Declares the congressional intent that the Secretaries of Education and of Labor jointly administer this Act in a flexible manner. Directs the Secretaries to jointly administer the programs established by this Act. Title I: School-to-Work Opportunities Basic Program Components - Requires School-to-Work Opportunities (SWO) programs to: (1) integrate work-based and school-based learning; (2) provide students with the opportunity to complete career majors; and (3) incorporate specified program components including work-based and school-based learning and connecting activities. Title II: School-to-Work Opportunities System Development and Implementation Grants to States - Subtitle A: State Development Grants - Authorizes the Secretaries to award development grants to applicant States to complete development of a comprehensive, statewide SWO system. (Such development may have begun with funds awarded under the Job Training Partnership Act and the Carl D. Perkins Vocational and Applied Technology Education Act.) Subtitle B: State Implementation Grants - Allows States to apply to the Secretaries for competitive implementation grants, with applications containing: (1) plans for comprehensive, statewide SWO systems meeting content requirements; (2) descriptions of how funds will be allocated to local SWO partnerships; and (3) optional requests for waivers of certain statutory or regulatory requirements. Title III: Federal Implementation Grants to Partnerships - Authorizes the Secretaries to award competitive SWO implementation grants to partnerships in States that have not received State implementation grants. Authorizes the Secretaries to award grants to implement SWO programs in high poverty areas. (Such funds may be awarded in combination with funds appropriated for the Youth Fair Chance Program.) Title IV: National Program - Directs the Secretaries to provide for: (1) research, demonstration, and other projects; (2) performance outcomes and evaluation, in collaboration with States; and (3) training and technical assistance. Title V: General Provisions - Sets forth provisions relating to: (1) State requests and responsibilities for waivers of statutory and regulatory requirements; (2) such waivers by each of the Secretaries; (3) program safeguards, including nondisplacement of current workers; and (4) acceptance of gifts. Authorizes appropriations.

National Aquaculture Development, Commercialization, and Promotion Act of 1993 - Amends the National Aquaculture Act of 1980 to establish the Department of Agriculture as the lead Federal agency for the development of national policy and programs for private aquaculture. (Sec. 5) Directs the Secretary of Agriculture to: (1) establish within the National Agricultural Library a National Aquaculture Information Center; (2) assign new aquaculture programs to the appropriate Federal agencies; and (3) use specified funds for aquaculture development, research and marketing, and export promotion programs. (Sec. 7) Authorizes the Secretary to pay the Federal share of grants and contracts for aquaculture commercialization research. (Sec. 8) Directs the Secretary to: (1) implement a national policy for private aquaculture; (2) implement a Department Aquaculture Plan; (3) revise the National Aquaculture Development Plan; and (4) treat private aquaculture as a form of agriculture. (Sec. 9) Authorizes the Administrator of the Environmental Protection Agency to carry out grant and cooperative agreement programs to demonstrate aquaculture's application to environmental enhancement, including a pollution assessment program. (Sec. 10) Authorizes the Secretary to carry out grant and cooperative agreement programs for Native American fishpond revitalization. (Sec. 11) Directs the Secretary to provide disaster assistance to eligible aquaculture farmers for weather-related losses. (Secs. 12 and 13) Authorizes the Secretary to: (1) establish aquaculture education programs in secondary and postsecondary vocational schools; and (2) support international aquaculture scientific exchanges. (Sec. 14) Authorizes appropriations. (Sec. 15) Amends the Consolidated Farm and Rural Development Act to make aquaculture farmers eligible for farm credit assistance. (Sec. 16) Amends the Agricultural Trade Act of 1978 to direct the Administrator of the Foreign Agricultural Service to establish an international aquaculture information and data collection program. (Sec. 17) Amends the Agricultural Credit Act of 1978 to make aquaculture farms eligible for the emergency conservation program.

Expresses the sense of the Congress that: (1) the President should submit the 1980 Convention on Certain Conventional Weapons to the Senate for ratification; and (2) the Administration should negotiate a modification of the Landmine Protocol under United Nations auspices or another international agreement to limit the sale, transfer, manufacture, and use of landmines. Prohibits for three years after this Act's enactment: (1) sales, financing, transfers, and the issuance of licenses under the Arms Export Control Act with respect to antipersonnel landmines; and (2) assistance under the Foreign Assistance Act of 1961 with respect to the provision of such landmines.

Small Business Guaranteed Credit Enhancement Act of 1993

Small Business Credit Reform Act of 1993 - Amends the Small Business Act (the Act) to increase, for each of FY 1993 through 1996, the funding under such Act for: (1) disaster loans; (2) loans under the Small Business Investment Act of 1958; and (3) loans for other programs under the Act. Revises the loan funding authority and adds FY 1995 and 1996 funding authority for the Microloan Demonstration Program (the provision of loans and grants to start up, newly established, or growing small businesses). Amends the Small Business Administration Reauthorization and Amendments Act of 1988 to remove limitations on the commercial loan interest rates to be charged by a State for private debenture sales authorized under such Act. Authorizes the Small Business Administration (SBA) to charge an additional loan guarantee fee for loans made under the Act which are sold on the secondary market. Makes miscellaneous changes with respect to other loans guaranteed by the SBA under the Act, including the Microloan Program. Revises the dates of conferences to be held by the National White House Conference on Small Business. Increases the authorization of appropriations for Conference activities.

Permits consideration of the child's race, color, or national origin when such factors are: (1) considered in conjunction with other factors; and (2) relevant to the child's best interest. Withholds adoption assistance funds from such an agency or entity in cases of noncompliance. Grants any individual aggrieved by a noncomplying agency or entity the right to bring an action in the appropriate U.S. District Court. Declares that nothing in this Act shall be construed to affect the application of the Indian Child Welfare Act of 1978.

Great Lakes Clean Water Amendments Act of 1993

Great Lakes Clean Water Amendments Act of 1993 - Amends the Federal Water Pollution Control Act to make it unlawful, after 1994, to dispose of dredge spoil in Great Lakes waters other than at a confined disposal facility unless the disposal is consistent with guidelines established under this Act. Directs the Administrator of the Environmental Protection Agency (EPA) to develop guidelines for the disposal of sediment material in the open waters of the Great Lakes. Prescribes civil penalties for violations concerning such disposal. Prohibits the Secretary of the Army from establishing, expanding, or modifying any confined spoil disposal facility in Great Lakes waters unless the facility is consistent with such guidelines. Directs the Administrator to implement management plans for such facilities. Requires the Secretary to develop remediation plans for confined disposal facilities that are at risk of exceeding water or sediment quality standards or interfering with the protection and propagation of a balanced, indigenous population of fish and wildlife. Terminates the use of facilities for which plans are not implemented by January 1, 1999. Requires persons who dispose of dredge spoil at confined spoil disposal facilities to obtain permits. Authorizes appropriations. Directs the Secretary to: (1) develop tributary sediment transport models for each major river system that deposits sediment into a Great Lakes federally authorized commercial harbor, channel maintenance project site, or area of concern; (2) develop an analytical method to project the effectiveness of sediment source reduction approaches; and (3) use such method to conduct sediment load reduction analyses for the models. Requires the Secretary to transfer funds to EPA for making grants to States for projects to reduce erosion that contributes to the sedimentation of such areas. Authorizes appropriations. Directs the Great Lakes National Program Office to conduct demonstration projects of promising technologies to remedy contaminated sediments. Establishes: (1) a Great Lakes Pollution Prevention Demonstration Program; (2) a Great Lakes Pollution Prevention Clearinghouse; and (3) a Great Lakes Research Council. Sets deadlines for the publication of final and proposed Lakewide Management Plans for specified Great Lakes. Authorizes appropriations for the Great Lakes water quality program.

Requires the agency administrator to ensure that at least 60 percent of the borrowers of Fund monies are women.

Environmental Justice Act of 1993 - Directs the Administrator of the Environmental Protection Agency to publish a list, in rank order, of the total weight of toxic chemicals released in each county or other geographic unit in the most recent five-year period for which data are available. Designates the 100 counties with the highest total releases as Environmental High Impact Areas. Requires the publication of such list every five years. Directs the Administrator and the Secretary of Labor to conduct compliance inspections of all toxic chemical facilities in such Areas at least every two years. Delegates such authority to States or Indian tribes authorized to administer Federal laws regulating toxic chemicals. Requires the Secretary of Health and Human Services to issue a report identifying the nature and extent of acute and chronic health impacts in such Areas from exposure to toxic chemicals as compared to other counties. Directs the President, if the report identifies significant adverse impacts, to report proposed administrative and legislative changes to the Congress to remedy and prevent such impacts. Includes within such remedies: (1) expansion of the Emergency Planning and Community Right-To-Know Act of 1986 to include additional facilities or chemicals or reduced quantities of chemicals triggering reporting requirements; (2) the regulation of toxic chemicals not subject to Federal law based on a statutory or administrative exemption; and (3) the imposition of additional regulatory measures for toxic chemical facilities in such Areas. Requires the Administrator, if the report identifies significant adverse impacts, to promulgate regulations applicable to any Federal permit for construction or modification of a toxic chemical facility to require a net reduction in the release of a chemical determined to cause adverse health impacts in such an Area. Authorizes the Secretary of Health and Human Services to make grants to individuals who may be threatened by toxic chemical releases in such Areas to: (1) facilitate access to the public participation process under this and other Acts; and (2) be used to obtain technical assistance relating to inspection and review authorities.

Requires peer review panels, non-Federal share (including some private or nonprofit sources), and evaluation. Authorizes appropriations.

TABLE OF CONTENTS: Title I: Leadership for Technology in Education Title II: School Technology Support Title III: Information Dissemination, Technology Training and Technical Assistance Title IV: Educational Technology Product Development, Production, and Distribution Title V: Educational Technology Research, Development and Assessment Title VI: Miscellaneous Technology for Education Act of 1993 - Title I: Leadership for Technology in Education - Amends the Department of Education Organization Act to establish an Office of Educational Technology, to be administered by an Assistant Secretary for Educational Technology (Assistant Secretary). Authorizes appropriations. Establishes the National Commission on Technology in Education to advise the President and the Congress on appropriate national educational technology standards, technology-enhanced curriculum, instruction, and administrative resources and services for educational institutions. Authorizes appropriations. Title II: School Technology Support - Directs the Assistant Secretary to award grants to State educational agencies (SEAs) to develop systemic statewide plans to infuse modern technologies into educational programs to enhance student learning and staff development in support of the National Education Goals and State academic standards. Authorizes appropriations. Amends the General Education Provisions Act to direct the Assistant Secretary to establish a Division of Elementary and Secondary School Library Media Services within the Office. Authorizes appropriations. Directs the Assistant Secretary to award grants to SEAs with approved plans to provide assistance to local educational agencies (LEAs) and schools having highest percentages of children in poverty and showing the greatest need for technology to purchase quality technology related equipment, technology-enhanced curriculum, instruction, and administrative support resources and services. Authorizes appropriations. Amends the Higher Education Act of 1965 to provide for guaranteed, insured, or reinsured loans to SEAs and LEAs to obtain resources for distance learning, computer networks and other technology-enhanced curriculum, instruction, and administrative support resources and services. Directs the Assistant Secretary and National Commission to compile and disseminate information on various successful models of integrating technology into education to assist SEAs, LEAs, and schools in developing systemic reform initiatives. Title III: Information Dissemination, Technology Training and Technical Assistance - Directs the Assistant Secretary, in cooperation with various government entities, to establish an electronic network for dissemination of educational information throughout the United States. Authorizes the Assistant Secretary to make competitive grants to regional educational technology assistance consortia to provide technical assistance, information resource management, staff development, and resource development. Authorizes appropriations. Title IV: Educational Technology Product Development, Production, and Distribution - Directs the Secretary of Education to ensure that a high priority is placed on funding projects that use technology-enhanced curricula, instruction, and administrative support resources and services, in making competitive awards of funds under any Federal education program. Technology for the Classroom Act of 1993 - Directs the Assistant Secretary to award competitive grants to eligible consortia to develop computer-based instructional programs or technology-enhanced systems for complete courses or units of study for a specific subject and grade level, if these are commercially unavailable in the local area. Requires each grantee to provide closed captioning, where appropriate. Authorizes appropriations. Authorizes the Assistant Secretary to make grants to or contracts with eligible educational telecommunications partnerships to pay the Federal share of the cost of research, production, and distribution of instructional programming for students and staff development programming for teachers. Authorizes appropriations. Amends the Star Schools Program Assistance Act to extend the authorization of appropriations for the Star Schools Program. Revises provisions for duration and amount of grants. Title V: Educational Technology Research, Development and Assessment - Authorizes the Assistant Secretary, in cooperation with various Federal entities, to support research on advanced learning technologies. Authorizes appropriations. Authorizes the Assistant Secretary to make the following types of grants related to high performance educational computing and telecommunications networks: (1) requirements grants; (2) specifications grants; and (3) prototype development grants. Authorizes appropriations. Directs the Assistant Secretary, through the Office, to: (1) conduct an annual assessment of the uses of technology in State and local educational programs; and (2) award grants for research on effectiveness of technology-enhanced education programs. Authorizes appropriations. Title VI: Miscellaneous - Directs the Assistant Secretary to study to evaluate, and report to the Congress on, the feasibility of several alternative models for providing systemic funding for schools throughout the Nation so they can acquire and maintain technology-enhanced curriculum, instruction, and administrative support resources and services. Provides for participation of private school children under this Act.

Veterans Health Programs Improvement Act of 1994

Amends the Veterans Health Care Act of 1992 and Federal veterans' benefits provisions to: (1) extend through December 31, 1998, the authority of the Department of Veterans Affairs to provide sexual trauma counseling at Department facilities as well as through non-Department providers; (2) remove a requirement that veterans seek such counseling within a specified period after discharge; (3) remove the current one-year limit on the length of such counseling; (4) make the provision of such counseling equal in priority to the provision of Department outpatient services; (5) authorize the Department to provide such counseling to all veterans (currently, only women); and (6) require (current law authorizes) the provision of a 24-hour toll-free telephone number for the provision of sexual trauma crisis counseling. Directs the Secretary of Veterans Affairs to make certain reports with respect to: (1) the operation of the telephone hotline; and (2) the difficulties veterans encounter in obtaining from the Department determinations that disabilities relating to sexual trauma are service-connected. Modifies responsibilities of Department coordinators of women's services. Requires the Secretary to ensure that such coordinators are provided sufficient resources to carry out such responsibilities.

Many Neighbors, One Earth Resolution - Urges the President to develop and implement a coordinated economic and development policy and program of action designed to promote broadbased, sustainable development. Specifies that such policy and program should have as principal objectives: (1) expanding economic opportunities; (2) meeting basic human needs; (3) promoting environmental protection and sustainable use of natural resources; and (4) promoting pluralism, democratic participation, and human rights. Specifies that such policy and program should involve all relevant international activities of the U.S. Government. Urges specific actions that the President should take, including: (1) working with the Congress to enact legislation providing for a post-Cold War foreign assistance program that would have as its primary purpose the promotion of sustainable development; (2) ensuring that development cooperation programs, conform to such objectives in ways that invigorate local community-based development through taking into account relevant local perspectives of its beneficiaries during the design, planning, implementation, and evaluation process for project and program assistance; (3) providing government-to-government assistance only to countries that exhibit a commitment to development that promotes such objectives, with priority to countries with the highest incidence of hunger and poverty; and (4) encouraging and supporting the efforts of countries to reduce their levels of military spending when such spending is disproportionate to security needs and spending on health, education, and environmental protection.

Federal Mandate Accountability and Reform Act of 1994

Community Regulatory Relief Act - Provides that any requirement under a Federal statute or regulation which creates a Federal mandate shall apply to State or local government only if all funds necessary to pay the direct costs incurred by the government in conducting the activity are provided by the Federal Government for the fiscal year in which the direct cost is incurred. Requires the Director of the Congressional Budget Office to analyze the effects of each bill or resolution on each state and local government's compliance with a Federal mandate. Requires each measure reported or considered in either House of the Congress to be accompanied by such an analyses. Requires reports by the Director to the President and the Congress estimating the direct costs of such compliance for each fiscal year in which a Federal mandate will be in effect.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.
