Arbitration Fairness Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of an employment, consumer, antitrust, or civil rights dispute. The validity and enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Nothing in this bill applies to arbitration provisions in a contract between an employer and a labor organization or between labor organizations, except that no such arbitration provision shall have the effect of waiving the right of an employee to seek judicial enforcement of a right arising under the U.S. Constitution, a state constitution, a federal or state statute, or related public policy.

TechCorps Act This bill requires the Office of Personnel Management to establish and maintain an electronic database of job vacancies across the government relating to information technology (IT). The database shall be published on the USAJobs website and shall describe such vacancies as TechCorps-eligible positions. The National and Community Service Act of 1990 is amended to direct the Corporation for National and Community Service to enter into an agreement with a federal agency to carry out a TechCorps program, under which: individuals apply to service as TechCorps members prior to or after graduating from a program of study at an institution of education leading to a degree or certificate relating to IT, individuals are recruited in their last academic year, TechCorps members commit to employment with the federal agency in an IT-related job for at least two years, and individuals accepting such employment shall be TechCorps members for up to four years. The Higher Education Act of 1965 is amended to provide that a borrower of a loan under the William D. Ford Federal Direct Loan Program shall be eligible to defer payments for any period during which the borrower is serving as a TechCorps member. The Department of Education shall carry out a program of canceling a specified amount of the loan obligation amount of borrowers who: (1) serve as a TechCorps member for at least two years, and (2) are not in default. The Government Accountability Office shall study and report to Congress on projected staffing needs for IT-related jobs in the federal government over the next ten years.

Preventing Maternal Deaths Act of 2017 This bill directs the Department of Health and Human Services (HHS) to establish a program under which HHS may make grants to states for the purpose of: (1) reviewing pregnancy-related and pregnancy-associated deaths (maternal deaths); (2) establishing and sustaining a maternal mortality review committee to review relevant information; (3) ensuring that the state department of health develops a plan for ongoing health care provider education in order to improve the quality of maternal care, disseminate findings, and implement recommendations; (4) disseminating a case abstraction form to aid information collection for HHS review and preserve its uniformity; and (5) providing for the public disclosure of information included in state reports. The bill defines "pregnancy-associated death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the cause of death. It defines "pregnancy-related death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the pregnancy's duration, from any cause related to, or aggravated by, the pregnancy or its management, excluding any accidental or incidental cause. States shall develop procedures for mandatory reporting to their departments of health by health facilities and professionals concerning maternal deaths and for voluntary reporting of such deaths by family members. States shall investigate each case and prepare a case summary for each case, to be reviewed by the committee and included in applicable reports. The bill amends the Public Health Service Act to direct HHS to take specified steps to eliminate disparities in maternal health outcomes.

Scientific Integrity Act This bill requires, subject to Freedom of Information Act disclosure restrictions and privacy requirements, federal agencies that fund or conduct scientific research to: (1) promote and maximize the communication and open exchange of scientific data and findings to other agencies, policymakers, and the public; and (2) prevent the suppression or distortion of such data and findings. The bill amends the America COMPETES Act to require federal agencies that fund or conduct scientific research to develop and enforce a scientific integrity policy and submit it to Congress and the Office of Science and Technology Policy (OSTP). A scientific integrity policy must, at a minimum, ensure that scientific conclusions are not made based on political considerations. It must be made available to the public on agency websites and be disseminated to each new agency employee and contractor. Agencies must also develop and require training on the policy for its employees and contractors. The OSTP shall enter into an agrement with the National Academy of Public Administration to study the appropriateness of scientific integrity policies.

Women's Health Protection Act of 2017 This bill prohibits any government from imposing on abortion services: a requirement that a medical professional perform specific tests or medical procedures; a requirement that the same clinician who performs a patient's abortion also perform additional tests, services or procedures; a limitation on an abortion provider's ability to prescribe or dispense drugs or provide services via telemedicine; a requirement or limitation concerning the physical plant, equipment, staffing, or hospital transfer arrangements of facilities where abortions are performed, or the credentials, hospital privileges, or status of personnel at those facilities; a requirement that, prior to obtaining an abortion, a patient make medically unnecessary in-person visits to any individual or entity; a limitation on medical training for abortion procedures; a prohibition prior to fetal viability, including a prohibition on a particular abortion procedure; a prohibition after fetal viability when continuation of the pregnancy would pose a risk to the woman's life or health; a restriction on a woman's ability to obtain an immediate abortion when a delay would pose a risk to the woman's health; or a restriction on obtaining an abortion prior to fetal viability based on a woman's reasons or perceived reasons or that requires her to state her reasons before obtaining an abortion. A measure or action that is similar to a requirement or limitation listed above is prohibited if it singles out abortion services or makes abortion services more difficult to access and does not significantly advance women's health or the safety of abortion services.

United States Call Center Worker and Consumer Protection Act of 2017 This bill requires a business that employs 50 or more call center employees, excluding part-time employees, or 50 or more call center employees who in the aggregate work at least 1,500 hours per week, exclusive of overtime, to notify the Department of Labor at least 120 days before relocating such center outside of the United States. Violators are subject to a civil penalty of up to $10,000 per day. Labor must make publicly available a list of all such employers that relocate a call center. It may remove from the list an employer that has relocated the call center from a location outside the United States to a location inside the United States. Employers must remain on the list for up to three years after each relocation. An employer is ineligible for federal grants or federal guaranteed loans for five years after being added to the list, except where the employer demonstrates that a lack of such loan or grant would threaten national security, result in substantial job loss in the United States, or harm the environment. Federal or state executive agencies or military departments, when awarding a civilian or defense-related contract, must give preference to a U.S. employer that does not appear on the list. Businesses that initiate or receive a customer service communication must require each of their employees or agents participating in the communication to disclose their physical location at the beginning of each such communication unless all involved employees or agents are located in the United States. The bill exempts any communication: (1) initiated by a consumer if the consumer knows or reasonably should know that the employee or agent is located outside the United States, or (2) related to the provision of emergency services. Upon request, businesses must transfer a customer to a customer service agent who is physically located in the United States. The Federal Trade Commission (FTC) may exclude certain classes or types of business entities or customer service communications from the requirements of this bill under exceptionally compelling circumstances. The bill sets forth authority for the FTC to enforce against violations.

CT Colonography Screening for Colorectal Cancer Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) provide Medicare coverage for screening computed tomography colonography (CTC) as a colorectal cancer screening test, and (2) exclude screening CTC from a special Medicare payment rule applicable to certain imaging services.

Living Donor Protection Act of 2017 This bill prohibits discrimination based on an individual's status as a living organ donor in the offering, issuance, cancellation, coverage, price, or any other condition of a life insurance policy, disability insurance policy, or long-term care insurance policy. The bill amends the Family and Medical Leave Act of 1993 to specifically include living organ donation as a serious health condition that entitles a covered employee to leave under that Act. The Department of Health and Human Services must update public service announcements, websites, and other media regarding live organ donation to educate the public on the benefits of live organ donation and on access to insurance for living organ donors.

Early STEM Achievement Act This bill requires the Department of Education to award competitive grants to eligible entities for the purpose of assisting early childhood education programs in carrying out science, technology, engineering, and mathematics (STEM) programs and activities. A grant recipient must use the grant for necessary materials and equipment or for specified activities related to professional development in early childhood STEM activities.

Battlefield Excellence through Superior Training Practices Act or the BEST Practices Act This bill requires the Department of Defense (DOD), by no later than: (1) October 1, 2020, to complete the development, testing, and validation of human-based training methods for training members of the Armed Forces in the treatment of combat trauma injuries, with the goal of replacing live animal-based training methods; and (2) October 1, 2022, to use only use human-based training methods for such purposes. No animals may be used in such training after the latter date. DOD shall submit an annual report to Congress regarding the development and implementation of the human-based training methods.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Pershing County Economic Development and Conservation Act This bill directs the Department of the Interior to conduct sales or exchanges of eligible lands in Pershing County, Nevada, identified as the "Checkerboard Lands Resolution Area." Interior and the county shall jointly select which parcels of eligible land to offer for sale or acre-for-acre exchange. For purposes of acre-for-acre exchanges, Interior shall identify management priority areas within the Checkerboard Lands Resolution Area, including those considered to be: greater sage-grouse habitat; part of an identified wildlife corridor or designated critical habitat; of value for outdoor recreation or public access for hunting, fishing, and other recreational purposes; of significant cultural, historic, ecological, or scenic value; or of value for improving federal land management. The bill prescribes requirements for the disposition of proceeds from the sales of lands. Interior shall offer for sale and convey to specified qualified entities, for fair market value, the remaining U.S. right, title, and interest in certain lands and interests in the county. Interior shall convey to the county, without consideration, Unionville Cemetery. The bill designates specified federal land in Nevada as components of the National Wilderness Preservation System. The bill releases specified wilderness study areas from further review for designation as wilderness.

United States and Israel Space Cooperation Act This bill directs the National Aeronautics and Space Administration (NASA) to continue to work with the Israel Space Agency in identifying and cooperatively pursuing peaceful space exploration and science initiatives in areas of mutual interest.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

Disclosure of Information on Spending on Campaigns Leads to Open and Secure Elections Act of 2017 or the DISCLOSE 2017 Act This bill amends the Federal Election Campaign Act of 1971 to: revise the definition of "independent expenditure;" expand the period during which certain communications are treated as electioneering communications; require certain organizations making campaign-related disbursements to file a statement with the Federal Election Commission; require campaign-related radio or television communications that are not authorized by a candidate or candidate's political committee to include an individual or organizational disclosure statement, together with other information; repeal the prohibition against political contributions by individuals age 17 or younger; and require certain organizations that submit regular, periodic reports to shareholders, members, or donors to include in each report information regarding campaign-related disbursements . The bill amends the Lobbying Disclosure Act of 1995 to require the semiannual reports on certain election campaign contributions filed with the Senate or the House of Representatives by registered lobbyists (or persons or organizations required to register as lobbyists) to contain: (1) the amount of any independent expenditure of $1,000 or more made by each such person or organization, along with the name of each candidate being supported or opposed and the amount spent supporting or opposing that candidate; and (2) the amount of any electioneering communication of $1,000 or more made by such person or organization, along with the name of the candidate referred to in the communication and whether the communication was in support of or in opposition to the candidate.

Enhancing Opportunities for Medical Doctors Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to redistribute unused residency positions for which graduate medical education costs are paid under Medicare. Specifically, the Centers for Medicare & Medicaid Services must: (1) reduce a hospital's resident limit by a specified amount if the hospital has unused residency positions and is not a rural hospital with fewer than 250 acute care inpatient beds, and (2) increase the resident limit for each qualifying hospital that applies for an increase. In aggregate, the number of increased positions shall equal the number of reduced positions. The bill establishes specified priorities, limitations, and capacity considerations with respect to redistribution.

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

Military Hunger Prevention Act This bill excludes the value of a housing allowance for a member of a uniformed service from any income, assets, or resources calculation for determining eligibility for any federal program issuing benefits for nutrition assistance (including the family subsistence supplemental allowance program).

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Calls upon: (1) the Defense POW/MIA Accounting Agency, other elements of the Department of Defense and the federal government, and all foreign governments to intensify efforts to investigate, recover, identify and account for all missing and unaccounted-for U.S. personnel; and (2) all foreign governments with information on missing U.S. personnel, or with missing U.S. personnel within their territories, to cooperate fully with the U.S. government to provide the fullest possible accounting for all missing U.S. personnel.

Russia Sanctions Review Act of 2017 This bill provides that the following executive orders, as in effect on January 1, 2017, and any sanctions imposed pursuant to such orders, shall remain in effect: (1) Executive Order 13694 (relating to blocking property of certain persons engaging in significant malicious cyber-enabled activities); (2) Executive Orders 13660, 13661, and 13662 (relating to blocking property of certain persons contributing to the situation in Ukraine); and (3) Executive Order 13685 (relating to blocking property of certain persons and prohibiting certain transactions with respect to the Crimea region of Ukraine). Before taking any action to waive or otherwise limit the application of sanctions with respect to the Russian Federation, the President shall submit to specified congressional committees a report that: (1) describes the proposed action; and (2) certifies that the Russian government has ceased ordering or supporting acts intended to undermine Ukraine's peace, security, stability,sovereignty, or territorial integrity and has ceased cyber attacks against the U.S. government and U.S. persons and entities. During the 120-day period following a report's submission: (1) the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs shall review such report and certification, and (2) the President may not take action to waive or otherwise limit the application of such sanctions. The President may not take action to waive or otherwise limit the application of sanctions with respect to the Russian Federation: (1) for 12 days after the date of passage by both Houses of Congress of a congressional joint resolution disapproving such action, (2) for 10 days after the the President vetoes such joint resolution, and (3) if such joint resolution is enacted as provided for by this bill.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments made by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Youth Access to American Jobs Act of 2017 This bill requires the Department of Education to award grants to 10 eligible entities (partnerships among a local educational agency (LEA), a community college, and a state apprentice program or a joint-labor management training program) to carry out a program for students to: enroll in and complete science, technology, engineering, and mathematics (STEM) courses, STEM-focused career and technical education courses, and other courses during grades 11 and 12 at a high school served by the LEA that prepares them for community college; enroll in a course of study related to a high-growth skills industry, an in-demand industry or occupation, the manufacturing field, or other vocational or career and technical education field at a community college upon graduating from such high school; and enroll, for a two-year period, in the eligible entity's state apprenticeship program or the joint-labor management training program upon receiving an associate's degree from such community college.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Veterans Federal Hiring Protection Act of 2017 This bill declares that notwithstanding any presidential action to prevent a federal agency from filling or creating federal civilian employee positions, an agency may appoint an individual to such a position that will be filled by an individual who is a preference eligible veteran, disabled veteran, or a specified relative of a veteran.

Firefighter Cancer Registry Act of 2017 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) develop a strategy to maximize participation in the registry; (2) develop guidance for states and firefighting agencies regarding the registry; (3) encourage inclusion in the registry of data on minority, female, and volunteer firefighters; and (4) seek feedback on the registry from nonfederal experts. The CDC must develop a process for making registry data available for research without a fee if findings or publications from the research are made public or available to stakeholders.

Veteran Urgent Access to Mental Healthcare Act This bill directs the Department of Veterans Affairs (VA) to furnish to former members of the Armed Forces: (1) an initial mental health assessment; and (2) the mental health care services required to treat the member's urgent mental health care needs, including risk of suicide or harming others. A former member of the Armed Forces is an individual who: served in the active military, naval, or air service, was discharged or released under a condition less than honorable (except a dishonorable or bad conduct discharge), has applied for a character of service determination that has not yet been made, and is not otherwise eligible to enroll in the VA health care system by reason of such discharge or release; or while serving in the Armed Forces, was deployed in a theater of combat operations or an area at a time during which hostilities occurred in that area, participated in or experienced such combat operations or hostilities, or was the victim of a physical assault of a sexual nature, battery of a sexual nature, or sexual harassment. The VA may provide such mental health care services at a non-VA facility if: (1) the receipt of mental health care services by an individual in VA facilities would be clinically inadvisable, or (2) VA facilities are not capable of furnishing such mental health care services to that individual economically because of geographical inaccessibility. The VA shall seek to enter into a contract with an independent nongovernmental entity to study the effect combat service has had on suicide rates and serious mental health issues among veterans.

Special Priority on Aircrafts and Coverage Equity Act of 2017 or SPACE-A This bill directs the Department of Defense to provide transportation on scheduled and unscheduled military flights within the continental United States and on scheduled overseas flights on a space-available basis for veterans with a service-connected, permanent disability rated as total on the same basis as such transportation is provided to members of the Armed Forces entitled to retired or retainer pay.

Family and Medical Insurance Leave Act or the FAMILY Act This bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA). The bill entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. An individual qualifies for such a benefit payment if such individual: is insured for disability insurance benefits under the Social Security Act at the time an application is filed; has earned income from employment during the 12 months before filing it; and was engaged in qualified caregiving (any activity for which the individual would be entitled to leave under the Family and Medical Leave Act of 1993), or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. The bill prescribes a formula for determination of an individual's monthly benefit, as well as for the maximum and minimum amounts. An FMLI benefit payment shall be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill prescribes criteria that make an individual ineligible for an FMLI benefit payment and specifies prohibited acts by an employer and penalties for violations. The bill establishes the Federal Family and Medical Leave Insurance Trust Fund. FMLI benefit payments shall be made only from this fund. No amounts from the Social Security Trust Funds or appropriated to the SSA to administer Social Security programs may be used for FMLI benefits or administration. The bill amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund for FMLI benefits.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Respect State Marijuana Laws Act of 2017 This bill amends the Controlled Substances Act to provide that the Act's regulatory controls and administrative, civil, and criminal penalties do not apply to a person who produces, possesses, distributes, dispenses, administers, or delivers marijuana in compliance with state laws.

Saracini Aviation Safety Act of 2017 This bill requires the Federal Aviation Administration to issue an order to require: (1) the installation of secondary barriers, other than the cockpit door, to prevent access to the flight deck of each covered aircraft; (2) such barriers on the aircraft with a cockpit door to remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) such barriers on the aircraft without a cockpit door to remain locked as determined by the pilot in command. "Covered aircraft" is defined as a commercial aircraft: (1) equipped with more than 75 passenger seats, and (2) with a maximum gross takeoff weight of more than 75,000 pounds.

This bill amends the Internal Revenue Code to permit the tax-exempt financing of certain government-owned buildings by expanding the definition of "exempt facility bond" to include bonds used for qualified government buildings. A qualified government building is a government-owned building or facility that consists of one or more of the following: an elementary or secondary school; facilities of a state college or university used for educational purposes; a public library; a court; hospital, health care, laboratory, or research facilities; public safety facilities; or offices for government employees. The bill excludes buildings or facilities that include specified recreational equipment or are used for the primary purpose of providing retail food and beverage services, recreation, or entertainment. The bill establishes: (1) a $5 billion limit on the amount of tax-exempt financing which may be provided for government buildings, and (2) procedures for allocating and applying for the financing. The bill exempts the bonds for government buildings from the volume cap on private activity bonds.

Food Donation Act of 2017 This bill amends the Bill Emerson Good Samaritan Food Donation Act to expand the liability protections for the donation of food. The bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food: that is mislabeled in a manner that is not related to safety and safety-related labeling standards and regulations; meets safety and safety-related labeling standards and regulations but is past the date label; for which the recipient is charged a "good Samaritan reduced" price that is no greater than the cost of handling, administering, and distributing the product; or that is donated directly to a needy individual by a retail grocer, wholesaler, agricultural producer, restaurant, caterer, school food authority, or institution of higher education. The Department of Agriculture must: (1) issue regulations with respect to the safety and safety-related labeling standards of apparently wholesome food and an apparently fit grocery product under the Bill Emerson Good Samaritan Food Donation Act, (2) promote awareness of food donation under the Act, and (3) issue guidance with respect to the amendments made by this bill.

Risk Management and Homeowner Stability Act of 2017 This bill amends the Congressional Budget Act of 1974 to prohibit the chairs of the congressional budget committees from counting increases to guarantee fees as offsets for budget enforcement purposes. The bill includes an exception for legislation that increases guarantee fees to finance reforms to the secondary mortgage market. (Guarantee fees are charged by enterprises, such as the Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac], to guarantee the payment of principal and interest on loans. This bill prevents the fees from being used to offset provisions that increase the deficit in determining whether a budget point of order applies to legislation.)

Newborn Care Improvement Act This bill allows the Department of Veterans Affairs (VA) to provide the newborn child of a woman veteran who is receiving VA maternity care with post-delivery care services for 42 days after the child's birth if the veteran delivered the child in a VA facility or another facility with which VA has a contract for such services. (Currently, such care may not be provided for more than 7 days.)

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Credit Score Competition Act of 2017 This bill amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act to allow the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac), when determining whether to purchase a residential mortgage, to consider a borrower's credit score only if certain procedural requirements are met with respect to the validation and approval of credit-scoring models. The Federal Housing Finance Agency may, by regulation, establish standards and criteria for processes used by Fannie Mae and Freddie Mac to validate and approve credit-scoring models in accordance with the bill.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism.

Condemns North Korea's development of multiple intercontinental ballistic missiles. Urges the prompt deployment of the Terminal High Altitude Area Defense system in South Korea to counter North Korea's nuclear missile threat. Reaffirms: (1) U.S. support of a layered, interoperable, multi-tier missile defense system to protect Americans and allies on the Korean Peninsula; and (2) the U.S. commitment to its alliances and trilateral missile defense cooperation agreements with South Korea and Japan. Expresses support for: (1) continued U.S.-South Korea bilateral security cooperation and the consideration of additional measures to strengthen the alliance, including expanded foreign military sales, technology development, and joint exercises; and (2) the intelligence sharing agreement between Japan and South Korea signed on November 23, 2016, concerning the direct exchange of intelligence on North Korea threats. Calls upon: (1) China to pressure North Korean leaders to cease their provocative behavior, abandon and dismantle their nuclear and missile programs through the curtailing of vital economic support and trade that support the North Korean government, and comply with all relevant United Nations Security Council Resolutions; and (2) the United States to apply all available economic sanctions, and cooperate with allies and other countries to impose additional sanctions, on North Korea.

Allocation for Music Producers Act or the AMP Act This bill amends federal copyright law to require a collective designated by the Copyright Royalty Judges to implement a policy providing for the acceptance of instructions (referred to as a "letter of direction") from a person who owns the exclusive right to publicly perform a sound recording by means of a digital audio transmission, or from a recording artist of a such a sound recording, to distribute a portion of royalty payments to a producer, mixer, or sound engineer who was part of the creative process behind the sound recording. The collective must adopt special procedures for a producer, mixer, or sound engineer to receive a portion of royalties for recordings fixed before November 1, 1995, by certifying that a reasonable effort has been made to obtain a letter of direction from an artist who owns the right to receipts payable with respect to the sound recording.

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Public Land Renewable Energy Development Act of 2017 This bill amends the Energy Policy Act of 2005 to extend through FY2022 the authorization for deposit and use of lease revenues under the Geothermal Steam Act of 1970. Such funds shall be available to the Department of the Interior for FY2017 and afterwards to implement both the Energy Policy Act of 2005 and the Geothermal Steam Act of 1970. Interior shall establish priority areas on covered land (i.e., public land administered by Interior and not excluded under law from the development of geothermal, solar, or wind energy) for geothermal, solar, and wind energy projects. Variance areas shall also be considered for the development of renewable energy projects under this bill, consistent with the principles of multiple use (as defined under the Federal Land Policy and Management Act of 1976). The bill defines "variance area" as covered land that is neither an exclusion area (not suitable for development of renewable energy projects) nor a priority area. Interior shall establish a program to improve federal permit coordination with respect to renewable energy projects carried out on covered land. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for: (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by wind, geothermal, or solar energy development; and (2) preserving and improving recreational access to federal land and water in an affected region.
