Second Chance Homes Promotion Act of 2001 Authorizes the Secretary of Health and Human Services to award grants on a competitive and matching-funds basis to enable eligible entities to establish, expand, or enhance a community-based, adult-supervised group home that provides mothers age 23 or under and their children with a supportive and supervised living arrangement in which such mothers are required to learn parenting skills, including child development, family budgeting, health and nutrition, and other skills to promote their long-term economic independence and the well-being of their children.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to provide reservists and National Guard members activated on or after September 11, 2001, and other eligible persons with specified farm credit assistance, including loan modification, debt restructuring, and emergency loans.

State Bioterrorism Preparedness Act - Requires the Secretary of Health and Human Services to award grants to States to enable them to prepare for and respond to bioterrorism. Sets forth requirements regarding: (1) State plans which shall include a description of the State process to detect and respond to bioterrorism and of State efforts to stockpile medications, vaccines, antibiotics, and medical supplies; (2) annual submissions to the Secretary of an updated State plan; (3) permissible uses of grant funds; and (4) fund allocations. Requires specified Federal agencies to provide to States information, including: (1) a description of the probable agents of a biological or chemical attack; and (2) model or proposed bioterrorism plans with respect to such an attack. Establishes within the Office of Homeland Security an Assistant Director for State Coordination. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) carry out activities to implement a national communications system; (2) develop a national emergency communication plan; and (3) establish an Internet web-site that contains training, and bioterrorism-related emergency, information. Requires: (1) the Secretary to award grants to each State to carry out table-top and computer-based biological or chemical attack simulations; (2) the CDC Director to provide each State with simulation exercises; (3) each State that receives a grant to complete at least one of the required simulations; and (4) the Secretary to provide for the conduct of a biological or chemical attack simulation in three geographically diverse States that receive a grant.

Travel America Now Act of 2001-Amends the Internal Revenue Code to temporarily: (1) allow a credit for qualified personal travel expenses; (2) restore full deductibility for business entertainment expenses; and (3) extend the carry-back period for travel or tourism industry losses.

Requires: (1) the Secretary of State and the Commissioner of Immigration and Naturalization to jointly establish and implement a fingerprint processing system under which an alien's fingerprints shall be entered into an electronic database when such alien is issued a visa; and (2) the Immigration and Naturalization Service to access the database upon the alien's entry into the United States to certify that the fingerprint of the individual seeking admission matches the fingerprint in the database. Prohibits the alien from being admitted if the fingerprint does not match. Requires: (1) the Secretary to increase visa fees; and (2) the amount of such increase to be used to offset the costs of using the fingerprint processing system.

Economic Revitalization Tax Cut Act - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend the individual tax rate reductions and other changes to the Internal Revenue Code beyond December 31, 2010 (current sunset date). Amends the Internal Revenue Code to reduce the maximum capital gains rates for individuals.

Directs the Secretary of State to establish within each U.S. Embassy a Terrorist Lookout Committee, which shall include the head of the political section and senior representatives of all U.S. law enforcement agencies, and the intelligence community, under the authority of the chief of mission. Requires each Committee to meet at least monthly and: (1) report to the Department of State all names submitted for inclusion in the visa lookout system; or (2) certify that none of the relevant sections of the Embassy had knowledge of the identity of any individual eligible for inclusion in the visa lookout system for possible terrorist activity.

Puppy Protection Act of 2001 - Amends the Animal Welfare Act to: (1) include among humane standards for animal treatment provisions respecting socialization of dogs to facilitate contact with other dogs and people, and breeding initiation and frequency of female dogs; (2) revise temporary license suspension provisions; and (3) establish mandatory suspension provisions.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Expresses sorrow for the deaths and injuries suffered by first responders who participated in evacuating and rescuing the innocent people after the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, and sympathy to their families and loved ones. Honors and commends such first responders. Encourages: (1) the President to issue a proclamation calling upon the people of the United States to pay respect to the first responder community for their service in the aftermath of the terrorist attacks and their continuing efforts to save lives; and (2) all levels of government to continue to work together to effectively coordinate emergency preparedness by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that if an attack occurs, first responders will be as prepared as possible to respond effectively.

Wage Equity Act of 2001 - Amends the Immigration and Nationality Act to include among the conditions of approval of an H-2A (visa) temporary agricultural worker petition the requirement that an employer may not be required to pay workers more than the greater of: (1) the prevailing wage for seasonal agricultural workers in the occupation in the area of intended employment; or (2) the greater of Federal or State minimum wage.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the estate and gift taxes any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Expresses the sense of Congress that: (1) because of the tragic events of September 11, 2001, the limit on the number of Public Safety Officer Medals of Valor should be waived and a medal should be awarded under the Public Safety Officer Medal of Valor Act of 2001 to any officer who was killed in the line of duty; and (2) the Medal of Valor Review Board should give strong consideration to the acts of bravery by other officers in responding to these events.

Unity Bonds Act of 2001 - Amends Federal law to instruct the Secretary of the Treasury to issue Unity Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Unity Bonds be used to raise funds to assist in recovery and relief operations following the terrorist acts, including humanitarian assistance, and to combat terrorism.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Veterans' Copayment Adjustment Act - Amends veterans' health care program provisions to conform income thresholds for copayment for outpatient medications to those in effect for hospital and nursing home care and medical treatment. Conditions increases in such copayments upon the collection of copayments for outpatient visits for medical services for certain veterans.

Middle East Peace Compliance Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not substantially complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Persian Gulf War POW/MIA Accountability Act of 2001 - Amends the Bring Them Home Alive Act of 2000 to direct the Attorney General to grant refugee status in the United States to any alien (and parent, spouse, or child thereof) who: (1) is a national of Iraq or a nation of the Greater Middle East Region; and (2) personally delivers into the custody of the United States Government a living American Persian Gulf War POW/MIA. Includes Iraq, Kuwait, and any other country of the Greater Middle East Region among the countries to which the International Broadcasting Bureau is required to broadcast information that promotes such refugee program.

Amends the Tennessee Valley Authority Act of 1933 to: (1) expand from 3 to 7 the membership of the Board of Directors; (2) grant permanent membership to the States of Alabama, Georgia, Kentucky, Mississippi; North Carolina, Tennessee, and Virginia; (3) confer chief executive officer status upon the chairperson selected from among board members; and (4) revise compensation guidelines.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Foundational and Corporate Charitable Giving Incentives Act of 2001 - Amends the Internal Revenue Code of 1986 to: (1) repeal the excise tax on the investment income of tax-exempt foundations; (2) increase the basis of each shareholder's stock in an S corporation by the amount of the excess of deductions for charitable contributions over the basis of the property contributed; and (3) increase from ten to 25 percent the percentage limitation placed upon corporate charitable giving.

Small Business Paperwork Relief Act of 2001 - Amends the Paperwork Reduction Act to require the Director of the Office of Management and Budget, annually, to publish in the Federal Register and make available on the Internet a list of the collections of information required by Federal agencies which are applicable to small businesses. Requires each Federal agency, with respect to the collection of information and the control of paperwork, to establish one agency point of contact to act as a liaison with small businesses. Requires each agency to make efforts to further reduce the paperwork burden for small businesses with fewer than 25 employees. Establishes a task force to study the feasibility of streamlining requirements with respect to small businesses regarding the collection of information. Amends the Small Business Regulatory Enforcement Fairness Act of 1996 to require each agency to submit, biennially, to specified congressional committees information concerning regulatory enforcement actions taken and civil penalties assessed, including actions and assessments against small businesses.

Transitional Medical Assistance Improvement Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to revise the program commonly referred to as the transitional medical assistance (TMA) program. Authorizes States to: (1) extend the eligibility for TMA of low-income individuals for up to 12 additional months; and (2) allow another six months of eligibility, in certain circumstances, in the case of a family eligible for or receiving Medicaid for less than three of the previous six months. Repeals the sunset date for TMA (thus making the program permanent).

Directs the Secretary of the Interior to: (1) conduct a national historic landmark theme study to identify sites and resources in the United States that are significant to the Cold War; (2) establish the Cold War Advisory Committee; and (3) prepare and publish an interpretive handbook on such War and disseminate information gathered through the study.

National Mathematics and Science Partnerships Act - Requires the Director of the National Science Foundation (NSF Director) to establish the following programs of grants to institutions of higher education (IHEs) or, in some cases, eligible nonprofit institutions, in support of activities relating to elementary and secondary school mathematics and science teaching and education: (1) Mathematics and Science Education Partnerships with local educational agencies (LEAs); (2) a Teacher Research Stipend Program; (3) establishment of four multidisciplinary Centers for Research on Learning and Education Improvement; (4) education research teacher fellowships, to give research opportunities related to the science of learning to elementary and secondary school teachers of science and mathematics; (5) Robert Noyce Scholarships for teacher recruitment and training, with recipient service commitments; and (6) educational technology research centers. Requires the NSF Director to expand the National Science, Mathematics, Engineering, and Technology Education Digital Library program to enable dissemination of elementary and secondary science, math, engineering, and technology educational resources, materials, practices, and policies through the Internet and other digital technologies. National Science Education Act - Requires the NSF Director to: (1) establish programs of grants to IHEs for training master teachers and assisting schools to establish master teacher programs, and for providing distance learning in mathematics or science for elementary or secondary school students; (2) disseminate information, jointly with the Secretary of Education, on required courses of study and licensing requirements for teaching careers in elementary or secondary school science, mathematics, engineering, and technology education; and (3) convene a conference for stakeholders in kindergarten-through-12th grade science, mathematics, engineering, and technology education. Requires the NSF Director to make demonstration grants to LEAs for mathematics and science proficiency partnerships with private sector entities. Authorizes the NSF Director to make grants for developing educational materials on energy production and use, energy conservation, and renewable energy for use in elementary and secondary schools. Amends the Scientific and Advanced-Technology Act of 1992 to: (1) require the NSF Director to give priority, in making outreach grants for articulation partnerships between community colleges and secondary schools, to proposals involving secondary schools with a majority of students from groups underrepresented in the science, mathematics and engineering workforce; and (2) authorize the NSF Director to make grants for educational technology assistance enters for schools and for a learning community consortium of associate-degree-granting colleges to encourage women, minorities, and individuals with disabilities to enter and complete programs in mathematics, science, engineering, and technology.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Criminal Gang Abatement Act of 2001 - Amends the Federal criminal code to prohibit solicitation or recruitment of persons for criminal street gang activity. Sets penalties for the use of minors in crimes of violence. Increases penalties for using minors to distribute drugs. Rewrites code provisions regarding criminal street gangs to: (1) define that term to mean a group of three (currently, five) or more persons; (2) list various predicate offenses, including a felony crime of violence; (3) direct that whoever during the commission of such a predicate offense meets specified criteria be imprisoned for up to ten years greater than the maximum term provided by statute for the most serious offenses; and (4) provide for forfeiture of property derived from the offense. Amends code provisions regarding interstate and foreign travel or transportation in aid of racketeering enterprises to include travel or transportation in aid of criminal gangs. Increases penalties for violations. Prohibits travel with intent to delay or influence the testimony of, or prevent from testifying, a witness in a State criminal proceeding. Increases penalties, and the scope of provisions, regarding the use of physical force to tamper with witnesses, victims, or informants. Directs the U.S. Sentencing Commission to increase the offense level for participation in crime as a gang member. Authorizes the Attorney General to designate high intensity interstate gang activity areas. Authorizes the use of certain grants to prosecutors' offices to combat gang crime and youth violence.

Railroad Track Modernization Act of 2001 - Amends Federal rail transportation law to direct the Secretary of Transportation to establish a program of capital grants to class II and class III railroads (or with the concurrence of such railroads, to a State or local government) to rehabilitate, preserve, or improve railroad track (including roadbed, bridges, and related track structures) used primarily for freight transportation to a standard ensuring that it can be operated safely and efficiently and accommodate 286,000 pound rail cars. Authorizes the Secretary to also make grants to supplement direct loans or loan guarantees (including for paying credit risk premiums, lowering rates of interest, or providing for a holiday on principal payments) for projects primarily benefitting non-class I freight railroad carriers. Sets forth certain employee protection and prevailing wage requirements with respect to projects financed by such grants. Directs the Secretary to study and report to Congress on such projects to determine the public interest benefits associated with the light density railroad networks in the States and their contribution to a multimodal transportation system.

Designates the month of September as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Port and Maritime Security Act of 2001 - Directs the Secretary of Transportation to establish a Port Security Task Force to help coordinate programs to enhance the security and safety of U.S. seaports against crime and terrorism. Directs the Commandant of the Coast Guard to develop standards and procedures for conducting seaport vulnerability assessments. Directs the Commandant and the Administrator of the Maritime Administration to jointly initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism originating from vessels in maritime transportation originating or terminating in a U.S. seaport. Requires each port authority and marine terminal authority for which a port security vulnerability assessment has been done to establish, subject to approval of the Captain-of-the-Port, a maritime transportation security program. Directs the U.S. Coast Guard to establish seaport security committees to: (1) review seaport security vulnerability assessments; and (2) conduct an exercise periodically to verify the effectiveness of each seaport authority and marine terminal security plan. Sets forth requirements calling for: (1) the development of voluntary security guidance to serve as a benchmark for the review of security plans; (2) the adoption of such guidance and development of seaport security standards by other countries; and (3) the development of standards for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to authorize the Secretary to make loan guarantees and provide grants for seaport security infrastructure improvements for eligible U.S. seaports. Reauthorizes specified tonnage duties.

Appalachian Regional Development Act Amendments of 2001 - Amends the Appalachian Regional Development Act of 1965 to: (1) include as functions of the Appalachian Regional Commission that it support local development districts and seek to coordinate economic development activities of, and the use of economic development resources by, Federal agencies in the Appalachian region; and (2) direct the President to establish the Interagency Coordinating Council on Appalachia. Authorizes the Commission to provide technical assistance and make grants, enter into contracts, and otherwise provide funds to persons or entities in the region for projects to: (1) increase affordable access to advanced telecommunications, entrepreneurship, and management technologies or applications in the region; (2) provide education and training in the use of telecommunications and technology; (3) develop programs to increase the readiness of industry groups and businesses in the region to engage in electronic commerce; or (4) support entrepreneurial opportunities for businesses in the information technology sector. Eliminates from criteria for programs and projects to be given assistance under the Act that an area have significant growth potential. Requires that, for each fiscal year, not less than 50 percent of the amount of grant expenditures approved by the Commission support activities or projects that benefit severely and persistently distressed counties and areas. Provides, at the Commission's discretion, for the modification of the limitation on administrative expenses of local development districts that have a charter or authority that includes the economic development of a county for which a distressed county designation is in effect.
