Police Training and Independent Review Act of 2021 This bill authorizes the Department of Justice to award grants to states that (1) require law enforcement officers to be trained on fair and impartial policing (e.g., diversity and anti-bias training), and (2) require an independent prosecutor to be appointed to investigate and prosecute an alleged offense involving the use of deadly force by a law enforcement officer that results in a death or injury.

Elko National Cemetery Act This bill transfers jurisdiction over certain public land in Elko, Nevada, from the Department of the Interior to the Department of Veterans Affairs for use as a national cemetery.

This resolution condemns the February 1, 2021, military coup in Burma (Myanmar) and calls on Burmese authorities to allow journalists, human rights organizations, United Nations monitors, and humanitarian actors full and safe access to every part of the country. The resolution also asks neighboring countries to provide immediate and direct cross-border assistance to address the humanitarian needs of refugees.

COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of COVID-19 (i.e., coronavirus disease 2019) hate crimes and reports of COVID-19 hate crimes. It defines COVID-19 hate crime as a violent crime that is motivated by two things: (1) the actual or perceived characteristic (e.g., race or ethnicity) of any person, and (2) the actual or perceived relationship to the spread of COVID-19 of any person because of that characteristic. The bill requires DOJ to issue guidance for state and local law enforcement agencies on how to establish online hate crime reporting processes in multiple languages and how to expand culturally competent education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance on best practices for mitigating racially discriminatory language in describing the COVID-19 pandemic.

Banning Operations and Leases with the Illegitimate Venezuelan Authoritarian Regime Act or the BOLIVAR Act This bill prohibits an executive agency from entering into a contract for the procurement of goods or services with any person that it determines, with the concurrence of the Department of State, knowingly engages in significant business operations with the Maduro regime in Venezuela. The bill lists exceptions, including where vital to U.S. national security or as necessary for purposes of providing humanitarian assistance, disaster relief and other urgent lifesaving measures, or to carry out noncombatant evacuations. The prohibition shall not apply to contracts that support U.S. government activities in Venezuela or to contracts with international organizations. The State Department may waive the requirements of this bill upon determining that to do so is in the national interest.

No Congressionally Obligated Recurring Revenue Used as Pensions To Incarcerated Officials Now Act or the No CORRUPTION Act This bill makes a Member of Congress who has been convicted of a crime related to public corruption ineligible to receive retirement payments pursuant to the Civil Service Retirement System or the Federal Employees' Retirement System based on service as a Member. Under current law, a Member must forgo receipt of these payments only after a final conviction (i.e., after the exhaustion of all appeals under the judicial process).

Hello Girls Congressional Gold Medal Act of 2021 This bill provides for the award of a single Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps, commonly known as the Hello Girls , in recognition of their military service, devotion to duty, and 60-year struggle for veterans' benefits and recognition as soldiers.

COVID-19 in Immigration Detention Data Transparency Act This bill requires U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and the Office of Refugee Resettlement (ORR) to collect and report various information about detained individuals, including data on COVID-19 (i.e., coronavirus disease 2019) testing. During the COVID-19-related declared public health emergency and for one year after, ICE, CBP, and ORR shall publicly post on a website certain data about its detention facilities, including COVID-19 testing numbers for detained individuals and detention facility staff, COVID-19 case outcomes, vaccinations, and COVID-19-related information about detained individuals who were released or removed from the United States. The Centers for Disease Control and Prevention (CDC) shall issue guidance as to the COVID-19-related data that ICE, CBP, and ORR must collect and report weekly to the CDC. The CDC shall periodically report to Congress a summary of this data and an analysis of the trends and pattern of the spread of the disease. ICE, CPB, and ORR shall ensure that each detained individual receives all medical records related to any COVID-19 test administered to the individual. ICE, CPB, and ORR shall also report to Congress on (1) the COVID-19 safety protocols in its facilities, and (2) information relating to their efforts to ensure that each detained individual has access to legal counsel. This bill's data collection and reporting requirements that apply to ICE, CPB, and ORR shall also apply to any contract facilities that they use to hold detained individuals.

This bill requires the Department of Veterans Affairs to ensure that, if it creates a presumption of service-connection between the occurrence of a disease and exposure to an herbicide agent while serving in the Armed Forces between January 9, 1962, and June 30, 1976, at a military base in Thailand, such presumption must also apply to exposure at any military base in Thailand, regardless of where on the base the veteran was located or what military job specialty the veteran performed.

Public Health Infrastructure Saves Lives Act This bill provides annual funding for the Centers for Disease Control and Prevention (CDC) to strengthen core public health infrastructure. Core public health infrastructure includes the elements and workforce capabilities that enable health departments to perform critical functions such as disease surveillance and emergency response. Specifically, the CDC must award grants to health departments for their core infrastructure needs. In addition, the CDC must support the development of accreditation standards for health departments that emphasize core public health infrastructure. Health departments must meet those (or similar) standards as a condition of receiving grants beginning in FY2025. The CDC must also take steps to expand and improve its own public health infrastructure.

Achieving Thorough Transparency and Accessibility for Information Navigation on Mental Health Act of 2021 or the ATTAIN Mental Health Act This bill requires the Department of Health and Human Services (HHS) to establish a public-facing, online dashboard to publicize federally funded mental health grants. The dashboard must contain, for example, program names and opening and closing dates for applications. In addition, HHS must establish a process to include information voluntarily provided by states about their federally supported mental health grants on the dashboard. In developing the dashboard, HHS must consult with appropriate federal departments and agencies and other stakeholders.

Biliteracy Education Seal and Teaching Act or the BEST Act This bill directs the Department of Education to award renewable two-year grants to states to establish or improve, and carry out, Seal of Biliteracy programs to recognize student proficiency in speaking, reading, and writing in both English and a second language. Further, these programs must allow speakers of any official Native American language to use equivalent proficiency in speaking, reading, and writing in such language in lieu of proficiency in English.

Technical Correction to the Shoshone-Paiute Tribes of the Duck Valley Reservation Water Rights Settlement Act of 2021 This bill authorizes deposit of specified interest payments into the Shoshone-Paiute Tribes Water Rights Development Fund and the Shoshone-Paiute Tribes Operation and Maintenance Fund. These funds were established under the water rights settlement agreement for the Shoshone-Paiute Tribes of the Duck Valley Reservation.

This resolution strongly disapproves of the escalation of political tensions between the government of Ethiopia and the Tigray People's Liberation Front into armed conflict, and it condemns all violence against civilians. Further, the resolution calls on Eritrea to withdraw its military forces from Ethiopia, and it urges all parties to the conflict to cease hostilities and work to protect human rights. The resolution also calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and provide humanitarian support.

Fair Returns for Public Lands Act of 2021 This bill revises the royalty system applicable to leases of public lands for oil and gas production. Specifically, it increases royalty rates, rental rates, and minimum bidding standards for onshore oil and gas leasing. In addition, it establishes a new fee that must be paid by any person who nominates public lands for such leasing. Finally, the bill requires the Department of the Interior to adjust these rates and fees for inflation at least every four years.

Knowing the Efficiency and Efficacy of Permanent Telehealth Options Act of 2021 or the KEEP Telehealth Options Act of 2021 This bill requires certain agencies to report on the availability and effects of expanded telehealth services under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) during the public health emergency relating to COVID-19. Among other information, the Department of Health and Human Services must detail its actions during the emergency to expand access to telehealth services and must analyze telehealth usage by certain demographic groups. The Medicare Payment Advisory Commission and the Medicaid and CHIP Payment and Access Commission must report on the efficiency and management of the telehealth expansion and related risks of fraudulent activity.

American Dream Employment Act of 2021 This bill permits the compensation of congressional employees who hold a current employment authorization document that was issued pursuant to a grant of (1) deferred action, including under the Deferred Action for Childhood Arrivals Program; (2) deferred enforced departure; or (3) temporary protected status. (Generally, these programs and statuses allow eligible aliens to remain and work in the United States.)

Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.

Moving and Fostering Innovation to Revolutionize Smarter Transportation Act or the Moving FIRST Act This bill authorizes through FY2026 the Department of Transportation to award Strengthening Mobility and Revolutionizing Transportation grants to communities of varying sizes to promote technological innovation (e.g., autonomous vehicles, electric vehicles, and roadway electrification) in transportation systems.

Improving Housing Outcomes for Veterans Act of 2021 This bill requires the Veterans Health Administration (VHA) to provide medical center staff and homelessness service providers of the Department of Veterans Affairs (VA) with information related to best practices for the collaboration on centralized or coordinated assessment systems established and operated by Continuums of Care. The VA must also ensure that the information and related resources are accessible to VA medical center staff and homelessness service providers. Additionally, the bill requires the VHA to communicate with VA employees who have responsibilities related to homelessness assistance programs regarding (1) the measurement of performance by the VA's Homeless Program Office, and (2) how to obtain and provide feedback about the performance measures.

Ruby Mountains Protection Act This bill withdraws approximately 309,272 acres of federal land and interests in identified land located in the Ruby Mountains subdistrict of the Humboldt-Toiyabe National Forest in Nevada from operation under the mineral leasing laws; and approximately 39,926.10 acres of federal land and interests in identified land located in the Ruby Lake National Wildlife Refuge in Nevada from operation under the mineral leasing laws, except the withdrawal shall not apply to noncommercial refuge management activities by the U.S. Fish and Wildlife Service.

Dr. Lorna Breen Health Care Provider Protection Act This bill establishes grants and requires other activities to improve mental and behavioral health and prevent burnout among health care providers. Specifically, the Department of Health and Human Services (HHS) must award grants to train health care providers on suicide prevention, other behavioral health issues, and strategies to improve well-being; and establish or expand programs to promote mental and behavioral health among health care providers involved with COVID-19 (i.e., coronavirus disease 2019) response efforts. HHS must also study and develop policy recommendations on preventing burnout and improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Additionally, the Centers for Disease Control and Prevention must conduct a campaign to encourage health care providers to seek support and treatment for mental and behavioral health concerns.

Keeping Critical Connections Act of 2021 This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

VOCA Fix to Sustain the Crime Victims Fund Act of 2021 This bill adds a new source of revenue for the Crime Victims Fund and makes changes to formula grants supported by the fund. Specifically, the bill directs revenues collected from deferred prosecution and non-prosecution agreements to be deposited into the Crime Victims Fund. Currently, such revenues are deposited into the general fund of the Treasury. Additionally, the bill increases the percentage—from 60% to 75%—of state compensation payments to crime victims in the prior fiscal year used to calculate formula grants for state victim compensation programs. Finally, the bill directs states to waive the matching requirement for recipients of state victim assistance formula grants during and for one year after a pandemic-related national emergency. It also allows states to waive the matching requirement pursuant to a policy established by the state.

This bill provides for conservation or transfer of land in Nevada. Specifically, the bill transfers approximately 41,055 acres of land to be held in trust for the Moapa Band of Paiutes of the Moapa River Indian Reservation; adjusts the boundary of the Red Rock National Conservation Area to include additional lands; adjusts the boundary of the Rainbow Gardens Area of Critical Environmental Concern to exclude certain land; conveys, upon request, certain federal land to a governmental entity in Clark County for any public purpose; revokes the Ivanpah Area of Critical Environmental Concern; establishes specified special management areas for conservation purposes; designates the peak of Frenchman Mountain as the Maude Frazier Mountain; makes certain funds available for capital improvements in the Tule Springs Fossil Bed National Monument and for implementation of sustainability and climate initiatives in Clark County; designates additional lands in Nevada as components of the National Wilderness Preservation System; requires land conveyances to local governments in Nevada for specified public purposes; makes certain funds available to the city of Mesquite for implementation of a watershed plan for the Lower Virgin River; expands, and expands eligible uses of, the limited transition area located in the city of Henderson; establishes off-highway vehicle recreation areas; conveys to a public water agency in Clark County, upon request, federal land for the construction and operation of critical water conveyance infrastructure for communities serviced by that agency; and requires completion of the construction of the six erosion control weirs on the lower Las Vegas Wash within the Lake Mead National Recreation Area.

This resolution declares that mothers, especially mothers of color, have been pushed to the brink of economic, social, and emotional collapse during the COVID-19 (i.e., coronavirus disease 2019) pandemic because of the existing economic and social inequalities that women have long faced. The resolution also states that any relief and long-term recovery package to address the COVID-19 crisis should recognize and rebuild moms in the workforce by including certain policies such as establishing a robust paid leave plan; rebuilding and stabilizing the child care industry; providing recurring child benefits—expanded and improved child tax credit and earned income tax credit—to help reduce child poverty and provide economic security for families; establishing an expanded unemployment insurance program that benefits struggling workers, including those experiencing long-term unemployment; and providing access to mental health support for mothers. Finally, the resolution declares that employers and policymakers must prioritize addressing the economic cliff facing mothers and make permanent the policies set forth in this resolution so that mothers are protected against any future economic calamities.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021 This bill directs the U.S. Postal Service (USPS) to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold. If the USPS destroys one or more such stamps before this bill's enactment, it shall print and sell the same number of such stamps.

This bill requires the Department of Veterans Affairs (VA) to designate one week each year as Buddy Check Week for the purposes of organizing outreach events and educating veterans on how to conduct peer wellness checks. The VA shall ensure that the Veterans Crisis Line has a plan for handling the potential increase in calls that may occur during such week.

Protecting Domestic Violence and Stalking Victims Act of 2021 This bill establishes new federal firearms restrictions for individuals who are convicted of misdemeanor stalking offenses. The bill expands the categories of persons who are prohibited from receiving, possessing, shipping, or transporting a firearm or ammunition. Specifically, it adds a new category of prohibited persons: persons convicted of a misdemeanor crime of stalking. The term misdemeanor crime of stalking means a misdemeanor stalking offense under federal, state, tribal, or municipal law and a course of harassment, intimidation, or surveillance of another person that (1) places such person in reasonable fear of harm to themselves, an immediate family member, a household member, or a spouse or intimate partner (including a current or former dating partner); or (2) causes emotional distress to such person. The bill also specifically prohibits dating partners who are convicted of a misdemeanor crime of domestic violence or who are subject to certain restraining orders from receiving, possessing, shipping, or transporting a firearm or ammunition. Currently, such restrictions generally only apply to spouses, co-parents, and cohabitants.

Nuclear Waste Informed Consent Act This bill prohibits the Department of Energy (DOE) from using the Nuclear Waste Fund for certain expenditures involving repositories for disposing of spent nuclear fuel or high-level radioactive waste. Specifically, DOE may not use the fund to pay for disposal in a repository or planning, construction, or operation of a repository unless DOE has entered into an agreement with the state in which the repository is located and with affected local governments and Indian tribes.

Butch Lewis Emergency Pension Plan Relief Act of 2021 This bill modifies the funding rules and provides financial assistance for certain pension plans that are underfunded or insolvent. First, the bill expands the authority of, and provides funding for, the Pension Benefit Guaranty Corporation (PBGC) to provide special partition assistance to a multiemployer pension plan that is insolvent or at risk of insolvency. The bill expands eligibility for partition assistance, provides funding for a plan to reach a projected funded ratio of 80% over a 30-year period, and does not require a plan to repay such assistance. The bill further permits a multiemployer pension plan to elect to retain its funding zone status from the previous year for either (1) the first plan year beginning during the period from March 1, 2020, through February 28, 2021; or (2) the next succeeding plan year, as designated by the plan sponsor. A plan may also extend by five years the funding improvement or rehabilitation period if the plan is designated as in endangered or critical status for a plan year beginning in 2020 or 2021. A plan in critical and declining status may not suspend payment of plan benefits. Additionally, the bill adjusts the minimum funding standards for a multiemployer pension plan to account for investment losses and other losses related to the COVID-19 pandemic and modifies the PBGC guarantee formula to increase the maximum potential benefits under a multiemployer pension plan.

Background Check Expansion Act This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.

Ensuring Increased Disaster Loans for Small Businesses Act or the EIDL for Small Businesses Act This bill authorizes and provides funding for additional Small Business Administration (SBA) disaster loans and advances on such loans, and it modifies the requirements for providing these advances. Specifically, the bill authorizes an additional disaster loan to a prior recipient that received such a loan during the period between January 31, 2020, and December 31, 2021, up to an aggregate amount of $2 million. Further, the bill prohibits the SBA from imposing a maximum loan amount limit that is lower than $2 million for an initial disaster loan. The bill also requires the SBA to provide a recipient of an additional disaster loan an additional advance such that the total advance amount received by the applicant is $10,000. The SBA must submit a monthly report on the status of appropriations for disaster loans.

Green Spaces, Green Vehicles Act of 2021 This bill directs the Department of Energy (DOE), the Forest Service, and the National Park Service (NPS) to collaborate on a Green Spaces, Green Vehicles Initiative to facilitate the installation and use of zero-emissions vehicle infrastructure, including on land that is not National Forest System land or NPS land. The agencies shall facilitate such installation and use, including by acquiring zero-emissions vehicles for the fleets of the Forest Service and the NPS. For purposes of determining whether the acquisition of alternative fueled vehicles is practical for the fleet of the Forest Service or the NPS, DOE shall take into account the availability on National Forest System land or NPS land, as applicable, of zero-emissions vehicle infrastructure.

This bill requires the Department of Transportation and the Department of Energy to jointly establish a working group to make recommendations on the development, adoption, and integration of certain electric vehicles into U.S. transportation and energy systems. In addition, the working group must develop, electronically publish, and update a resource guide that provides information about electric vehicles and their charging infrastructure.

Stop Marketing And Revealing The Wearables And Trackers Consumer Health Data Act or the SMARTWATCH Data Act This bill restricts the commercial use of identifiable personal health information derived from a smartwatch or similar consumer device. The Department of Health and Human Services must enforce these restrictions. Specifically, an entity that collects personal health information from consumer devices may not transfer, sell, or otherwise allow domestic entities to access such information if the purpose is to increase profits or generate commercial value. However, the bill sets out certain exceptions to this prohibition, including where the consumer provided informed consent or where the information is necessary for specified business transactions. Furthermore, an entity that collects personal health information derived from consumer devices may not allow foreign entities to access such information unless there are certain privacy and security protections in place. In addition, any personal health information derived from a consumer device and received by health care providers, health plans, or their business associates is considered protected health information and thus subject to applicable federal privacy standards governing its use and disclosure.

Improving Health Insurance Affordability Act of 2021 This bill expands the eligibility of taxpayers for the refundable tax credit for coverage under a qualified health plan and increases cost-sharing subsidies under the Patient Protection and Affordable Care Act.

Unemployment Insurance Technology Modernization Act of 2021 This bill requires the Department of Labor to study and report on the technology needs of federal and state unemployment compensation programs. Based on this study, Labor must develop, operate, and maintain a modular set of technology capabilities to modernize the delivery of unemployment compensation. Before the deployment of the technology capabilities to all states, Labor must select at least four states to participate in a pilot program to test the technology capabilities and demonstrate that they meet requirements. The bill establishes accessibility requirements for filing online unemployment compensation claims. In addition, it prohibits the technology capabilities from relying solely on a high-risk automated decision system to (1) deny a claim for unemployment compensation, (2) reduce the amount of unemployment compensation for which a claimant is eligible, or (3) deny a claimant's right to appeal an unemployment compensation decision.

Equitable Data Collection and Disclosure on COVID-19 Act of 2021 This bill expands data collection and reporting on demographic information and disparities related to COVID-19 (i.e., coronavirus disease 2019). During the COVID-19 emergency, the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare & Medicaid Services must publish data on COVID-19 testing, treatment, vaccinations, and outcomes on the CDC website. They must update the data daily and disaggregate it by race, ethnicity, and other demographic factors. In addition, the Indian Health Service must consult with tribal nations about COVID-19 data collection and reporting. The Department of Health and Human Services must make a summary of final statistics related to COVID-19 publicly available and report specified information to Congress within 60 days of the end of the COVID-19 emergency. The bill also establishes the Commission on Ensuring Data for Health Equity. The commission must determine approaches to using data to reduce disparities in health outcomes, including specifically with respect to COVID-19. In addition, it must provide recommendations to improve demographic data collection and use in future public health emergencies.

Clean School Bus Act of 2021 This bill directs the Department of Energy (DOE) to establish the Clean School Bus Grant Program in the Office of Energy Efficiency and Renewable Energy. Under the program, DOE must award grants for the replacement of existing diesel school buses with electric buses.

This bill permits the use of tax-exempt facility bonds to fund zero-emission vehicle infrastructure. The bill defines zero emissions vehicles as any light- or heavy-duty vehicles that conform to the regulatory zero-emission vehicles standard or vehicles that produce zero exhaust emissions of any criteria pollutant or greenhouse gas under the Clean Air Act.
