Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Pregnant Students' Rights Act This bill requires each institution of higher education (IHE) that participates in federal student aid programs to provide certain information to prospective and enrolled students on the rights and resources for pregnant students to carry a baby to term or students who may become pregnant while enrolled at the IHE to carry a baby to term. In particular, this required information must include a list of community and on-campus resources that exist to help a pregnant student in carrying the baby to term and caring for the baby after birth, information about the accommodations available to help a pregnant student carry the baby to term and parent the baby after birth, and information on how to file a discrimination complaint related to the student's determination to carry a baby to term.

Auto Theft Prevention Act This bill establishes a grant program to combat auto theft and stolen automobile trafficking. Specifically, the bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants for state and local law enforcement agencies to combat auto theft and stolen vehicle trafficking. The bill also allows funds under the Community Oriented Policing Services grant program to be used to combat auto thefts and stolen automobile trafficking.

This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to withdraw the final determination titled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing and published on April 26, 2024. The determination adopted updated minimum energy efficiency standards for newly built homes (except manufactured housing) financed through certain HUD and USDA programs. Specifically, it adopted the (1) 2021 International Energy Conservation Code (IECC), which applies to single family homes and multifamily low-rise buildings up to three stories; and (2) 2019 American National Standards Institute/American Society of Heating, Refrigerating, and Air-Conditioning Engineers/Illuminating Electrical Society (ANSI/ASHRAE/IES) Standard 90.1, which applies to multifamily residential buildings with four or more stories. HUD and USDA must also revert to using the energy efficiency standards required before the determination. In addition, the bill prohibits HUD, USDA, and the Department of Veterans Affairs from taking actions or using federal funds to implement or enforce the determination or any substantially similar determination. It also prohibits the Federal Housing Finance Agency from finalizing, implementing, or enforcing a determination or rule relating to energy efficiency standards for single and multifamily housing. Finally, the bill prohibits HUD and USDA from adopting updates to the IECC or ANSI/ASHRAE/IES Standard 90.1 in certain circumstances unless at least 26 states have adopted codes or standards that meet or exceed the update's requirements.

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA. The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted. The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Halting International Relocation of Employment Act or the HIRE Act This bill imposes a 25% federal excise tax on and disallows tax deductions related to payments made to foreign persons for labor or services benefiting consumers in the United States (outsourcing payments). The bill also provides funding for workforce development initiatives. Specifically, the excise tax applies to outsourcing payments , which the bill defines as any premium, fee, royalty, service charge, or other payment made in the course of a trade or business, to a foreign person (excluding a corporation or partnership organized under the laws of the United States or a U.S. possession), and for labor or services which benefit (directly or indirectly) U.S. consumers. Further, a federal tax deduction is not allowed for outsourcing payments or the excise tax on such payments. Under the bill, the Internal Revenue Service may require persons to report information related to outsourcing payments. The bill imposes penalties for failing to report such information or pay the excise tax. The bill also establishes and provides funding for the Domestic Workforce Fund, which is to be used for workforce development and retraining programs, apprenticeship programs and partnerships with industry to expand domestic employment in sectors impacted by outsourcing, and state grants for workforce development for communities with high levels of job displacement. The funding provided by the bill for the Domestic Workforce Fund is equivalent to the amounts received from the tax and penalties imposed by the bill.

Keep Violent Criminals Off Our Streets Act This bill prohibits the receipt of funds under the Edward Byrne Memorial Justice Assistance Grant Program by a state or local government that has in effect a law or policy that substantially limits cash bail for individuals who are charged with certain criminal offenses that pose a clear threat to public safety and order. Under the bill, the criminal offenses that pose a threat to public safety and order include criminal offenses involving a violent or sexual act (e.g., burglary, murder, or rape) and offenses that promote public disorder (e.g., looting or vandalism).

Common-Sense Law Enforcement and Accountability Now in DC Act or the CLEAN DC Act This bill repeals the Comprehensive Policing and Justice Reform Amendment Act of 2022, enacted by the Council of the District of Columbia. Any provision of law amended or repealed by that act is restored or revived as if it had not been enacted. (The act sets forth a variety of measures that focus on policing, including measures prohibiting the use of certain neck restraints by law enforcement officers, requiring additional procedures related to body-worn cameras, and expanding access to police disciplinary records.)
