Reducing Regulatory Burdens Act of 2013 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act [CWA]) to prohibit the Administrator of the Environmental Protection Agency (EPA) or a state from requiring a permit under the CWA for a discharge from a point source into navigable waters of a pesticide authorized for sale, distribution, or use under FIFRA, or the residue of such a pesticide, resulting from the application of such pesticide. Exempts from such prohibition the following discharges containing a pesticide or pesticide residue: (1) a discharge resulting from the application of a pesticide in violation of FIFRA that is relevant to protecting water quality, if the discharge would not have occurred but for the violation or the amount of pesticide or pesticide residue contained in the discharge is greater than would have occurred without the violation; (2) stormwater discharges regulated under the National Pollutant Discharge Elimination System (NPDES); and (3) discharges regulated under NPDES of manufacturing or industrial effluent or treatment works effluent and discharges incidental to the normal operation of a vessel, including a discharge resulting from ballasting operations or vessel biofouling prevention.

United States-Israel Strategic Partnership Act of 2013 - Declares that Israel is a major strategic partner of the United States. Amends the Israel Enhanced Security Cooperation Act of 2012 to extend authority to: (1) make additions to foreign-based defense stockpiles, and (2) transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Amends the the Energy Independence and Security Act of 2007 to extend the grant program for U.S.-Israeli cooperation on research, development, and commercialization of renewable energy or energy efficiency. Expresses the sense of Congress that the United States and Israel should increase cyber-security cooperation. Urges the President to provide assistance for enhancement of the David's Sling Weapon System, the joint United States-Israel Arrow Weapon System, and the Iron Dome short-range rocket defense system. States that it shall be U.S. policy to include Israel in the visa waiver program when Israel satisfies such program's inclusion requirements.

Health Care Conscience Rights Act - Amends title I of the Patient Protection and Affordable Care Act to declare that nothing in such title shall require an individual to purchase individual health insurance coverage that includes coverage of an abortion or other item or service to which the individual has a moral or religious objection, or prevent an issuer from offering or issuing, to that individual, individual coverage excluding such item or service. Makes similar denials about requiring a sponsor to sponsor, purchase, or provide such coverage, or a health insurance issuer or group health plan sponsor to cover an abortion or other item or service to which the sponsor or issuer has a moral or religious objection. Denies also that such title authorizes imposition of a tax, penalty, fee, fine, or other sanction, or imposition of coverage of such an item or service, in relation to health insurance coverage or a group health plan that excludes such an item or service. Amends the Public Health Service Act to codify the prohibition against any action by the federal government and any state or local government receiving federal financial assistance to subject a health professional, a hospital, a provider-sponsored organization, a health maintenance organization, an accountable care organization, a health insurance plan, or any other kind of health care facility, organization, or plan to discrimination on the basis that the entity refuses to participate in abortion-related activities. Requires the Secretary of Health and Human Services to designate the Director of the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints alleging a violation of abortion discrimination prohibition. Creates a cause of action for the Attorney General or any person or entity adversely affected to obtain equitable or legal relief for any violation of this abortion discrimination prohibition. Allows commencement of an action to be commenced and the granting of relief without a prerequisite pursuit of administrative remedies. Allows such an action against a federal or state governmental entity.

Ensuring Access to Quality Complex Rehabilitation Technology Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to cover, as medical and other health services, complex rehabilitation technology items designed and configured for a specific qualified individual to meet that individual's unique: (1) medical, physical, and functional needs related to a medical condition; and (2) capacities for basic activities of daily living (ADLs) and instrumental ADLs. Directs the Secretary of Health and Human Services (HHS) to: (1) designate complex rehabilitation technology items (excluding adaptive equipment to operate motor vehicles or certain prosthetic devices and orthotics); and (2) establish eligibility criteria for them. Prescribes requirements for payments for CRT items. Directs the Secretary to establish standards for clinical conditions for CRT item payment as well as quality standards for suppliers of such items. Directs the Secretary to establish a Healthcare Procedure Coding System (HCPCS) coding subset that uses specified HCPCS codes for CRT items. Requires payment for replacement of a CRT item (or any part of one), without regard to certain continuous use or useful lifetime restrictions established for items of durable medical equipment (DME), if a qualified ordering practitioner determines that a replacement item (or part) is necessary.

Biennial Budgeting and Appropriations Act - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently annual) budget resolutions, (2) biennial appropriations Acts, and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period with a biennial budget process based on such period, and (2) report the findings to the House and Senate Budget Committees.

Commission to Study the Potential Creation of a National Women's History Museum Act of 2013 - Establishes the Commission to Study the Potential Creation of a National Women's History Museum. Requires the Commission to: (1) report recommendations for a plan of action for, and develop a fundraising plan for public contributions to support, the establishment and maintenance of a National Women's History Museum in Washington, D.C.; and (2) submit a legislative plan of action to establish and construct the Museum. Directs the Commission's recommendations to address issues including the impact of the Museum on regional women history-related museums, whether it should be part of the Smithsonian Institution, and the cost of constructing, operating, and maintaining the Museum and acquiring its collections. Prohibits federal funds from being obligated to carry out this Act.

Nuclear Iran Prevention Act of 2013 - Directs the Secretary of State to determine if Iran's Revolutionary Guard Corps (IRGC) meets the criteria for designation as a foreign terrorist organization and: (1) if so, designate the IRGC as a foreign terrorist organization; and (2) if not, report to Congress concerning those criteria which have not been met. Expresses the sense of Congress regarding the imposition of sanctions on certain Iranian government persons responsible for, or complicit in, human rights abuses, diversion of food and medicine, and censorship. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to subject to mandatory sanctions a financial institution that facilitates a significant transaction or provides significant financial services for a person that: (1) is subject to human rights-related sanctions, or (2) exports sensitive technology to Iran and is subject to the prohibition on procurement contracts. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to authorize the President to impose sanctions on a foreign person that knowingly conducted or facilitated a significant financial transaction with the Central Bank of Iran or other Iranian financial institution subject to sanctions for the purchase of goods (other than petroleum or petroleum products) or services by or from a person in Iran, or on behalf of a person in Iran. Excludes from such sanctions a transaction for the sale of agricultural commodities, food, medicine or medical devices to Iran. Directs the President to impose specified sanctions on a foreign financial institution that knowingly facilitated a significant financial transaction on behalf of any person directly or indirectly owned or controlled by an Iranian person included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. Revises the exception to the imposition of sanctions for purchases of Iranian petroleum or petroleum products. Expresses the sense of Congress that the President should coordinate with the European Union (EU) and its member states to restrict Iran's access to the euro currency. Directs the President to develop a National Strategy on Iran that provides strategic guidance for addressing threats posed by Iran. Directs the President to report to Congress every 60 days regarding the Iranian nuclear timetable and the projected economic effects of international sanctions on Iran. Requires the Government Accountability Office (GAO) to report to Congress regarding presidential implementation of specified sanctions on Iran.

Diagnostic Imaging Services Access Protection Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, with respect to payments for physician services, to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services until the Secretary publishes in the Federal Register: (1) an analysis of the information used in the final rule to implement the physician fee schedule in 2013 to determine what, if any, efficiences exist within the professional component of imaging services when two or more studies are performed on the same patient on the same day; and (2) detailed information on which activities in the vignettes in such rule were assigned specified reduction percentages, how such percentage reductions for the pre-, intra-, and post-service work were determined and calculated, and the clinical aspects that went into those decisions.

Federal Workforce Reduction Through Attrition Act - Requires the Office of Management and Budget (OMB) to ensure that the total number of federal employees in each calendar quarter after the enactment of this Act does not exceed the applicable maximum for such quarter, as determined under this Act. Sets forth a formula for determining the applicable maximum based upon 90% of the total number of federal employees as of September 30, 2012. Requires that compliance with such workforce limitation be made through attrition, or through both attrition and a freeze on appointments if the total number of federal employees exceeds the applicable maximum for a quarter. Allows the President to waive such workforce limitation with respect to any individual appointment if the President determines that such appointment is necessary due to: (1) a state of war or for reasons of national security; or (2) an extraordinary emergency threatening life, health, safety, or property. Requires OMB to continuously monitor all agencies to determine whether the workforce limitation required by this Act has been met.

Full Faith and Credit Act - Finds that the Secretary of the Treasury shall take all necessary actions to ensure all U.S. obligations with regard to debt held by the public (public debt) are fully discharged when due. Declares that such actions may include the forgoing of obligations not related to public debt for a period of time the Secretary deems necessary. Requires the authority of the Department of the Treasury to pay with legal tender the principal and interest on public debt to take priority over all other obligations incurred by the U.S. government in the event that the federal debt reaches the statutory limit. Prescribes a special rule for insufficiency of funds to make public debt payments. Requires the Secretary, if expecting there will be insufficient funds available to dispose of public debt obligations on the next calendar day on which they are due, to extend the maturities of any other obligations and refuse to issue warrants (for any money drawn on the Treasury) to the extent necessary to provide funds the Secretary deems prudent to dispose of public debt obligations within the next 30 days. Requires the Secretary, if receipts exceed those required to meet such public debt obligations, to prioritize the disposal of all other obligations either acquired for the government or delivered by an executive agency, and the issuance of warrants, in the order the Secretary considers advisable and in the public interest.

Healthy Forest Management and Wildfire Prevention Act - Declares that the bark beetle epidemic, drought, and deteriorating forest health conditions on National Forest System land and public lands, with the resulting imminent risk of devastating wildfires, is an imminent threat within the meaning of roadless area management regulations applicable to a state. Allows a state governor or the Secretary of Agriculture (USDA), with respect the National Forest System, or of the Interior, with respect to public lands, to designate high-risk areas of the national forests and public lands in the state for purposes of addressing: (1) deteriorating forest health conditions due to the bark beetle epidemic or drought, with the resulting imminent risk of devastating wildfires; and (2) the future risk of insect infestations or disease outbreaks through preventative treatments to improve forest health conditions. Excludes wilderness areas and national monuments from designation as high-risk areas. Establishes a 20-year period for such high-risk area designation. Allows a governor or the Secretary, upon designation of a high-risk area, to provide for the development of proposed emergency hazardous fuels reduction projects for the area. Applies the administrative and judicial review processes of the Healthy Forests Restoration Act of 2003, with modifications, to such projects. Authorizes the Secretary concerned to enter into cooperative agreements and contracts with state foresters to provide forest, rangeland, and watershed restoration and protection services that include: (1) activities to treat insect infected trees; (2) activities to reduce hazardous fuels; and (3) any other activities to restore or improve forest, rangeland, and watershed health, including fish and wildlife habitat. Permits state foresters to enter into subcontracts to provide such restoration and protection services. Amends the Department of the Interior and Related Agencies Appropriations Act, 1999 to extend the authority to enter, and the duration of, contracts to perform services to achieve land management goals for national forests that meet local and rural community needs.

National Strategic and Critical Minerals Production Act of 2013 - Deems a domestic mine that will provide strategic and critical minerals to be an "infrastructure project" as described in Presidential Order "Improving Performance of Federal Permitting and Review of Infrastructure Projects" dated March 22, 2012. Sets forth the responsibilities of the lead agency (federal, state, local, tribal, or Alaska Native Corporation) with responsibility for issuing a mineral exploration or mine permit with respect to project coordination, agency consultation, project proponents, contractors, and the status and scope of any environmental impact statement. Requires the lead agency to determine that any such action would not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA) if the procedural and substantive safeguards of the lead agency's permitting process alone, any applicable state permitting process alone, or a combination of the two processes together provide an adequate mechanism to ensure that environmental factors are taken into account. Requires the lead agency's project lead, at a project proponent's request, to enter into an agreement with the project proponent and other cooperating agencies that sets time limits for each part of the permit review process. Applies this Act to a mineral exploration or mine permit for which an application was submitted before enactment of this Act if the applicant so requests in writing. Requires the lead agency to begin implementing this Act with respect to such application within 30 days after receiving such a request. Requires the lead agency, with respect to strategic and critical materials within a federally administered unit of the National Forest System, to: (1) exempt from federal regulations governing Special Areas all areas of identified mineral resources in Land Use Designations (other than Non-Development Land Use Designations); (2) apply such exemption to all additional routes and areas that the agency finds necessary to facilitate the construction, operation, maintenance, and restoration of the areas of the identified mineral resources; and (3) continue to apply such exemptions after approval of the Minerals Plan of Operations for the unit. Declares the priority of the lead agency is to maximize mineral resource development while mitigating environmental impacts, so that more of the mineral resource can be brought to the market place. Prescribes the Federal Register notice process for mineral exploration and mining projects. Authorizes the holder of a mineral exploration or mine permit to intervene as of right in any covered civil action by a person affecting rights or obligations of the permit holder under the permit. Bars a civil action claiming legal wrong caused by an agency action unless it is filed by the end of the 60-day period beginning on the date of the final federal agency action to which it relates. Requires the court to hear and determine any covered civil action as expeditiously as possible. Prohibits the court, in a covered civil action, from granting or approving prospective relief unless it finds that such relief is narrowly drawn, extends no further than necessary to correct the violation of a legal requirement, and is the least intrusive means necessary to correct such violation. Declares inapplicable to such a civil action specified requirements of the Equal Access to Justice Act relating to award of costs and fees to a prevailing plaintiff. Prohibits payment from the federal government for court costs of a party in such a civil action, including attorneys' fees and expenses.

ADA Notification Act of 2013 - Amends the Americans with Disabilities Act of 1990 to deny jurisdiction to a state or federal court in a civil action a plaintiff commences for remedies for disability discrimination in public accommodations and certain services provided by private entities unless: (1) the plaintiff notified the defendant in writing of the alleged violations prior to filing the complaint, (2) the notice identified the specific facts that constitute the alleged violation, (3) a remedial period of 90 days elapses after the notice, (4) the notice informed the defendant that the civil action could not be commenced for 90 days, and (5) the complaint states that the defendant has not corrected the alleged violation.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Small Business Start-up Savings Accounts Act of 2013 - Amends the Internal Revenue Code to allow businesses with 500 or fewer employees to establish small business start-up savings accounts for the payment of certain business expenses, including the purchase of equipment or facilities, marketing, training, incorporation, and accounting fees. Requires all distributions from such accounts for payment of business expenses to be completed within five years after the first account distribution. Allows a tax deduction for contributions to a start-up savings account, limited to the lesser of: (1) $10,000, or (2) $150,000 reduced by the aggregate account contributions for all taxable years. Excludes distributions from such accounts from gross income for income tax purposes. Imposes an excise tax on excess contributions to and for nonqualified distributions from such accounts.

Readable Legislation Act of 2013 - Prohibits an Act of Congress from being revised or amended by mere reference to it. Requires every bill or joint resolution that amends an existing section, subsection, or other subdivision of any Act to set forth the section, subsection, or other subdivision sufficiently to enable the intent and effect of the legislation to be clearly understood. Requires proposed omissions and insertions to be shown by appropriate typographical devices.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Protect America's Schools Act of 2013 - Makes supplemental appropriations for the Department of Justice (DOJ), Office of Justice Programs, for Community Oriented Policing Services, for school resource officers for FY2012. Rescinds an equal amount of unobligated balances available for the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), for operations, research, and facilities.

Civilian Property Realignment Act or CPRA - Establishes the Civilian Property Realignment Commission as an independent commission for the purpose of identifying opportunities for the federal government to reduce its inventory of civilian real property and reduce costs to the government. Requires federal agency heads to submit to the Administrator of the General Services Administration (GSA) and the Director of the Office of Management and Budget (OMB): (1) current data on all federal civilian real properties owned, leased or controlled by federal agencies, including the age and condition of such properties, operating costs, history of capital expenditures, sustainability metrics, the number of federal employees and functions housed in such properties, and square footage; and (2) recommendations for the sale for proceeds or disposal of federal civilian properties and for achieving operational efficiencies for such properties. Sets forth the duties of the Commission, including: (1) identifying opportunities to reduce significantly the inventory of civilian real property and reduce costs to the government, (2) identifying not less than 5 federal properties not on the list of surplus or excess buildings with a total fair market value of not less than $500 million, (3) performing an independent analysis of the inventory of federal civilian real property and of recommendations for the sale of such properties, and (4) identifying or developing and implementing an accounting system for evaluating recommendations for sales of civilian real property. Requires the President to review the Commission's recommendations and report on his or her approval or disapproval of them. Requires the Commission to revise its recommendations if disapproved by the President. Sets forth procedures for congressional consideration of Commission recommendations approved by the President. Requires federal agencies to: (1) immediately begin preparation to carry out the Commission's recommendations after the congressional review process, (2) initiate all activities for implementation not later than two years after the President transmits the approved recommendations to Congress, and (3) complete implementation within six years unless extenuating circumstances prevent timely completion. Limits the authority of executive agencies to lease space for the purposes of a public building. Requires the Administrator of GSA to comply with requirements of the Small Business Act when using commercial leasing services. Expresses the sense of Congress that: (1) the Commission should assist small, minority, and women-owned businesses in obtaining contracts to redevelop federal property; (2) the Commission and other federal officials should conduct a public information campaign to advise small, minority, and women-owned businesses regarding such contracts; and (3) firms that are awarded such contracts should, to the maximum extent practicable, seek to award subcontracts to small, minority, and women-owned businesses. Requires the Administrator to ensure that the life-cycle cost of a public building is considered in the construction or lease of a public building that: (1) is constructed or leased after the enactment of this Act; (2) has estimated construction costs exceeding $1 million; (3) if leased, has square footage of more than 25,000 square feet; and (4) has more than 50% of its estimated construction or lease costs federally-funded. Defines "life-cycle cost" as the sum of investment, capital, installation, energy, operating, maintenance, and replacement costs.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

National Wildlife Refuge Review Act of 2013 - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the Secretary of the Interior from establishing any new national wildlife refuges, except as expressly authorized by a law enacted after January 3, 2013.

Bureau of Reclamation Small Conduit Hydropower Development and Rural Jobs Act - Amends the Reclamation Project Act of 1939 to authorize the Secretary of the Interior (acting through the Bureau of Reclamation) to contract for the development of small conduit hydropower at Bureau facilities. Defines: (1) "small conduit hydropower" as five megawatts or less; and (2) "conduit" as a tunnel, canal, pipeline, aqueduct, flume, ditch, or similar manmade water conveyance. Requires that power privilege leases be offered first to an irrigation district or water users association operating or receiving water from the applicable transferred or reserved work. Defines: (1) "reserved work" as any conduit included in project works whose care, operation, and maintenance have been reserved by the Secretary (through the Bureau); and (2) "transferred work" as any conduit included in project works whose care, operation, and maintenance have been transferred to a legally organized water users association or irrigation district. Exempts the small conduit hydropower development authorized by this Act from the National Environmental Policy Act of 1969 (NEPA), except with respect to siting of associated transmission on federal lands. Makes the Bureau's Power Resources Office the lead office for such small conduit hydropower policy and procedure-setting activities (thus excludes such activities from the jurisdiction of the Federal Energy Regulatory Commission [FERC]). Declares that nothing in this Act shall: (1) obligate specified power administrations to purchase or market the power produced by such facilities, (2) alter or impede the delivery and management of water for original project purposes, or (3) alter or affect any existing agreements for conduit hydropower development projects or disposition of revenues. Deems water used for conduit hydropower generation to be incidental to use of water for the original project purposes.

Grazing Improvement Act - Amends the Federal Land Policy and Management Act of 1976 (the Act) to double from 10 to 20 years the period of a term for grazing permits and leases for domestic livestock grazing on public lands or lands within national forests in 16 contiguous western states. Permits the issuance of permits and leases for a period shorter than 20 years (under current law, shorter than 10 years), including where the Secretary concerned determines that the initial environmental analysis under the National Environmental Policy Act of 1969 (NEPA) regarding a grazing allotment, permit, or lease has not been completed. Directs that grazing permits or leases issued by the Secretary of the Interior respecting lands under the jurisdiction of the Department of the Interior and grazing permits issued by the Secretary of Agriculture (USDA) respecting National Forest System lands that expire, are transferred, or are waived after this Act's enactment be renewed or reissued, as appropriate, under the Act, the Granger-Thye Act, the Bankhead-Jones Farm Tenant Act, or the California Desert Protection Act of 1994. Excludes the renewal, reissuance, or transfer of a grazing permit or lease by the Secretary concerned from the NEPA requirement to prepare an environmental analysis if: (1) such decision continues to renew, reissue, or transfer current grazing management of the allotment; (2) monitoring indicates that such management meets objectives contained in the land use and resource management plan of the allotment; or (3) the decision is consistent with the policy of the Department of the Interior or USDA regarding extraordinary circumstances. Makes NEPA inapplicable to domestic livestock crossing and trailing authorizations and transfers of grazing preference.

Honor America's Guard-Reserve Retirees Act - Honors as a veteran any person entitled to retired pay for nonregular (reserve) service or, but for age, would be so entitled. Provides that such person shall not be entitled to any benefit by reason of such recognition.

Preserving American Privacy Act of 2013 - Amends the federal criminal code to require a governmental entity operating a public unmanned aircraft system to minimize the collection or disclosure of covered information. Defines "covered information" as: (1) information that is reasonably likely to enable identification of an individual, or (2) information about an individual's property that is not in plain view. Requires such entity to submit to the Attorney General, with an application for a certificate or license to operate such a system in national airspace, a data collection statement that describes the purpose for which the system will be used, the length of time the collected information will be retained, the entity responsible for operating the system, the data minimization policies barring the collection of information unrelated to the investigation and requiring the destruction of information that is no longer relevant, and applicable audit and oversight procedures. Authorizes the Attorney General to request that the Secretary of Transportation (DOT) revoke such a certificate or license if the operator's activity contravenes such statement. Directs the Attorney General to issue regulations to establish a database indexing such certificates, licenses, and statements. Prohibits a government entity from operating a public unmanned aircraft system and collecting or disclosing covered information for a law enforcement purpose, except: (1) pursuant to a warrant or court order meeting specified requirements; (2) for the purpose of patrolling or securing the border within 25 miles from any external land boundary of the United States; (3) with the prior written consent of the individual to whom the covered information pertains; or (4) where an emergency situation exists that involves immediate danger of death or serious physical injury to any person, or conspiratorial activities threatening the national security interest or characteristic of organized crime, and that requires action before a warrant or order can be obtained. Bars covered information obtained otherwise from being received as evidence in any trial, hearing, or other proceeding. Requires federal judges and state and local prosecuting attorneys to report on such warrants or orders issued or denied each year to the Administrative Office of the United States Courts, which shall report a summary of such information to Congress. Provides for administrative discipline proceedings when there is a serious question about whether a U.S. officer or employee acted intentionally with respect to a violation of this Act. Prohibits: (1) intentionally operating a private unmanned aircraft system to capture, in a manner that is highly offensive to a reasonable person, any type of visual image, sound recording, or other physical impression of an individual engaging in personal or familial activity under circumstances in which the individual had a reasonable expectation of privacy; and (2) any investigative or law enforcement officer or private individual from operating an unmanned aircraft system that is armed with a firearm within U.S. airspace.

State and Local Law Enforcement Hatch Act Reform Act of 2013 - Amends the Hatch Act to allow sheriffs to engage in political campaigns or endorse candidates by attending or speaking at political campaign rallies or events, holding or sponsoring political fundraisers, or appearing on political advertisements. Establishes a limitation period of six months after the later of the date of the alleged violation or the date of enactment of this Act for presenting charges against a law enforcement officer for Hatch Act violations.

Public Lands Renewable Energy Development Act of 2013 - Amends the Energy Policy Act of 2005 to require amounts received through FY2020 (currently, through FY2010) from leases under the Geothermal Steam Act of 1970 to be available to the Secretary of the Interior to spend in such amounts as are provided in advance appropriations acts for implementing such Acts. Requires the Secretary of Interior and the Secretary of Agriculture (USDA) to each establish a wind and solar leasing pilot program under which lease sales are conducted on covered public lands administered by the Secretary concerned to carry out wind and solar energy projects. Requires the Secretaries to jointly determine as to whether to expand the pilot program to apply to all covered public lands. Defines "covered land" to mean land that is: (1) public land administered by the Secretary of the Interior, or National Forest System land administered by the Secretary of Agriculture; and (2) not excluded from development of solar or wind energy under a final land use plan established under the Federal Land Policy and Management Act of 1976, a final land and resource management plan established under the National Forest Management Act of 1976, or federal law. Establishes in the Treasury the Renewable Energy Resource Conservation Fund to be administered by the Secretary of the Interior for use in regions impacted by the development of wind or solar energy on public lands. Requires Fund amounts to be used in those regions for: (1) the protection and restoration of important fish and wildlife habitat; and (2) the assurance and improvement of access to federal lands and waters for hunting, fishing, and other forms of outdoor recreation. Requires the Secretaries to determine the feasibility of carrying out a mitigation banking program on federal lands administered by the Secretaries to fully offset the impacts of wind or solar energy on such lands.

Veterans' Compensation Cost-of-Living Adjustment Act of 2013 - Directs the Secretary of Veterans Affairs (VA) to increase, as of December 1, 2013, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

State Health Flexibility Act of 2013 - Amends the Social Security Act (SSA) to replace the Medicaid and the Children's Health Insurance Program with a program of block grants to states for health care services to indigent individuals. Requires states receiving such block grants to pay for health-care-related items and services provided to a citizen, legal resident, or an alien not lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, if: (1) such health-care-related items and services are necessary for the treatment of an emergency medical condition; (2) the individual meets all necessary eligibility requirements for health-care-related items and services under the block grant program except for any immigration status requirement; and (3) such items and services are not related to an organ transplant procedure. Repeals the Patient Protection and Affordable Care Act, the Health Care and Educational Reconciliation Act of 2010, SSA title XIX (Medicaid), and SSA title XXI (State Children's Health Insurance Program) (CHIP).

Expedited LNG for American Allies Act of 2013 - Amends the Natural Gas Act to deem consistent with the public interest an expedited application and approval process without modification or delay for the exportation of natural gas to a foreign country that is: (1) a nation with which there is in effect a free trade agreement requiring national treatment for trade in natural gas (as under existing law); (2) a member country of the North Atlantic Treaty Organization (NATO); (3) Japan, as long as the Treaty of Mutual Cooperation and Security between the United States and Japan remains in effect; and (4) any other foreign country if the Secretary of State determines that such exportation promotes U.S. national security interests.

Refundable Child Tax Credit Eligibility Verification Reform Act of 2013 - Amends the Internal Revenue Code, with respect to the child tax credit, to require taxpayers claiming such credit to provide their social security numbers on their tax returns. Prohibits taxpayers who improperly claimed such credit in a previous year from claiming such credit during a disallowance period of: (1) 2 years for claims made with reckless or intentional disregard of rules governing such credit, or (2) 10 years for fraudulent claims. Requires the Secretary of the Treasury to prescribe a form for completion by paid income tax preparers in connection with claims for the refundable portion of the child tax credit. Imposes a penalty on preparers who fail to comply with due diligence requirements for claiming the refundable portion of the credit.

Balanced Budget Accountability Act - Requires each house of Congress to adopt a concurrent budget resolution for a fiscal year which provides that, for each fiscal year for which a budget is provided under the resolution (beginning by FY2023), total outlays do not exceed total receipts. Requires the Director of the Congressional Budget Office (CBO), upon the adoption by a chamber of a concurrent budget resolution for a fiscal year, to transmit to the Speaker of the House of Representatives or the President pro Tempore of the Senate (as the case may be) a certification as to whether or not that chamber has met the requirements of this Act with respect to the resolution. Requires the appropriate payroll administrator of each chamber to deposit in an escrow account all mandatory payments for compensation of Members of Congress serving in that chamber if CBO does not certify that it has adopted a concurrent budget resolution for FY2015 before April 16, 2014. Requires deposits to begin on such date and to be released to appropriate Members on the earlier of: the day on which CBO certifies that the house of Congress has met the requirements of this Act with respect to FY2015, or the last day of the 113th Congress.

Constitutional Amendment - Prohibits total outlays (except those for payment of debt) for a year from exceeding the average annual revenue (except that derived from borrowing) collected in the three prior years, adjusted in proportion to changes in population and inflation. Requires a two-thirds roll call vote of each chamber to declare an emergency and provide by law for specific outlays in excess of such limit. Requires the declaration to specify reasons for the emergency designation, and allows it to authorize outlays in excess of the limit for up to one year. Prescribes a formula for reducing, over each of 10 years, the excess (deficit) of outlays over the average annual revenue collected in the three prior years, adjusted for population and inflation changes.

National Desert Storm and Desert Shield War Memorial Act - Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Free File Program Act of 2013 - Authorizes and directs the Secretary of the Treasury to continue to implement and operate the Internal Revenue Service (IRS) Free File program (free online individual income tax preparation and electronic filing services provided by the private sector technology industry to lower income taxpayers).

Prenatal Nondiscrimination Act (PRENDA) of 2013 - Imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Requires such violations or attempted violations to result in fines under the federal criminal code, imprisonment for up to five years, or both. Authorizes civil actions, for verifiable money damages for injuries and punitive damages, by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; and (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. Authorizes, to prevent an abortion provider from performing or attempting further abortions in violation of this Act, injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Attorney General (DOJ). Deems a violation of this Act to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Requires a medical or mental health professional to report known or suspected violations to law enforcement authorities. Imposes criminal penalties for a failure to so report. Prohibits a woman having such an abortion from being prosecuted or held civilly liable. Directs courts to make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. Requires, in the absence of such a woman's written consent, that any party, other than a public official, who brings an action under this Act do so under a pseudonym. Defines "abortion" as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Regulations From the Executive in Need of Scrutiny Act of 2013 - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to commemorate the lives of Addie Mae Collins, Denise McNair, Carole Robertson, and Cynthia Wesley (children who lost their lives in the September 1963 bombing of the Sixteenth Street Baptist Church in Birmingham, Alabama, an incident recognized as a catalyst for the civil rights movement). Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the U.S. Mint Public Enterprise Fund.
