More Hasty Response to Firefighting Act of 2022 This bill addresses initial responses to wildfires on certain public lands, including by authorizing certain persons to take aggressive action to put out such a fire and eliminating such a person's liability for that action.

Firewood Banks Act of 2022 This bill directs the Department of Energy, in collaboration with the Department of the Interior and the Forest Service, to establish a pilot program to provide heat energy for residences of low-income and disabled individuals with wood-burning stoves. Under the program, trees on federal land shall be made available to firewood banks and federal land may be made available for firewood banks. The bill also directs the Forest Service, using certain funds made available by the Infrastructure Investment and Jobs Act, to provide financial assistance for operating firewood banks. Cooperatives, nonprofit organizations, and state, local, or tribal governments may apply for financial assistance.

Gerald's Law Act This bill requires the Department of Veterans Affairs (VA) to provide a burial and funeral allowance for a veteran who dies from a non-service-connected disability in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care).

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2022 or the DISCLOSE Act of 2022 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle. The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Electoral Count Reform and Presidential Transition Improvement Act of 2022 This bill revises the process of casting and counting electoral votes for presidential elections. The bill also revises provisions related to the presidential transition process. The bill specifies that the choice of electors must occur in accordance with the laws of the state enacted prior to election day. Additionally, the bill identifies each state's governor (unless otherwise identified in the laws or constitution of a state in effect on election day) as responsible for submitting the certificate of ascertainment identifying the state's electors. Further, the bill provides for expedited judicial review for any action brought by an aggrieved presidential or vice-presidential candidate arising under the U.S. Constitution or U.S. laws with respect to the issuance or transmission of such a certificate. The bill revises the framework for the joint session of Congress to count electoral votes and make a formal declaration of which candidates have been elected President and Vice President. Among other changes, the bill (1) specifies that the role of the Vice President during the joint session shall be ministerial in nature, and (2) raises the objection threshold in Congress to at least one-fifth of the duly chosen and sworn members of both the House of Representatives and the Senate. The bill also revises the presidential transition process, including to (1) allow more than one candidate to receive federal transition resources under certain circumstances, and (2) require additional reporting by the General Services Administration.

Enhanced Election Security and Protection Act This bill makes various changes related to federal elections. Among other elements, the bill (1) reauthorizes through FY2027 the Election Assistance Commission, (2) increases penalties related to crimes against federally protected voting activities, and (3) requires the U.S. Postal Service to take certain actions related to federal election mail.

Black Lung Benefits Improvement Act of 2022 This bill revises requirements for miners' claims for pneumoconiosis (black lung disease) benefits. Specifically, the bill requires the Department of Labor to pay the attorneys' fees of specified parties on a qualifying benefit claim, give a claimant the opportunity to substantiate a claim for benefits through a pulmonary evaluation, authorize a CT (computerized tomography) scan in diagnosing complicated pneumoconiosis, and develop a strategy to reduce delays in adjudication of black lung disease benefits claims. The bill also establishes criteria that a mining operator must meet to self-insure against claims and increases from $1,000 to $25,000 the daily penalty amount that may be assessed against a mining operator that fails to make black lung benefits payments. The bill authorizes (1) black lung disease clinics to use federal funds to help individuals file claims, and (2) certain previously denied claimants to file a new claim for black lung disease benefits within one year. The bill prohibits a person from (1) knowingly and willfully making a false statement or misrepresentation in increasing or reducing black lung disease benefits, or (2) threatening or misleading a participant in a proceeding regarding such benefits. Further, the bill revises (1) the standards of medical evidence that establish a presumption that a miner is totally disabled by black lung disease, and (2) payments to such miners. Lastly, the bill provides statutory authority for the Office of Workers' Compensation Programs.

This concurrent resolution recognizes Hershel Woodrow "Woody" Williams, the last surviving recipient of the Medal of Honor for acts performed during World War II. The concurrent resolution also permits Williams' remains to lie in honor in the rotunda of the Capitol on Thursday, July 14, 2022, in order to honor the Greatest Generation and the more than 16 million men and women who served in the U.S. Armed Forces from 1941 to 1945.

This resolution recognizes that the United States has long sought to alleviate the suffering of civilians and nations hurt by war and remains committed to ensuring the long-term peace, prosperity, and territorial integrity of Ukraine. The resolution also recognizes that an effective Ukrainian reconstruction effort can only be accomplished by working in concert with other nations and international bodies. Finally, the resolution encourages the U.S. government to lead an international group of allies that will equitably contribute to provide the Ukrainian government and the Ukrainian people with a reconstruction assistance package for the purpose of increasing ties between nations that are seeking a stable international order to counter malign and rogue actors.

All-American Flag Act This bill prohibits agencies from using funds to procure a U.S. flag unless such flag has been manufactured in the United States from materials that have been U.S. grown, produced, or manufactured. The bill specifies exceptions to this prohibition, including an exception if flags of satisfactory quality and sufficient quantity cannot be procured as needed at market prices.

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission unless the Department of State certifies to Congress that the commission has been abolished. After such a certification, the United States shall, subject to appropriations, provide to the United Nations an amount equal to all the contributions that were withheld under this bill. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

Ensuring the FDA Fully Examines Clinical Trial Impact and Vitalness before Endorsement Act or the EFFECTIVE Act This bill specifies that the Food and Drug Administration may deny an application for a new opioid analgesic drug upon a determination that the drug does not provide a significant advantage or clinical superiority compared to other drugs.

Russia and Belarus SDR Exchange Prohibition Act of 2022 This bill prohibits the Department of the Treasury from engaging in any transaction involving the exchange of Special Drawing Rights (SDRs) held by Russia or Belarus. The SDR is an international reserve asset maintained by the International Monetary Fund (IMF) based on contributions from IMF member countries. SDRs may be exchanged between member countries and may also be exchanged for currencies. Treasury must also (1) vigorously advocate for IMF member countries to prohibit transactions involving the exchange of SDRs held by Russia or Belarus, and (2) direct U.S. representatives to the IMF to oppose any allocation of SDRs to Russia or Belarus. The bill's provisions shall be in effect until the earlier of (1) five years after this bill's enactment, (2) 30 days after the President reports to Congress that the governments of Russia and Belarus have ceased aggression directed at undermining Ukraine's sovereignty and territorial integrity, or (3) the date on which the President reports to Congress that termination of the provisions is in the national interest of the United States.

International Nuclear Energy Act of 2022 This bill addresses cooperation with ally or partner nations on nuclear energy-related issues. For example, the bill requires (1) the Department of State to meet with ally or partner nations with the aim of enhancing nuclear energy cooperation, (2) the Department of Energy to establish fast-track procedures to authorize nuclear energy-related exports to qualifying countries, and (3) the State Department to award grants to qualifying countries that are developing civil nuclear programs.

Public Health and Border Security Act of 2022 This bill requires the Department of Health and Human Services (HHS) to meet conditions related to notification and planning before terminating certain restrictions on imports and individuals entering the United States. Current law authorizes HHS to restrict entries and imports from foreign countries to prevent the introduction of communicable diseases. HHS exercised this authority as part of its COVID-19 response, including to allow for the expulsion of undocumented migrants at the border without any asylum processing. Under this bill, HHS may not terminate the restrictions for (1) at least 60 days after it notifies Congress of the end of the COVID-19 emergency, and (2) at least 30 days after it submits to Congress a plan for addressing the possible influx of migrants or imports resulting from lifting the restrictions.

Restoring Benefits to Defrauded Veterans Act of 2022 This bill requires the Department of Veterans Affairs (VA) to pay certain reissued benefits (i.e., benefits that were misused by a fiduciary) to a beneficiary's estate in situations where a beneficiary predeceases a payment. The VA must pay such benefits to an individual or entity in the following order: the estate of the beneficiary, a successor fiduciary serving the beneficiary when the beneficiary died, or the next inheritor determined by a court of competent jurisdiction.

Support Kids Not Red Tape Act of 2022 This bill extends and modifies the authority of the Department of Agriculture (USDA) to waive certain requirements related to the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Summer Food Service Program. Current law authorizes USDA to waive certain requirements, such as those related to nutritional content and congregate feeding, for the purpose of dealing with the COVID-19 pandemic. Under this bill, USDA shall have authority through FY2023 to grant such a waiver, with no waiver having effect past FY2023. Currently, USDA's authority to grant a waiver expires on June 30, 2022, with no waiver having effect past the 2021-2022 school year. If a state elects to receive a waiver that modifies the operation of a school breakfast or lunch program for the 2022-2023 school year, the state must provide a transition plan to USDA. USDA must provide technical assistance to help school food authorities and states meet nutritional standards and resume regular meal program operations for the 2023-2024 school year. While a waiver is in effect during the 2022-2023 school year, the state subject to the waiver must provide technical assistance in lieu of fiscal action for meal pattern violations due to supply chain disruptions. The bill also appropriates funds as necessary to carry out this bill's activities.

Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines Act or the STREAM Act This bill allows a state to set aside up to 30% of its annual grant for abandoned mine reclamation provided under the Infrastructure Investment and Jobs Act for the treatment and abatement of acid mine drainage, which is the release of acidic water from abandoned coal mines.

Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.
