Nonprofit Energy Efficiency Act This bill requires the Department of Energy to establish a pilot program to award grants for providing nonprofit buildings with energy-efficiency materials.

Access Technology Affordability Act of 2021 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2022 and terminates after 2026.

Improving Access to Health Care in Rural and Underserved Areas Act This bill directs the Health Resources and Services Administration to award up to 100 grants for federally qualified health centers or rural health clinics to provide accredited continuing medical education to their primary care providers.

Relaunching America's Workforce Act This bill establishes several grant programs to address employment, the workforce, and education access in response to the COVID-19 national emergency. The Department of Labor must provide grants in response to the COVID-19 national emergency to provide training and employment for dislocated, unemployed, and underemployed workers; support youth employment; establish workforce information systems improvements; provide reentry employment opportunities for justice system-involved youth or young adults, formerly incarcerated youths or adults, and former offenders; and create or expand apprenticeship programs. Programs directed towards assisting Native Americans and migrant and seasonal farmworkers may be extended. The Department of Education must provide grants to expand the capacity of adult education providers to prioritize serving adults with low-literacy or numeracy levels negatively impacted by the COVID-19 national emergency, and to improve or expand career and technical education programs and programs of study to respond to state and local needs as a result of the COVID-19 national emergency.

Ensuring Parity in MA for Audio-Only Telehealth Act of 2021 This bill allows audio-only diagnoses that are made via telehealth to be used for purposes of determining risk adjustments to payments under Medicare Advantage. Additionally, the bill requires payments for Medicare telehealth services that are furnished during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) to be made in the same amounts as those for in-person services.

Dependent Income Exclusion Act of 2021 This bill excludes certain wages or self-employment earnings of a dependent of a taxpayer for purposes of determining the taxpayer's eligibility for premium tax credits used to purchase insurance on Patient Protection and Affordable Care Act exchanges. To qualify for the exclusion, the dependent must be under 18 years of age or have not attained age 24 during a specified five-year period, and be a full- or part-time student or apprentice or participant in a job training program.

Virtual Peer Support Act of 2021 This bill appropriates funding for grants to transition behavioral health peer support services that are provided at no cost to participants from in-person to virtual platforms or to otherwise expand these kinds of virtual services. Specifically, the Substance Abuse and Mental Health Services Administration must award competitive grants to certain consumer-controlled or consumer-run organizations and tribal communities. Among other eligibility requirements for these grants, entities must have offered certain behavioral health services at no cost to participants before the declaration of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Ensuring Understanding of COVID-19 to Protect Public Health Act This bill requires the National Institutes of Health (NIH), in consultation with the Centers for Disease Control and Prevention, to conduct a longitudinal study on the health impacts of COVID-19 (i.e., coronavirus disease 2019). The NIH must provide public summaries of findings on specified timelines.

Strengthening and Enhancing Cybersecurity Usage to Reach Every Small Business Act or the SECURE Small Business Act This bill requires the Small Business Administration (SBA) to help small businesses purchase cybersecurity products and services. Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.

Wildland Firefighter Fair Pay Act This bill exempts federal wildland firefighters in the Department of the Interior and the Department of Agriculture from certain premium pay limitations for work relating to wildfire emergencies. The bill applies retroactively to January 1, 2020.

Protecting Tourism in the United States Act This bill requires the Department of Commerce to study and report on the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on the travel and tourism industry, including considerations of changes in industry employment rates and business revenues during the pandemic. In conducting this study, Commerce must consult with industry representatives and provide an opportunity for public comment and advice, and its report must include policy recommendations for promoting and assisting the travel and tourism industry.

Safe Connections Act of 2021 This bill establishes requirements for protecting and expanding access to communication services for survivors of domestic violence, human trafficking, and related harms. At a survivor's request, a mobile service provider must separate from a shared mobile service contract the survivor's line (and the line of any individual in the survivor's care) from the abuser's line. A survivor requesting this must verify through appropriate documentation that an individual under the shared contract committed certain criminal acts (e.g., an act of domestic violence or trafficking) against the survivor. A provider may not charge fees or impose other requirements on such requests. Additionally, a provider must separate the line within 48 hours of receiving a request, allow requests to be made remotely, treat information in requests as confidential and dispose of it within 90 days of receipt, and make information about the options and process for requests available through consumer-facing communications (e.g., websites). The bill (1) provides liability protection for a provider's act or omission related to compliance with a line separation request, and (2) requires the Federal Communications Commission (FCC) to adopt rules for line separation requests. In addition, the FCC must adopt rules requiring communication service providers to omit from consumer-facing logs any calls and texts to domestic violence and similar hotlines while retaining internal records. The FCC must also (1) temporarily allow survivors to participate in the Lifeline program (which subsidizes telephone and internet service for low-income individuals) regardless of whether the survivor otherwise meets eligibility criteria, and (2) evaluate expanded access to the program for survivors.

Filtering and Retrofitting the Environment for Safe and Healthy Activities Indoors and Revenue (FRESH AIR) for Businesses Act This bill allows employers a payroll tax credit in each calendar quarter through 2021 equal to 50% of the cost of qualified ventilation, zoning, and air filtration and purification expenses. This includes the purchase and installation of a heating, ventilation, and air conditioning system, updates to such systems, and the purchase of any air filter, air cleaner, or air purifier. The maximum amount of this credit for any employer may not exceed $15,000 for all calendar quarters. The bill requires the Environmental Protection Agency to establish a framework and guidelines for a voluntary label to certify that air pressure, ventilation, zoning, fresh air intake, purification, or filtration systems meet the standards established by this bill.

Hire Student Veterans Act This bill allows a work opportunity tax credit for hiring a veteran attending an educational institution using educational assistance provided under certain programs administered by the Department of Defense or the Department of Veterans Affairs. It also modifies the minimum employment period required for veterans who qualify for the credit under this bill.

Reopen and Rebuild America's Schools Act of 2021 This bill provides support for long-term improvements to public elementary and secondary school facilities. First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to disabled individuals. Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America). The bill restores school infrastructure tax credit bonds. The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of projects on student and staff health and safety, and the accessibility of projects to high-poverty schools. Next, the bill extends through FY2026 the Impact Aid Construction program. Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

This bill addresses the employment and retraining of veterans, specifically during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the Department of Veterans Affairs (VA) to implement a program under which the VA must provide up to 12 months of nontransferable retraining assistance (including a housing stipend) to up to 35,000 eligible veterans for the pursuit of a specified program of education. Under the bill, an eligible veteran is an individual who, among other requirements, is unemployed due to COVID-19. Veterans who receive retraining assistance may only use such assistance to pursue specified programs, including those designed to provide training for high-demand occupations. The bill requires the Department of Labor to conduct outreach to veterans participating in the program to notify them of employment placement services and facilitate employment placement. Additionally, the VA must enter into a memorandum of understanding with one or more qualified nonprofit organizations to facilitate the employment of veterans participating in the program. The Government Accountability Office must report on the outcomes and effectiveness of the retraining assistance program. The program will terminate 21 months after the date of the enactment of this bill.

First Responder Fair Return for Employees on Their Initial Retirement Earned Act of 2021 or the First Responder Fair RETIRE Act This bill allows disabled federal first responders (e.g., law enforcement officers, customs and border protection officers, and firefighters) to continue receiving federal retirement benefits in the same manner as though they had not been disabled. Under current law, federal first responders are subject to a mandatory retirement age of 57. To facilitate this earlier retirement, federal first responders are required to pay a greater percentage of their salary towards retirement. Additionally, their annuity amount is calculated at a higher rate than other federal employees. This bill allows a federal first responder to remain in the accelerated retirement system if they are placed in another civil service position outside of that system after returning to work from a work-related injury or illness. Further, if such an employee is separated from service before they are entitled to receive an annuity, they may receive a refund of their accelerated contributions.

Build America's Libraries Act This bill establishes and provides funds through FY2024 for the Build America's Libraries Fund, from which the Institute of Museum and Library Services (IMLS) must allocate funding to states and, through them, need-based grants to libraries to make long-term improvements to library facilities. The IMLS must also award grants to Indian tribes and organizations that primarily serve and represent Native Hawaiians. Specifically, the bill requires each state that receives an allocation, and each library that receives a grant, to carry out certain activities to improve library facilities. These activities include constructing and renovating library facilities, investing in infrastructure projects to improve internet access and connectivity, improving indoor air quality, and making facilities accessible to individuals with disabilities. The bill also outlines administrative and oversight provisions, including by requiring library projects to use iron and steel products that are produced in the United States.

Advanced Manufacturing Jobs in America Act This bill requires the Department of Labor to establish demonstration and pilot projects, through the awarding of grants or contracts, to facilitate training and education in advanced manufacturing. A local educational entity (e.g., technical college, community college, or an entity that assists educationally underserved communities) in partnership with a manufacturer that employs individuals who have advanced manufacturing skills is eligible to receive such grants or contracts. The corresponding project must (1) develop skills and competencies in communities with expected growth in advanced manufacturing; (2) provide education and training for available and anticipated jobs in advanced manufacturing; (3) educate individuals about career advancement opportunities within advanced manufacturing; and (4) give priority to incumbent workers, dislocated workers, and unemployed individuals.

Global Health, Empowerment and Rights Act This bill establishes that a foreign nongovernmental organization shall not be disqualified from receiving certain U.S. international development assistance solely because the organization provides medical services using non-U.S. government funds if the medical services are legal in both the United States and the country in which they are being provided. Such foreign organizations shall not be subject to requirements relating to their use of non-U.S. funds for advocacy or lobbying activities, other than those that apply to U.S. nongovernmental organizations. Current U.S. policy prohibits various foreign assistance from going to a foreign nongovernmental organization unless it agrees to not perform or actively promote abortions.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill provides funding to increase access to telehealth services and virtual visits in skilled and other nursing facilities during the COVID-19 (i.e., coronavirus disease 2019) emergency. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides additional funding for FY2021, to remain available through FY2022, to the Telehealth Resource Center Program to address barriers to telehealth faced by skilled and other nursing facilities. The Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources and Services Administration manages this program. In addition, the bill provides funding for FY2021, to remain available through one month after the emergency period ends, to the Department of Health and Human Services (HHS) for grants to nursing facilities to support virtual visits for residents during the COVID-19 emergency. HHS must develop relevant guidance for these grants within 15 days. HHS must also coordinate with the Federal Communications Commission on these grants.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding through FY2031 for grant programs operated by local educational agencies to provide supplementary educational and related services to low-achieving students and other students who attend elementary and secondary schools with relatively high concentrations of students from low-income families. Additionally, the bill permanently reauthorizes the grant program to assist states and outlying areas in providing special education and related services to children with disabilities.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.

Health Force, Resilience Force, and Jobs to Fight COVID-19 Act of 2021 This bill establishes and expands programs to bring on individuals to perform public health functions, such as contact tracing and vaccine administration, to respond to the COVID-19 (i.e., coronavirus disease 2019) emergency and meet future public health needs. The bill provides funding for the Centers for Disease Control and Prevention (CDC) to establish a Health Force. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. To establish the force, the CDC must award grants within 30 days to state, tribal, territorial, and local governments and community health centers to recruit and train individuals for roles in public health and health care. The Federal Emergency Management Agency (FEMA) must hire and train additional individuals for its Cadre of On-Call Response/Recovery Employees. These employees may be detailed to certain federal agencies or to state, local, or tribal governments to support response efforts related to COVID-19 or other disasters or emergencies.

COVID-19 in Immigration Detention Data Transparency Act This bill requires U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and the Office of Refugee Resettlement (ORR) to collect and report various information about detained individuals, including data on COVID-19 (i.e., coronavirus disease 2019) testing. During the COVID-related declared public health emergency and for one year after, ICE, CBP, and ORR shall publicly post on a website certain data about its detention facilities, including COVID-19 testing numbers for detained individuals and detention facility staff, COVID-19 case outcomes, and COVID-related information about detained individuals who were released or removed from the United States. The Centers for Disease Control and Prevention (CDC) shall issue guidance as to the COVID-related data that ICE, CBP, and ORR must collect and report weekly to the CDC. The CDC shall periodically report to Congress a summary of this data and an analysis of the trends and pattern of the spread of the disease. ICE, CPB, and ORR shall also ensure that each detained individual receives all medical records related to any COVID-19 test administered to the individual. ICE, CPB, and ORR shall also report to Congress on (1) the COVID-19 safety protocols in their facilities, and (2) their efforts to ensure that each detained individual has access to legal counsel. This bill's data collection and reporting requirements that apply to ICE, CPB, and ORR shall also apply to any contract facilities that they use to hold detained individuals.

Rural STEM Education Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to unserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

American Worker Holiday Relief Act of 2020 This bill revises and extends unemployment compensation eligibility requirements for workers affected by COVID-19. Improving Telework Cybersecurity for Small Organizations Act This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Trade Commission (FTC) to take certain actions related to improving telework cybersecurity for small organizations. Specifically, CISA must publish a resource on its website describing best practices a small organization may take to improve cybersecurity with respect to teleworking. The FTC must establish a program consistent with this resource to educate consumers and small organizations on improving the cybersecurity of technologies used for distance learning, telemedicine, and telework as a result of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Connected Maternal Online Monitoring Act or the Connected MOM Act This bill requires the Centers for Medicare & Medicaid Services to recommend, and provide resources for states on, ways to expand coverage of remote physiologic devices and related services (e.g., blood glucose monitors) under Medicaid, so as to improve maternal and child health outcomes for pregnant and postpartum women, health care for underserved and rural populations, and chronic disease management.

Protecting Tourism in the United States Act This bill requires the Department of Commerce to study and report on the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on the travel and tourism industry, including considerations of changes in industry employment rates and business revenues during the pandemic.

Public Lands Leadership Act of 2020 This bill prohibits the Department of Justice (DOJ) from taking a certain position in the case of Bullock v. United States Bureau of Land Management . Specifically, DOJ may not argue that an individual exercising the authority of the head of an agency, regardless of the individual's title and the individual serving without congressional consent for over a year, does not violate the Federal Vacancies Reform Act of 1998. (That Act generally sets out the means by which an individual may temporarily serve in an executive agency position that requires the advice and consent of the Senate, including the categories of qualifying individuals and the duration of such service.)

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Ensuring Parity in MA for Audio-Only Telehealth Act of 2020 This bill allows audio-only diagnoses that are made via telehealth to be used for purposes of determining risk adjustments to payments under Medicare Advantage. Additionally, the bill requires payments for Medicare telehealth services that are furnished during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) to be made in the same amounts as those for in-person services.
