United States-Israel Military Capability Act of 2020 This bill requires the Department of Defense, with the concurrence of the Israeli Ministry of Defense, to establish a United States-Israel Operations-Technology Working Group. The purposes of the working group shall be to (1) provide a standing forum for the United States and Israel to identify and share intelligence-informed military capability requirements; (2) assist defense suppliers in both countries to gain government approval for conducting joint science, technology, research, development, test, evaluation, and production efforts; and (3) develop combined U.S.-Israel plans to research, develop, procure, and field weapons systems and military capabilities to meet common capability requirements.

Nursing Home COVID-19 Protection and Prevention Act of 2020 This bill establishes several programs and requirements to address the outbreak of COVID-19 (i.e., coronavirus disease 2019) in skilled nursing facilities, nursing facilities, intermediate care facilities, and psychiatric hospitals. Specifically, the bill provides specified funds for states to support cohorting (i.e., separating and grouping) individuals in such facilities based on COVID-19 status. States may use funds for specified items and activities, including testing kits, staffing, and facility development. The Centers for Medicare & Medicaid Services (CMS) must issue related guidance that includes, among other things, which facilities are permitted to cohort individuals and strategies for effective implementation; such guidance must account for certain factors, including a facility's compliance with Medicare and Medicaid requirements regarding infection control and emergency preparedness. The CMS must also (1) publish and update daily, on its website and on the Nursing Home Compare website, specified information relating to COVID-19 cases and deaths in these facilities; (2) ensure these facilities provide timely notice of new cases or symptoms to residents, families, and specified government agencies; and (3) provide monthly congressional briefings on the outbreak in these facilities and related agency actions.

This resolution designates May 2020 as ALS Awareness Month and commends efforts to improve the quality and length of life for patients with amyotrophic lateral sclerosis (ALS). ALS is a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord.

Technical Correction to the Shoshone-Paiute Tribes of the Duck Valley Reservation Water Rights Settlement Act of 2020 This bill directs the Department of the Interior to deposit specified interest payments into the Shoshone-Paiute Tribes Water Rights Development Fund and the Shoshone-Paiute Tribes Operation and Maintenance Fund. These funds were established under the water rights settlement agreement for the Shoshone-Paiute Tribes of the Duck Valley Reservation.

Medicare Accelerated and Advance Payments Improvement Act This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. Under the current program, recoupment of advance payments (through claims offsets) begins up to four months after the payment is made. Additionally, certain hospitals have one year to repay the full amount; other types of providers have seven months. Repayments made after this period are subject to the prevailing interest rate set by the Department of the Treasury (generally around 10% in FY2020). The bill delays recoupment for one year and caps the recoupment at 25% of a claim. The bill also gives all providers up to two years for full repayment and caps the interest rate at 1%. Additionally, the Centers for Medicare & Medicaid Services (CMS) may waive repayment entirely upon a demonstration of extreme hardship, among other factors. The bill also requires the CMS to continue to make the program available to providers of Medicare medical services for the duration of the public health emergency. (The CMS suspended the program for such providers on April 26, 2020.)

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

This resolution calls on all public officials to condemn and denounce anti-Asian sentiment, racism, discrimination, and religious intolerance related to COVID-19 (i.e., coronavirus disease 2019), and to call on federal law enforcement officials, working with state and local officials, to take specified steps. It calls on federal officials to expeditiously investigate and document all credible reports of hate crimes and incidents and threats against the Asian-American and Pacific Islander community, and investigate and prosecute perpetrators. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.

Registered Traveler Act of 2020 This bill provides statutory authority for a registered traveler program of the Transportation Security Administration (TSA). (The registered traveler program authorizes an airport operator, with TSA approval, to enter into a contract with certain private entities to provide registered traveler services to program participants.) Registered traveler services include (1) identity verification, (2) traveler vetting status authentication, (3) access to physical screening, and (4) other additional services at the airport security checkpoint as the TSA may approve. The TSA must (1) develop policies, procedures, and capabilities that allow registered traveler services providers to provide program participants the full extent of registered traveler services; and (2) conduct audits of the performance of the providers, and allow the providers to correct any deficiencies identified during such audits. The TSA must also provide registered traveler services providers access to technology and information that are available to airport operators, air carriers, or private screening companies, including the TSA advanced passenger prescreening system.

Advanced Technological Manufacturing Act This bill directs the National Science Foundation (NSF) to conduct multiple pilot programs within the NSF to expand the number of institutions of higher education (including community colleges), and other eligible entities that the NSF determines appropriate, that are able to successfully compete for NSF grants. The NSF shall review the results of the pilot programs and develop best practices for implementation across the NSF.

Cybersecurity Competitions to Yield Better Efforts to Research the Latest Exceptionally Advanced Problems Act of 2020 or the Cyber Leap Act of 2020 This bill requires the Department of Commerce to establish national cybersecurity grand challenges to achieve high-priority breakthroughs in cybersecurity. These challenges will offer cash and noncash prizes to winners and shall include competitions that encompass building more resilient systems that raise adversary costs of carrying out common cyberattacks, empowering people with a sufficient level of digital literacy to make safe and secure decisions online and developing a cybersecurity workforce to protect and maintain information systems, advancing cybersecurity efforts in response to emerging technologies, maintaining usability while improving the security and safety of individuals' online activity, and reducing cybersecurity risks to federal networks and systems and improving the response of federal agencies to cybersecurity incidents. Commerce must designate an advisory council to seek recommendations for the scope of the challenges and for metrics to assess submissions for prizes.

VoteSafe Act of 2020 This bill expands vote-by-mail and early in-person voting during the 2020 federal elections. It also directs polling places to follow certain guidance related to COVID-19 (i.e., coronavirus disease 2019) preparedness. Specifically, each state and local jurisdiction must permit no-excuse mail-in absentee voting. Among other things, each state and jurisdiction must (1) provide a mail-in ballot with prepaid return postage to each registered voter who requests such a ballot, (2) allow voters to submit online ballot requests, (3) allow voters to cure certain signature discrepancies, and (4) provide secured drop-off boxes from 45 days before the date of the election. Each state and local jurisdiction must maintain an early in-person voting period of at least 20 days. Additionally, each state must establish a plan to ensure that polling places are implementing guidance from the Centers for Disease Control and Prevention related to COVID-19 preparedness. Among other requirements, each plan must (1) keep as many voting locations open as possible, (2) prepare polling locations to implement social distancing protocols, (3) provide sufficient quantities of hygiene and cleaning supplies at polling locations, and (4) provide hazard pay and protective equipment to poll workers. The Election Assistance Commission (EAC) must make a payment, within 30 days, to each state to carry out these requirements. Finally, the EAC must make payments to eligible states to carry out certain activities related to in-person voting, such as ensuring that elections are accessible to individuals with disabilities and implementing curbside voting.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

PPP Deadline Extension Adjustment for Loans Act or the PPP DEAL Act This bill modifies the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) by (1) extending from 8 weeks to 16 weeks the period during which a loan recipient must use their paycheck protection loan to be eligible for forgiveness; and (2) allowing a recipient 16 weeks from the date of the loan to eliminate a reduction in workforce, salary, or wages that would otherwise reduce their forgivable amount.

Promoting Alzheimer's Awareness to Prevent Elder Abuse Act This bill requires the Department of Justice (DOJ) to review and update, if necessary, certain best practices, replication guides, and other training materials for law enforcement, judicial officials, and others whose work may bring them in contact with elder abuse. Specifically, DOJ must address victims and witnesses who have Alzheimer's disease and related dementias in these materials. Additionally, in creating or compiling these materials, DOJ must consult with the Department of Health and Human Services and, as appropriate, other entities with relevant expertise in elder abuse.

Emergency Rental Assistance and Rental Market Stabilization Act of 2020 This bill provides funding for the Department of Housing and Urban Development (HUD) to award additional grants under the Emergency Solutions Grant program to provide rental assistance for short-term and medium-term housing to homeless individuals or families, or those who are at risk of homelessness, and expands eligibility for such additional assistance. For assistance provided under the bill, the term at risk of homelessness shall include individuals and families that have an income below 80% of the median income for the area (rather than 30% of the area median income, as under current law). Rental assistance provided under the bill shall generally be limited to 120% of the HUD-established fair market rent for the area, whereas currently rental assistance under the program is generally limited to 100% of an area's fair market rent. Such assistance may not be conditioned on any prerequisite activities, such as receiving treatment. HUD may, with some limitations, waive requirements or establish alternative requirements related to such assistance if doing so is necessary to respond to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Supporting Connectivity for Higher Education Students in Need Act This bill establishes and provides funds for the Emergency Higher Education Connectivity Fund. Specifically, the National Telecommunications and Information Administration (NTIA) must use the fund to support institutions of higher education (IHEs) in providing broadband internet access service, videoconferencing systems and services used for distance learning, and equipment (e.g., computers, Wi-Fi hotspots, and other one-time costs) to enrolled students during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the NTIA, in consultation with the Department of Education, to promulgate regulations within 14 days related to support for IHEs. Among other things, the regulations must prioritize support for IHEs that receive certain institutional grants, including historically Black colleges and universities, minority-serving institutions, and rural-serving institutions; require IHEs to prioritize support for students who are eligible for need-based financial aid; and establish a schedule of reasonable per-student funding amounts for eligible services and equipment.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

Emergency Funding for Child Protection Act This bill funds additional grants to states for child abuse or neglect prevention and treatment programs in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, states may use such grants to expand services, provide support to community-based organizations, and purchase emergency supplies, among other uses. The bill does not require states to match funding under these grants.

Relaunching America's Workforce Act This bill establishes several grant programs to address employment, the workforce, and education access in response to the COVID-19 (i.e., coronavirus disease 2019) national emergency. The Department of Labor must provide grants in response to the COVID-19 national emergency to provide training and employment for dislocated, unemployed, and underemployed workers; support youth employment; establish workforce information systems improvements; provide reentry employment opportunities for justice system-involved youth and young adults; and create or expand apprenticeship programs. Programs directed towards assisting Native Americans and migrant and seasonal farmworkers may be extended. The Department of Education must provide grants to expand the capacity of adult education providers to prioritize serving adults with low-literacy or numeracy levels negatively impacted by the COVID-19 national emergency, and to improve or expand career and technical education programs and programs of study to respond to state and local needs as a result of the COVID-19 national emergency.

Medical Nutrition Equity Act of 2020 This bill expands coverage under Medicare, Medicaid, other specified federal health care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

Pandemic Response and Opportunity Through National Service Act This bill expands, and modifies the priorities and administration of, national service programs, including AmeriCorps and Senior Corps, to address the COVID-19 (i.e., coronavirus disease 2019) pandemic and its recovery period. Among other changes, the bill increases the number of national service positions, as well as the living allowances and other benefits associated with these positions. The living allowance is also excluded from gross income for federal tax purposes. In addition, the Corporation for National and Community Service must (1) establish a pilot project to allow state service commissions to directly place individuals, and (2) disseminate national service opportunities through a promotional campaign and other means.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to the population. Local governments shall use the funds provided to cover only those costs that (1) such governments reasonably deem to be necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. If a unit of local government determines it will not expend all the funds paid by the end of that period, it may transfer the unexpended portion to another unit of local government in the state with a population of 500,000 or less, subject to specified requirements. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the armed forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Health Heroes 2020 Act This bill appropriates funds for, and makes other changes to, scholarship and loan repayment programs for health care providers who agree to a period of obligated service in a health professional shortage area. Specifically, the bill provides funds through FY2026 for the National Health Service Corps and otherwise modifies the program, including by (1) authorizing the Department of Health and Human Services (HHS), subject to certain limitations, to reassign corps members to alternative sites during a declared public health emergency; and (2) establishing a demonstration project that allows corps members to fulfill their service obligations through a period of reserve status, during which HHS may deploy them to respond to a declared emergency. The bill also provides FY2020 funds for the Nurse Corps scholarship and loan repayment programs. These funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.

This bill provides funds for assistance to homeowners to prevent mortgage defaults, foreclosures, and displacements of individuals and families experiencing financial hardship after January 21, 2020. The Department of the Treasury must disburse the funds to state housing finance agencies and Indian tribes for the provision of such assistance.

Food Bank Access to Farm Fresh Produce Act of 2020 This bill directs the Department of Agriculture to provide specialty crop block grants to each of the 20 states that have produced the highest quantity of specialty crops during the most recent three-year period to fund certain state food banks and food access networks. The grants may only be used to (1) procure and distribute specialty crops; (2) purchase, lease, or otherwise acquire vehicles, including refrigerated vehicles, or other equipment to carry out activities related to procurement and distribution of specialty crops; (3) pay for the cost of additional personnel; (4) pay for travel relating to procurement of specialty crops; and (5) pay for preparation, storage, and transportation of specialty crops, including delivery to end-consumers. Each grant provided to a state shall be not less than $100 million.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.

Health Force and Resilience Force Act of 2020 This bill establishes and expands programs to bring on individuals to perform public health functions, such as contact tracing and vaccine administration, to respond to the COVID-19 (i.e., coronavirus disease 2019) emergency and meet other public health needs after that emergency ends. The bill provides funding for the Centers for Disease Control and Prevention (CDC) to establish a Health Force to recruit and train individuals for roles in public health and health care. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. Among other activities, the CDC must award grants to, or enter into contracts with, states and other jurisdictions to hire and deploy Health Force personnel. The Federal Emergency Management Agency must hire and train additional individuals for its Cadre of On-Call Response/Recovery Employees. These employees may be detailed to certain federal agencies or to state, local, or tribal governments to support efforts with respect to COVID-19 and other disasters and emergencies.

Coronavirus Immigrant Families Protection Act This bill addresses immigration issues related to COVID-19 (i.e., coronavirus disease 2019) and otherwise makes changes to certain COVID-19 response activities, benefits, and programs. The Department of Homeland Security (DHS) and the Department of Justice (DOJ) must temporarily limit in-person immigration proceedings, and, during the COVID-19 emergency, DHS, DOJ, and the Department of State shall not take certain adverse immigration actions. In addition, an individual's use of certain assistance related to COVID-19 may not be considered in current or future immigration determinations concerning that individual. The bill includes pandemics within the scope of specified disaster and emergency laws and modifies nutrition and other benefits during such emergencies. For example, states may receive Medicaid payments for COVID-19 testing, vaccines, and treatment for certain unlawful aliens, and individuals who use an Individual Taxpayer Identification Number may receive cash assistance related to the COVID-19 response. In addition, individuals may not be excluded from participating in COVID-19 response programs due to actual or perceived immigration status. To ensure the availability of information related to COVID-19, the Centers for Disease Control and Prevention must (1) establish programs for eligible community-based organizations to develop preparedness materials that are culturally and linguistically appropriate, and (2) translate materials and operate telephone hotlines in specified languages. Agencies that receive funding under a law enacted in response to COVID-19 must also provide information about programs and opportunities in such languages.

Ensuring Understanding of COVID-19 to Protect Public Health Act This bill requires the National Institutes of Health (NIH), in consultation with the Centers for Disease Control and Prevention, to conduct a longitudinal study on the health impacts of COVID-19 (i.e., coronavirus disease 2019). The NIH must provide public summaries of findings on specified timelines.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.

Keeping Critical Connections Act of 2020 This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

COVID-19 Recovery by Enhancing Loan, Investment, and Education Funds for Small Businesses Act of 2020 or the COVID-19 RELIEF for Small Businesses Act of 2020 This bill establishes measures to provide assistance to small businesses impacted by COVID-19 (i.e., coronavirus disease 2019). Specifically, the Small Business Administration (SBA) must (1) provide economic injury grants for certain small businesses that have suffered substantial economic injury resulting from COVID-19; (2) establish a program to make direct loans to small businesses, up to 50% of which may be forgiven; and (3) pay the principal, interest, and associated fees on certain SBA loans, including microloans, for a six-month period. The bill also temporarily increases guarantee amounts and loan sizes for certain SBA loans, temporarily waives or reduces certain fees on SBA loans, and permanently waives the guarantee fee on SBA loans for veterans; revises the Microloan Program to increase available funds, extend repayment terms, and waive certain requirements for technical assistance grants; provides additional funding for small business economic development programs; revises and makes permanent the SBA's Intermediary Lending Program, the Community Advantage Loan Program, the Small Business Innovation Research Program, and the Small Business Technology Transfer Program; establishes the Innovation Centers Program whereby the SBA shall enter into cooperative agreements with certain entities to spur innovation and economic growth in underserved and rural communities; and establishes the Office of Emerging Markets to oversee the planning, coordination, and implementation of SBA efforts to enhance the economic well-being of small businesses in emerging markets. The federal government must grant certain flexibilities (e.g., additional performance time) to small business federal contractors and expedite the contract award process.

Coronavirus Relief for Seniors and People with Disabilities Act of 2020 This bill expands support programs for older adults and individuals with disabilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, the bill provides supplemental appropriations for (1) the Centers for Medicare & Medicaid Services for quality improvement and laboratory certification activities; (2) the Administration on Community Living to expand nutrition and other programs for older adults; and (3) the Department of Agriculture to provide food packages to low-income, elderly individuals. The funds are designated as an emergency requirement and are therefore exempt from discretionary funding limits and other budget enforcement rules. In addition, the bill (1) temporarily requires state Medicaid programs to provide Medicare cost-sharing assistance to certain individuals who qualify for, or are enrolled in, the low-income subsidy program under the Medicare prescription drug benefit; and (2) authorizes a grant program to support Medicaid home- and community-based services during the public health emergency. The bill also allows states to transfer funds, in greater amounts and without prior approval, between congregate and home-delivered nutrition programs, The Department of Health and Human Services must prioritize home-delivered nutrition services for individuals who are unable to obtain nutrition as a result of the emergency, such as those under quarantine, just as it prioritizes delivery to individuals who are homebound by illness.

Tax Filing Relief for America Act This bill extends the filing deadline for tax returns and the payment of tax to July 15, 2020, for taxable year 2019.
