Unites States Olympic Commemorative Medals Act - Directs the Secretary of the Treasury to strike up to 1,000,000 medals of four different designs commemorating athletes who have participated in prior Olympic games and to furnish these medals to the United States Olympic Committee for sale.

Congressional Award Program Act - Establishes the Congressional Award Program in the United States and its territories to recognize and promote youth leadership and excellence in the areas of expedition fitness, personal creative development, and public service. Creates a Congressional Award Board with a Director to supervise such program. Authorizes the appointment of State award directors under this Act. Creates three Congressional Award Medals to be awarded under this Act.

Amends Title XIX (Medicaid) of the Social Security Act to authorize the Secretary of Health, Education, and Welfare to pay to each State which has a plan approved under such Title the whole cost attributable to the administration of so much of such plan as relates to the provision of medical assistance in Indian health service facilities which are eligible for reimbursement pursuant to the Medicaid program.

Amends the Internal Revenue Code to allow a deduction from the gross income of an employee who is a participant in a pension plan for cash contributions made by the employee to: (1) a qualified pension, profit sharing, or stock bonus plan; (2) a qualified annuity plan; (3) a qualified bond purchase plan; (4) an individual retirement plan; or (5) a group retirement trust maintained by a labor organization. Limits such deduction to ten percent of the employee's compensation for the taxable year or $1,000, whichever is less.

National Institute of Justice Act - Establishes an independent agency to be known as the National Institute of Justice. Authorizes and directs the Institute to: (1) make evaluations of the effectiveness and quality of justice and administration of law; (2) conduct research concerning justice and administration of law; (3) conduct experimental programs; and (4) conduct training and educational programs in law and judicial procedures.

Justice System Improvement Act - Restates and amends in its entirety Title I of the Omnibus Crime Control and Safe Streets Act of 1968 (Law Enforcement Assistance). Sets forth the purposes of the title. Retains within the Department of Justice a Law Enforcement Assistance Administration, and within the Administration, the Office of Community Anti-Crime Programs. Renames the National Institute of Law Enforcement and Criminal Justice the National Institute of Justice. Establishes a 21 member National Institute of Justice Advisory Board to develop research policy for the Institute. Establishes within the Department a Bureau of Justice Statistics. Sets forth the responsibilities of the Bureau, including collecting national crime statistics. Establishes a Bureau of Justice Statistics Advisory Board to recommend policy and priorities for the Bureau. Restructures the existing program of grants and assistance to State and local units of government into three categories, formula grants, national priority grants, and discretionary grants. Sets forth the purposes for which such grants may be made and the procedures to be followed in making the grants. Continues the authority of the LEAA to conduct training, recruiting and career development programs for law enforcement officials. Establishes within the Department of Justice an Office of Justice Assistance, Research and Statistics to provide staff support, set policy, and coordinate the activities of the National Institute of Justice, the Bureau of Justice Statistics, and the LEAA. Establishes an advisory board to the Office. Sets forth the powers and administrative procedures of the offices established by this Act. Authorizes appropriations to carry out the programs and grants established by this Act. Continues the existing program of public safety officers' death benefits.

Residual Radioactive Materials Act - Directs the Secretary of Energy to enter into agreements with designated States under which the Federal Government would agree to pay the entire cost of a joint Federal-State program to assess the radiation levels of residual radioactive materials from former uranium ore processing sites in such States and to perform appropriate remedial action to limit exposure of individuals to such radiation. Exempts certain processing sites from the coverage of this Act. Requires the agreements made by the Secretary and such States include terms providing, among other things, that the Secretary select the appropriate remedial action for limiting radiation exposure, that the States acquire ownership of the land upon which the radioactive materials are located, and that the States reimburse the Secretary in the amount, if any, that the proceeds of subsequent sale or disposition of such lands exceed the cost of acquisition, in proportion to the Secretary's share of the total costs of the remedial action program or, in the event the State does not dispose of the lands within two years of their acquisition, in the amount of the increase in value of the lands over their acquisition costs. Requires the United States to obtain ownership of lands to be designated as a disposal site, and transfers ownership of residual radioactive materials involved in any remedial action effort under this Act to the United States. Directs the Secretary to enter into similar agreements with the Secretary of the Interior and any Indian tribes residing on lands owned by Indians or held in trust for them upon which uranium ore processing operations have occurred. Authorizes the Secretary to establish such rules and regulations deemed necessary to carry out the provisions of this Act. Requires the Nuclear Regulatory Commission to establish standards to assure that the public health and safety and the environment are not impaired by the remedial action undertaken, pursuant to this Act, and are consistent with the applicable provisions of the Resource Recovery and Conservation Act of 1976, the Clean Air Act of 1970, the National Environmental Policy Act of 1969, and any other Federal environmental protection laws. Authorizes appropriations to carry out the purposes of this Act.

Personal Privacy Act - Requires a subpena duces tecum for the search for and seizure of evidence when anyone acting under color of law has probable cause to believe evidence of a crime is located on or about the premises in which another person is in possession, custody, or control. Permits issuance of a search warrant instead of a subpena duces tecum only if there is: (1) probable cause to believe the person in possession, custody, or control of the evidence to be seized has committed or is committing a criminal offense; or (2) reasonable cause to believe the giving of notice pursuant to a subpena duces tecum would lead to the destruction, concealment, or alteration of such evidence. Prescribes a fine of $10,000 or imprisonment of not more than one year for the violation of this Act.

Requires the Secretary of the Interior to convey to each of the several States which have submitted an application meeting specified requirements those public lands which as a result of land grants made to railroads under any Act of Congress or as a result of other specified grants are intermingled with lands not owned by the United States.

States that the President should, pending removal of Cuban military forces from Africa, (1) recall the United States Interests Section from Cuba and expel the Cuban Interests Section from the United States, (2) deny any license for commercial trade with or export to Cuba under the Export Administration Act of 1969, (3) reverse any other action toward the normalization of relations with Cuba, and (4) defer any further official actions toward normalization of United States relations with Cuba.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Uranium Mill Site Restoration Act - Authorizes the Secretary of Energy to make grants to States, including Arizona, Colorado, Idaho, New Mexico, Oregon, Pennsylvania, Texas, Utah, and Wyoming, to carry out abandoned uranium mill site restoration plans. Sets forth grant application requirements. Requires States submitting applications to acquire the land upon which the tailings and abandoned millsite are located prior to release of grant funds. Requires sale of the site within three years after restoration and payment or title transfer to the Secretary. Sets forth procedures for site restoration on Indian lands. Provides for direct restoration action by the Secretary upon a State's failure to act within three years or upon direct request. Makes the Secretary responsible, in such cases, for restoring background radiation levels, disposing of uranium mill tailings, and monitoring of site radiation levels. Requires the Nuclear Regulatory Commission to establish regulations assuring that the public health and the environment are not impaired by remedial actions taken pursuant to this Act. Directs the Secretary to conduct a pilot study of uranium mill site radiation in Salt Lake City, Utah,and report the findings to Congress.

Permits the Secretary of Health, Education, and Welfare to recognize and use relative value studies in determining reasonable charges for physicians' services under the Medicare program. Provides that the development or publication of any relative value study by a National or State private nonprofit medical organization or the use of such study by an individual or business shall not be deemed a violation of any Federal law.

Defines "excess animals" for purposes of the Wild Free-Roaming Horses and Burros Act. Authorizes the Secretary of the Interior to transfer excess animals for domestic use and provides for automatic transfer of title of such animals following one year of humane treatment. Enumerates the conditions under which such animals or their remains shall lose their status as wild free-roaming horses and burros.

Beef Import Act - Subjects specified kinds of preserved beef and veal products to the policy of Congress related to the restriction of beef imports. Revises the formula for the determination of beef and veal import quotas. Directs the President to limit beef imports at any one port of entry in order to insure the geographical distribution of such imports. Revises the criteria under which the President may suspend a proclamation limiting beef and veal imports to permit such suspension only during a national emergency or when the supply of such products are inadequate to meet domestic supply at reasonable prices.

Gold Medallion Act - Authorizes the Secretary of the Treasury to offer gold for sale to the public in the form of gold medallions. Provides for the Statue of Freedom and the words "Human Rights" to be on such medallions. Provides for the issuance of such medallions. States that arrangements for the sale of medallions shall be made so as to encourage broad public participation.

Immigration and Nationality Act Amendments - Amends the Immigration and Nationality Act of 1952 to reduce the total number of visas available to natives of any foreign state in each fiscal year by the number of aliens paroled into the United States for temporary entry during such fiscal year. Prohibits the Attorney General without the prior consent of Congress from paroling into the United States in any fiscal year a total number of aliens from any foreign state in excess of the number of visas available to each such foreign state under such Act. Provides for the seizure and forfeiture of vessels, vehicles, or aircraft used to illegally transport aliens into the United States. Prohibits the employment or referral for employment in the United States of any alien not lawfully admitted for permanent residence, unless such employment is authorized by the Attorney General. Establishes civil penalties for any employer, agent, or referrer who violates such employment provision. Directs the Secretary of Labor to compile data and publish a quarterly report concerning the employment of illegal aliens. Stipulates that illegal aliens shall be ineligible for assistance under the Food Stamp Act and certain programs under the Social Security Act.

Tax Indexation Act - Amends the Internal Revenue Code to subject zero bracket amounts, personal exemptions, the corporate surtax exemption, limitations on individual retirement accounts and Keough contributions, the gift exclusion, the unified estate and gift tax credits, and the basis of assets to an annual cost-of- living adjustment, whereby each currently listed dollar amount shall be increased by an amount equal to such dollar amount multiplied by two-thirds of the increase in the Consumer Price Index over the two preceding years. Grants the President power to suspend such adjustments, subject to veto by either House of Congress.

Interstate Land Sales Full Disclosure Amendments - Exempts the following transactions from the terms of the Interstate Land Sales Full Disclosure Act: (1) sale or lease of any improved land on which there is a condominium; (2) sale or lease of real estate by a developer who is engaged in a sales operation which is predominantly intrastate in nature; and (3) the sale or lease of real estate by a developer who has fulfilled specified conditions to the resident of another State when the principal residence of the purchaser is within a radius of 100 miles from the property. Directs the Secretary of Housing and Urban Development to conduct all actions brought under the Interstate Land Sales Full Disclosure Act in accordance with the Administrative Procedures Act.

Reclamation Reform Act - Replaces the existing maximum Federal reclamation law acreage limitation of 160 acres of reclaimed land per individual with a maximum farm size limit of 1,280 acres, owned or leased by any combination of persons. Restricts the number of persons who may join in such combination to 25 or fewer. Authorizes the Secretary of the Interior to limit the number of landholdings that any person, firm, or business may manage for the benefit of a qualified recipient. Directs the Secretary of the Interior to designate by rule appropriate increases in the acreage limitation for lands of lesser productive potential. Abolishes the requirement that a qualified recipient must be resident on or near a landholding in order for such landholding to be eligible to receive water. Prohibits any qualified recipient from leasing a landholding acquired after January 1, 1978, unless he or she has derived nonrental income from such landholding for agricultural production for a period of not less than ten years. Provides for the removal of acreage limitations upon repayment of construction charges of the reclamation project required under contracts with the Secretary relating to the delivery of water supplies to such landholding for agricultural use. Prohibits the delivery of water to landholders whose lands do not comply with the federal reclamation law acreage limitation one year after the passage of this Act.

Journalists' Freedom of Choice Act - Amends the National Labor Relations Act to state that, notwithstanding provisions which declare bargaining representatives chosen by a majority of employees in a bargaining unit to be exclusive representatives, any individual who is employed as a columnist, broadcast journalist, commentator, or critic on public issues shall have the right to bargain, present grievances, and contract without the participation of or intervention of bargaining representatives.

Authorizes the Board of Regents of the Smithsonian Institution to acquire the Museum of African Art. Establishes within the Smithsonian Institution a bureau to be known as the Museum of African Art. Sets forth the functions of such bureau. Establishes a Commission for the Museum of African Art to assist the Board in the operation and development of the Museum. Authorizes appropriations to carry out the purposes of this Act.

Public Grazing Lands Improvement Act - Requires that an inventory of rangeland conditions and trends be taken in 11 contiguous western states and Nebraska, North Dakota, and South Dakota. Directs the Secretary of the Interior to manage and improve public rangelands so that they become as productive as feasible in accordance with the rangeland management objectives established through the land use planning process prescribed in the Federal Land Policy and Management Act. Provides for the funding of such improvements. Announces the formula to be used by the Secretaries of Agriculture and the Interior in setting fees for domestic livestock grazing on public lands. Directs the Secretary of the Interior to issue ten-year grazing leases or permits except when he has determined, on a case-by-case basis, that the establishment of a shorter term is in the interest of sound land management policy. Allows for private adoption of excess wild horses or burros when rangeland inventories indicate overpopulation of such animals in an area where a demand for private adoption exists. Permits the donation of adopted burros and horses to individuals who have provided humane conditions and care for such animals for a period of one year.

Amends the Federal Land Policy and Management Act to prohibit the Secretary of Agriculture and the Secretary of the Interior from increasing the grazing fee for the 1978 grazing year in order to allow Congress sufficient time to analyze the Secretaries' report and recommendations with respect to the value of grazing on public lands and the fee to be charged for domestic livestock grazing on such lands.

Resources and Conservation Act - Requires the President to annually transmit a Resources and Conservation Report to Congress setting forth: (1) the condition of natural resources with particular reference to attainment of the optimum multiple purpose use of such resources; (2) current and foreseeable trends in the management and utilization of natural resources; (3) the adequacy of available resources for fulfilling human, economic, and national security requirements of the Nation; (4) a review of all conservation programs; (5) the extent of United States dependence or imports for critical minerals and metals; and (6) a program to assure adequate resources for the country's needs and to provide for the development, conservation and use of natural resources. Establishes within the Executive Office of the President a Council of Resources and Conservation Advisers to assist the President in the preparation of such report, and to advise the President on matters regarding natural resources development and conservation. Authorizes appropriations in such amounts as may be necessary to enable the Council to perform its duties under this Act. Authorizes appropriations of $2,000,000 annually for salaries for the members, officers, and employees of the Council. Establishes a Joint Committee on Resources and Conservation to make a continuing study of matters relating to the Resources and Conservation Report and to file annual reports with the Senate and House of Representatives containing its findings and recommendations with respect to each of the main recommendations made by the President in the Report. Authorizes appropriations of up to $600,000 to fund the activities of the Joint Committee.

Declares the Senate denunciation of the disregard of human rights by the Government of Democratic Kampuchean (Cambodia). Calls upon the President to express the concern of the American people, and to initiate efforts to end these violations.
