Amends the Agricultural Act of 1949 to suspend the current milk production termination program while the Secretary of Agriculture develops a new program that will minimize the adverse effects on beef, pork, and lamb producers. Requires the Secretary to report to the appropriate congressional committees.

Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to make required red meat purchases in proportion to the number of dairy cattle slaughtered in each disposal period under the milk production termination program (program). Provides that if such purchases are inadequate to offset the amount of meat being marketed under the program, the Secretary shall decrease meat imports, or increase purchases and exports. Directs the Secretary to ensure the orderly marketing of such dairy cattle consistent with historical beef and dairy marketing patterns.

National Forest Ski Area Permit Act of 1986 - Authorizes the Secretary of Agriculture to issue permits for the use and occupancy of National Forest System lands for commercial skiing operations. Requires existing permits to conform to the new system.

Bilingual Education Act Amendments of 1986 - Amends the Bilingual Education Act (the Act) to add to the statement of policy the declaration that, regardless of the method of instruction, programs which serve children of limited English proficiency have the equally important goals of developing both academic achievement and English proficiency. Removes a requirement that the Secretary of Education reserve limited portions of funds under the Act for special alternative instructional programs and related activities. Removes a requirement that the Secretary reserve at least 75 percent of funds under part A (Financial Assistance for Bilingual Education Programs) of the Act for transitional bilingual education programs.

Civilian Energy Programs Authorization for Fiscal Years 1987 and 1988 - Title I: Research and Development - Authorizes appropriations for FY 1987 for Department of Energy civilian research and development programs relating to: (1) general science and research activities; (2) energy supply research and development; (3) the Geothermal Resources Development Fund; (4) fossil energy research and development; and (5) energy conservation. Authorizes appropriations for construction, acquisition, and modification of facilities including land acquisition and acquisition and fabrication of capital equipment not related to construction for: (1) general science and research activities; (2) energy supply research and development; and (3) energy conservation. Title II: Conservation, Regulation, and Information - Authorizes appropriations for FY 1987 for the following appropriations accounts: (1) energy conservation; (2) economic regulation; (3) emergency preparedness; (4) Federal Energy Regulatory Commission; and (5) Energy Information Administration. Title III: Power Marketing Administration - Authorizes appropriations for FY 1987 for the following appropriations accounts: (1) Southeastern Power Administration; (2) Southwestern Power Administration; (3) Western Area Power Administration; and (4) Alaska Power Administration. Title IV: Other Activities - Authorizes appropriations for FY 1987 for: (1) uranium supply and enrichment activities; (2) departmental administration; (3) the Nuclear Waste Fund; (4) energy supply research and development; and (5) energy conservation. Authorizes appropriations for FY 1987 for construction, acquisition, or modification of facilities, including land acquisition, and for acquisition and fabrication of capital equipment not related to construction for: (1) uranium supply and enrichment activities; (2) departmental administration; (3) energy supply research and development; and (4) the Nuclear Waste Fund. Title V: Fiscal Year 1988 Authorization - Authorizes appropriations for FY 1988 to implement civilian energy programs. Title VI: Miscellaneous Provisions - Repeals certain requirements under the Omnibus Budget Reconciliation Act of 1981 relating to the Department of Energy Budget for FY 1983 and 1984. Amends the Department of Energy Organization Act to provide substitutes for certain ethnic descriptions.

National Park System Entrance Fee Act of 1986 - Amends the Land and Water Conservation Fund Act of 1965 to charge new fees and increase certain existing fees for admission into units of the National Park System. Exempts urban, outdoor recreation areas. Requires that 80 percent of such fees collected be expended for National Park System operations.

Strategic and Critical Materials Stock Piling Revision Act of 1986 - Amends the Strategic and Critical Materials Stock Piling Act of 1979 to provide for determinations to be made as to the quantity of any material to be stockpiled under such Act. Directs the President to appoint an interagency advisory committee (the committee), chaired by the Secretary of Defense, to determine which materials are to be acquired under this Act and their appropriate classification. Outlines procedures for the determination of the quantity and classification of such materials. Requires the stockpile goal for any material to be reviewed by the committee once every four years. Requires a revised stockpile objective to be established in specified circumstances. Authorizes the Secretary or the committee to review stockpile goals at other times, but requires the Secretary to notify the Congress in writing when the committee determines that a stockpile goal should be computed in a different manner. Requires the new formula for computing the stockpile goal to be included in such notification, such formula to become effective within 90 days after the Congress receives such notification.

Antitrust Damages Clarification Act of 1986 - Provides that no damages, costs, or attorney's fees shall be awarded under an antitrust suit with respect to the establishment or use of any rate, charge, or premium that is: (1) filed with a State insurance department; or (2) authorized, approved, or permitted to become effective pursuant to State insurance laws. Applies this Act to pending cases.

Nuclear Facility Standardization Act of 1986 - Title I: Licensing and Regulatory Reform - Amends the Atomic Energy Act of 1954 to require the Nuclear Regulatory Commission to establish procedures for the approval of standardized facility designs and of any major subsystem of such a facility that represents a discrete element of it. Sets forth guidelines under which: (1) the Commission shall grant approval for such standardized designs; (2) modifications to design approvals may be made; (3) design approvals may be renewed; and (4) deviations from a license or approval may be made without prior Commission approval. States that the Commission's determination regarding the approval of construction or operating licenses (or permits) constitutes a final order under the Act. Requires the Commission to establish procedures to issue a site permit for approval of a site for production or utilization facilities. Sets forth guidelines under which the Commission shall issue a site permit. States that the Commission's determination regarding a site permit application constitutes a final order under the Act. Prescribes standards under which the Commission shall renew a site permit. Sets forth guidelines under which the Commission shall grant a construction permit or operating licenses for production or utilization facilities. States that for purposes of this Act a construction permit is a license. Requires the Commission to issue a construction and operating license to an applicant for a commercial production or utilization facility if the application contains sufficient information to enable the Commission to determine that there is reasonable assurance that the facility will be constructed and operated in compliance with prescribed standards. Directs the Commission to incorporate in the construction and operating license: (1) a phased-approval procedure for construction quality assurance; and (2) the procedures and criteria necessary to provide reasonable assurance that construction and operation will be in accordance with the license. Requires a licensed utility to notify the Commission of its readiness to operate the facility before it may begin operation. Requires the Commission to publish in the Federal Register a notice of such intended operation, and to provide a certain period during which written objections to the facility's operation may be filed on the basis that construction or operation will not be in conformity with the license. Prohibits the Commission from making any modifications once a construction or operating license (or permit) has been issued, unless the Commission finds that the modification would result in a substantial improvement in overall safety, and that for a production facility, the change is justified after specified factors have been considered. Requires the Commission to establish a centralized, systematic, and documented review process to evaluate proposed changes. States that proposed changes may only be made effective after the Commission has issued a rule or an amendment to the license. (Exempts changes affecting the public health or safety from such requirement). Title II: Conforming Amendments - Precludes from judicial review: (1) a decision by the Advisory Committee on Reactor Safeguards to review or fail to review an application or proposed amendment or renewal of a design approval; and (2) a Commission decision to refer or not refer an application to such Advisory Committee.

Expresses the sense of the Congress, and instructs its committees and conferees, that the Congress will not approve any provisions in H.R. 3838 or in similar legislation that would adversely affect the tax-exempt status of the bonds or other obligations of the States or their political subdivisions and instrumentalities which comply with current law and which are issued prior to: (1) January 1, 1987; or (2) any later date provided in enacted law.

Child Abuse Prosecution Act of 1985 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Assistant Attorney General, Office of Justice Programs, to provide for the operation of a clearinghouse known as the National Center for the Prosecution of Child Abuse. Delineates the functions of such clearinghouse, including: (1) information dissemination regarding model prosecution programs; (2) monitoring of State and Federal legislation in order to develop model legislation; (3) technical assistance and litigation support to prosecutors in child abuse cases; (4) coordination of interdisciplinary team assistance for local prosecutors in the investigation and preparation of child abuse cases; and (5) funding of assistance to support such interdisciplinary teams.

Amends the Tariff Schedules of the United States to provide a duty on surimi. Provides that such surimi described in any other item of the Schedules shall be subject to the greater rate of duty set forth in such items.

Amends the Deficit Reduction Act of 1984 to extend from August 1, 1985, until June 30, 1986, the special rules concerning the allocation of research and experimental expenditures to income from sources within the United States. Amends the Internal Revenue Code to extend from December 31, 1985, until June 30, 1986, the income tax credit for increased research and experimental expenditures. Extends from December 31, 1985, until June 30, 1986, the income tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly. Extends from December 31, 1985, until June 30, 1986, the moratorium on net operating loss carryover rules. Extends from January 1, 1986, until July 1, 1986, the moratorium on the issuance of regulations relating to faculty housing. Extends the targeted jobs income tax credit from December 31, 1985, until June 30, 1986. Extends the authorization for appropriations for administrative and publicity expenses through FY 1986. Extends from December 31, 1985, through June 30, 1986, provisions relating to the awarding of attorney's fees to a prevailing taxpayer in a Federal tax case. Extends from December 31, 1985, until June 30, 1986, the limited income tax exclusion for employer-provided educational assistance. Extends from December 31, 1985, until June 30, 1986, the income tax exclusion for amounts received under qualified group legal services plans. Extends from January 1, 1986, until July 1, 1986, the income tax exclusion for certain employer-provided commuting transportation. Extends from December 31, 1985, until June 30, 1986, the limited exclusion of dividends from a public utility that are reinvested in common stock of the utility. Extends from December 31, 1985, (until June 30, 1986, the investment tax credit for specified types of energy property. Extends from December 31, 1985, until June 30, 1986, the residential energy income tax credit. Extends from December 31, 1985, until June 30, 1986, social security coverage of retired Federal judges on active duty.

Establishes a Senate Special Panel on Asylum to conduct a study of the general problems of persons from Communist countries seeking asylum in the United States. Requires a final report to the Senate within one year. Sets forth a specified limit on the expenses that such Panel may incur.
