical expenses from flexible spending and health reimbursement arrangements.

21st Century Community Learning Centers Act of 2007 - Amends the 21st Century Community Learning Centers program under title IV of the Elementary and Secondary Education Act of 1965 to include the provision of service learning and nutrition education and, in place of recreation programs, physical fitness and wellness programs, among the activities for which community learning centers will receive funding. Raises from 3% to 5% the percentage of program funds a state may use for monitoring, evaluating, and providing training and technical assistance to community learning center grantees. Makes community learning center grants renewable for a period of between three and five years.

Access to Birth Control Act - Amends the Public Health Service Act to require pharmacies to comply with certain rules related to contraceptives, including: (1) providing a customer a contraceptive without delay if it is in stock; (2) immediately informing a customer if the contraceptive is not in stock and either transferring the prescription to a pharmacy that has the contraceptive in stock or expediting the ordering of the contraceptive and notifying the customer when it arrives, based on customer preference; and (3) ensuring that pharmacy employees do not take certain actions relating to a request for contraception, including intimidating, threatening, or harassing customers, interfering with or obstructing the delivery of services, intentionally misrepresenting or deceiving customers about the availability of contraception or its mechanism of action, breaching or threatening to breach medical confidentiality, or refusing to return a valid, lawful prescription. Provides that a pharmacy is not prohibited from refusing to provide a contraceptive to a customer if: (1) it is unlawful to dispense the contraceptive to the customer without a valid, lawful prescription and no such prescription is presented; (2) the customer is unable to pay for the contraceptive; or (3) the employee of the pharmacy refuses to provide the contraceptive on the basis of a professional clinical judgment. Provides that this Act does not preempt state law or any professional obligation of a state board that provides greater protections for customers. Sets forth civil penalties and establishes a a private cause of action for violations of this Act.

Recognizes the men and women who served in the Monuments, Fine Arts, and Archives program under the Civil Affairs and Military Government Sections of the U.S. Armed Forces for their heroic role in the preservation, protection, and restitution of monuments, works of art, and other artifacts of inestimable cultural importance in Europe and Asia during and following World War II.

Comprehensive Tuberculosis Elimination Act of 2007 - Amends the Public Health Service Act to set forth research and demonstration projections for the prevention, treatment, control, and elimination of tuberculosis that shall receive priority from the Secretary of Health and Human Services in awarding research grants. Requires the Advisory Council for the Elimination of Tuberculosis to make recommendations on the development, revision, and implementation of a comprehensive plan to eliminate tuberculosis in the United States. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop new tools for the elimination of tuberculosis. Requires the Federal Tuberculosis Task Force to make recommendations on the development of a comprehensive plan for the creation of such tools. Requires the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate tuberculosis research and development. Allows the Director of NIH to provide awards for: (1) the development of curricula in schools of medicine or osteopathic medicine regarding the principles and practices of preventing, managing, and controlling tuberculosis; and (2) supervised study and research for clinically trained professionals who are committed to research regarding pulmonary infections and tuberculosis. Requires the Director of the National Institute of Allergy and Infectious Diseases to conduct research activities to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to seek to ensure that a portion of amounts appropriated for loan repayment for qualified health professionals conducting research is reserved for contracts with individuals to conduct tuberculosis research.

Declares that the Senate: (1) has heard with profound sorrow and deep regret the announcement of the death of the Honorable Craig Thomas, a former Senator from Wyoming; (2) mourns the loss of one of its most esteemed members; and (3) expresses its condolences to the people of Wyoming and to his wife, Susan, and his four children. Declares that when the Senate adjourns June 5, 2007, it shall stand adjourned as a further mark of respect to the memory of Senator Thomas.

Amends the Internal Revenue Code and the Foreign Trade Zones Act to permit the transfer of distilled spirits used in a foreign trade zone for the manufacture or production of nonbeverage products (i.e., medicines, medicinal preparations, food products, flavors, flavoring extracts, or perfume, which are unfit for beverage purposes) to an activated foreign trade zone without payment of applicable excise taxes. Authorizes the Secretary of the Treasury to: (1) require manufacturers and producers of such nonbeverage products to file an adequate bond and permit; and (2) examine records and compel testimony to enforce the provisions of this Act.

Community Partnership to End Homelessness Act of 2007 - Amends the McKinney-Vento Homeless Assistance Act (the Act) to state as the mission of the United States Interagency Council on Homelessness to develop and coordinate the implementation of a national strategy to prevent and end homelessness while maximizing federal government contributions toward such end. Adds to the membership of such Council the Commissioner of Social Security, the U.S. Attorney General, and the Director of the Office of Management and Budget (OMB). Directs the Council to develop and submit to the President and Congress a National Strategic Plan to End Homelessness. Requires a collaborative applicant (a representative community homeless assistance planning body) to be established for a geographic area by its relevant parties to design a collaborative process for developing an application for homeless assistance funds. Requires the Secretary of Housing and Urban Development to make technical assistance available to such applicants. Directs the Secretary to make competitive grants for specified activities in community homeless assistance programs. Converts the rural homelessness grant program into a rural housing stability assistance program. Directs the Secretary to award competitive grants to state or local governments or nonprofit organizations to implement programs to prevent homelessness and to stabilize housing for precariously housed individuals and families.

Captive Primate Safety Act - Amends the Lacey Act Amendments of 1981 to add nonhuman primates (i.e., monkeys, apes, etc.) to the definition of "prohibited wildlife species" for purposes of the prohibition against the sale or purchase of animals in interstate or foreign commerce, except allows such a sale or purchase by zoos, research facilities, or other federally licensed and regulated entities.

Beach Protection Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to include among eligible grant activities the development and implementation of programs for source tracking, sanitary surveys, and prevention efforts to address the identified sources of beach water pollution. Authorizes appropriations for such grants for FY2007-FY2012. Requires grant recipients to identify: (1) the use of a rapid testing method; (2) measures for communication within 24 hours of the results of a water sample concerning pollutants to specified officials and all state agencies with authority to require the prevention or treatment of the sources of beach water pollution; (3) measures to develop and implement a beach water pollution source identification and tracking program for the coastal recreation waters that are not meeting applicable water quality standards for pathogens; (4) a publicly accessible and searchable global information system database with information updated within 24 hours of its availability, organized by beach and with defined standards, sampling plan, monitoring protocols, sampling results, and number and cause of beach closing and advisory days; and (5) measures to ensure that closures or advisories are made or issued within 24 hours after a state government determines that its coastal recreation waters are not meeting applicable water quality standards for pathogens. Sets forth provisions requiring: (1) a review by the Environmental Protection Agency (EPA) Administrator of state and local compliance with statutory and regulatory requirements and grant conditions; (2) corrective actions by such governments not in compliance; and (3) a review by the Comptroller General such compliance review and corrective action. Amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to authorize appropriations to carry out such Act through FY2012.

Roadless Area Conservation Act of 2007 - Prohibits road construction and road reconstruction in inventoried roadless areas of the National Forest System. Specifies exceptions, including because: (1) there is threat of a catastrophic event; (2) a natural resource restoration action is necessary; or (3) a federal-aid highway project is in the public interest or is consistent with the purposes for which the land was reserved or acquired. Prohibits timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Authorizes the Secretary of Agriculture, acting through the Chief of the Forest Service, to make modifications to roadless area maps to improve their accuracy or inclusiveness. Instructs the Secretary, in order to evaluate the effect of a modification to a roadless area map, to prepare an environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.

Garrett Lee Smith Memorial Act Reauthorization Act of 2007 - Amends the Public Health Service Act to revise provisions requiring centers to provide appropriate information, training, and technical assistance on youth suicide to require such information, training, and assistance on suicide among all ages, particularly for youth. Reauthorizes appropriations for FY2008-FY2012 for research, training, and technical assistance centers related to mental health, substance abuse, and the justice system and suicide. Requires the Secretary of Health and Human Services to ensure that a state does not receive more than one grant or cooperative agreement for the development of youth suicide early intervention and prevention strategies at any one time. (Current law requires the Secretary to ensure that each state is awarded only one such grant or cooperative agreement.) Reauthorizes appropriations for FY2008-FY2012 for such grants or cooperative agreements. Reauthorizes appropriations for FY2008-FY2012 for grants to institutions of higher education for services to students with mental and behavioral health problems.
