USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis , in recognition of their perseverance, bravery, and service to the United States. Following the award of the gold medal, it shall be given to the Indiana War Memorial Museum in Indianapolis, Indiana, where it will be displayed and made available for research. It is the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

Foreign Investment Risk Review Modernization Act of 2017 This bill amends the Defense Production Act of 1950 to expand the scope of "covered transaction" subject to the review of the Committee on Foreign Investment in the United States (CFIUS). CFIUS analyzes the national security implications of foreign investment in the United States. A covered transaction includes: any merger, acquisition, or takeover that could result in foreign control of any U.S. business, the purchase or lease of real estate located in the United States that is in close proximity to a U.S. military installation or to another U.S. government facility or property that is sensitive for reasons relating to national security, other investment in a U.S. critical technology company or U.S. critical infrastructure company, any change in a foreign investor's rights that results in foreign control of a U.S. business, the contribution of intellectual property to a foreign person, or any other transaction, transfer, agreement, or arrangement designed to evade or circumvent the authority of CFIUS. The bill revises other provisions relating to CFIUS, including the length of its review period, special hiring authority and funding, and authority to mandate reviews or take unilateral action.

Pharmaceutical Regulation Conflict of Interest Act This bill amends the Ethics in Government Act of 1978 to prohibit a pharmaceutical regulator from using his or her position as regulator to influence any matter that provides a direct or substantial pecuniary benefit to a former employer or client. The position of pharmaceutical regulator refers to any officer or employee occupying a supervisory position within the Drug Enforcement Administration or the Food and Drug Administration. The bill also prohibits such a pharmaceutical regulator from participating in matters involving an individual or entity with whom the pharmaceutical regulator is negotiating future employment. The bill expands restrictions on lobbying by such pharmaceutical regulators following separation from employment with a pharmaceutical regulatory agency.

Fairness for Korean DMZ Veterans Act of 2017 This bill provides a presumption of herbicide exposure as the service-connected cause of certain diseases notwithstanding that there is no evidentiary record of any such disease during a veteran's service period. The bill defines a "veteran" for purposes of this bill as an individual who, during active military, naval, or air service, served in or near the Korean demilitarized zone during the period beginning on September 1, 1967, and ending on August 31, 1971. The bill specifies such a disease as: (1) a listed disease that becomes manifest, or (2) any additional disease that the Department of Veterans Affairs determines warrants a presumption of service-connection by reason of a positive association with herbicide exposure and that manifests itself within a prescribed period.

Ceiling Fan Energy Conservation Harmonization Act This bill makes January 21, 2020, the compliance date for the amended energy conservation standards for ceiling fan light kits, which is also the compliance date for ceiling fan standards. Currently, the compliance date for the ceiling fan light kits is January 7, 2019.

Combating the Opioid Epidemic Through Forensic Drug Testing Act of 2017 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Department of Justice's Bureau of Justice Assistance to award grants to states to address the distribution, sale, and use of heroin, fentanyl, and associated synthetic drugs. Grants may be used to: reimburse forensic science laboratories and medical examiner and coroner offices for efforts to address and prevent testing backlogs and efforts to conduct autopsies and toxicology testing related to drug overdose deaths; reimburse law enforcement agencies for equipment to identify or detect heroin, fentanyl, and associated synthetic drugs; investigate, arrest, and prosecute distributors or sellers; and support health department services for users.

Combating the Opioid Epidemic Act This bill amends the 21st Century Cures Act to provide additional funds through FY2027 for state grants to address the opioid abuse crisis. The bill provides funds to the Department of Health and Human Services through FY2022 for state grants to conduct research on addiction and pain related to substance misuse.

Honest Ads Act This bill expands source disclosure requirements for political advertisements by (1) establishing that paid internet and paid digital communications may qualify as “public communications” or “electioneering communications” that may be subject to such requirements, and (2) imposing additional requirements relating to the form of such source disclosures and the information contained within. The bill also requires certain online platform companies to maintain publicly available records about qualified political advertisements that have been purchased on their platforms.

Prioritizing Our Workers Act This bill amends the federal bankruptcy code to include as allowable administrative expenses in bankruptcy the unfunded vested benefits in a defined pension plan and certain pension obligations under the Employee Retirement Income Security Act of 1974 (ERISA). Claims for administrative expenses are entitled to priority in bankruptcy proceedings.

This bill repeals two sections of the Ensuring Patient Access and Effective Drug Enforcement Act of 2016 and the amendments made by such sections to the Controlled Substances Act. The repealed sections modified registration and enforcement authorities of the Drug Enforcement Administration with respect to manufacturers, distributors, and dispensers of controlled substances.

Department of Veterans Affairs Financial Accountability Act of 2017 This bill expresses the sense of Congress that: (1) the normal Department of Veterans Affairs (VA) budget process should be grounded in sound actuarial analysis based on accurate demand forecasting, (2) the regular VA budget process should be the norm, and (3) supplemental requests for appropriations should be used sparingly and for unforeseen demand or natural occurrences. The VA shall contract with an independent third party to: (1) to review and audit the VA's financial processes, including reporting structures and actuarial and estimation models; (2) develop recommendations to improve such structures; and (3) complete such review and development within 180 days of entering into the contract. The VA shall submit an implementation plan to Congress within 60 days after completion of the review and development. The VA shall appoint one individual within the Office of the VA Secretary to monitor the implementation of third party recommendations. Whenever the VA submits to Congress a request for supplemental appropriations or other appropriation outside the standard budget process the VA shall submit a justification for the request within 45 days before the date that such budgetary issue would affect a program or service. Concurrent with the President's annual budget request to Congress the VA Chief Financial Officer shall submit to Congress: (1) an assurance that budgetary financial projections are sufficient to provide VA benefits and services, and (2) an attestation of collaboration with the financial officers of the concerned facilities and components.

American Miners Pension Act of 2017 This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds and provide loans to the 1974 United Mine Workers of America (UMWA) Pension Plan in order to provide pension benefits for retired coal miners. The bill requires the Department of the Treasury to transfer additional funds from the Abandoned Mine Reclamation Fund and the General Fund of the Treasury to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill prohibits the plan from making certain changes to benefits during any year in which a transfer is received. Treasury must make annual loans to the plan equal to the amount certified by the trustees of the plan as necessary to prevent insolvency. The loans may not exceed $600 million per year. The trustees must annually certify that the plan is projected to be solvent and is able to repay the loans under terms specified in the bill. The bill also establishes additional reporting requirements for the plan.

Opioid Quota Openness, Transparency, and Awareness Act of 2017 or the Opioid QuOTA Act This bill amends the Controlled Substances Act to require the Drug Enforcement Administration (DEA) to publish on its website certain information with respect to a registered manufacturer’s opioid procurement quota. It defines the term "opioid procurement quota" as a quota established by the DEA for the quantity of opioid analgesics that a registered manufacturer may procure.

This bill delays by three years the date by which manufacturers, owners, and operators of new residential wood heaters, including residential hydronic heaters (wood-fired boilers) and forced-air furnaces, must comply with emission standards promulgated under the Clean Air Act.

Federal Firearms Licensee Protection Act of 2017 This bill amends the federal criminal code to modify criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Protecting Jessica Grubb's Legacy Act This bill expands requirements relating to the confidentiality of substance-use disorder patient records, including by specifying that such records may not be shared with law enforcement officials without a court order; the bill also allows such records to be disclosed consistent with specified regulations issued under the Health Insurance Portability and Accountability Act.

Lower Premiums Through Reinsurance Act of 2017 This bill amends the Patient Protection and Affordable Care Act to allow a state to apply for funding for a reinsurance program or high-risk pool program. Programs must meet specified criteria to receive funding. The bill provides funding for FY2018 and FY2019.

This bill amends the Internal Revenue Code, with respect to qualified tuition programs (known as 529 plans), to allow distributions from the plans to be used for expenses required for programs to obtain a recognized postsecondary credential or occupational license. A "recognized postsecondary credential" is a credential consisting of an industry-recognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the state involved or federal government, or an associate or baccalaureate degree.

Forty Hours is Full Time Act of 201 7 This bill amends the Internal Revenue Code, with respect to the employer mandate to provide health care coverage, to: (1) modify the formula for calculating the number of full-time employees employed by an applicable large employer subject to the mandate; and (2) define a "full-time employee" as an employee who is employed on average at least 40 hours per week (currently, 30 hours).

National White Collar Crime Control Act of 2017 This bill amends the Prioritizing Resources and Organization for Intellectual Property Act of 2008 to authorize the Department of Justice's Bureau of Justice Assistance to enter into a cooperative agreement or make a grant for training and technical assistance to help law enforcement officers, investigators, auditors, and prosecutors identify, investigate, and prosecute white collar crime. White collar crime includes high-tech crime, economic crime, and Internet-based crime against children and child pornography.

This joint resolution condemns the racist violence and domestic terror attack in Charlottesville, Virginia, and rejects white nationalism, white supremacy, and neo-Nazism sentiments as antithetical to U.S. values. Congress offers condolences to the families of those who died in Charlottesville and sympathy and support for those injured, and expresses support to the Charlottesville community. Congress urges the President and the Administration to speak out against hate groups and use all available resources to address the growing prevalence of domestic hate groups.

Training the Next Generation of Primary Care Doctors Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

Preserving Access to Manufactured Housing Act of 2017 This bill amends the Truth in Lending Act (TILA) to specify that a retailer of manufactured housing is generally not a "mortgage originator" subject to requirements under that Act. Similarly, the bill amends the Secure and Fair Enforcement for Mortgage Licensing Act of 2008 to specify that such a retailer is generally not a "loan originator" subject to requirements under that Act. In addition, the bill increases the annual percentage rates and transaction values at which mortgages for certain dwellings are considered "high-cost mortgages" under TILA.

Reach Every Mother and Child Act of 2017 This bill directs the President to: establish a five-year strategy to achieve, with target countries and donors, the goal of ending preventable child and maternal deaths globally and ensure healthy and productive lives by 2030; and provide assistance to implement the strategy. The President shall designate a current U.S. Agency for International Development (USAID) employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Maternal and Child Survival Coordinator, who shall be responsible for: overseeing such strategy, and all U.S. government funds appropriated or used for international maternal and child health and nutrition programs. Strategy grants, contracts, and cooperative agreements shall include targets for increased implementation of high-impact, evidence-based interventions and strengthening health systems. The President shall report to Congress annually for six years regarding progress made toward achieving the strategy and ending preventable child and maternal deaths.

Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

Taylor Force Act This bill: (1) calls on the Palestinian Authority's (PA) to stop making payments to terrorists in Israeli prisons and to the families of deceased terrorists as an incentive to commit acts of terror, (2) calls on countries to cease providing direct budgetary assistance to the PA until it stops all such payments, (3) urges the U.S. Permanent Representative to the United Nations (U.N.) and the Department of State to highlight the issue and urge other nations to call for an end to such payments, and (4) expresses support for creation of a general welfare system for all Palestinian citizens. Certain assistance under the Foreign Assistance Act of 1961 that directly benefits the PA may not be made available for the West Bank and Gaza unless the State Department certifies that the PA: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been fairly tried and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual; and has revoked any law, decree, or document authorizing or implementing a system of compensation for imprisoned individuals that uses the sentence or incarceration period to determine compensation. Certain assistance under such Act for the West Bank and Gaza may not be made available unless the State Department certifies, every 180 days, that the PA is taking verifiable steps to end acts of violence against Israeli and U.S. citizens by individuals under its jurisdictional control.

Empowering Medicare Seniors to Negotiate Drug Prices Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to allow the Centers for Medicare & Medicaid Services to: (1) negotiate drug prices under the Medicare prescription drug benefit, and (2) institute a price structure for the reimbursement of drugs covered under the benefit.

This bill amends the Consolidated Farm and Rural Development Act, with respect to the Community Facilities Direct Loan and Grant Program, to require the Department of Agriculture (USDA) to prioritize loans and grants for substance use disorder treatment services. (Under current law, the program provides funding to develop essential community facilities in rural areas.) The bill requires USDA to prioritize grants and loans for entities: (1) to develop facilities to provide substance use disorder (including opioid substance use disorder) prevention, treatment, or recovery services; and (2) that employ staff with appropriate expertise and training to identify and treat individuals with substance use disorders. An entity that receives funds pursuant to this bill may use the funds for the development of telemedicine facilities and systems to provide telemedicine for substance use disorder treatment.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance; and (3) Hizballah by reason of its narcotics trafficking and significant transnational criminal activities. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how their funds were acquired and used; and (6) revenue from Hizbollah's global logistics networks and legal measures available to target such networks.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies. The bill provides statutory authority for the veterans success of campus program which provides veterans with on-campus educational and vocational counseling. The Department of Veterans Affairs shall: (1) make a new determination regarding each denied veteran's claim for disability compensation in connection with full-body exposure to mustard gas or Lewisite at specified locations during World War II, and (2) presume such exposure unless there is affirmative evidence otherwise.

Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act of 2017 This bill amends the Pittman-Robertson Wildlife Restoration Act to make it one of the purposes of the Act to extend financial and technical assistance to the states for the promotion of hunting and recreational shooting. The bill also prescribes a formula for the allocation of funds apportioned to a state that may be used for any activity or project to recruit or retain hunters and recreational shooters. Amounts apportioned to the states from any taxes on pistols, revolvers, bows, and arrows may be used for hunter recruitment and recreational shooter recruitment. The funds apportioned to a state for wildlife restoration management may be used for related public relations. If a state has not used all of the tax revenues apportioned to it for firearm and bow hunter education and safety program grants, it may use its remaining apportioned funds for the enhancement of hunter recruitment and recreational shooter recruitment. Up to $5 million of the revenues covered into the wildlife restoration fund in the Treasury from any tax imposed for a fiscal year on the sale of certain bows, arrows, and archery equipment shall be available to the Department of the Interior exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.

Protecting Girls' Access to Education in Vulnerable Settings Act This bill urges the consideration of the educational needs of vulnerable women and girls in designing, implementing, and evaluating U.S. foreign assistance policies and programs. The Department of State and the U.S. Agency for International Development (USAID) may advance programs that: provide safe, primary and secondary education for displaced children; build the capacity of institutions in countries hosting displaced people to prevent displaced children from facing educational discrimination; and help increase the access of displaced children, especially girls, to educational, economic, and entrepreneurial opportunities. The State Department and USAID may: coordinate with multilateral organizations to work with foreign governments to collect relevant data, disaggregated by age and gender, on the ability of displaced people to access education and participate in economic activity; and work with domestic and foreign private sector and civil society organizations to promote safe, primary and secondary education for displaced children.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Rare Earth Element Advanced Coal Technologies Act This bill requires the Department of Energy's Office of Fossil Energy to create a program for the development of advanced separation technology to extract and recover rare earth elements and minerals from coal and coal byproducts.

Care And Readiness Enhancement for Reservists Act of 2017 or the CARE for Reservists Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to provide counseling without referral, which may include a comprehensive individual assessment, to any member of the reserve components of the Armed Forces who has a behavioral health condition or psychological trauma. Outpatient services shall also be available to such reservists. The VA shall evaluate current and future workloads to determine whether more Vet Centers, including mobile Vet Centers, are needed to handle an expansion of services resulting from such increased eligibility. If a Vet Center's workload treating members of the Armed Forces exceeds its workload treating veterans, the VA shall enter into discussions with the Department of Defense (DOD) to determine whether a reimbursable memorandum of understanding between the VA and DOD for the center's services is warranted. The VA may furnish mental health services to such reservists. Such reservists are included in the VA programs of: (1) comprehensive suicide prevention, and (2) mental health treatment for veterans who served in classified missions.

Safer Prescribing of Controlled Substances Act This bill amends the Controlled Substances Act to require a practitioner (other than a hospital, pharmacy, or veterinarian) to complete training, as a condition of obtaining or renewing a registration to dispense or conduct research with controlled substances in schedule II, III, IV, or V. The training must meet certain requirements, including providing information on best practices for pain management and responsible prescribing of pain medications. The Substance Abuse and Mental Health Services Administration must establish a training module that meets the requirements.

Commonsense Competition and Access to Health Insurance Act This bill amends the Patient Protection and Affordable Care Act to permit states to enter into interstate health care choice compacts under which qualified health plans may be offered in the small group market in all participating states while being subject to the laws and regulations of only the state in which the plan was written or issued. (Currently, interstate health care choice compacts apply to only qualified health plans in the individual market.) The Department of Health and Human Services (HHS) must request that the National Association of Insurance Commissioners (NAIC) report on health plans provided for under interstate health care choice compacts. HHS may also request that the NAIC include in the report concepts gathered from entities that have experience in offering qualified health plans in states in which those plans were not originally issued.
