CDFI Bond Guarantee Program Improvement Act of 2025 This bill reauthorizes the Community Development Financial Institutions (CDFI) Bond Guarantee Program for four years and revises it to allow for a greater number of participants. CDFIs are financial institutions serving low-income communities. Designation as a CDFI allows an institution to participate in programs such as the CDFI Bond Guarantee Program. The program provides CDFIs with financing for community and economic development projects through federal credit subsidies that allow CDFIs to issue bonds. The bill (1) reduces the program’s minimum loan amount from $100 million to $25 million, (2) eliminates the cap on the annual number of guarantees, and (3) revises the maximum amount that may be held in a CDFI's relending account for secondary loans.

Tribal Access to Electronic Evidence Act This bill allows tribal courts to execute warrants for electronic material. The Stored Communications Act (SCA) generally prohibits providers of electronic communication services (e.g., cell phone providers, email providers, or social media platforms) and remote computing services (e.g., cloud computing providers) from knowingly disclosing stored electronic communications or records (e.g., emails) or information pertaining to customers or subscribers. However, the SCA authorizes governmental entities to compel service providers to disclose electronic communication information through a court-issued warrant, a court order, or an administrative subpoena. This bill gives tribal courts the same authority as other governmental entities (e.g., state courts) to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if the regulator complies with the Paperwork Reduction Act.

Credit Access and Inclusion Act of 2025 This bill allows for the reporting of certain positive consumer-credit information (such as the on-time payment of rent or utilities) to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. Stop Stealing our Chips Act This bill creates a whistleblower incentive program and establishes whistleblower protections for individuals who provide information to the Department of Commerce's Bureau of Industry and Security (BIS) related to violations of U.S. export control laws. Currently, BIS administers and enforces controls on the export of dual-use goods (e.g., items with both civilian and military uses) and certain military parts and components. These export controls are implemented primarily under the Export Control Reform Act of 2018 (ECRA) through the Export Administration Regulations. Under the bill, BIS must establish a whistleblower incentive program to reward individuals who voluntarily report original information that results in BIS imposing fines under ECRA on persons that violate, attempt to violate, conspire to violate, or cause a violation of ECRA or any related regulation, order, license, or authorization. Additionally, BIS must establish a secure online portal for whistleblowers to report violations of ECRA. The bill outlines requirements for BIS to review, investigate, and provide status updates related to these reports. The bill authorizes BIS to pay an award to any whistleblower who voluntarily reported original information that led to the imposition of a fine under ECRA. The bill establishes the Export Compliance Accountability Fund for paying these awards and funding related activities. The bill also sets forth whistleblower protections by (1) prohibiting retaliation against individuals who act as whistleblowers, and (2) establishing confidentiality requirements.
