Protecting Access to Ground Ambulance Medical Services Act of 2023 This bill extends a specialized rate increase for Medicare payment of ground ambulance services in rural areas for an additional three years (until January 1, 2028) and provides for a higher rate increase for services furnished between January 1, 2025, and January 1, 2028.

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

This resolution designates the week of May 14-May 20, 2023, as National Police Week. The resolution further recognizes law enforcement officers across the United States in the pursuit of preserving safe and secure communities; the need to ensure that such officers have the equipment, training, and resources necessary to protect their health and safety while they are protecting the public; and the law enforcement community for acts of sacrifice and heroism. The resolution expresses condolences and appreciation to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.

Protecting Service Members and Military Families' Access to Reproductive Care Act of 2023 This bill provides statutory authority for a Department of Defense (DOD) policy that provides for the granting of an administrative absence at the request of a member of the Armed Forces for purposes of receiving non-covered reproductive health care or to accompany a spouse or other dependent who receives non-covered reproductive health care. Under the bill, non-covered reproductive health care means care not authorized to be performed at a DOD facility, including an abortion or assisted reproductive technology (e.g., in vitro fertilization). An administrative absence granted for such purposes may not exceed 21 days. DOD is authorized to prescribe regulations under this bill, which must provide that (1) no additional requirements may be imposed on a member requesting an administrative absence for non-covered reproductive health care, and (2) DOD and the approval authority of a member must prioritize the privacy of the member (or dependent). The bill also authorizes DOD to provide an allowance for travel expenses in connection with a member's or dependent's travel to receive non-covered reproductive health care.

Rural Hospital Cybersecurity Enhancement Act This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to develop and annually report to Congress about a workforce development strategy to address the unmet need for cybersecurity professionals in rural hospitals. Additionally, CISA must disseminate materials that rural hospitals may use to train staff about cybersecurity.

Homes for Every Local Protector, Educator, and Responder Act of 2023 or the HELPER Act of 2023 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.

COPS on the Beat Grant Program Parity Act of 2023 This bill makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement officers who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

Teaching Asian Pacific American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Asian Pacific American history in their teaching of American history. It also requires Asian Pacific American history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Asian Pacific American history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Asian Pacific American history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's Asian Pacific American Center. The bill also requires the inclusion of Asian Pacific American history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Baltic Security Initiative Act This bill requires the Department of Defense (DOD) to carry out an initiative to deepen security cooperation with Estonia, Latvia, and Lithuania. The goals of this initiative include (1) achieving U.S. national security objectives by deterring Russian aggression; (2) enhancing regional planning and cooperation among these countries, particularly with respect to long-term regional capabilities such as long-range precision fire systems and integrated air and missile defense; and (3) improving these countries' cyber defenses. DOD must also submit to Congress a strategy for accomplishing these goals.

This bill requires the Office of the Under Secretary of Defense for Acquisition and Sustainment within the Department of Defense to implement a five-year pilot program to create a robust and resilient defense industrial base. The program must be implemented through public-private partnerships to accelerate the scaling, production, and acquisition of advanced capabilities for national security by creating incentives (e.g., loan guarantees) for investment in domestic small business or nontraditional businesses.

Medical Student Education Authorization Act of 2023 This bill provides statutory authority for the Medical Student Education Program, which provides matching grants for educating and training medical students and encouraging them to serve as primary care physicians in tribal, rural, or medically underserved communities. The Health Resources and Services Administration (HRSA) must award the grants to public institutions of higher education located in states that rank in the top quintile of states based on their projected shortage of primary care physicians. In awarding the grants, HRSA must give priority to recipients that (1) are located in states with two or more federally recognized Indian tribes, and (2) have established or plan to establish a public-private partnership to support the implementation of the grant.

Minority Entrepreneurship Grant Program Act of 2023 This bill requires the Small Business Administration (SBA) to award grants to create or expand programs at minority-serving institutions and historically Black colleges and universities (HBCUs) that foster, promote, and increase opportunities for minority business ownership. The SBA must also establish a Minority Entrepreneurship Advisory Board to develop recommendations regarding how these institutions and HBCUs can better serve minority businesses and entrepreneurs.

Sunlight in Workplace Harassment Act This bill requires issuers of securities to annually disclose to the public information about certain alleged acts of sexual abuse, harassment, or discrimination in the workplace or between employees. Specifically, the issuer must disclose settlements, judgements, and active complaints regarding alleged acts of sexual abuse, harassment, or discrimination as defined by the bill. These disclosures must include the number of settlements, judgements, or active complaints; the number of these that involve acts committed by a corporate executive; the total dollar amount paid out; and the date on which the alleged act occurred. The bill limits the required disclosure by the issuer if the victim of the alleged act objects to its reporting.

Solidify Iran Sanctions Act of 2023 This bill eliminates a sunset clause in the Iran Sanctions Act of 1996 , thereby making permanent the requirement for the President to impose sanctions on certain individuals or entities engaged in specified transactions related to Iran's energy sector or Iran's efforts to acquire or develop certain weapons (such as chemical, biological, or nuclear weapons).

Maritime Architecture and Response to International Terrorism In the Middle East Act of 2023 or the MARITIME Act of 2023 This bill requires the Department of Defense (DOD) to seek to develop an integrated maritime domain awareness and interdiction capability for the Middle East to protect against specified maritime threats in the region. DOD must also submit to Congress (1) a strategy for achieving this capability in cooperation with regional partners and allies; and (2) a study on the feasibility and advisability of establishing a fund to support this effort, including an assessment of contributions that could be made by allies and partner countries.

Living Donor Protection Act of 2023 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits of living organ donation and about access to insurance for living organ donors.

Secure and Fair Enforcement Banking Act of 2023 or the SAFE Banking Act of 2023 This bill provides protections for federally regulated financial institutions that serve state-sanctioned marijuana businesses. Currently, many financial institutions do not provide services to state-sanctioned marijuana businesses due to the federal classification of marijuana as a Schedule I controlled substance. Under the bill, a federal banking regulator may not penalize a depository institution for providing banking services to a state-sanctioned marijuana business. For example, regulators may not terminate or limit the deposit or share insurance of a depository institution solely because the institution provides financial services to a state-sanctioned marijuana business. The bill also prohibits a federal banking regulator from requesting or ordering a depository institution to terminate a customer account unless (1) the regulator has determined that the depository institution is engaging in an unsafe or unsound practice or is violating a law or regulation, and (2) that determination is not based primarily on reputation risk. Additionally, proceeds from a transaction involving activities of a state-sanctioned marijuana business are no longer considered proceeds from unlawful activity. (Financial institutions that handle proceeds from unlawful activity are subject to anti-money laundering laws. Violators of these laws are subject to fines and imprisonment.) Furthermore, a financial institution, insurer, or federal agency may not be held liable or subject to asset forfeiture under federal law for providing a loan, mortgage, or other financial service to a state-sanctioned marijuana business.

Let Doctors Provide Reproductive Health Care Act This bill sets out protections for and establishes programs to support health care providers (and those who assist such providers) who offer reproductive health care services that are lawful in the state where the services are provided. Reproductive health care services refer to abortion services; contraceptive services; in vitro fertilization; or other reproductive care, education, and counseling that is provided (1) at a health care site or via telehealth, and (2) in a medically accurate manner. The bill prohibits individuals, entities, and states from preventing, restricting, or otherwise interfering with the provision of lawful reproductive health care services by health care providers. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. Furthermore, states may not use federal funds to pursue legal cases or similar proceedings (e.g., adverse licensing proceedings) against health care providers, individuals, or entities that offer or assist with lawful reproductive health care services. Additionally, medical malpractice insurers may not deny coverage to or sue a health care provider solely because the provider offers or assists with lawful reproductive health care services. The bill also funds grants to assist health care providers who offer or refer for abortion services and face legal issues relating to their provision of reproductive health care services with legal matters and improving security.

Resident Physician Shortage Reduction Act of 2023 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. Current law also provides for an additional increase of up to 200 positions for FY2026, with at least 100 of these positions for psychiatry or related specialties; each hospital may receive up to 10 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2025-FY2031; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

Prime Minister Golda Meir Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of Golda Meir, former Prime Minister of Israel, and the 75th anniversary of the United States-Israel relationship. All surcharges received by Treasury from the sale of such coins must be paid to the American Friends of Kiryat Sanz Laniado Hospital Inc.

Ukraine Human Rights Policy Act of 202 3 This bill requires the President and the Department of State to provide Congress with certain information related to the conflict in Ukraine. The bill requires the President to determine, within 60 days of receiving a request from Congress, whether a person (individual or entity) described in the request meets the criteria to be subject to a sanctions law that targets those who commit serious human rights abuses in territory forcibly occupied by Russia. The President must submit a report to Congress stating whether the President imposed or intends to impose sanctions on any person described in such a request. The bill also requires the State Department to include additional information in certain human rights reports to Congress. The additional information concerns human rights abuses committed by Russian forces in Ukraine or against individuals in Ukraine who are forcibly relocated.

America's Red Rock Wilderness Act This bill designates specified lands in Utah as components of the National Wilderness Preservation System. Specifically, such lands are (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs-Greater Dinosaur. Additionally, the bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.

Billion Dollar Boondoggle Act of 2023 This bill directs the Office of Management and Budget to issue guidance requiring federal agencies to report annually to Congress regarding certain federally funded projects that (1) are more than five years behind schedule, or (2) have expenditures that are at least $1 billion more than the original cost estimate for the project.

Fentanyl Eradication and Narcotics Deterrence Off Fentanyl Act or the FEND Off Fentanyl Act This bill requires or authorizes various actions, including sanctions, targeting foreign persons (individuals and entities) engaged in trafficking of fentanyl and other illicit opioids. This bill requires that the sanctions specified in Executive Order 14059 (relating to sanctions on foreign persons involved in the global illicit drug trade), as well as any amendments to or directives issued pursuant to that executive order before the date of the enactment of this bill, shall remain in effect. The bill also requires the President to impose property-blocking sanctions on any foreign person knowingly involved in (1) significant trafficking of fentanyl, fentanyl precursors, or other related opioids by a transnational criminal organization; or (2) significant activities of a transnational criminal organization relating to the trafficking of fentanyl, fentanyl precursors, or other related opioids. The Department of the Treasury is authorized to take certain actions relating to classes of transactions that (1) involve a non-U.S. jurisdiction, and (2) are of primary money laundering concern in connection with illicit opioid trafficking. For such transaction classes, Treasury may require domestic financial institutions to (1) take certain special measures, (2) prohibit certain transmittals of funds, or (3) impose conditions on transmittals of funds. Treasury's Financial Crimes Enforcement Network must issue guidance to U.S. financial institutions for filing reports of suspicious transactions related to suspected fentanyl trafficking by transnational criminal organizations.

Mining Regulatory Clarity Act of 2023 This bill sets forth a process to allow mine operations to use, occupy, and conduct operations (e.g., construction of roads and other mining infrastructure activity) on public land regardless of whether a mineral deposit has been discovered on the land.

Holocaust Education and Antisemitism Lessons Act This bill directs the U.S. Holocaust Memorial Museum to study and report on Holocaust education efforts in states, local educational agencies (LEAs), and public elementary and secondary schools. Among other elements, the study must (1) determine whether states and LEAs require Holocaust education as part of the curriculum taught in public elementary and secondary schools, (2) identify the standards and requirements relating to Holocaust education, and (3) identify the types of instructional material used to teach students about the Holocaust.

Love Lives On Act of 2023 This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. First, the bill removes the expiration on a surviving spouses' entitlement to educational assistance through the Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship). The bill also provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation to such spouse. Next, the Department of Defense may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. Additionally, the bill provides commissary store and MWR retail facility (e.g., exchange store) access to surviving spouses regardless of the martial status of the spouse. Such spouses must be entitled to use such stores and facilities to the same extent and on the same basis as surviving spouses who did not remarry. The bill expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment. Finally, the bill modifies the definition of a surviving spouse for purposes of veterans benefits to include same sex marriages.

Improving Needed Safeguards for Users of Lifesaving Insulin Now Act of 2023 or the INSULIN Act of 2023 This bill limits cost-sharing for insulin under private health insurance and revises the requirements for approval and cost-sharing of generic drugs and biosimilar products. Specifically, the bill caps cost-sharing under private health insurance for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2025. The bill also requires pharmacy benefit managers (PBMs) to remit to the group health plan 100% of the fees, alternative discounts, and all other remuneration received from a drug manufacturer. Additionally, the bill modifies the Food and Drug Administration's (FDA) procedures for determining whether a petition to delay the approval of a generic drug was made with the primary purpose of delaying the application and provides for the referral of such petitions to the Federal Trade Commission. The bill also authorizes the FDA to expedite the development and review of applications for products designated as a competitive biosimilar therapy. Finally, the bill permits prescription drug plan sponsors under Medicare Part D to make certain mid-year changes to the cost-sharing tier of a reference biological product if the sponsor also adds the respective biosimilar product to the same or a lower cost-sharing tier as the reference biological product immediately prior to the change.

Filipino Veterans Family Reunification Act of 2023 This bill exempts from worldwide or numerical limitations certain family-sponsored immigrant visas for the sons and daughters of Filipino World War II veterans who were naturalized under certain laws providing for naturalization for service during World War II.

Stopping the Abuse, Victimization, and Exploitation of Girls Act or the SAVE Girls Act This bill authorizes the Department of Justice and the Department of Health and Human Services to provide grants to certain governmental and nongovernmental organizations to combat the smuggling and trafficking of children and young women. The focus of this grant program is (1) preventing the smuggling of children and women between the ages of 12 and 24 across the U.S. border; and (2) providing support to such individuals if they have already been smuggled into the United States or if they have been or are at risk of becoming victims of a severe form of trafficking in persons, including child sex trafficking.
