Amends the Internal Revenue Code to provide for the deposit of highway-related taxes in the Highway Trust Fund. Removes provisions which required a portion of gasoline excise taxes (including diesel and special motor fuels) to be used for deficit reduction.

Social Security Notch Fairness Investigatory Commission Act of 1991 - Establishes the Social Security Notch Fairness Investigatory Commission to study and report to the Congress on ways to correct the benefit disparity between those born before 1916 and those born after 1916 caused by the 1977 changes in the Social Security benefit formula under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Judicial Nomination and Confirmation Reform Act of 1991 - Amends the Federal judicial code to require the President to submit a nomination to the Senate to fill a vacancy in the office of a justice or judge within 180 calendar days after the vacancy occurs. Sets forth conditions and procedures for obtaining an extension of such time limitation. Requires the Senate Judiciary Committee, within 90 calendar days after receiving such a nomination, to review the nomination and report it to the Senate for advice and consent. Directs that: (1) a nomination not reported to the Senate within such time limit be discharged from the Committee, without recommendation, for a vote by the Senate on confirmation; and (2) the Senate vote on such confirmation no later than 30 calendar days after receiving it.

Anti-Boycott Passport Act of 1991 - Directs the Secretary of State to: (1) instruct the U.S. Middle Eastern diplomatic corps to seek an end to the policy of the majority of Arab League nations of rejecting passports of, and denying entrance visas to, persons whose passports or other documents reflect that they have visited Israel; and (2) report to specified congressional committees on the status of efforts to secure an end to such policy. Prohibits the Secretary from issuing any passport that is designated for travel only to Israel. Requires the Secretary to cancel existing passports designated for travel only to Israel. Prohibits the Secretary from issuing more than one official or diplomatic passport to any U.S. Government official for purposes of enabling such official to acquiesce in or comply with the Arab League's passport policy concerning persons who have visited Israel.

Tax Fairness and Accountability Act of 1991 - Requires an affirmative vote of three-fifths of the Members of the Senate to approve any bill or amendment which increases revenue. Amends the Congressional Budget Act of 1974 to declare that any bill, resolution, or amendment that reduces revenues may be approved by a simple majority of the Senate.

Recognizes the Astronauts Memorial at the John F. Kennedy Space Center in Brevard County, Florida, as the national memorial to astronauts who die in the line of duty. Veterans Compensation Improvement Act of 1991 - Increases the rates of: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children. Requires such increases to be the same percentage as the increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act. Authorizes the Secretary of Veterans Affairs to make consistent adjustments administratively to the rates of disability compensation payable to certain persons who are not in receipt of compensation for service-connected disability or death. Requires the Secretary to publish such increases in the Federal Register at the same time that OASDI benefit increases are required to be published.

Prohibits the Secretary of the Interior from preparing for or conducting any activity under the Outer Continental Shelf Lands Act with respect to certain submerged lands off the State of Florida. Mandates that all leases in such area issued before enactment of this Act be cancelled. Requires the Secretary to report annually to the Congress on the status of such cancellations. Provides for compensation to entitled lessees. Prohibits any activities other than environmental or oceanographic studies in a certain part of the Eastern Gulf of Mexico Planning Area off the western boundary of Florida. Directs the Secretary to undertake certain environmental studies. Authorizes appropriations.

Amends the Outer Continental Shelf Lands Act to revise the environmental standards under which Outer Continental Shelf leases or permits shall be cancelled. Provides that any compensation for a cancelled lease may be in any combination of cash, forgiveness of rents of royalties, or credits against future bonus bids. Limits the criteria according to which the Secretary of the Interior may deny requests by Governors of affected States concerning proposed modifications of Outer Continental Shelf leasing programs. Provides that, with respect to proposed lease sales, the Secretary shall determine the national interest by a balancing process that gives equal weight to obtaining oil and gas supplies and to environmental protection. Requires the Secretary to accept a Governor's recommendations as to whether a particular lease sale will provide a reasonable balance between the national interest and the well-being of the State's citizens, except in specified circumstances. Requires that environmental studies with respect to proposed lease sales be subjected to peer review by scientists not employed or compensated by the Secretary and published by a specified date before the lease sale is announced.

Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) conduct an analysis of requirements that are existing, or projected to exist by the year 2025, of Federal, State, and local regulators and resource managers for scientific data and information about the Nation's coastal and marine environment and the conditions and phenomena affecting that environment, including those relating to new and changing uses; (2) evaluate scientific research programs or activities in that environment, in light of the data and information requirements identified in the analysis, to determine whether the program or activity should be continued without change or restructured; and (3) recommend legislation on the basis of the analysis and evaluation. Mandates a report to the Congress, with a draft submitted for comment to the Council on Environmental Quality, the National Science Foundation, the Office of Science and Technology Policy, the Comptroller General, and the Congressional Research Service of the Library of Congress. Authorizes appropriations.

Amends the Federal Water Pollution Control Act to require Environmental Protection Agency (EPA) water quality criteria for any pollutant to be the standard for such pollutant in any State that has not adopted water quality standards, or has adopted less stringent standards, for such pollutant. Requires Federal agencies or applicants for Federal licenses or permits proposing to conduct any activity which may result in a discharge into navigable waters or the waters of the contiguous zone, or in water quality degradation or impairment of water uses, to provide State certifications that the discharges will comply with certain provisions of the Federal Water Pollution Control Act. Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to permit States to adopt criteria, rules, or regulations relating to ocean dumping within their jurisdiction only if such criteria, rules, or regulations are more stringent and protective of waters and sediment than those adopted pursuant to such Act. Amends the Federal Water Pollution Control Act to permit the EPA Administrator, upon finding that a person has failed to obtain an ocean discharge certification or is violating the conditions of such certification, to: (1) order such person to cease activities resulting in discharges until in compliance with such conditions; or (2) bring a civil action. Prohibits the issuance of permits for discharges into the territorial sea or the contiguous zone until the Administrator provides States whose waters may be affected by such discharges an opportunity to comment or impose conditions with respect to water quality on such permits. Declares that an EPA regulation authorizing the issuance of permits (under certain conditions) for discharges into the marine environment where there is insufficient information to determine possible environmental degradation shall be null and void.

Amends the Water Resources Development Act of 1986 to: (1) make technical amendments relating to cost/benefit determinations with respect to civil works projects of the Army Corps of Engineers involving beach erosion control; and (2) direct the Secretary of the Army to develop long-range plans for beach nourishment and inlet management. Amends the Water Resources Development Act of 1976 to direct the Secretary to consider the protection of coastal resources through the placement on State beaches of beach quality sand which has been dredged in constructing and maintaining navigation inlets and channels adjacent to such beaches as being in the public interest whenever such sand would otherwise be disposed of offshore. Authorizes appropriations for developing such plans.

Fairness for Adopting Families Act - Amends the Internal Revenue Code to permit an individual income tax deduction for qualified adoption expenses. Includes as deductible reasonable and necessary expenses that are directly related to a legal adoption of any child if the adoption has been arranged by a State, local, or other nonprofit agency, or through a private placement. Excludes from an employee's gross income any amounts paid on behalf of the employee by an employer pursuant to a qualified adoption assistance program. Limits both the deduction and the exclusion to $5,000. Reduces the amount when the taxpayer's income exceeds $60,000. Permits an employer to treat an adoption assistance program as a statutory employee benefit plan, thus making the employer's contributions to such a program tax deductible as business expenses.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments in tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Authorizes the States to waive application of the Commercial Motor Vehicle Safety Act of 1986 to vehicles used either for transporting farm supplies from retail dealers to or from a farm, or for custom harvesting, regardless of whether or not they are controlled or operated by a farmer.
