Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Accelerating the Growth of Rural Innovation and Tourism Opportunities to Uphold Rural Industries and Sustainable Marketplaces Act or the AGRITOURISM Act This bill directs the Department of Agriculture to designate an Agritourism Advisor within the Office of the Under Secretary for Rural Development. The advisor must encourage and promote agritourism activities and businesses in each state and on land under the jurisdiction of Indian tribes. Under the bill, agritourism activities and agritourism businesses include educational experiences, outdoor recreation, entertainment and special events, direct sales, and accommodations.

Back the Blue Act of 2025

Back the Blue Act of 2025 This bill establishes new criminal offenses for violent conduct against judicial officers and law enforcement officers and makes related changes. The bill also broadens the authority of certain law enforcement officers to carry firearms.  Specifically, the bill prohibits killing, attempting to kill, or conspiring to kill a federal judge, a federal law enforcement officer, or a public safety or judicial officer for a state, local, or tribal agency that receives federal funding. The bill also prohibits fleeing to avoid prosecution, custody, or confinement for an offense. Additionally, the bill prohibits killing former federal judges, former federal law enforcement officers, or former public safety or judicial officers for state, local, or tribal agencies that receive federal funding. The bill also prohibits certain assaults on state or local law enforcement officers for state (or District of Columbia) agencies that receive federal funding.   The bill limits federal court review of challenges to state court convictions for killing a public safety officer or judge. The bill also limits the recoverability of damages and attorney's fees in a proceeding to enforce a civil rights violation during or relating to conduct by the injured person that constitutes a felony or crime of violence. The bill allows federal, state, and local law enforcement officers to carry firearms if authorized by law. The bill also allows qualified law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones and in certain federal facilities that are open to the public.

This joint resolution proposes a constitutional amendment that requires federal expenditures and receipts to be balanced, which may occur over more than one year. Under the amendment, expenditures include all federal expenditures except those for payment of debt. Receipts do not include receipts derived from borrowing. The amendment requires Congress to achieve balance within 10 years of the ratification of the amendment. In an emergency situation, Congress may authorize additional expenditures that are not otherwise permitted by the amendment if two-thirds of the House of Representatives and the Senate agree to pass the bill. The additional expenditures must be for a limited time, and debts incurred from the expenditures must be paid as soon as practicable.

This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to withdraw the final determination titled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing and published on April 26, 2024. The determination adopted updated minimum energy efficiency standards for newly built homes (except manufactured housing) financed through certain HUD and USDA programs. Specifically, it adopted the (1) 2021 International Energy Conservation Code (IECC), which applies to single family homes and multifamily low-rise buildings up to three stories; and (2) 2019 American National Standards Institute/American Society of Heating, Refrigerating, and Air-Conditioning Engineers/Illuminating Electrical Society (ANSI/ASHRAE/IES) Standard 90.1, which applies to multifamily residential buildings with four or more stories. HUD and USDA must also revert to using the energy efficiency standards required before the determination. In addition, the bill prohibits HUD, USDA, and the Department of Veterans Affairs from taking actions or using federal funds to implement or enforce the determination or any substantially similar determination. It also prohibits the Federal Housing Finance Agency from finalizing, implementing, or enforcing a determination or rule relating to energy efficiency standards for single and multifamily housing. Finally, the bill prohibits HUD and USDA from adopting updates to the IECC or ANSI/ASHRAE/IES Standard 90.1 in certain circumstances unless at least 26 states have adopted codes or standards that meet or exceed the update's requirements.

Combating Obstruction Against Leasing Act of 2025 or the COAL Act of 2025 This bill requires the Bureau of Land Management (BLM) to process certain pending applications to lease coal mineral estates owned by the federal government in order to develop coal. If the environmental review process under the National Environmental Policy Act of 1969 has commenced for an application, then the BLM must publish a draft environmental assessment and any applicable implementing regulations, finalize the fair market value of the coal tract for which a lease by application is pending, take all intermediate actions necessary to grant the application, and grant the application. With respect to previously awarded coal leases, the BLM must grant any additional approvals required for mining activities to commence. Finally, the bill nullifies the Department of the Interior's Secretarial Order 3338, which placed a hold on most new federal coal leases until the BLM completes a comprehensive review of the federal coal program.

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA.  The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted.  The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

This joint resolution nullifies the rule submitted by the Bureau of Land Management (BLM) on November 20, 2024, which amended the 2015 resource management plan (RMP) for the Buffalo Field Office in Wyoming to make no federal coal available for future leasing. Thus, the joint resolution requires the BLM to follow the 2015 RMP as it was before it was amended in 2024 and make coal available for leasing. By way of background, the BLM developed the amendment to the plan in response to  Western Organization of Resource Councils v. Bureau of Land Management.  In that case, the court held that the BLM must evaluate the climate impacts of federal coal leasing in the Buffalo Field Office and include alternatives to limit or stop coal leasing in the evaluation in order to comply with the National Environmental Policy Act. After conducting the evaluation, the BLM amended the RMP and made BLM-managed coal resources in the Buffalo Field Office planning area unavailable for future leasing.

$2.50 for America’s 250th Act This bill requires the minting of $2.50 coins to commemorate the 250th anniversary, or the semiquincentennial, of the signing of the Declaration of Independence. Specifically, the Department of the Treasury must mint and issue a $2.50 circulating coin upon determining that such minting is technically feasible, economically feasible, and not cost prohibitive. The design of such a coin during the first five years of its issuance must be as described by the bill, however, subsequent designs may be selected by Treasury to celebrate the founding of the United States. Treasury may also mint and issue $2.50 numismatic coins (i.e., collectible coins) in silver, clad, and other alloys, including gold.

Equal Campus Access Act of 2025 This bill prohibits funding made available under the Higher Education Act of 1965 from being provided to any public institution of higher education (IHE) that denies certain campus rights to religious student organizations. Specifically, the bill prohibits a public IHE from receiving these funds if it denies a religious student organization any right, benefit, or privilege that is otherwise afforded to other student organizations at the IHE because of the religious student organization's beliefs, practices, speech, leadership standards, or standards of conduct.
