Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Makes technical corrections to provisions of the National Defense Authorization Act for Fiscal Year 2008 which provide special immigrant status for certain Iraqis employed by or on behalf of the U.S. government. Authorizes the Secretary of Homeland Security or State to convert approved petitions for such status with respect to which visas are not immediately available to approved petitions for petitions filed before October 1, 2008.

Clean Boating Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that no permit shall be required by the Administrator of the Environmental Protection Agency (EPA) under the national pollutant discharge elimination system for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel. Defines a "recreational vessel" as any vessel that is leased, rented, or chartered to a person for that person's pleasure or that is manufactured or used primarily for pleasure, excluding vessels that are subject to Coast Guard inspection and that are engaged in commercial use or that carry paying passengers. Requires the Administrator to: (1) develop management practices for recreational vessels to mitigate the adverse impacts on U.S. waters of discharges incidental to normal vessel operation (excluding sewage) in any case in which the Administrator determines that the use of those practices is reasonable and practicable; and (2) promulgate federal standards of performance (which may distinguish among vessel types) for each discharge for which such a management practice is developed. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations governing the design, construction, installation, and use of management practices for recreational vessels as necessary to meet such standards. Prohibits the owner or operator of a recreational vessel from operating in U.S. waters if such owner or operator is not using applicable management practices in compliance with such regulations.

Federal Judgeship Act of 2008 - Directs the President to: (1) appoint additional circuit judges for the first, second, third, sixth, eighth, and ninth circuit courts of appeals and temporary judges for the ninth circuit court of appeals; and (2) appoint additional permanent and temporary district judges for districts in specified states.

Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to revise the provisions of the President's comprehensive five-year global strategy to combat HIV/AIDS. Amends the State Department Basic Authorities Act of 1956 to provide for the establishment of an interagency working group on HIV/AIDS headed by the Global AIDS Coordinator and comprised of representatives from the United States Agency for International Development (USAID) and the Department of Health and Human Services (HHS). Extends funding for: (1) the Global Fund to fight AIDS, tuberculosis, and malaria; (2) the Vaccine Fund; (3) the International AIDS Vaccine Initiative; and (4) programs to fight malaria. Authorizes appropriations for tuberculosis vaccine research. Directs USAID to facilitate the availability of safe microbicides that prevent HIV transmission. Amends the Foreign Assistance Act of 1961 with respect to assistance programs to combat HIV/AIDS, malaria, and tuberculosis. Authorizes the President to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership. Establishes within USAID a Coordinator of United States Government Activities to Combat Malaria Globally. Amends the Immigration and Nationality Act to eliminate infection with the etiologic agent for acquired immune deficiency syndrome as a public health grounds for alien nonadmission. Directs the President to address mother-to-child and youth HIV infection concerns as part of the comprehensive global HIV/AIDS prevention strategy. Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend funding for activities under such Act.

CJ's Home Protection Act of 2008 - Amends the National Manufactured Housing Construction and Safety Standards Act of 1974 to revise federal standards for manufactured homes (other than one affixed to a permanent foundation) to require each such home to be installed with a weather radio: (1) capable of broadcasting emergency information relating to local weather conditions; (2) equipped with a tone alarm and Specific Alert Message Encoding, or SAME technology; and (3) compliant with the Consumer Electronics Association (CEA) Standard 2009-A Performance Specification for Public Alert Receivers (or its current revision). Shields from common law civil liability: (1) manufacturers, installers, or retailers of manufactured homes for any aspect of the installation, furnishing, function, operation, performance, capabilities, or utilization of such a weather radio; and (2) the operator, owner, or employee of a manufactured home community, or the home manufacturer, with respect to the functionality of such a radio owing to any reminder, assistance, or instructions the community operator provides. Exempts modular homes from such installation standards. Requires the consensus committee established under such Act to develop and submit to the Secretary of Housing and Urban Development a proposed standard for installed weather radios. Requires the Secretary to study and report to specified congressional committees on conditioning the applicability of the weather radio installation requirement on the geographic location at which a manufactured home is placed.

Expresses the concern and compassion of the citizens of the United States for the citizens of Sudan, Chad, and the Central African Republic who have been gravely affected by interrelated violence and instability in these countries. Calls upon all parties to these conflicts to cease hostilities and uphold basic human rights. Encourages the U.S. government and the international community to support the multilateral peacekeeping missions in Darfur, eastern Chad, and the northern Central African Republic, along with assistance to meet the continuing humanitarian and security needs in these areas.

Biennial Budgeting and Appropriations Act - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently, annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period with a biennial budget process based on such period; and (2) report the findings to the House and Senate Budget Committees.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 1997 to extend by one year the moratorium on: (1) implementation of a specified rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program (SCHIP)) of the Social Security Act; and (2) the finalization of a certain proposed rule regarding the authority of states to make payments related to graduate medical education (GME payments). Imposes a one-year moratorium on finalization or implementation of a certain proposed rule regarding the scope of permissible Medicaid payments that redefines outpatient hospitals and specifies methodologies for calculation of the outpatient services upper payment limit.

Directs the Sergeant at Arms of the Senate, in consultation with the the Director of the Congressional Research Service (CRS), to make publicly available through a centralized electronic system the following CRS-produced information: (1) Issue Briefs; (2) Reports that are available to Members of Congress through the CRS website; and (3) Authorization of Appropriations and Appropriations Products. Exempts from such requirements: (1) any information determined to be confidential by the CRS Director or the head of a department or agency that provided the information to CRS; and (2) documents, other than those described in clauses (1) through (3), that are the product of a congressional research request. Allows the Sergeant at Arms, in consultation with the CRS Director, to revise the information made publicly available by removing information concerning CRS employees, removing material that may infringe copyright protection, and making necessary changes to ensure accuracy and currency. Requires access to the information made available pursuant to this resolution through Senate committee and Member websites. Makes the Sergeant at Arms responsible for maintaining and updating the information and for establishing a database within six months after adoption of this resolution.

Global Poverty Act of 2007 - Directs the President, through the Secretary of State, to develop and implement a comprehensive strategy to further the U.S. foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day. Requires the strategy to contain specific and measurable goals and to consist of specified components, including: (1) continued investment or involvement in existing U.S. initiatives related to international poverty reduction and trade preference programs for developing countries; (2) improving the effectiveness of development assistance and making available additional overall United States assistance levels as appropriate; (3) enhancing and expanding debt relief as appropriate; (4) mobilizing and leveraging the participation of businesses and public-private partnerships; (5) coordinating the goal of poverty reduction with other specified development goals; and (6) integrating principles of sustainable development and entrepreneurship into policies and programs.

Federal Food Donation Act of 2007 - Directs the Administrator for Federal Procurement Policy to revise the Federal Acquisition Regulation to require all contracts above $25,000 for the provision, service, or sale of food, or for the lease or rental of federal property to a private entity for events at which food is provided, to include a clause that: (1) encourages the donation of excess, apparently wholesome food to nonprofit organizations that provide assistance to people with inconsistent access to sufficient, safe, and nutritious food; (2) provides that executive agency heads shall not assume responsibility for the costs and logistics of collecting, transporting, maintaining the safety of, or distributing such food; and (3) provides that executive agencies and contractors making donations are protected from civil or criminal liability under the Bill Emerson Good Samaritan Food Donation Act. Requires the Secretary of Agriculture to establish in the Department of Agriculture a Coordinator of Community Food Security and Gleaning that shall provide technical assistance relating to federal food donation activities to governmental agencies, nonprofit organizations, agricultural producers, and private entities.

Keeping Americans Warm Act of 2007 - Appropriates funds for FY2008 to the Secretary of Health and Human Services for emergency payments to states under the Low-Income Home Energy Assistance Act of 1981, notwithstanding such Act's requirement that funds be made available only after the President's submission to Congress of a formal budget request that includes a designation of the requested amount as an emergency requirement.

Calls the world's attention to the serious degradation of the Jordan River and the Dead Sea. Applauds the cooperative manner with which the governments of Israel and Jordan, as well as the Palestinian Authority (PA) have worked to address the declining water level and quality of the Dead Sea and other water-related challenges in the region. Expresses hopes that the spirit of cooperation manifested in the search for a solution to the Dead Sea water crisis might serve as a model for addressing the degradation of the Jordan River, as well as a model of peace and cooperation for the upcoming meetings in Washington between Israel and the PA.

Overseas Private Investment Corporation Reauthorization Act of 2007 - Amends the Foreign Assistance Act of 1961 to reauthorize the Overseas Private Investment Corporation (OPIC) through September 30, 2011. Revises international worker rights provisions. Requires OPIC to institute a climate change mitigation action plan. Requires, with a specified exception, prior to OPIC approval of a Category A extractive industry project (as defined by this Act) or an extractive industry project in which OPIC assistance would be valued at $10 million or more; (1) prior congressional notification; and (2) investor and host country agreement to implement Extractive Industries Transparency Initiative principles or substantially similar principles, and host country adherence to certain accounting procedures as they relate to such projects. Provides for increased project transparency. Authorizes OPIC programs in Iraq. Requires OPIC to report to Congress on: (1) the feasibility of expanding OPIC assistance to low-income home buyers; and (2) OPIC resources dedicated to assist U.S. small businesses, cooperatives, and small U.S. investors.

Renewable Fuels Strategy Act of 2007 - Expresses the sense of Congress that U.S. agricultural, forest, and working land should: (1) provide from renewable resources at least 25% of the total energy consumed in the United States; and (2) continue to produce safe, abundant, and affordable food, feed, and fiber. Amends federal transportation law to require the manufacture each model year of increasing percentages of flexible fuel automobiles. Sets forth a minimum renewable fuels infrastructure assurance program under which the Administrator of the Environmental Protection Agency (EPA) shall issue regulations to ensure the installation of renewable fuel pumps, including a system of production credits. Instructs the Director of the National Institute of Standards and Technology to develop standards for biofuel dispenser systems. Amends the Petroleum Marketing Practices Act to prohibit any franchisor from restricting a franchisee from installing alternative fuel pumps or selling alternative fuel. Directs the Secretary of Energy to establish grants for: (1) state, tribal, and local governments to implement an infrastructure corridors program for renewable fuels; and (2) installation, replacement, or conversion of motor fuel storage and dispensing infrastructure for renewable fuel. Amends the Energy Policy Act of 2005 to instruct the Secretary to implement a research, development, and demonstration program regarding infrastructure for existing transportation fuel distribution and new alternative distribution. Directs the Federal Trade Commission (FTC) to prescribe regulations requiring manufacturers of automobiles to prominently display a permanent badge or emblem on each automobile that indicates it is capable of operating on alternative fuel. Amends the Energy Policy Act of 1992 to set forth a federal agency renewable fuel purchasing requirement. Amends the Energy Policy and Conservation Act (EPCA) to require that flexible fuel vehicles of the federal fleet be operated on alternative fuels. Requires the head of each federal agency to install a renewable fuel pump at each domestic federal fleet fueling center under its jurisdiction. Authorizes public access to federal alternative refueling stations. Authorizes construction of a Capitol complex renewable fuel refueling station.

International Violence Against Women Act of 2007 - Amends the Foreign Assistance Act of 1961 to establish in the Department of State the Office of Women's Global Initiatives (which shall replace the Office of International Women's Issues) to coordinate U.S. government efforts respecting international women's issues. Establishes within the Department an Advisory Commission on International Violence Against Women. Directs the President to develop a comprehensive strategy to prevent violence against women and girls. Directs the Coordinator of the Women's Global Initiatives to ensure that foreign assistance programs incorporate measures to prevent and respond to violence against women and girls. Provides that U.S. training of foreign military and police forces incorporates training on prevention of violence against women and girls. Directs the Department and the United States Agency for International Development (USAID) to assist programs that prevent and respond to violence against women and girls in all humanitarian relief, conflict, and post-conflict operations. Directs the Secretary of State to: (1) encourage U.N. member states to expand the number of female members of U.N. peacekeeping missions; and (2) take emergency measures to respond to violence against women and girls during conflict or post-conflict operations. Expresses the sense of Congress that the United Nations should strengthen its ability to prevent violence against women and girls by U.N. military and civilian personnel. Provides that Foreign Service training include instruction on prevention of violence against women and girls. Authorizes appropriations to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women.

Urban Health Care Delivery Act of 2007 - Revises requirements for adjustments in payments made by a state under title XIX (Medicaid) of the Social Security Act for inpatient hospital services furnished by a disproportionate share hospital (DSH). Provides that DSH payment adjustments made by a state to a state- or local government- owned or operated hospital providing up to 450 inpatient beds, and meeting certain other criteria, shall be made without regard, and in addition, to the standard DSH allotment limitation on federal financial participation. Caps such adjustments at 175% of the costs of furnishing such services. Prescribes criteria for such a hospital, including operation of a community mental health center, a burn center serving the entire state, and a Level I trauma center with at least 100,000 encounters per year.

Farm, Ranch, Equity, Stewardship, and Health Act of 2007 - Amends the federal crop insurance program. Establishes: (1) a risk management account contract program; (2) a conservation planning pilot program; (3) a nutrient reduction and sediment control pilot program for the Chesapeake Bay watershed; (4) a national clean plant network; (5) an Office of Pest Management Policy; and (6) a program of hunger-free community collaborative and infrastructure grants. Extends and revises specified programs for: (1) commodity assistance; (2) conservation; (3) specialty crops; (4) food programs and nutrition, (5) agricultural trade; (6) rural development; (7) forestry; and (8) energy, including biobased products. Food Employment Empowerment and Development Program Act of 2007 or FEED Act of 2007 - Establishes the food employment empowerment and development program to provide grants to eligible entities to use community resources to combat hunger and the root causes of hunger by creating opportunity through food recovery and job training. Expresses the sense of Congress that any budgetary savings created by this Act should be used to reduce the federal budget deficit and not be used to offset other federal spending.

Development, Relief, and Education for Alien Minors Act of 2007 or DREAM Act of 2007 - Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma; (5) from the age of 16 and older, has never been under a final order of exclusion, deportation, or removal; and (6) is under 30 years old on the date of enactment of this Act. Sets forth the conditions for conditional permanent resident status, including: (1) termination of status for violation of this Act; and (2) removal of conditional status to permanent status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Provides for: (1) exclusive jurisdiction; (2) penalties for false application statements; (3) confidentiality; (4) fee prohibitions; (5) higher education assistance; and (6) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.
